and a big letdown for marijuana enthusiasts. why san francisco just canceled this year's 4/20 celebration. from cbs news bay area, this is the evening edition. >> and we begin with the very latest from baltimore. the coast guard has called off the rescue effort for six construction workers who went missing after a shocking bridge collapse overnight. good evening, i'm ryan yamamoto. >> yo, what -- oh my gosh. >> eyewitness video shows that moment that cargo ship slammed into a bridge support, bringing the whole thing crashing down. there's another perspective of that disaster. you can see it was a direct hit on that pillar. and here's a live look from baltimore right now. the coast guard says it's unlikely any of those six missing people will be found alive, and their rescue mission has now turned into a recovery mission. reporter ryan hughes is in baltimore with more on the

investigation and how something like this could have ever happened. >> reporter: ryan, the united states coast guard just announced the search for the six people missing has been suspended based on the length of time that they have been in the water and the water temperature. maryland's governor wes moore say he is had a chance to speak to some of the families impacted and his thoughts and prayers are with all of them. >> the whole bridge just fell down. >> reporter: video shows the moment a massive container ship struck support pillars of the critical overpass. john is a crane operator at the port and felt the impact from his nearby home. >> just like an aftershock of an earthquake. and a loud explosion. >> reporter: the crew aboard the 974-foot vessel notified state officials the ship had lost propulsion and that hitting the bridge was possible. >> there's a ship approaching that just lost their steering. >> reporter: maryland's governor says that heads up helped save lives. >> we're thankful that between the mayday and the collapse

that we had officials who were able to begin to stop the flow of traffic. >> reporter: 12 million vehicles crossed baltimore's key bridge last year and the port itself handled a record amount of cargo. it's closed until further notice. president biden promised federal aid. >> it's my intention that federal government will pay for the entire cost of reconstructing that bridge. >> reporter: the president said 15,000 jobs depend on that port. that includes john's. >> that's going to affect our work down there. >> reporter: officials say the bridge was fully up to code. the ntsb says it hopes to access recordings on board that ship as part of its investigation and a state of emergency remains in effect here in maryland. reporting in boum, maryland, ryan hughes, ryan back to you. >> and we have seen similar crashes right here involving our old bay bridge. thankfully, the structure remained standing. back in 2013 an empty oil tanker caused minor damage when it struck the base of a

tower of that bridge. the overseas was headed to sea after unloading crude oil at the martinez refinery. in 2007, another container ship hit the bay bridge, spilling 52,000 gallons of fuel oil. crews spent months cleaning up the damage from the cosco busan. the ship's pilot and two shipping companies responsible for that spill, they paid $44.4 million in a settlement. agencies near the bay area do have a plan in place for a worst case scenario, and our amanda hari joins us live with the detail, amanda? >> reporter: the incident in baltimore is a reminder for people in the transportation industry that that type of thing could happen on this bridge or any of the other bridges in the bay area but they say they do have plans in place. captivating footage of what's left behind of the francis scott key memorial bridge, a baltimore landmark

crumpled into pieces after a cargo ship crushed the bridge early tuesday morning. >> i'm not an engineer, but that just looked like this is the worst case scenario. >> reporter: john goodwin with the metropolitan transportation commission says he's lived and worked in the bay area for decades. the tragedy today had him flashing back to 2007 when the cosco busan hit a tower of the bay bridge. while the container ship was damaged f bay bridge maintained it's structural integrity. nearly two decades later, they continue to work on improving protecting the bay bridge and the rest of the bridges. >> the bay area is seeking a grant from the u.s. department of transportation to upgrade the defender system on the bay area bridges. what's known as the ship collision protection system. >> reporter: that would be an approximately $167 million upgad to the bridges. goodwin says these protections would

hopefully protect local bridges from collapsing like the bridge in baltimore but ultimately, there's only so much they can prepare for. >> we can do planning for a lot of different scenario, but reality has a way of coming out one step ahead of preparation. >> reporter: similar cargo ships like the one in baltimore pass under the bay bridge every day. an incident like this morning would be an all hands on deck situation. the state's office of emergency services would activate units from california highway patrol, caltrans, and many others, including the water emergency transportation authority. >> we prepare for incidents. we have exercises on a regular basis, all of our captains and deck hands undergo rigorous training. >> reporter: the ferry system would shut down to utilize those boats in any way that

would help. >> part of our mission at san francisco bay ferry is to provide emergency water transit if any of the bridges or other transbay transportation systems are disabled. >> reporter: both organizations are constantly working to create better safety plans and keep their crews ready for anything that could happen, but goodwin says he understands that the community may still be concerned after what happened in baltimore. >> even things that happen very, very rarely do sometimes happen. >> reporter: the people i spoke with say they hope to get more details about what happened in baltimore as they become available. that way they can better prepare for the future. back to you. >> all right, thank, amanda hari, reporting live from the embarcadero. with that amount of traffic at u.s. ports, it may seem remarkable that incident liex this do not happen more often. here in the bay area, ships the size of skyscrapers maneuver in and out of the bay using channels designed for smaller vessels. >> when we first started back

disaffected democrat, particularly african american men and younger voters in those key battleground states. >> rfk jr. began his campaign as a primary challenge to president biden but last fall said he would run as an independent instead. >> thank, anne. turning to weather right now, another full day of sunshine all across the bay area, but oh, that is about to change. first alert chief meteorologist paul heggen here with the -- i don't know if i can call it bad news because maybe you like the rain, i don't know. >> we're still at that point in the season we're not that far above average for how much rainfall has fallen this winter. we're almost exactly normal in san francisco. we could still use a little bit more. we would just like it if we would avoid the weekend. good luck with that. at least it's not raining on the last preseason game for the giants and a's. that is being played as we speak at oracle park. the a's opened at home on thursday. that look okay, but friday could be their first rain out in seven years. only been two rain outs in oakland

since 1998, i believe. friday might be the third one. the rain is going to move in on wednesday. for santa rosa, the rain's going to arrive first. off and on light rain showers giving way to steadier and heavier rain especially about this time tomorrow until about sunset. it's going to be a later arrival around san francisco and oakland. the best chance of rain is going to move in after the sun goes down. and we're not talking about torrential downpours but steady, moderate rainfall for a few hours wednesday evening, even later to arrive in the santa clara valley. this first round of rain isn't going to lood to any flooding concerns. noticeable wind gusts, but no concerns about wind damage potential. stronger storm system does loom in the forecast late they are week. we'll talk about both of them in conjunction in a few minutes. >> thank, paul. now to the south bay, a person rescued from a house fire in san jose. more than 40 firefighters were son scene to put out those flames. this happened on north fourth street near east james street before noon. it's not far from saint james park. look at that. the home gave way as firefighters

doused the remaining smoke and flames with their hoses. crews say flails from this home were starting to spread to another home where someone was inside. that person was saved. fire crews say this area has a history of fire. >> these two houses that were destroyed have been vacant for some time. they've been chain linked off. and we've had multiple fires in these structures often as a result of some unhoused community members that are either doing warming fires or cooking fires. >> fire crews say their investigation of the cause of the fire is still ongoing. no one was hurt. in sacramento a massive fire erupted at this parent building under construction. you see those giant flames and orange smoke shooting up into the dark sky. fire crews say this was a five-story mixed commercial and apartment building. no one was hurt in this fire. still ahead, san francisco's world famous 4/20 celebration has been abruptly called off. the explanation for today's surprise announcement.

and new developments in the possible sex trafficking investigation involving sean diddy combs. the response from the hip hop mogul today after federal agents raided two of his homes. supreme court justices weigh access to abortion medication. i'm natalie brand with what arguments revealed about how they could rule in the high stakes case.

well, the head coach of the university of utah women's basketball team says her team was the target of racist harassment, forcing them to switch hotels ahead of their first ncaa tournament game. the alleged abuse happened in coeur d'alene, idaho. the head coach said there were instances of racial hate crimes that made players and staff feel unsafe, so they moved to a new hotel.

>> whether they are, you know, white, black, green, whatever, no one knew how to handle it, you know? and it was really upsetting. and for our players and staff to not feel safe in an ncaa tournament environment is messed up. >> while the team ended up moving to a hotel ein spokane, washington, meanwhile, coeur d'alene city officials say they're investigating those incident, and during a press conference earlier today, well, it ended abruptly after outbursts by a community member. >> who are you with? who are you with? >> it doesn't matter. >> yes, it does. you're out of order. let me just say this, there is another law called a verbal assault law. this press conference is ended. thank you. >> and before that city officials denounced the alleged racist incident, saying it does

not represent what idaho stands for. the lawyer of sean "diddy" combs speaking out a day after the feds raided two of the music mogul's homes. his lawyer called the raids, quote, excessive and a gross use of military level force. homeland security agents searched combs' los angeles and miami homes yesterday, all in connection to a possible sex trafficking investigation. it follows a series of lawsuits accusing him of serious sexual misconduct, including within from his ex-girlfriend cassandra ventura. she filed a federal lawsuit filled with graphic details of alleged violence and abuse during their nearly decade long relationship. she has reached a settlement with combs, and he denied any wrong doing. his lawyer says he is innocent. in san francisco, organizers of the 4/20 hippie hill festival, they have canceled the event. this is video from last year. organizers say they blame the budget cuts and challenges

securing sponsorships. the event has traditionally drawn thousands to celebrate cannabis culture. lottery jackpot has soared to nearly $2 billion in winnings total. that's two of them. the powerball prize now worth about $865 million, making tilt fifth largest payout in game's history. meanwhile, the mega millions jackpot could make someone about $1.1 billion richer. that drawing is tonight, so let's check in with first alert chief meteorologist. he did not win, paul heggen. he is here was. if he's not here tomorrow, hmm. >> i'm not going to be here tomorrow. >> oh. >> but that's not likely the reason why. there's about a 1 in 26 million chance that's the reason why. >> there's a chance, though. >> telling you there's a chance. statistically it is true, even if there are a lot of zeros before you get to your one little chance there. much better chance of rain in the forecast for tomorrow. let's take a look at what you need to know as we get back into an

active weather pattern. still calm this evening. any outdoor plans in the works this evening, go ahead with those. light showers for most of the day on wednesday. not an all day washout. the wave of heavier rain is going to move in wednesday evening and early overnight. then we get back into off and on shower pattern on thursday before a stronger storm system moves in friday. gusty winds accompanying that one. let's take a look at the impact on solar electricity generation . clouds pretty thoik throughout the day. cracks in the cloud cover on thursday, a little bit of a bounce back to those numbers during that brief break in between storm systems. the showers are going to be starting to try to move in as the sun comes up tomorrow morning. the best chance of those off and on showers for most of the day is along the coast and for the north bay, but a few of them are going to try to survive their trip over the terrain and make their way farther inland. the better chance of rain into the north bay before the sun goes down wednesday evening. this is the

main event with this particular storm system. moderate rainfall. nothing really intense with this band of heavier downpours that's going to be trying to soak the ground to a greater extent. but no flooding concern with this system. it moves out quickly, just after midnight we'll see the bulk of the shower activity beginning to wind down. but still some lingering offand on showers in the forecast on thursday, so it's not going to be completely dry. keep the umbrella and rain jacket handy for the next several days. adding up just this first storm system for the northern half of the bay area, we're talking about around 0.5 an inch of total rainfall in most locations. some spots picking up closer to one inch of rain, especially in the mountainous range along the coast. of course, there's more rain on the way. especially by friday into friday night with lingering rain likely on saturday. those chances diminish as we hit easter sunday, but easter sunday even is not looking completely dry. we add up all the rain over the course of the next five day,

and here are the amounts that we generally expect. there's always a little bit of flexibility when you're talking about multiple waves of rainfall, but an inch or less in the santa clara valley the most likely scenario. inland spots in the less than one inch rain for the most part. about 1.5 inches along the coast in half moon bay. the higher amounts in the santa cruz mountains and the higher elevations of the north bay closer to 1.5 inches around novato, 2 inches around san rafael. santa rosa also picking up likely about 1.5 to 2 inches of total rain by the time all is said and done. the wind energy with this first storm system isn't going to be all that intense. we're going to get a brief period of gusty conditions that accompany the heaviest rain tomorrow evening, but the strongest winds are in the 20 to 30-mile-per-hour range. those will go up to the 30 to 40-mile-per-hour range with the second storm system that moves in friday and into friday night. this is a snow make fer for sierra. winter storm warning in effect for the higher elevations. anywhere

from a few inches of snow to over a foot for some of the ridgelines as we look through the thursday midday. and then the next storm system moves in and adds more on top of that. over a foot expected at lake wlefl a couple feet of snowfall higher up in elevation. temperatures are not a big concern. we're not going to both we are the high temperature forecast for tomorrow because everybody's going to be on the same playing field. upper 50s and low 60s in between those scattered light showers. we're going to be cooling off more as that second storm system moves in, and we're not going to warm up much at all for easter weekend. even if you catch a break in between the showers on sunday, it's cool out there. a bit more of a warm-up, mid to upper 60s to around 70 for april monday and tuesday. >> thank, paul. up next, a high stakes battle over the abortion pill. the arguments at the supreme court today and which way the justices appear to be leaning. >> we thought it was really important to support women and their right to get an abortion

the supreme court now weighing its decision in a case that could decide if access to the so-called abortion pill should be limited. a group of doctors oppose the abortion's -- to abortions sued after the fda eased restrictions on the pill to make it easier to obtain. natalie brand is at the supreme court with details.

>> reporter: hundreds demonstrated outside the u.s. supreme court during arguments on access to the abortion drug mifepristone. >> we thought it was really important to support women and your right to an abortion safely. >> the number one price for me is that chemicals should never be used to take innocent life. >> reporter: in 2016, the fda extended the window women can take mifepristone from seven to ten weeks, and during the pandemic it said an in-person doctor's visit was not needed, allowing mail-order pharmacies to ship the drug nationwide. erun holly, who argued on behalf of doctors opposed, says the fda violated the law. >> the fda based the decision to remove that in-person visit on studies it acknowledged were, quote, not adequate. >> but fda's conclusion was mifepristone could be dispensed without in-person visits. it had luminous evidence e, i

think, to support that conclusion in 2021, and there's been no contrary evidence that's been introduced. >> reporter: government also argued the doctors who brought the suit don't have legal standing because they were unlikely to be harmed by the changes. >> under federal law, no doctors can be forced against their consciences to perform or assist in an abortion, correct? >> yes. >> reporter: during argument, both conservative and liberal justices focused on the standing. they appear inclined to side with the fda. >> a final decision is expected by early july. port operations in baltimore still at a standstill after a powerless cargo ship destroyed a major bridge. we're going show you how the port of oakland maneuvers those same kinds of floating skyscrapers in and out of the bay. climbing rope ladder up the side of the ship.

right now at 5:30, new developments in berkeley's natural gas ban. why the city is waving the white flag. and people who lost their homes in a devastating wildfire near lake tahoe are pursuing legal action against the u.s. forest service. and in baltimore, the search for six missing construction workers has been called off after a cargo ship slammed into a bridge causing it to collapse. an average of 31,000 vehicles pass over the francis scott key bridge every day. that's about the amount of traffic we see on the richmond san rafael bridge. and now the wreckage of that ship and the bridge is blocking the port of baltimore shipping and trucking companies are scrambling to figure out how to get their cargo where it needs to go. experts say this should not have a big impact on the west coast, but it could snarl the supply chain. >> you're going to have to actually shut down the majority of inflow traffic there. and baltimore has had a resurgence in the last few years, now they're the large nest the country bringing in light, truck, and automobiles.
