california but some people argue we are not ready to cut the cord completely. there are still some neighborhoods in the bay area with spotty cell service at best like montero, a coastal area in san mateo county. it was rated by pc magazine as one of the worst cellular dead zones in the united states. we recently met glenn eastman of moss beach who says he needs his landline for emergencies and for his internet connection. >> when everything else goes bad in an emergency, or even if people don't have internet or a cell phone, you can always get 911 on a landline. i would say at&t is giving up the responsibility to loyal customers who have been with them for years and years and years. >> at&t says they want to put their efforts into upgrading their wireless network to make it more reliable. >> we are going to continue to provide existing voice service for as long as it is needed. that is, particularly in those

areas where there may only be at&t landline service available to a customer. >> later today, the california public utilities commission will host virtual hearings on this matter at 2:00 and 6:00 p.m. a developing story out of the east bay. a chp says one person was killed, three others were injured after a wrong way driver and a white pickup truck slammed into two other cars. this happened early this morning on highway 580 on the macarthur maze in oakland. chp says a lexus and a white van were the two other cars involved in the crash . the driver of the lexus was killed and authorities say just before the crash, the pickup truck had fled from a reported burglary at a smokeshop in el cerrito. el cerrito police say that truck rammed into the back just before 4:30 this morning pick video shows the damage on the front of the business. the owner says he woke up to

notification letting him know of that break and. >> i woke up to look at my cameras and saw that there was a pickup truck backed in to the store. guys were rummaging around. the whole front was pushed in, damaged. it almost looks like a total loss. this could be $50,000 in damage. i don't know if we can pull through on this one. >> the owner tells us this is not the first time this has happened. he says the shop has been burglarized six times already. the city of san francisco will begin looking at new speed cameras. transit officials will hold a meeting today to layout some logistics. the red markers on this map show where 33 cameras will be installed. we are told each district will get at least two, mainly in areas where speed is an issue. anyone driving more than 11 miles per hour over the speed limit will be fined. this is all part of a pilot program from the new

statewide law. oakland and san jose will also test the cameras. this comes as pedestrian advocates are calling for more safety measures in the wake of a crash that killed nearly an entire young family in san francisco. san francisco police say the woman behind the wheel of that car was 70-year-old mary fong lau. lau was charged with vehicular manslaughter and reckless driving, among other things. that crash happened saturday when the speeding driver ran into the family waiting at the bus stop. the father, 40-year-old diego and the little boy would have turned two in august. both died at the scene. the mother, 38-year-old matilda -- matilde, died from her injuries. a two-month-old baby is still in the hospital. since then, memorials have appeared at the bus stop. a huge group of people gathering at the crash site. some of them in tears remembering the young family. >> people who have lost family

members, it is so unnecessary. you see the way people are driving along the street. even in our neighborhood, they just blow through the stop signs. they are distracted. they do whatever. it is so sad and so unnecessary. it just breaks my heart for those children. >> it is so sad. all they were doing was going to the zoo. the little baby is still in the hospital. it is heartbreaking. >> the safety group , walk san francisco, keeps track of traffic safety across the city. west portal is part of district 7. in that part of the city, there have been 16 people killed in traffic crashes in the last decade. five states are holding primary contests later today. former president donald trump is expected to cast his vote in florida. trump is expected to easily win the gop primaries in

arizona, kansas, ohio and so is president biden. in the meantime, time is running out for trump to come up with a $454 million for a bond needed to appeal his civil fraud case in new york state. natalie brand is all in the latest developments. >> former president donald trump is facing a deadline next week, owing half $1 billion from his new york civil fraud judgment after trump was unable to reach the agreement with more than 30 companies . his attorneys said raising the money and time is a practical impossibility. without a bond, new york attorney general letitia james could begin freezing bank accounts and seizing properties including trump tower and 40 wall street. >> the bottom line is this is rigged. >> trump is facing a cash crunch to bite his multiple

legal battles and to fund his presidential campaign. at the start of 2024, his cash on hand has lagged behind the biden campaign. cbs news has learned trump is considering enlisting his former 2016 campaign chairman, paul manafort, to help raise money. manafort was found guilty of committing several financial crimes including tax and bank fraud in 2015 and later pardoned by trump. this morning, president biden departed for a three day swing through western battleground states. his campaign has raised $53 million in february and has $155 million in cash on hand for his re-election bid. still ahead , she turned her life around and is now helping at risk high school students do the same. >> running away at 13. at age 14, i had a needle in my arm. from 14 to 20, i was a heroin addict. it is a beautiful day to kick off the first day of spring with daytime highs a little bit above average. we have a big change in the forecast with rain right around the corner. more on that,

14 to 20, i was a heroin addict. >> she turned her life around to recovery at the delancey foundation in san francisco. her focus is now on at risk high school students. >> basically, what you will find in their background is a youth life full of trauma , violence, running away, et cetera >> the on-campus storm is home to those in dire need of a safe supervised state. she initiated the endeavor after a student died off campus of a burst appendix with no medical attention and no parents in her life, like many students at the school. >> they can have this beautiful environment, live with a bunch of other kids who all get along and they cook together and eat together. we have created a family environment. >> the culinary class brings some 60 students together for daily meals as they take turns in the kitchen. >> it is like diamonds. with them under pressure, a lot of things happen. after two hours, it is a beautiful meal. >> the public charter school is

also adding three new apartments to its transitional housing program for graduates. >> it is really important to me not to just say , we give all these kids everything. we will give you anything you need but you are going to earn it. when you earn it, you are so proud of yourself and that is what will make you want to keep it. >> graduates are required to deposit one third of their paycheck into a savings account. that is what nathan will soon due later this year. >> i have had a hard time. i turned it around. >> it is not just the dorm or the apartment that has changed nathan's past. >> love. that is what i felt when i was here. i felt love. >> a word everyone knows but so many are searching to experience and change the course of their lives. >> enrollment is capped at 60 but is hoping other organizations will adopt a similar model to address the

needs of hundreds, if not thousands of at risk students. back to our first alert weather. let's give you a live look outside. i am getting tested right here. i know this park but i can't tell from this angle. this is dolores park. thank you, rachel. let's check back in with meteorologist jessica burch. >> the morning clouds are starting to roll out of the bay area. we are left with plenty of sunshine for our afternoon hours today. it has been a quiet start to the week. the clouds will hold on tight to our coastline. other than that, a beautiful day. we will see more clouds roll in but still, a dry set up for us in the winds kicked off pretty light this morning. it will get gustier in the afternoon. we are seeing 20 miles per hour wind gusts near san francisco, a similar trend to the north bay by dinnertime. the wind could whip up some pollen. we are in the medium to high

category. it is worth noting if you are sensitive to allergies, take it slow. we will start to see improvements heading into friday. friday is an interesting day because that is when the forecast really starts to change. we see an increased chance of rain showers in the bay area. that is all things to a system that is developing offshore. it is out in the pacific right now. this area of low pressure we will watch move its way into the pacific northwest . it will give us rain in the bay area and snow up in the sierra heading into this weekend. in total, we could see close to an inch of rain expected until monday of next week. a similar trend down closer to the santa cruz mountains. let's take it a step back. that is next monday. we are still in our tuesday forecast to day. notice how much cooler it is in san francisco compared to the last couple of days. we had close to 70 just on saturday and sunday

alone and now we are talking about 50s and 60s once again. we still see 70s in the east bay this afternoon with all of that sunshine lasting into the evening hours tonight. down into the santa clara valley, 70 degrees for san jose. taking a look at the next seven days, developing out in the pacific, moving its way from offshore. that will create a cold front for us. take a look. we have low 70s now, low 60s this weekend and that is our inland forecast . it will get even cooler for our friends who live near san francisco, over into oakland and everywhere in between. upper 50s right around the corner for us. lingering rain into next week. we will keep you updated on the rainfall totals as we get closer. the nation's first over-the-counter birth control now being sold online. this could benefit women in underserved areas. you can watch us anytime, anywhere on our streaming service, cbs news bay area. catch all of our live newscasts throughout the day. you can find us on the free cbs news

women can now buy a birth control online without a prescription. the fda approved the over-the-counter sale of oak hill which, the company that makes the oral contraceptive made it available for purchase online and on amazon. a one month supply costs 20 bucks and a six month supply sells for 90. insurance may actually cover the cost. doctors say the sale of this drug online is a game changer for women who lack access to healthcare. >> in the past, you had to go see your doctors to be able to get a prescription for a contraception and we all know that sometimes that is not easy. sometimes women live far away, it takes a while to get an appointment, maybe don't have health insurance. this is -- you do a safe and effective option. >> the drugmaker recently started shipping the pill to cbs and walgreens as well. the fda says the drug is generally safe for most people and about 93% effective.
