♪ it's tuesday, april 27th, 2021. this is the "cbs morning news." relaxing the rules. new guidance is expected today for fully vaccinated americans. what it means when it comes to wearing a mask. >> my dad got executed just by trying to save his own life. state of anger. why the family of a black man shot and killed by deputies is still calling for transparency. even after viewing body camera footage of the incident. fiery explosion. a witness records his exact moment when a car burst into flames on the side of the highway. ♪

good morning. good to be with you. i'm anne-marie green. for more than 13 months into the pandemic, the u.s. appears ready to take another setback normalcy. today, the cdc is expected to update guidelines for people who are fully vaccinated against the coronavirus and whether they need to wear a mask outside. now that would apply to more than 95 million americans, or almost 29% of the population who are fully vaccinated. laura podesta has the latest development from new york. so, laura, what are some of the other guidelines that can be announced today? >> reporter: good morning, anne-marie. well, there are expected to be new recommendations about infection control in hospital settings like hospitals and nursing homes. president biden is likely to make an announcement about the coronavirus today. the cdc is expected to come out with new guidelines for mask wearing today. >> the risk of infection outside

is really minimal, if you're vaccinated and you're outside, it's even less. so, what we're going to be doing through the cdc is soon, very soon, clarifying the situation vis-a-vis masks in vaccinated versus on vaccinated people. >> reporter: more than 28% of the country is fully vaccinated against covid-19. >> you don't even have to get out of your car, it's so easy to get these vaccines. >> reporter: but about 5 million people never went back for the second dose. >> a lot of people have stronger reactions in the second dose than the first code. and that's because your body is actually building immunity against the virus and that's why the second dose is important to get. >> reporter: the white house says it will share its stockpile of the astrazeneca vaccine with the rest of the world once it passes an fda safety check. >> given the strong portfolio of

vaccines that the united states has already authorized, and available in large quantities and is available in large quantities we don't need to use astrazeneca in our fight against covid in the next few months. >> reporter: the u.s. also pledged oxygen and other supplies to india. >> situation in india is beyond heartbreaking. >> reporter: india reported more than 2800 deaths on monday and many intensive care units are operating at full capacity. and overall, india has reported more than 17 million coronavirus cases, second only to the u.s. we've had more than 32 million, anne-marie. >> yeah, it is a tough situation there. laura podesta in new york. >> reporter: it is. >> thank you so much, laura. the outrage is growing in elizabeth city, north carolina, where sheriff's deputies shot and killed a black man while serving a warrant. the family of andrew brown jr. is demanding transparency after they were shown just 20 seconds of body camera footage

yesterday. and the city is under a state of emergency under possible release of the video to the public. elise preston has the latest developments. >> reporter: protesters demanding justice have taken to the streets of elizabeth city for another day after the deadly police shooting of andrew brown jr. >> my dad got executed just by trying to save his own life. >> reporter: sheriff's deputies shot and killed brown. last week in north carolina. the officers were serving the 42-year-old with a warrant on felony drug charges. he was shot trying to drive away. >> andrew had his hands on his steering wheel. he was not reaching for anything. he was not touching anything. he had his hands firmly on the steering wheel. >> reporter: after days of demonstrations, the attorney general allowed the family to review footage produced by a body cam camera. >> we do not feel that we got

transparency. we only saw a snippet of the video. >> reporter: the family's attorneys said they were shown only a single 20-second clip that had been heavily edited. >> the truth will come out. the video will be seen by the public. and we get justice for andrew brown jr. >> reporter: sheriff tommy wooten says the body cam footage should be released to the public if it won't hinder the state's investigation. >> once i get that confirmation, our county will file a motion in court to have the footage released. >> reporter: that process could take days. seven deputies are on administrative leave pending an investigation. elise preston, cbs news. new york. the justice department has launched an investigation against the louisville police department. it has come under scrutiny after officers last year shot and killed breonna taylor in a botched drug raid. one former police officer was indicted in that incident. but no officers were charged directly in her death. the justice department is also investigating the minneapolis police department. and new york governor andrew cuomo rejected accusations of harassment in his first face-to-face news conference

with reporters in months. >> can you tell the people of the state of the new york, yes or no did you do the things you were accused of? >> no. that's what i said when people suggested -- yeah, to put it very simply, no. >> on all counts? >> no. >> that's cuomo yesterday. he faces a series of sexual misconduct allegations from several former and present employees. cuomo reported the state attorney general investigating the claims will not find any wrongdoings. and critics of california governor gavin newsom have collected enough signatures to force a recall. 15 signatures having verified much more than needed to force a vote on the first term democrat. the contest could land on the ballot as early as this fall. newsom's campaign effort said the recall effort is the work of pro-trump supporters.

jackson's companies had no legal duty to protect boys from sexual abuse and dismissed the lawsuit against them. wade robson who was interviewed with gayle king in 2019 two entertnment companies claimi jackson ben abusing anymore 1990 when he was 7rs robson was of two men who made the allegations against jackson in the hbo documentary "leaving neverland." jackson's attorneys have denied their abuse claims. >> the "new orleans times-picayune" says volunteers searching for seven men missing from a capsized boat have life jackets and other debris from the vessels. volunteers from the united states navy are conducting a search and air search for the missing crew members. the men disappeared two weeks ago when their oil boat sequel

open after stocked finished mixed yesterday. the dow dropped 61 points. the nasdaq rallied 121, hitting a new high. and the s&p 500 gained 7. >> the u.s. is marking its lowest population growth since the great depression. now the census bureau says altogether, the nation's population rose to 331 million last year. that is the second slowest ever with more people migrating to republican strongholds in the south and west. texas and florida were among several states that gained congressional seats. for the first time ever, california the nation's most populous state lost a congressional seat as a result of slowing migration. apple's update to its operating system comes with new controls. it's designed to limit tracking the activity of iphone users. people get a pop-up notification in some apps seeking their permission to collect data that apple believes could be used to track their browsing habits.

♪ that is a rare pink super moon over istanbul, turkey. it lit up the sky last night. nasa says that it reached its fullest point at 11:32 p.m. eastern time here in the use, but it will continue to appear full until tomorrow morning. super moons are full moons that appear larger and brighter because they're closer to the earth than usual. this one is also called a pink super moon since it appears in april and it is named after the moss pink plant that blooms in the spring. the ratings for sunday's academy awards hit an all-time low. the 93rd annual oscars on abc was seen by 9.8 million viewers.

that is 58% lower than the ratings from last year's show, up until this year, that was the previous low. most movie theaters were closed due to the pandemic the past year. and many people seem to be unfamiliar or unexcited by movies they could mostly see only on streaming services. the oscars also broke tradition last night, instead of announcing the winner of the best picture as the last award of the evening, it chose to end the show with the best actor award. 83-year-old anthony hopkins won his second career oscar. he was not there to accept the award. his victory was a shock to many who expected the late actor chadwick boseman to win. hopkins made a belated acceptance speech in instagra video from his native wales. >> i want to pay tribute to chadwick boseman who was taken from us far too early. and again, thank you all very much. i really did not expect this.
