good morning. good to be with you. i'm anne-marie green. for more than 13 months into the pandemic, the u.s. appears ready to take another setback normalcy. today, the cdc is expected to update guidelines for people who are fully vaccinated against the coronavirus and whether they need to wear a mask outside. now that would apply to more than 95 million americans, or almost 29% of the population who are fully vaccinated. laura podesta has the latest development from new york. so, laura, what are some of the other guidelines that can be announced today? >> reporter: good morning, anne-marie. well, there are expected to be new recommendations about infection control in hospital settings like hospitals and nursing homes. president biden is likely to make an announcement about the coronavirus today. the cdc is expected to come out with new guidelines for mask wearing today. >> the risk of infection outside

is really minimal, if you're vaccinated and you're outside, it's even less. so, what we're going to be doing through the cdc is soon, very soon, clarifying the situation vis-a-vis masks in vaccinated versus on vaccinated people. >> reporter: more than 28% of the country is fully vaccinated against covid-19. >> you don't even have to get out of your car, it's so easy to get these vaccines. >> reporter: but about 5 million people never went back for the second dose. >> a lot of people have stronger reactions in the second dose than the first code. and that's because your body is actually building immunity against the virus and that's why the second dose is important to get. >> reporter: the white house says it will share its stockpile of the astrazeneca vaccine with the rest of the world once it passes an fda safety check. >> given the strong portfolio of

vaccines that the united states has already authorized, and available in large quantities and is available in large quantities we don't need to use astrazeneca in our fight against covid in the next few months. >> reporter: the u.s. also pledged oxygen and other supplies to india. >> situation in india is beyond heartbreaking. >> reporter: india reported more than 2800 deaths on monday and many intensive care units are operating at full capacity. and overall, india has reported more than 17 million coronavirus cases, second only to the u.s. we've had more than 32 million, anne-marie. >> yeah, it is a tough situation there. laura podesta in new york. >> reporter: it is. >> thank you so much, laura. the outrage is growing in elizabeth city, north carolina, where sheriff's deputies shot and killed a black man while serving a warrant. the family of andrew brown jr. is demanding transparency after they were shown just 20 seconds of body camera footage

yesterday. and the city is under a state of emergency under possible release of the video to the public. elise preston has the latest developments. >> reporter: protesters demanding justice have taken to the streets of elizabeth city for another day after the deadly police shooting of andrew brown jr. >> my dad got executed just by trying to save his own life. >> reporter: sheriff's deputies shot and killed brown. last week in north carolina. the officers were serving the 42-year-old with a warrant on felony drug charges. he was shot trying to drive away. >> andrew had his hands on his steering wheel. he was not reaching for anything. he was not touching anything. he had his hands firmly on the steering wheel. >> reporter: after days of demonstrations, the attorney general allowed the family to review footage produced by a body cam camera. >> we do not feel that we got

transparency. we only saw a snippet of the video. >> reporter: the family's attorneys said they were shown only a single 20-second clip that had been heavily edited. >> the truth will come out. the video will be seen by the public. and we get justice for andrew brown jr. >> reporter: sheriff tommy wooten says the body cam footage should be released to the public if it won't hinder the state's investigation. >> once i get that confirmation, our county will file a motion in court to have the footage released. >> reporter: that process could take days. seven deputies are on administrative leave pending an investigation. elise preston, cbs news. new york. the justice department has launched an investigation against the louisville police department. it has come under scrutiny after officers last year shot and killed breonna taylor in a botched drug raid. one former police officer was indicted in that incident. but no officers were charged directly in her death. the justice department is also investigating the minneapolis police department. and new york governor andrew cuomo rejected accusations of harassment in his first face-to-face news conference

with reporters in months. >> can you tell the people of the state of the new york, yes or no did you do the things you were accused of? >> no. that's what i said when people suggested -- yeah, to put it very simply, no. >> on all counts? >> no. >> that's cuomo yesterday. he faces a series of sexual misconduct allegations from several former and present employees. cuomo reported the state attorney general investigating the claims will not find any wrongdoings. and critics of california governor gavin newsom have collected enough signatures to force a recall. 15 signatures having verified much more than needed to force a vote on the first term democrat. the contest could land on the ballot as early as this fall. newsom's campaign effort said the recall effort is the work of pro-trump supporters.
