trail. after taking a hard-line on new invasive security procedures at airports, this morning the director of the tsa is changing his tune. and don't put away that umbrella just yet. more showers are on tap for your commute. we'll tell you how long the rain is expected to last. good morning, everyone. it is monday, the 22nd of november. i'm sydnie kohara. >> good morning. i'm juliette goodrich. it's cold and wet out there, let's check traffic and weather. more shower? >> more showers. we definitely flipped the script from this time last week, record highs and 80s. now it's cool, snowfall in the sierra and showers across the bay area. hi-def dog, we are moving closer and we have some showers near the guerneville area and that's in the north bay. can you move that for me, please, billy? thank you. as we move in here to guerneville and off the coastline in bodega bay, slight showers and down to the south

at santa rosa. as we move down a little bit more, the peninsula not seeing so much currently but we have a wave of showers moving into half moon bay headed towards redwood city, palo alto and also into sunnyvale. our forecast for today cloudy start and showers still expected. temperatures this morning as you head out the door from the lower 40s to near 50. more showers in the afternoon and more showers this week. we'll take a look at the seven- day forecast coming up. also, your holiday. yeah, let's not forget we have turkey day. for your traffic, here's elizabeth. >> that's right. we have slick roads out there. so even when the roads are a little wet we usually see our accident count increase. right now no hot spots. but do take it easy. give yourself some extra time. here's a live look at the golden gate bridge. traffic still very light. hey, chains are required in the sierra still on interstate 80, highway 50 and actually they have closed stretches of highway 88 and highway 4. we can show you a live look. we were excited because we

could actually see snow. this is a live look at 80 near the truckee scales so yeah, get your chains on all the roads up to the sierra. back to you. >> thank you. a hunt is on this morning for a man who broke into a north berkeley home and raped a girl. sharon chin joins from us berkeley now, where investigators are learning more about the suspect's connection to the victim. sharon. reporter: good morning. yeah, police here in berkeley say that they put out a statewide alert for a sexual predator they say may have headed to mexico. here is his picture. police say 2-year-old owe more sosa of berkeley is suspected of assaulting a girl in her bedroom after forcing her way into her evelyn street home through an unlocked window after 6 a.m. saturday. they believe omar sosa is driving a ford ranger pickup with double cab and camper shell. they say he is between 20 and 30, 6 feet tall, 190 pounds with a very pronounced nose and

heavy accent. he may have injuries on his hand and fingers. now, officers say the attack was not random, the suspect knows the victim's family. >> wanted to get out in front and share the details of this suspect and the fact that we don't believe he is in the area. we want to reassure our berkeley residents that this predator is no longer in our city and we're diligently pursuing him. >> reporter: sosa is suspected on several charges, among them, rape, sodomy, false imprisonment, sexual battery and burglary. anyone with information on the suspect is urged to call berkeley's special crime detail at (510)981-5734. juliette? >> hopefully someone will come forward or spot him. all right. sharon in berkeley, thank you, sharon. a shooting on an oakland street killed one man and put three others in the hospital. this happened on east 28th street near 12th avenue just before 9:00 last night.

police say four men were standing on the corner when a suspect opened fire. the gunman fled. the victims drove themselves to the hospital. one man died. another is in critical condition and the other two are stable. the latest violence comes as national study ranks oakland as the fifth most dangerous city in the country. the annual rajings based on population figures and crime data compiled by the fbi. st. louis tops the list with more than 2,000 crimes per 100,000 residents. the national average is about 430. also in the top five, camden new jersey, detroit, and flint, michigan. time now 5:04. oakland is get withing national attention this morning as it takes a major step in support of marijuana. today, the city will begin accepting permit applications for industrial sized urban pot farms inside city limits. leaders approved the plan in july to allow four pot farms. oakland is the first city in

the nation to license wholesale pot cultivation. they will pay an annual fee of $200,000 for the permit and $5,000 in application fees. tobacco retailers plan to rally this afternoon against two propose license fees in silicon valley. tomorrow supervisors in santa clara county will consider a $425 annual fee for businesses to sell tobacco products. san jose is already moving forward with a $450 annual fee. city council members could vote on that as soon as next month. and this morning, the head of the tsa appears to be changing his stand on those invasive new patdowns. meantime, as mark sayre reports, outrage over the new screening procedures might cause an even bigger jam at airports this week. it's never ending. and there's a nice couple behind you embracing. that's kind of cute. reporter: the tsa in damage control mode this morning after yesterday flatly saying there would be no changes at all to the patdowns that are very invasive. this morning a different tune from the director of the tsa. of course, passengers have been complaining about these new security procedures since they were implemented. yesterday the tsa director said on the sunday talk shows that there would be no change to these patdown policies. but then in a written statement late yesterday, and again this morning on the tv talk shows, tsa director john pistole now says federal officials do understand that there is a balance between safety and privacy. >> no, i'm opposed to that. i think the scanning is important somehow. some kind of security. >> do you think the protests may cause some delays? >> absolutely. absolutely. it's always the few that ruin it for the majority. so... >> reporter: now, the tsa is reaffirming its commitment to review its policies on patdowns. it says they must be, quoting

now, as minimally invasive as possible. tsa director john pistole saying only one percent of passengers going through the full-body scanners are opted out and refusing to pass through them, at which point they are subjected to these new patdowns that are the source of such controversy. so a very small number but, of course, they very concerned on wednesday juliette the day before thanksgiving about the possibility of this protest that people are calling for where people are being asked to opt0. the tsa director says it's not fair to make your political statement and inconvenience people. so they are trying to wave people off from that if they can. >> thank you, mark sayre in san jose. the political rangeling over who will be the next mayor of san francisco will continue tomorrow at a meeting of the board of supervisors. the board may pick an interim mayor to replace gavin newsom although is about to become lieutenant governor but more likely discussions will concentrate on how candidates are nominated. board members will vote where each supervisor can nominate

northern california can't leave his home because a tree is blocking his driveway. it's a 100-foot oak blocking the driveway in the grass valley town. the man's insurance company says it can't come out until midweek. >> i said what am i supposed to do? i'm a prisoner in my house. >> he can't hire a tree service to remove it because it will cost more than $1,000 and that's money he doesn't have. time now 5:11. iran has set a february trial date for the three american hikers accused of spying. sarah shourd, shane bauer and josh fattal were arrested more than a year ago along the iraq- iran border. shourd was freed on bail in september and returned to the u.s. the trial was originally set to begin this month but officials delayed it because shourd had not been summoned to return to iran to appear in court. bauer and fattal are in prison.

all three deny all charges. a hearing is set this morning on an effort to block california from selling state buildings. the state hopes to raise more than $1 billion by selling two dozen buildings. the suit contends the sales are unconstitutional because they include court buildings and the state judicial council has not given it approval. the plaintiffs are two former members of a state building board. 5:12. saving money on bart's new extension to san jose. why transit officials are digging in the trash for a solution. >> i spend over $100 a week in gas. >> plus you won't be saving much at th purpose. the gas pump grinch is hitting bay area drives just in time for our holiday trips. >> off to a nice start on our roads on this monday morning but we have some damp roads out there and chain requirements for the sierra. a full look at your morning commute coming up. ,,,,,,,,,,,,,,,,,,,,

we had a busy weekend up in the sierra. a thick blanket of snow in time for the holiday. several ski resorts are already

boasting a base that's several feet deep. boreal, mammoth, heavenly, squaw valley usa and northstar at tahoe are open now. several others plan to open next month. more snow is expected to fall today. a winter storm warning will be in effect late tonight throughout the day tomorrow for the sierra. so that's going to make driving difficult if you are trying to get up there for the holiday. make sure you carry chains because that's going to be a concern. but boy, that's great for the ski resorts to have so much snowfall going into the holiday. here's a look at our hi-def doppler. we're not very busy but we do still have some rainfall out there. so we're going to take a look at some showers that are moving into half moon bay headed towards redwood city, palo alto and sunnyvale and also some light showers near the ben lomond area down in the mountains there. forecast for this morning, we are going to keep a chance of showers in the forecast for the morning. temperatures in the lower 40s to the lower 50s. we are still going to have a chance of showers in the forecast through the afternoon.

despite a few leftover rain showers. the roads are still a little wet. for right now near the coliseum everything looks great but you will notice the warriors symbol? warriors take on denver by the coliseum at 7:30. so expect some possible delays around there before and after the game. again, for right now 880 looks great towards downtown oakland. in fact, all your roads heading towards the bay bridge toll plaza nice and quiet. usually takes people a little while to get started on a monday morning. so far no metering lights in the bay bridge and we are seeing top speeds across the upper deck, all green. not much yellow on any sensor anywhere. if you are traveling towards the san mateo bridge, 65 miles per hour heading towards the toll plaza. and across the span, traffic is fine in either direction about a 13-minute drive time between hayward and the peninsula. i didn't mean to do this. well, we going to headway out there. we are going to head way out to the sierra. chains are required as tracy

mentioned on interstate 80, highway 50 and stretches of 88 and 4, some stretches closed because of snow. you will find those chain requirements on interstate 80 between applegate and the state line. and on highway 50 between silver fork road and highway 89. that's the traffic and weather. back to you. >> thank you. here's a check on some of the morning's top stories. berkeley police say the home invasion rape of a 13-year-old girl was not random. they say 27-year-old omar sosa attacked the girl saturday morning after climbing into her unlocked bedroom window. sosa and the family reportedly knew each other. it's believed he is headed to mexico now. today the city of oakland will begin accepting applications for industrial sized pot farms inside city limits. oakland is the first city in the nation to license wholesale pot cultivation. also the head of the

transportation security administration says his agency might tweak some of the security screenings at the nation's airports to make them as minimally invasive as possible. but any changes to the new hands-on patdowns or full-body scans won't be immediate. rubber from old tires will be a key part of the project to extend bart to san jose. construction crews plan to use at least 250,000 tires ground up in three inch chunks as shock absorbers under the new tracks. bed of rubber will reduce noise and vibration. it will cost $1.5 million less than other noise reduction methods. here's an incentive to take bart if you are flying for the holidays. there will be longer trains and more long-term parking to handle the travelers. the additional service starts the day before thanksgiving along the pittsburg-bay point line which serves sfo. travelers see the extra service

again on sunday when everyone is returning. additional shuttles will also be operating to oakland airport. there is more information on our website, cbs5.com, under "links and numbers." if you are driving somewhere for thanksgiving dinner it's going to cost more. the price of gas has shot up 5 cents in the past two weeks. 27 cents since september 1. and that could mean that people have less money to spend on their holiday shopping which is a big negative for the economy. >> nothing affects the consumer psyche more than the ups and downs in gas prices. that price is in your face. that adds a big hit to the shoppers' psyche. >> rising gas prices are a tax on consumers and business. every penny over $3 a gallon takes another $4 million a day from motorists. here in california, the average price of gas is $3.13 a gallon. the lundberg survey also says that san francisco drivers pay

5:25 now. looking for an unusual pet? plenty of furry critters in san jose will be ready for adoption soon. animal rescuers think they have about 1,000 rats in their care. they were rescued from a rat hoarder in l.a. and relocated to the warehouse space of a pet store in san jose. the group says they make great pets. >> a rat thinks of you as a friend. it's like having a little dog. these all originated from one pregnant rat that the owner allowed to be loose in the house. >> our biggest priority now that we have them here is separating the boys from the girls. >> one pregnant rat. okay. this is what they found. the humane society took this picture inside the hoarder's home where the animals were found.

rescuers plan to send the rats all over the country to get them adopted. >> oh, my gosh. look at that. can't sit up. >> i'm sitting up. can you imagine living in a house with all those rats? san francisco shoppers might have to drop a dime every time they take home a grocery bag at the store. supervisors are looking at a law to charge customers at least 10 cents for each recyclable paper or plastic bag. the examiner reports the supervisor behind the bill wants to get people to start using their own bags. we asked for your comments on our facebook page. is it a way to help the environment or another fee? charlotte says only in san francisco. i mean, what's next? are they going to charge a fee to pack your bags? san francisco will not stop until they run the retail stores out of the city or out of cali. . >> jim says i'm going to start bringing cardboard boxes from now on. okay, you can chime in on this

morning, the tsa director john pistole says federal officials understand they need to find that balance between safety and privacy. >> very few people actually receive these patdowns. they either alert through a walk through medical detector or opt out of the full-body scans. >> not if i could avoid it no. who would? >> reporter: now take a look at this youtube video showing a boy being searched without his shirt on at the salt lake city airport. the tsa says the boy triggered a metal detector and the father took the boy's shirt off but this incident was very disturbing for other passengers who can be heard on this tape making comments like, are they harassing the kid? and this is ridiculous! now, back to those security patdowns. the tsa now saying they must be as minimally invasive as possible. sydnie, what changes, if any, and when to this patdown procedures at this point we simply do not know. >> yeah, but again, everybody is just waiting to see if a few people will get in line and hold it all up on the wednesday

shelters is supposed to make it easier for people with disabilities to get access from behind. as you can see, that leaves part of the shelters vulnerable to rain particularly if it comes down at an angle. each new shelter costs about $25,000. also, just in time for our chilly weather, a shelter for 60 homeless people is now open at saint boniface church on golden gate avenue in san francisco. the men get a hot meal, warm bed and breakfast for the next few weeks, when the city's human services agency and episcopal community services will open another facility. 5:35. a teenaged girl raped in her own home. and this morning, police say it was not a random attack. sharon chin joins us from berkeley, where investigators are still trying to track down the suspect. sharon, good morning. reporter: good morning. berkeley police have put out a statewide alert for a suspected sexual predator. they say he may be headed to

mexico. police say the 27-year-old is suspected of raping a girl in her bedroom after forcing his way into her evelyn street home through an unlocked window at 6 a.m. saturday. he is 20 to 30 years old, around 6 feet tall, 190 pounds with a very pronounced nose and heavy accent. omar sosa may have injuries on his hands and fingers. officers say sosa is driving a gray 1997 ford ranger pickup with a double cab and white camper shell. the attack was not random. the suspect knows the victim's family, according to the police. >> the reason we wanted to get out in front and share the details of this particular suspect and the fact that we don't believe he is in the area is we want to reassure our berkeley residents that this predator is no longer in our city and we're diligently pursuing him. >> reporter: an officer describing the severity of the attack told the daily californian, "it was not two minutes, it was a significant sexual assault." police say the victim provided information needed to put out

the examiner reports that other businesses are also offering to help the family during the trip. the political wrangling over who will be the next mayor of san francisco will continue tomorrow at a meeting of the board of supervisors. the board may pick an interim mayor to replace gavin newsom, who is about to become lieutenant governor. but more likely, discussions will concentrate on how candidates are nominated. board members will vote on a process where each supervisor can nominate one candidate. today marks the fourth day of jury deliberations in the murder trial of chandra levy, the washington interned killed nearly 10 years ago allegedly by a salvadoran immigrant. her case drew attention after she was linked to california democrat gary condit. but police ruled him out. levy was from modesto. oakland is getting national attention this morning as it takes a major step in support of marijuana. today, the city will begin accepting permit application

for industrial sized urban pot farms inside the city limits. leaders prod the plan in july to allow four pot farms making the first city in the nation to license wholesale pot cultivation. they will be required to pay an annual fee of $200,000 for the permit and $5,000 in application fees. san jose's longest operating casino has some beg plans to move, expand and change its name. the garden city card room plans to leave its long time digs on the city's west side for this location near mineta international airport. the newly named casino matrix would be almost double the current size and include a hotel, theater and sports bar. tonight the public will have a chance to voice its opinion about the plan. north korea says it has a new facility to enrich uranium. america's top envoy to north korea says he is not surprised by the move. he says it's provocative and disapointing, but not a crisis. north korea recently showed the

through antioch. we'll continue to watch that accident though see if it's blocking any lanes. right now all the approaches to the bay bridge look great. they had an earlier high wind advisory for the bay bridge. it was cancelled around 2:30 this morning. so for right now, traffic nice and light. no metering lights. looks good all across the upper deck. lower deck traffic looks just as good heading into oakland. it's unusually quiet actually this monday morning. a lot of people may be taking a long holiday week off. the marin county community southbound 101, 62 miles per hour. these are live traffic sensors so they are showing you speeds moving well across the span of the golden gate bridge and a quick look at the silicon valley drive near the 880/237 interchange. a live camera right there, you can see a couple of headlights there traveling westbound on the 237 towards mountain view. pack your chains as tracy just said if you are heading up to the sierra. chain requirements on interstate 80, highway 50, looks look my producer is trying to get that shot back up, interstate 80 between applegate and state line as well as highway 50 between

airports to make them as minimally invasive as possible. but any changes to the new hands-on patdowns or full-body scans won't be immediate. 5:47 now. and the federal government is giving the go-ahead for a human study using embryonic stem cells for just the second time. a biotech company says the fda has okayed an experimental treatment for a rare genetic eye disorder called stargart disease. the work will involve 12 patients for a disease that can lead to blindness. researchers will inject one eye with cells in a lab created from embryonic stem cells. there is a warning about lead in some popular drinking glasses for kids, featuring characters like superman, wonder woman, tinman from the wizard of oz, sold through warner bros. in burbank. some have up to 1,000 times the maximum amount of lead considered safe by the federal

government. some parents are still giving their keds medicines not recommended for them. back in 2007, drugmakers voluntarily withdrew cough and cold medicals that had been labeled for children 2 and under. the government says after that happened, there was a big drop in emergency room visits because of those medicines. now some parents are still giving kids the old meds sending some of them to the emergency room not enough salt in your diet is bad for older adults. can you believe it? a study of more than 5200 people over the age of 55 found those with lower sodium levels were more susceptible to fractures and falls. more research is needed to clarify the link but doctors say screening older adults for low sodium levels may be an important step in preventing fractures. 5:48. a water emergency in southern california is over for thousands of people.
