i'm raj mathai. next on nbc bay area news tonight, who asked for the recount? it comes after two candidates tied in a congressional race, and no campaign is taking credit. why a mysterious poll may contain some clues. also, san francisco mayor london

breed is heading to china. it's all about business, tourism and pandas. we've got the itinerary. plus, high profile candidates who want to unseat mayor breed in november are laying out their plans to fix the city. one of them, daniel lurie joins us in studio. and the winningest coach in ncaa basketball history is retiring. >> sometimes you're ready. and i felt i'm ready. >> tara vanderveer tells us why she is moving on. good evening. this is nbc bay area news tonight. i'm raj mathai. we're going start off with the proposed name change. tonight, more opposition about oakland airport's proposal to add san francisco to its name. san mateo county is now coming out against this plan. a couple of weeks ago we told you about this oakland international airport announced it's looking to change its name to san francisco bay oakland international airport. san francisco leaders say this

would cause confusion among travelers. they're against it. san mateo county leaders now jumping on board, like supervisor dive pine. he said passengers could book a flight to oakland when they meant to fly to sfo. san mateo county leaders say the name change could cause economic harm for the local businesses. the vote on the oakland airport name change, by the way, is tomorrow. the port of oakland is in charge of this decision. another big headline this evening. the big money congressional race is now heading for a recount. district 16 in san mateo and santa clara counties, congresswoman anna eshoo is retiring. the recount comes after two candidates ended up in a tie. former san jose mayor sam liccardo got the most votes, but evan low and joe simitian got exactly the same number of votes. pretty incredible. so instead of two candidates going into the november election, there would be three. these three right here. unless the recount finds a

different result. so who is pushing for the recount? no campaign is taking credit for it. but we do have the names of the two people requesting the votes to be tallied up again. one is a former campaign staffer for sam liccardo, named jonathan padilla. in the paperwork for his recount request, he is not coordinating or communicating with any candidate or their agents. the second person is pacifica resident and former candidate for san mateo county supervisor dan stegnick. >> we want someone who can get 50% of the vote. we're a consensus democracy, and we want our elected to represent the people. we don't want an elected that represents only a third of the people. and we want each and every one of those votes to be counted. >> and here is a little twist to all of this. we're also learning of a mysterious poll right before the recount request. that poll asks how sam liccardo

might do, depending on who he ended up running against. our media partners at the san jose spotlight obtain screen grabs of the poll. here it is. it was conducted by mcgwire research. one request asked who residents would vote for if the race included three candidates. another question requests who voters would pick if liccardo were only to run against evan low or joe simitian. our scott budman spoke with the reporter at the spotlight who broke the story of the poll. >> liccardo's team say they have no ties to the man who requested the recount, that they did not coordinate with him, and in terms of the poll, i asked the campaign to deny or confirm whether they had paid for it. and i was met with a no comment. >> is there a way to know if the poll is giving, let's say the liccardo campaign, you know, any ammunition to say let's do a recount because we want one of these guys out of there, or are they saying hey, full speed

ahead? >> i think the intention of the poll is to see how he will fare, if he is going to do better with a recount. so some people had thought he's doing this poll quickly to see whether or not he should request a recount. but what the results show, it's up to whoever paid for that poll to tell us. >> so what's next in this whole recount process? well, the cost for the machine recount is $16,000 a day for fife days. a manual recount could cost more than $300,000. the registrar of voters is still trying to determine which method it will use. we should know by the end of this week. now both recount requests are staking their money on evan low coming out on top. if that's the case, the county will have to front the bill. if joe simitian wins, the people who requested the recount would have to pay. very interesting here. another big race this november. who is going to be the next mayor of san francisco. this is a race that people

around the country are watching to see if someone can resurrect the city. today, three big things. we start with mayor breed. she's fighting to stay in office. and she is hitting the road to generate interest and business. earlier this week, mayor breed was in sacramento asking for state help to revitalize downtown. she is also getting help from the chp to fight crime. today she announced she is leading a 30-person delegation to china. a week-long trip which begins this saturday. among the stops, hong kong, beijing and shanghai. her goals are to bring more economic opportunities to san francisco, boost tourism with china, and secure an agreement to bring, yep, those pandas to the san francisco zoo. >> we see this as an extraordinary opportunity for san francisco's future. our goal is to enter into major agreements and make san francisco significant to china and to let them know that we're open to the business relationship that could be developed as a result.

i mean, there is a lot we want to accomplish. and of course a lot we want to bring back too. >> item number two today, for the candidates running against mayor breed, it's a growing group of men. today board of supervisors president aaron peskin released his first official campaign video. >> i'm aaron peskin, and i know something about recovery and what it takes to rebuild from a very low point. i'm grateful that i got the help i desperately needed that helps keep me sober today. san francisco needs recovery too. and it needs to start in our neighborhoods. >> aaron peskin, a recovering alcoholic mentioning his personal side to all of that. he officially entered the mayor's race last week. in this video, he lays out some specifics what he would do as mayor that includes building 5,000 new homes for working class families, adding 2,000 more shelter and mental health treatment beds, and recruiting more police and 911 dispatchers. and a third order of business today, another high profile

mayoral candidate releasing his plan. nonprofit executive daniel lurie is focusing on accountability. he identifies what he beliefs are some of san francisco's biggest problems. they include public safety, homelessness, and a lack of housing. lurie says we'll never see any measurable progress without fixing the problems within city government. he's proposing three things, create a special unit to oversee the city's $5 billion in contracts, reform the city's permitting process, and speed up construction projects. joining us now is daniel lurie. nice to have you in studio. good to see you. >> thank you for having me. >> it's interesting to watch this unfold here. i mentioned it a few times. you're essentially all the candidates here are talking about the same things, right. housing, homelessness, drugs and economic recovery. how are you different? or how can you differentiate yourself from the others? >> well, first, raj, thank you. it's a pleasure to be here in person with you.

i have a track record of bringing people together. i've been on the outside. i've worked with city hall. i am working -- i am running against a group of insiders that have gotten us into this mess, raj. decades of experience they have running our city into the ground, frankly. i have done big things for our city. i start one of the largest anti-poverty fighting organizations in tipping point. i'm the only one in the race that's actually built housing on time, under budget with good-paying union labor. and you know this, raj. i brought super bowl l to the bay area and we're bringing super bowl lx and were world cup. i'm not of this broken system. >> is this a policy election sore it more of a personality election? what's your strategy for the voters? not me, not this guy, but to the voters? >> i think it's both.

i think today i announced a plan that goes to the root causes of all of our problems, housing, the drug crisis, the fentanyl crisis. if you can't get to the root of the problem, which is a corrupt and broken system at city hall that has a track record now of just saying no to things instead of saying yes, i believe people are looking for leadership. they're looking for accountability. and they're looking for someone that has gotten big things done. i'm running against a bunch of people that have a track record of getting nothing done and running our city into the ground. >> regardless who is mayor, whether it's you or any of the candidates, can you get past the commissions, the commissioners, the board of supervisors? those are big problems. willie brown said a month ago to me said he couldn't succeed as mayor nowadays here. >> well, we know willie. we need commission reform. we need charter reform. we have 130 commissions, raj. any time you have a commission overseeing a department that no longer exists, which is the case

in city hall, that's a problem. but look at who got us into this mess. i'm running against a bunch of supervisors, former supervisors, current supervisors. >> check the list. >> that are termed out and are in need of a new position or just hanging on. we need to flip the page, raj. we need new leadership. it needs to be accountable leadership. i have a track record of holding nonprofits accountable, shifting resources away from groups that are not performing to groups that are performing. i did it for 15 years as the ceo of tipping point. i'll do it as the next mayor of san francisco. >> you're a san francisco guy. you're pretty mild mannered and pretty general within how you speak. can you get dirty if this race gets dirty? >> well, raj, you and i were talking. i have two kids. i am proud of san francisco, and i've always been proud to call san francisco my home. and right now we can't say with that same sense of pride i'm

from san francisco. i'm going to do whatever it takes to win. i'm going to lift up ideas that matter to everyday san franciscans. raj, i was on the street today on terra bell street. it is what we call the nightmare on terra bell in san francisco. we have six different departments that have six different construction design teams. they've ripped up the street. >> was supposed to be a two-year project. it's a five-year project. these businesses imagine like when you get rankled at the airport and you miss your flight and you call and people say oh, i can't get you back on the flight. well, these small businesses keep calling departments and they say open, no, that broken pipe, that's not our fault. five years this project has gone on. it's killing our small businesses. and there is no one being held to account. when i'm mayor of san francisco, i'm going streamline and have all of these construction firms under one roof so when we do a job, we do it once. we rip up the road, we do it

once. >> you're going to run this, if you become mayor, more of a ceo as opposed to a politician? >> yes. we have to run these departments. currently, these departments, all of them are run like their own little fiefdoms. we have to get them on the same page. we need transparence it is. when they're running like their own little fife dopes, that's where corruption happens. we're seeing it across the board. corruption in every phase of our city's politics. we need to root it out. my city hall accountability plan that i released today does just that. >> talk about this race getting dirty with the gloves coming off. just last week, mayor breed's campaign manager said this about aaron peskin. a lot of things about aaron peskin, that he is synonymous with intimidation, obstruction and dysfunction in this city, and he is moving san francisco backwards. what if some of that criticism starts coming to you? how do you fight back? >> raj, we know this is going to get dirty. i think the people of san francisco want a race around ideas. they want it around a vision for

our city. raj, i know we're coming back. i know we're coming all the way back. i wouldn't be in this race if i didn't believe that. that's why this plan today i released is going get to the root causes of our problem, which is what we need to do is completely overhaul this broken system, this corrupt system. and frankly, the people that got us into this mess, you just put them up on screen, all four of them have gotten us into this mess. we need somebody who has a track record of leadership, of getting big things done for the people of san francisco. i'm going to do that, and i'm looking forward to being the next mayor of san francisco. >> final question. what's your biggest challenge? if you were to look in your boardroom, your biggest challenge to win? >> the biggest challenge just getting out into every corner. but i have to tell you, raj, i'm having fun. i'm enjoying this process. i'm getting to meet new people every single day. i'm out in every corner of san francisco. i'm loving this. and so i'm not going to be outworked in this race.

welcome back to nbc bay area news tonight. a basketball legend is retiring. stanford women's coach tara vanderveer is stepping way from the game that she helped shape. and as she leaves, women's basketball is at an all-time high in terms of popularity. coach vanderveer is the ncaa's all-time winningest coach in basketball. her career spans 45 years. the last 38 of them right here at stanford.

she led the cardinal to three national titles and 14 final four appearances. >> sometimes it's just you're ready. and i just felt i'm ready. i never really thought i would be. i kind of just, you know, just felt like maybe i would kind of keel over on the bench. because i love it. i love it. i love it. >> she can't just keel over on the bench. joining us now is nbc's anthony flores who was on campus today and chatted with coach vanderveer. i'm always going to call her coach. >> i do as well. >> it's just the way it is. i met her back in 1998. i've known this about her. she doesn't seek the spotlight. she is hard and tough, and she still has it. she is still very engaged. what a loss for this sport. >> it certainly is. i was out there recently for the ncaa tournament. i was talking to her getting ready for the big match against iowa state. and she kept talking about joining the acc next year, because that was going to be my next question. she is 70 years old.

how much longer can she do this this? she was talking next year, the competition. ed 70 years old. being a head coach is a 24/7 job. and she just wants to kind of relax. she also mentioned that her mother is 97 years old. she would like to spend more time with her. >> in terms of the popularity of women's basketball, it seems like such a odd time or maybe the perfect time. right now the ratings are high. everyone is talking about the college game, the wnba. why now in addition to her mom? >> everybody is fascinated with caitlin clark and the ability to shoot the three-ball. and we're watching. coach vanderveer has done so much for the game. think about it. before she got to stanford, they had one final four appearance. they've had 14 since. she has won 27 conference titles in the pac-12. she turns what many thought couldn't be done, stanford into a national powerhouse, especially with the strict rules they have for student athletes to come in.

they were saying you have to have a student athlete who can do this in the classroom. she is i'm worried can they make layups on the basketball court. the height of their popularity. here is what i asked her about walking away from the game, at a time when everybody is talking about her sport. >> it's amazing just where the game is. and how it's growing and how it's going to stay that way, you know. and just for young women, young girls to be able to have a dream that i could not have. >> and that's so important. to be able to dream. you can be anything you want, and there is proof right there. >> i know she likes playing bridge and playing the piano. and she likes to water ski. >> that's one of the reasons she is retiring. she said she would be out on the lake. i got to get in the lake. i have a 4:00 call and 4:30 recruiting call. she would like to have a little more time and see more of san francisco, which she doesn't get to do. >> last question, related to john pay, the santa barbara quarterback, his sister taking over who is a part of the '92

championship team with the cardinals. she has been there for 17 seasons, the last eight as the associate head coach. her big announcement will be coming next week. >> so stanford already has the succession plan in order. >> yes, it's already in place. >> okay. this is a loss for the entire sport. >> it certainly circumstances thank you, anthony. let's move on now. where is that whale? the search to rescue that gray whale continues off of our coastline. the 30-foot whale tangled up in that large fishing net in southern california last month. it's now swimming north with that thick netting wrapped around its tail. the whale is also pulling a bowe buoy towing a satellite tracking device attached by national oceanic and atmospheric administration. but search coordinators say that device stopped working. so crews want to attach a new device if they can find the whale. but they're facing a lot of obstacles. >> that's the challenge of large whale entanglement response. things are very much dependent on conditions. weather, time of day, availability of resources,

whale's location, all of those things have to kind of be in align and be in good condition for us to be able to get out there and be successful. >> so where is that whale? the search right now is focused around daly city and pacifica, where it was last spotted. the whale is trying to head north on a feeding migration to alaska. we head outside. live look now in palo alto, right along 101. our meteorologist is going t join us owi

pacific. we've got the storm lining up. this means that for tonight, we'll notice some cloud cover, early morning patchy fog could be a potential. at about 8:00 a.m., notice the overnight lows are going to dip only into the 50s. a couple of 40s. aside from that comfortable weather. and back up into the 80s by tomorrow. upper 70s around the coastline and the bay. and this is before the change happens heading into friday. we're going notice an increase in cloud cover, and there it is. the rain is lining up, moving from north to south into the weekend. and yes, that is sierra snow. this is going to bring about a cooldown by as much as 20 degrees in inland areas. it will definitely be noticeable. enjoy tomorrow's sunshine. >> that's a lot of changes. thank you. thank you.
