tracking other stories. this includes a significant step taken in the effort to oust d.a. pamela price. our velena jones shows us what organizers did today and what happened next. also 80 is back open but tough sledding through tahoe. i will show you how they are still digging through this weekend's historic lizard. and tomorrow super tuesday that meets candidates are making their final push. only one measure you need to know about an hour ian call will be here to tell us more about proposition 1 and where the governor says it's necessary while opponents in california just can't afford it right now. we're going to start the with that rolling gunbattle and chase in santa rosa. when it all ended one man was dead at four deputies injured. it started overnight when deputies were called on reports of a man with a rifle. they found a car that matched the report and someone started shooting almost immediately

trickling a rolling gunbattle that ended in a crash on stoney point road. investigators say by the end of the gunfight in the crash the suspect was dead. >> i heard about 20+ gunshots in intervals, like 6 to 7 at a time with a couple minutes in between or so and it kind of extended away from one location and kept moving. >> at the scene of the crash we spotted the car full of gunshots, two sheriff patrol cars with heavy front-end damage. of the deputies injured we are told one was shot in the leg, two in the hand, the fourth had head injuries and that deputies listed in critical condition. strachan out to the ongoing effort to recall the d.a. organizers turned forms to oust pamela price. this includes family members of crime victims was a she is not

doing enough. velena jones is at the county register . this is a significant step in the effort to recall the d.a.. a lot of crime victims have said that pamela price is not using the power of her office to prosecute people, so tell us what happens next. >> reporter: you know, that is exactly right jessica. this is an effort that has gone on since the fall and now they have submission -- submitted the signatures to the county register's office today. from here the registrar of voters will have 10 days to verify each of those signatures if that is verified from their the group expects that a special election would take place either in april or in may. >> so what are the people

against the recall? she has some people in oakland that are very much in support saying people voted her in because they wanted her to be different and to bring in a different type of governing. what are they saying in terms of this recall? >> reporter: you know that is exactly right. there is a campaign for supporters of pamela and they say this entire issue in terms of trying to push this recall forward is a threat to democracy. they also have concerns about how the signatures were gathered. they think the signatures were gathered illegally, so they are asking the secretary of state's office to step in and verify the signatures so if in fact there is a recall election that we know that the signatures were actually validated, but they also have concerns saying that millionaires are backing this recall campaign and they believe they are speaking for a

large majority of people that may not feel the same way. they have several concerns going forward. >> we will see your full report coming up tonight at 6:00. the search is on for a person who fatally stabbed a man on the peninsula. watch the surveillance video. officers say whoever is in the white suv may have been involved in that stabbing. it happened around 8:30 near university avenue and fell street, february 8th. police say someone attacked a man named frank finney and then another man. frank finney died this past weekend but the other man is expected to be okay. a new civil rights complaint against berkley alleging the district ignored what is called severe and persistent harassment of jewish students. federal complaints filed by the louis brandeis center for human rights as well as parents.

one mother says she pulled herself out of berkeley high art class because of anti- semitic actions of a teacher. >> is our teacher was showing anti-semitic images in class along with telling the children that israel had just murdered a bunch of civilians and that they all needed to go to a walkout against genocide. >> now after the hamas attacks on israel in october alana perlman said she received 57 reports of anti-semitism in the district from other families as well. she also claims her complaints to the principal and superintendent fell on deaf ears. berkeley unifies as it stands against all forms of hate and vigorously investigates each and every report. okay, breathe. finally, the worst of that blizzard is gone but don't be fooled, it's still snowing in the sierra. i-80 reopens after being closed

the weekend. trucks have just started to be let through about two hours ago and maximum chain requirements are still in place. in fact, some areas are still buried under snow up to seven feet and crews have been working to keep those roads clear. >> i thought we were going to get stuck a few times. it kind of felt like we were swimming through the snow almost in the car. >> popular ski resorts are still close. they are trying to dig out buildings and ski lifts. the weekend lizard also caused widespread power outages impacting about 40,000 homes and businesses at its peak. all right, we have all the snow on the ground. it is fall and the big question is how much snow did the sierra get and how did it help with the drought? we want to bring in meteorologists --

>> reporter: there is a lot of snow falling within a short timeframe and totals are pretty impressive. let's get a look at the video we saw over the past two days. wind gusts over 150 miles per hour creating those dangerous blizzard like conditions. even though the blizzard warnings have expired we are still seeing winter storm warnings in effect for some parts of the sierra because we do have an incoming low pressure system. look at this video and it shows a lot of snow. right now this is the live look, jess. it's 20 degrees and that is cold in lake tahoe. let me show you what the 72 hour snowfall handout to be.

if you look at the purple index, over 96 inches, so ever 100 inches in just 72 hours. if we break this down further, look at sugar bowl. seven-day snowfall total was 127 inches. 77 in sierra snow lab. soda springs, 89 inches. certainly nice for the snowpack boost but explains why it was so dangerous. this is a total right now as of today. the updated snowpack, jess, and for the north we are over 100% at 111% by region. central, 104%, and this puts us at a statewide average over 100%. snowpack provides over one third of california's water supply. when all of this melts we want for it to take its time so it can replenish the groundwater in addition to the water reserves for our streams. and to give you another quick snippet, look at where we were in january.

decision 2020 for some of california's political heavy hitters came together to approve prop one. governor newsom and others say the proposition which would allow them to build more mental health facilities and states housing is due. other say there is not enough money. the governor is asking voters to sign off on a boat load of money. >> reporter: that is right, jessica and the governor argued it would add crucial funding to two major issues in san francisco, mental health and homelessness. he was joined by the lieutenant governor, the d.a. and the mayor for a rally at

the local -- in san francisco. this would authorize money for mental health treatment facilities and also permanent and supportive housing for the homeless. governor newsom said this is a problems democrats have been trying to fix since ronald reagan was governor. >> we need to stabilize people. we need to deal with the underlying reasons, the reason they are self-medicating. >> we have a limited number of locked facilities of people who need that care. >> i have a question if you live in san diego or los angeles you see a need for

people having mental health services. it is harder and other rural places. how is the opposition responding to what the governor is asking? >> yes and i talked with the state senate minority leader about this yesterday and either side have different policy ideas but he said something surprising. the state senator from san diego, brian jones, said that in this case he generally agrees with the solutions the governor is proposing here but he says the state simply is not in a position to fund a massive bond measure. jones believes it is too expensive especially with a looming multibillion-dollar deficit. he also says if history is any indication is will not play out the way the governor hopes. >> the state has a dismal track record for actually taking the

bombs approved and spending them on the things they are supposed to be spending them on. water infrastructure and high- speed rail are a few examples of where the state has dropped the ball. >> with polls closing just over 24 hours from now the governor also adjust addressed low voter turnout. he believes california makes it easier than any other state to vote. the ballot comes right to your mailbox so he is encouraging people to take time to do that. >> thank you. one day until super tuesday. adam schiff made stops in the bay area to talk about small businesses. he is one candidate vying to take over the late dianne feinstein seat. toward decision after district this morning and spoke to business owners in downtown jose.

page. we will have everything you need to know. and we have course will be covering all of this tomorrow night on super tuesday as well. all right, help may be on the way for people trying to make it in the bay. there is a new bill that could get unsheltered people off the streets. san jose mayor matt may hahn introduced the interim housing supporting act. lawmakers say the bill would help speed up the process of building interim housing and it would help people transition from encampments. from encampments permanent housing. >> if you tell someone they have to deal with addiction or get a job when they are living in a tent down by the creek it is almost impossible to do that. this is why this model is so important. when we can stabilize someone and give them security and peace of mind and privacy and get them connected to supportive services, it works. >> the leaders say the city has decreased its unsheltered population by about 11% in the past year and they say hundreds

more interim housing units are on the way. all right, let's switch gears and talk about our weather and what's ahead and we will get more rainstorms or snowstorms? we got a break today, but it won't completely last. >> reporter: you notice the clouds getting great again and that's a signal for incoming weather. temperature wise we are in the 50s and 60s but this next system thankfully is weak. we should be okay as far as flood concerns. we do see a little bit of a shift in the weather pattern towards the later portion of the week. notice a lot of the emphasis of this initial system making its arrival will be more towards the north bay so for our friends that live in them -- the north bay i will zoom in here. there is still winter storm warnings for some stretches of the sierra because of the system. we still have snow falling near the top and stretch. so keep that in mind.

you may want to hold off one or two days before heading up to visit the snow. satellite rater showing rain through the overnight hour. notice a timestamp here. this takes it all the way through tomorrow and a lot of initial rain would be focused into parts of the north bay, but eventually will be scattered and on wednesday we have another shot of rain moving in. so scotty showers and not expecting a complete downpour. you should be okay. as far as additional snow i took this out there friday and i mentioned it is weaker but we still have about in inches and higher in the -- higher elevations. temperature wise for the early morning, tuesday community will be in the early 40s and 50s. you may also notice a small warming. upper 50s for daytime highs. unsettled weather remains through wednesday with a brief

holes including in the airbag investigators say the man who led officers on a chase is dead. neighbors say it sounded like a rolling gunbattle right after midnight. >> i heard about 20+ gunshots in the intervals. with a couple minutes or one minute in between and it kind of extended from one location and kept moving. >> two of the sheriff's patrol cars had heavy front end damage. we are told four deputies were injured one was shot in the leg to had hand injuries and a for suffered head injuries and is a said to be in critical condition at a local hospital. according to investigators this started after amy -- a 911 caller reported a man with a gun in the area. officers responded and shooting started from the suspect car.
