i'm raj mathai. next on "nbc bay area news tonight," the chp and national guard on their way to san francisco. it's part of the governor's plan to attack the fentanyl crisis. today we learned exactly what they're going to be doing. also a walgreens security guard arrested for murder. he's accused of shooting a woman during a theft. we're digging deeper into what happened. and is another bay area bank

about to go under? what's fueling the fears about first republic? good evening. this is "nbc bay area news tonight." i'm raj mathai. we have made it to friday. we're going to live to mexico city in just a few minutes for the giants' historic road trip. but we start right here at home. the national guard and the chp are on the way. governor's orders. they're coming in to crack down on san francisco's fentanyl crisis. we knew this was going to happen, but now we know when they're going to arrive and what exactly they'll be doing when they get to town. this all stems from that surprise visit last week from governor newsom. he walked the streets of the tenderloin to get an up-close look at really what's happening here. two days later, he announced he was enlisting outside help to tackle the problem. today leaders of the chp and the national guard appearing alongside san francisco leaders to lay out this plan. they'll focus on cracking down

on drug dealers and fentanyl trafficking operations. it all starts this coming monday. here's how the chp fits in. three key things. first, they'll be sending officers onto the streets. they're work side by side with sfpd in high-crime areas. second, they'll provide specialized training to sfpd and to detect and prevent drug-related crimes. and, third, they're going to be aiding in investigations and traffic investigations for trafficking. as for the national guard, they are not sending boots to the ground. instead, they're going to map out where cartels are operating, and they're going to use data to figure out how to dismantle those cartels. san francisco city leaders say their goal is not to arrest their way out of this problem but, instead, to cut off major drug dealers and the cartels that are backing them up. >> when the governor came to san francisco with the attorney general, rob bonta, and they did a walk in the tenderloin, they heard the pleas and the cries of the community, asking for help,

asking for something different. well, this is something different, and i am looking forward to a real change in our city. >> san francisco police officers have made 269 arrests in a very small area in the course of four months. when you think about that, think about your own community and think about a ten-block radius from where you live, and think about 269 drug dealers dealing poison on our streets, being taken from your community. that is what the people who live and work in the tenderloin have to deal with day in and day out. and that has to stop. >> very good perspective from the chief right there. a ten-block radius, nearly 300 arrests in a short period of time. not everyone, though, is on board with the reinforcements. the head of the coalition on homelessness in san francisco worries these efforts will mimic the war on drugs approach and disproportion atly criminalize people of color. also tonight, a walgreens

security guard accused of murder. he's accused of shooting a woman right outside the store during a theft. it happened last night in san francisco at the walgreens on market right near union square. police aren't releasing many details to us, but they did say a theft was happening at the time of the shooting. 24-year-old china brown from san francisco was shot and killed. >> she was just doing whatever she was doing in the store. i was on my way out. i was, like, by the little pay thing. but she was out before me. and as soon as we were walking out, all we hear is boom, boom, and she dropped to the floor. i'm looking at her. >> the security guard is 33-year-old michael earl wayne anthony. he works for a private security company called kingdom group protective services. they told us today by phone they could not comment because it's an ongoing investigation. this is a highly unusual situation, but it's happening now, and we've got to ask some questions. joining us is michael leininger.

nice to have you back on the program. a lot of questions here. i got to say, are most security guards armed, and if so, why are they armed? >> no, most security guards, in fact, aren't armed because of the liability issues. the security guards that would be armed would be in higher security threat level and areas, and that's a relatively small number. >> if you're advising walgreens, and you do advise a lot of companies and people, why would you tell walgreens, yes, it's a good idea to have an armed security? >> i actually would not have advised wall greens to have an armed guard. i think the reason they did that is because the level of criminal activity there is relatively high. he also believe they were trying to make a statement. they hired a company that's not from the area, and i'm not sure how familiar they are with the issues there. however, this ended up in a very strategic situation. >> michael, what's the goal for walgreens here?

whether that customer was shoplifting or not, is it worth? in this case, no, but what's the goal for a big store, a big chain like this? >> the overall goal is to prevent the losses, to deter them by a physical presence. unfortunately, a security guard simply does not meet that level of deterrence. most people know that security guards have the same rights of arrest as anyone else as a private citizen. they don't have the level of training as police officers. they're there strictly to observe and report. and when they don't, sadly, very tragic circumstances occur as in this instance. and actually as in the home depot pleasanton shooting, it's just not worth it. >> you brought up the home depot. just last week, that home depot security guard got shot by a shoplifting suspect in pleasanton. are there county or state rules

that outline what security guards can do? >> absolutely. the state of california, department of consumer affairs has very strict rules. and the primary rule is to observe and report. and if you are armed, you are only to use that firearm if your life or the life of another person is in clear and present danger of death or serious great bodily harm. in this case, the fact that the suspect was booked would indicate that those circumstances did not occur and that he used his firearm inappropriately. >> final question for you. will big stores like walgreens or whole foods continue to shut down locations in san francisco? do you see that coming or continuing, i should say? >> absolutely. i don't think they have much choice. you know, there really are no consequences for these people, and they seem to be going in with utter impunity and just stealing right in front of the clerks. i was in a walgreens the other

day, and i witnessed a guy still about two dozen packages of nicotine gum. as he walked out, he waved at the cashier. there's no deterrent, visible or otherwise, that's going to stem this problem, and i think box stores will continue to shut down. and the ones that continue to do business will more than likely placing items of high value in locked cases or cages. >> it's sad just because those stores are important for the community, but those stores are leaving. michael leininger, thank you for your time. have a good weekend. >> thank you, raj. let's move on. some other headlines we're watching this evening, another bay area senior care facility accused of causing the death of one of its residents. the family of richard truong has filed a civil lawsuit against vasona creek health care in los gatos, claiming they gave him a contaminated sandwich that ultimately led to his death. documents claim the tainted sandwich triggered intestinal problems and heart attacks and nurses were seen debating the

best way to position him during those seizures. the lawsuit says doctors told the family they found e. coli in the man's lungs after he died. another family with patients at vasona creek say this incident has them concerned. >> the fact that there was tainted food that started this whole thing, the guy laying there for who knows how long, choked, and two nurses didn't know what to do, turn him on his side, stand him up, whatever, you know, i can't understand that part. they're supposed to be trained. >> the lawsuit accuses the facility of wrongful death and elder abuse. vasona creek has not responded to our multiple requests for comment. well, hundreds of people in san francisco are still without power for a third night now. pg&e says it should be restored by tomorrow morning. this all started a couple nights ago on wednesday, when suddenly, 9,500 customers lost power in the city. firefighters say they responded to an underground vault fire at

around the same time and in the same area as the outage. this is right near downtown. now about 500 customers between the financial district and the embarcadero are still in the dark. pg&e says it should get power back by about 10:00 a.m. tomorrow. it's still investigating the cause of the outage. well, this could be an active weekend for first republic bank in the city. that's not a good thing. nbc news now reporting the federal government is preparing to take the bank over. first republic has lost 97% of its value this year, and it dropped again sharply today. according to nbc sources, a takeover by the fdic is now the most likely outcome. the fdic already asking other banks for potential bids. now, if this happens, this will be the second bay area bank to be taken over. you remember just last month, the fdic stepped in after silicon valley bank collapsed and ultimately arranged a buyout. so what does this mean for your

money? joining is david barsen with barsen financial planning. nice to have you back on the program. at this point, just reading the tea leaves here, is there any way the government does not take over first republic over the weekend? >> i mean you always have -- hi, raj. good to see you. sorry. yeah, you always have the possibility that, you know, a white knight comes in and saves the bank. it doesn't look likely based upon where the markets are going and what we're seeing in the markets right now as far as first republic stock is concerned. but it is always a possibility. >> what are you telling your clients or any other people watching tonight that bank at first republic? what do you say these next 48 hours, 72 hours to them? >> it depends on how they're banking with them. but if you have cash at first republic, you know, and this goes for depositors at other banks too, just, you know, first republic is fdic-insured, but making sure that your investments are fdic-insured. making sure that you have below the maximum, which is $250,000.

and if not, look at possibilities of spreading that money around to other entities to protect yourself. >> david, you talk about that 250k there. with silicon valley bank, as you know last month, the fdic said they would guarantee all the deposits even if it was above 250k. could that happen again with first republic? >> yeah, i think that's absolutely a possibility, especially given the precedence of silicon valley bank and what was done there. so, yeah, we'll just have to see. we'll have a better idea after the weekend's over, i think. >> final question for you. this is kind of a bigger question, an umbrella-type question. if i'm banking at a smaller regional bank, first republic, silicon valley bank, do i just say, you know what? i'm pulling out and i'm going to the big boys, b of a and wells fargo? >> yeah, i mean i hate to give that kind of advice because it's going to cause the problems that we're having right now. but you -- and when you see,

welcome back to "nbc bay area news tonight." you've likely spotted piles of garbage on the side of the road or in our neighborhoods. in the south bay now, there's a team of people whose sole job is to clean all this stuff up. and starting today, there's a new tool where you can easily report illegal dumping. here's nbc bay area's ian cull. >> reporter: today this crew of 12 is cleaning up piles of garbage left on this expressway on-ramp in san jose. they're part of a new program to clean up illegal dump sites across santa clara county. >> it may or may not seem like a huge issue, but i think most of the people understand that it is. >> reporter: the target this morning was monterey and capitol expressway. tomorrow it could be your neighborhood. today the county launched a

website, clean up sec.org where residents can report piles of trash like this. the website allows you to submit pictures and the location. then this crew will show up and clean it up. >> this community is a place that needs to be cleaned up so that people continue to want to live here, so that young people don't take on the psychology that this is just the way it is. they don't know anything different. >> reporter: since the crews started in november. >> they've collected 30 tons of solid waste, 52 tires, 20 mattresses, and 600 bulky items like furniture and appliances. before the program, cleanup areas had to be identified by local cities or spotted by this crew. now two crews of six spend four days a week picking up trash reported by the public. >> the community and government and our nonprofit organizations need to work together to get our entire community cleaned up. >> reporter: locations with chronic illegal dumping or those that pose a safety risk get

first priority. for the crews themselves, it's more than just a job. >> and the great thing about this conservation corps is our youth are not only able to obtain their high school diploma, but they're able to obtain cpr training. >> reporter: for now, the crews are making the south bay cleaner one bagful at a time. in san jose, ian cull, nbc bay area news. here's a fun story. the giants are in mexico city. yes, our giants, mexico city. they are preparing for a two-game weekend series against the padres, and it counts. these are not exhibition games. it's going to be a history-making moment when the two teams face off manana. joining us tonight from mexico city, carlos with our sister station. great to see you. >> how are you, raj? >> are you surprised this took so long for major league

baseball to go to mexico city? because this is really a special moment for baseball history. >> yeah. it is indeed. i mean major league baseball had already played four series in the city of monterrey. that's a lot closer to the border with texas. and they decided this year to come to mexico city, the capital of the country, one of the biggest cities in the world that has a plethora of fans of every sport you can imagine. so it did take a while, but it's not only the first time that the major league is going to play here. it's also the first time that the san francisco giants actually will play any series outside of the country. so double whammy there for you. >> really cool. obviously business is big, and to expand in that market, do you think we're any closer to a reality that major league baseball would expand and actually put teams based in mexico city, or is that 10 or 20 years down the line? >> no, i think that's 10 or 20 years down the line. just the travel alone, when you think about how big the united states is, and sometimes even the cross-country from new york

to california is -- the fact you will come down and play mexico city and then come back with the altitude, with everything that comes with it, it's really tough to think that it will be here. but i can see more and more games coming down there. >> okay. final question for you. how excited is the fan base there in mexico city? you're familiar with that city. are tickets sold out? do people know it's in town? what's happening there? >> yeah, it's more of a homecoming for me. i was born and raised here in mexico city, and i lived basically my youth here until i was 17 years old. baseball has always been huge. as usual, whenever there's one of these big events from the american sports coming over here, tickets sold out in minutes. the only way to get it was through the ticket system in mexico. so a lot of people from outside the country had to go to those secondary markets to go get your tickets and then come over here. it's going to be a sold-out crowd tomorrow of 19,500, and there's a lot of excitement. you can see it all over the city. actually the giants and the padres spent a lot of time and

welcome back. take a look. the big melt at yosemite. the waterfalls thundering down the cliffs and likely to get more intense. this is why much of yosemite is closed for at least the next six days. flooding concerns not only along the merced river but other parts of the central valley. jeff ranieri is with us. that's a big concern there for all that flooding. however, the weather could be in our favor going into next week, right? >> yeah. i'm seeing some snowfall headed towards the mountains through next week. we're looking at anywhere from 6 to about 12 inches. meanwhile back in the bay area, it's all about the fog. let's take you into that microclimate forecast. we'll get you a view here of your saturday morning. you can see the fog and low clouds we'll start with. also some areas of drizzle right near the coast through the afternoon. we'll have some high clouds here inland but also plenty of sunshine. temperatures begin in the 50s. then through the afternoon, not quite as hot as it's been.
