investigators say it was not a random attack. the man accused of the murder knew the victim. sergio quintana is live at police headquarters where the mayor, police chief, and district attorney made the announcement earlier today. >> reporter: this is a case that drew national attention in part fueled by social media posts that had described san francisco as a city teeming with random violence. at this news conference the police chief, mayor, and district attorney had the very basic details about the investigation that led to arrest and pushed back against some who had drawn early conclusions about the case. san francisco police chief bill scott and district attorney brooke jenkins offered the most basic information about the investigation and the arrest of 38-year-old nima momeni of emeryville. >> we can confirm mr. lee and mr. momeni knew each other. however, we will not be able to

provide further details at this time regarding the evidence that confirms that information. >> the specific charges we are filing today include murder in violation of penal code section 187 as well as a special allegation also known as an enhancement alleging that the murder was committed with a knife. >> reporter: someone who works near the crime scene described to us san francisco police recovering a 5 to 6-inch knife from a caltrans lot just feet away from where the police marked the beginning of a trail of blood on the sidewalk on main street. momeni and lee had been driving together in downtown san francisco when they had some kind of confrontation that ended with the stabbing. the police chief and district attorney would not confirm any details about how the two knee knee -- knew each other or met up except to say a search warrant was executed in san francisco and momeni was arrested at his home in emeryville.

this case garnered national attention in part because of social media posts describing san francisco as full of violence including one tweet by elon musk that read in part violent crime in sf is horrific and even when caught they are often released immediately. is the city taking stronger action to target violent offenders. jenkins zeroed in on that. >> since this incident happened and waking up to elon musk's tweet my office has worked hard to tell people not to make assumptions about this case. >> reporter: nimmo momeni was booked into san francisco jail early this morning and will be at superior court at the hall of justice tomorrow morning for arraignment. we did ask the police chief whether there are going to be any other arrests in the case. he said his investigators are focusing on the evidence that they have against momeni. reporting live at san francisco police headquarters, sergio quintana, nbc bay area news. >> thank you very much. our investigative unit has

been digging into nima momeni's background and uncovered in 2011 he was charged with two misdemeanors in alameda county one carrying a switch blade and the other driving with a suspended license because of a previous dui in santa clara county three years earlier. our investigative team pulled the actual case records and momeni pleaded no contest to the suspended license charge and as part of the plea deal the switch blade charge was dismissed. he was sentenced to ten days in jail and three years' probation. that is not all we have been learning about the suspect tonight. nbc bay area's jodi hernandez is live in emeryville where she has been speaking with people who knew him. >> reporter: this is where nima momeni worked and lived, an upscale building that houses a lot of artists, architects, and tech workers. you can see his car, the blue one behind me is still parked out front. his boat is in the parking lot. neighbors tell me they are

stunned at what he is accused of. >> i heard this bang, bang, bang, bang. i don't know what it was. it sounds like something hitting metal. >> reporter: she describes the sounds she heard as police descended on the building where she lives early this morning. as they arrested her neighbor, nima momeni. >> it was shocking to us, because he was a very nice neighbor. very welcoming, very kind. >> this public relations officer has an office right next door and says momeni gave him a tour of the place when he moved into his new east bay office last month. >> he let us into his unit, showed us around. there was a pool table. there was big fancy stereo speakers, gourmet food, very welcoming. we invited him into our new space and he was very complimentary about the remodel we had done. >> reporter: momeni left business cards behind.

the 38-year-old found'd company called expand it. according to the website a client centric i.t. out sourcing firm. >> he is your typical technology worker. young, in his 40s. he's got a new york style, upscale loft here in emeryville. >> very jovial, down to earth kind of person. >> reporter: this man worked with momeni a few years back. the start up company he worked for at the time hired the i.t. specialist to set up their network. he says he never saw any red flags. >> every interaction that i had with him, it was always very cordial, very accommodating, very much with a smile on his face, never anything untoward or any signs of any anger or anything of that nature. >> again, folks tell me momeni

was a very good neighbor and liked to crank up his music at times but he didn't bother anyone. folks here also want answers. reporting live in emeryville, jodi hernandez, nbc bay area news. >> our coverage will continue at 6:00. our entire investigative unit continued to look into all angles of the high profile case. we'll have updates at 6:00 and will update nbc bay area.com when new information is available. the state capitol in sacramento was evacuated this morning due to a threat. chp evacuated state workers around 10:30 all because of a credible threat not of a bomb but a shooting. police now say they believe the threat came from a man who shot at a kaiser permanent in roseville yesterday. no one was hurt in the shooting. as for the capitol after a few hours everyone was allowed back into the building. police have arrested the suspect a little under an hour ago. we are told he is from hayward. the san jose mayor is vowing

to break the era of encampments. so today the mayor officially kicked off construction of a new interim housing site for the homeless. nbc bay area's robert handa joins us from the site which could provides units for more than 600 people per year. >> reporter: this interim housing project in south san jose is actually already well under way, getting mixed but generally favorable reactions in the homeless community. a more negative but resigned attitude here in the neighborhood. >> okay. drop the dirt. all right. >> reporter: the san jose mayor led a group of city leaders this morning breaking ground on the monterey emergency interim housing project on branham lane. an ambitious plan to build three story modular apartment units equipped with 204 beds. the project generated some hope across town in columbus park where the city has been shuffling homeless encampments around to make room for a new dog park.

meeting of a citizens advisory committee and reached out to the local home owners association to address concerns and complaints. there is going to be a lot of give and take before the project is up and running next year. in san jose, robert handa, nbc bay area news. planning a response to an active shooter event federal, state, and local agencies gathered in berkeley today for a mass shooting drill. it happened in golden gate field earlier this morning. several bay area police department joined the department of homeland security and the chp for the event. part of the training is tactical. how to disarm and stop an active shooter. it is medical, too. in the event of a mass shooting officers say there is often a gap of time before medical personnel can enter the scene to treat victims. the training will help responding officers provide necessary medical care to fill in the gap with the goal of saving lives. >> it is always hard to predict when something is going to happen. unfortunately that is just the reality of the job and what we do. we always have to be prepared

for the worst and trained for the worst so we can have the best outcome. >> this is part of a longer two-week training for law enforcement to be certified emts. we're getting a sneak peek today of an all new electric suv from pole star. check out the pole star 3s in the company's san jose show room, on display until the end of the day tomorrow. pole star says it comes with google's built in operating system, advanced driver assistance, and the interior is made with sustainable materials. it gets 300 miles of range per charge and is priced starting around $84,000 and you can order it online. the cars are made in the u.s. in south carolina. production is expected to begin in 2024. amazon is getting into the ever more crowded, controversial a.i. game. its new service is called bed rock. bed rock is similar to the chat gpt program microsoft released in november. you type in a prompt. then the ai generates a text

answer. you'll be able to access bed rock through amazon's web service website. it can be used for tasks like answering questions, content creation, and business development. bed rock is only open for a limited preview so people can add themselves to a waiting list to try it. so far the company has not yet set price for the service. at the rate that ai is advancing is some lawmakers are getting nervous. today chuck schumer announced he is drafting a plan to regulate it. the proposal would require companies to get an independent review before releasing its product to the public. the goal is to address the national security and education issues. schumer's announcement comes two days after china released its own plan to regulate a.i. companies and called china's decision a wakeup call to the nation. the plan will need approval from congress and the white house before it can be implemented. still to come the controversy over the abortion pill intensifies.

a commonly used abortion drug remains on the market at least for now after a federal appeals court refused to suspend the medication's fda approval. access to the medicine remains uncertain however and the future of the drug will likely be decided by the supreme court. nbc's dan scheneman has the story. >> reporter: overnight a federal appeals court declined to suspend fda approval for the abortion medication mifepristone but while the drug will stay on the market the appeals court left restrictions in place that prevent patients from receiving it by mail.

>> while mifepristone's approval remains intact, this ruling as you said really limits the way it can be administered. it puts in peril the fda approval of the generic form of the drug. it also limits, could limit the amount of time that women can have access to it, up to seven weeks of pregnancy instead of ten. >> reporter: the latest decision blocks a ruling by a district judge in texas that suspended fda approval for the drug which dates back to 2000. critics of the medication call it dangerous and in approving the drug the fda failed to protect women's health. >> this is a significant victory for the doctors and those we represent and more importantly the safety of women and girls. >> we are going to continue to fight in the courts. we believe the law is on our side and we will prevail. >> reporter: attorney general merrick garland vows the justice department will appeal to the supreme court seeking action

before the ruling takes effect on saturday. dan scheneman, nbc news. demanding the san francisco mayor do something about the city's drug crisis, the city supervisor says he twoonts confront mayor london breed about what he is calling a humanitarian crisis in the civic center and wants to hold the board of supervisors q & a sessions at u.n. plaza and bring the mayor. some people say the center is now known for its drug markets and unsafe conditions and he says the board of supervisors has done their part in allocating re-souers and says it is mayor breed's turn >> i think there are many causes and many answers to this problem. definitely police is one of them and the board of supervisors have just allocated an additional $25 million for overtime to the san francisco police department. at the end of the day it is about performance of our city departments which the mayor is supposed to be managing.

the weekend both saturday and sunday. inland areas close to the low 70s. monday night and tuesday cooler changes as we go on the rollercoaster ride of the seven-day forecast. tomorrow morning certainly jacket weather as we drop maybe into some upper 30s for some of the wind sheltered north bay valleys. low 40s elsewhere. a cool start. then as we head toward lunch time temperatures in the mid 60s around san jose notice san francisco and oakland by mid afternoon. low to mid 60s. a little warmer for your friday and upper 60s in reach near san jose. saturday we've been talking about things would warm up. san jose into morgan hill, low 70s. might see some out toward solano county and a pretty similar forecast sunday. the change will be slight cooling around the inner bay and san jose plus increasing high clouds which leads to the bigger change by monday. your high temperatures in the upper 50s and low 60s. here is the rainfall estimate. this is monday night into tuesday. all of the blue indicates about 0.1 inch of rain or less.

higher totals possible up here in the north bay which is typically the case for your april to may storms which take a more northerly track. it will be cold enough monday night into tuesday. could we see a foot of snow across the sierra near interstate 80? that looks possible right now. maybe even above that by tuesday night. best totals for sierra snowfall for now look north of highway 50 but stay tuned because if you have sierra travel plans you may see a winter weather advisory being issued as early as sunday night for the weather moving in late monday to tuesday. you see the snow there around the cascades, down the sierra. showers around the bay area. it looks like later on monday right now we begin to see a chance of some rain there in the north bay. showers around the rest of the bay area once we get into tuesday. with that we will see highs from the 60s and 70s to upper 50s on tuesday. and beyond that maybe we can go 3 for 3 heading toward the following weekend right now. trending drier again. so for this weekend we have a bit of a warmup on the way.
