5:31 pm
the news at 5:30 starts right now. i'm janelle wang. >> i'm jessica aguirre. we start with an unusual discovery in san jose. firefighters responded to a report of a fire along the freeway this morning. what they found instead was a large bunker with tunnels built by the homeless. nbc bay area's robert handa joins us to explain why the homeless advocates say it's concerning but not surprising. >> reporter: an already-busy section of i-880 between 1st street and coleman avenue made even more hectic with the discovery of this so-called bunker that apparently housed the homeless. it was obvious to san jose firefighters, this was no common grass fire off the road. smoke was billowing out from underneath the ground, and they discovered it was coming from a large 100 by 100 foot shelter with multiple entrances.
5:32 pm
>> it's built out of two by fours, four-by-fours, covered with plywood and dirt ask plastic. you can see they have multiple cooking appliances, fuel tanks. there's been multiple explosions of propane tanks. there's multiple batteries and other things nearby. >> reporter: the bunker complex eventually collapsed with the fire still going. firefighters say there did not appear to be anyone inside and we're not sure how many people lived there. since the underground shelter is on cal trans property, crews will wait for that agency to dig it up when it's safe. >> we put it out several times. it just keeps flaring back up again. >> reporter: homeless advocates point out there are now a lot of elaborate makeshift shelters under overpasses, empty lots, and along creeks. a large bunker filled with stolen tools and weapons was discovered in july last year along coyote creek in san jose. >> it speaks to desperation. that's the bottom line, people are desperate. you're going to find almost
5:33 pm
anything tha will help people surve. they probably don't think about the consequences. that's survival mode. >> bunkers are a desperate measure. >> desperate as it gets. >> reporter: investigators are moving carefully and cautiously sister no one is sure what else is stored inside. no matter what, the people who used to live here won't be doing that anymore. new details on falling windows from highrise in san francisco. one of the new buildings had a history of window problems. investigative reporter jackson vander beck found the problems were so bad at the 15-story building that residents actually sued the window supplier. >> reporter: here at the building at 1400 mission street, you can see up there on the fifth floor at that apartment, that's where a window fell to the ground here on jesse street last month. it was just one of six buildings where windows broke in high winds.
5:34 pm
some raining shards of glass onto the sidewalk and streets below. >> it scares the hell out of me. >> reporter: it's the mass failure of dozens of windows that has bill thomas on edge. thomas is a 42-year glass industry veteran and consultant, and he nose that this isn't the first time 1400 mission street has had a window safety issue. he says he examined eight windows that have shattered there without being hit since the 15-story building opened back in 2015. no one was hurt, but the homeowners took the window supplier and other contractors to court, claiming that the glass used for the inner courtyard windows was dangerous and defective, blaming a can tom nant left in the glass during processing for causing them to break after repeated exposure to sunlight. both sides declined to comment to nbc bay area, citing confidentiality terms in the 2020 legal settlement. thomas served as an expert consultant for the homeowners in that case. he says one thing was different
5:35 pm
with last month's failure. it was a window on the street side of the building, not the inner courtyard. >> i was always concerned about the mission street side and the jesse street side. >> reporter: he says spotting safety issues with highrise windows takes training and expertise, and above all, time to inspect every single window. particularly so-called curtain wall systems where the windows are tied to an aluminum frame on the outside of the building. san francisco doesn't require window inspections for new buildings. it exempts highrises built after 1998 for the first 30 years after construction. >> drives me crazy about curtain wall, it's so unregulated. it can be extraordinarily dangerous. >> there's no question that this is urgent. >> reporter: board of supervisors president aaron petkin wants to remove the city's exemption for 71 of its newest and tallest buildings and force them to get window inspections by november. >> the miracle here is that noep nobody was seriously injured or
5:36 pm
killed, even though san francisco's downtown is less crowded than it was before the pandemicic. there's still plenty of folks right outside of this door. >> reporter: but thomas says it will be a huge undedertaking. neneeding qualifieded crerews w on suspendnded platforms,s, giv plplenty of time to chcheck the windows as well as the integrity of the aluminum frames that secure them. >> they're giving you eight, nine months to do all of this by november. you're never going to get quality people on the building in that amount of time. it's going to take a longer amount of time. >> i wanted these reports yesterday. >> reporter: the effort is not off to a good start, peskin acknowledges, with building inspectors already extending the 14-day deadline they'd set for inspection reports on last month's failures. building officials told us they're satisfied with the progress to date and that all the broken windows have been secured. jaxon van derbecken, nbc, bay area news.

70s across the north bay. another warm day on monday before the wind starts to pick up. we'll be watching a late-day sea breeze as we could see at least two days of 70-degree temperatures inland before changes roll in again by tuesday and wednesday. this is what we're seeing on sunday. high pressure reaching its peak strength. it starts to break down, move off to the east. a cold storm system likely drops in tuesday into wednesday. depending on how far inland or if it backs up a little bit more along the coast and brings in more moisture, i think we could see a chance of a few showers tuesday into wednesday. it will certainly be colder as that system drops down through california and then temperatures should rebound as we head towards next weekend. so a little more drizzle for tomorrow morning. partly cloudy for the afternoon, sunday and monday the warmest days for san francisco. that means 60s. inland, san jose, tri-valley, and north bay valleys, 70 sunday and monday then breezy and
