as i'm here at graham 2. if you don't know, the body that was found on pier 39 yesterday afternoon, it is j.v. they've identified him this morning. >> and it's heartbreak all over again. >> all over again. >> the memorial outside the wild 94.9 studios have been growing all morning long for the did chlt j. that has been a part of the morning since 2019. people are posting online condolences and they also are saying they will not feel the same about listening to the radio on air, the radio station played back messages from listeners who said j.v. got them through their own dark times. >> it just breaks my heart.

it's like i lost a family member. >> the entire bay area. we're hurting on this one. sorry, guys. >> he was last seen near his home in the mission district. san francisco police considered him missing and at risk and that is until march 1st when his wife released a statement stating that personal information indicated that j.v. would not be coming home. he opened up about previous health struggles and his body was found near pier 39. you can get a suicide and crisis hot line, you can dial 988. you can reach out to 9 88 if you know someone in crisis they can help you help them. >> very sad. he used to be a contributor to o morning show many years ago. so a big loss for that family and our hearts go out to them. thank you very much, chris. >> we are also still following

developments about a deadly police shooting overnight that ended up with a violent standoff in san jose. we are live near boyington avenue and that is where the standoff started a little before 9:00 p.m. last night. police sayhe man who was shot was armed with a machete and held three people hostage including two children. the three captives were all found safe. we've been sending you updates on this developing situation on our free nbc bay area news app. you can download it to stay up-to-date. tiktok ceo is grilled by lawmakers. privacy issues and concerns about the company that owns tiktok have some lawmakers threatening to ban the app here in the u.s. altogether. >> digital journalist abby fernando has been tracking it for us. >> lawmakers' main concern is the information tiktok is collecting from american users. the lack of protection for children and teenagers and tiktok's connection to the chinese communist party. many want tiktok to be sold to

an american company or an outright ban will be coming. >> today the ceo of tiktok shou chew, he claims it's safe and that the problems it faces are similar to what other similar media companies face. >> we have to earn their trust with decisions we make with our company and our products. the potential security, privacy, content manipulation concerns raised about tiktok are really not unique to us. the same issue is applied to other companies. we believe what's needed are clear, transparent rules that are applied broadly to all tech companies. >> chew also committed to making safety a top priority especially for teens. he is trying to put fears at ease that the chinese government does not have access to users' data. the hearing was led by kathy mcmorris rogers. she's convinced that tiktok is being used to spy and manipulate the american people. >> to the american people

watching today, hear this, tiktok is a weapon by the chinese communist party to spy on you, manipulate what you see and exploit for future generations. a ban is only a short-term way to address tiktok. and the data privacy bill is the only way to stop tiktok from ever happening again in the united states. >> now while i know you spoke with a cybersecurity professor at san jose state, and he said if only we knew the type of information tiktok was collecting from us we'd be concerned, too. >> there are 150 million users and they're collecting a huge amount of data, location and the manufacturing device. how you use it, where you use it and where you go and diagnostics are part of your files. >> it is a lot. and this is the first of what could be many hearings in front of congress about tiktok. we'll be sure to track it closely. >> whether you're on tiktok or not, we all use it in some kind of way whether you're watching on other platforms.

mountains. san jose, we've seen a few light sprinkles and we'll move in by 4:00, 5:00, and giving up the damage that the last system brought or maybe take the dogs out on a walk or enjoy outside. what's coming up in my forecast in ten minutes is a chance of spotty showers in the north bay this afternoon as well as the frost advisory because even though the sun is out, it will be a cold start and in the seven-day outlook we'll talk about the storm brewing in the pacific. for now, back to you, laura and marcus. crews are making progress restoring power from the latest impact on the storms. a short time ago pg&e updated us. there are now about 25,000 outages. the east bay is still the hardest hit with 12,000. on the peninsula it is down to 9,000. we are following new developments on construction right now. crews are closing two lanes due to a wall collapse later this

week. a third lane is being closed, as well and we learned that two right-hand lanes will be close until at least tomorrow as crews continue that work. again, it should go to two closed lanes for the evening commute. the repairs along the corridor expected to take some time and she also wants them to do it right. >> it's been another quiet morning in new york. so far we've heard nothing from the manhattan grand jury. >> that's right. we are probably not expecting decisions today. >> i don't think we'll hear anything today. because while the grand jury is meeting and dealing with some other investigation that does not involve donald trump, and we don't expect the grand jury to meet tomorrow. the buzz around the possible indictment started on monday when barricades went up. tuesday was the day donald trump said he expected to be arrested. wednesday, the d.a. sent a jury home and again, nothing today. that didn't stop the former president from posting about it

on his truth social calling the d.a. there an animal and comparing law enforcement to the german gestapo. that was for the prosecutor. he also had words for the federal prosecutor investigating separate crimes. jack smith is a radical lunatic bomb thrower, says trump. this after smith made major progress in one of his cases against trump, convincing a federal judge and then a federal appeals court that enoug evidence exists to suspect crimes were committed betwee trump and his own defense lawyer when the defense lawyer signed an affithat there were no more documents at mar-a-lago even though there were. now that alleged crime within a crime allows a court to make a crime fraud exception on attorney-client privilege, meaning the attorney may have to testify as a witness and may be compelled to turn over documents to the court that under normal

brother had gone in the water and had not returned. the mother was later found unconscious in the water and no update on her condition any no update yet on the missing 7-year-old. happening now in southern california, l.a. school workers are in the three-day work stoppage. thousands walked off the job thursday morning. the strike brought classes to a standstill leaving parents across los angeles scrambling. city leaders are trying to help broker a new deal, but after two days neither side has yet to announce a significant progress. school is expected to return to a full schedule tomorrow. >> they've voted to unionize to make it the first california location to do so. the storms located on college avenue in rock ridge, it comes as workers at an oakland starbucks also recently voted to unionize joining a handful of other stores. starbucks executives have publicly opposed organization.

>> uber is unveiling a new way to get a ride. you still need your phone, but you don't need their app. instead you can call a new uber hot line and they will set up a ride for you. it is open seven days a week and it is only available from 7:00 a.m. to 10:00 p.m. so far california is only one of eight states that will offer this program. if you want to use that service the number is on your screen, 1-833-use-uber and you must use a cell phone to see the text message confirmation. new video of a first in space flight. this is not your average rocket launched from cape canaveral. it is the first-ever to be made by 3d printing design. unfortunately, it didn't go exactly as planned and the rocket crashed into the atlantic shortly after the launch, but the southern california start-up that created it hopes to be able to perfect making rockets like

careful driving on your home home from work this afternoon. we will not rule out the possibility of down tree limbs just because of the gusty northwest wind, 20 to 25 miles an hour and just be careful if you're walking around on your town. by this evening, we might see a cell develop into san jose in morgan hill and then look at that, friday, another spectacular day to enjoy this nice break from the rain. as far as temperatures go today, yes, it's going to be cold out there and just bundle up if you are taking the dogs out for a walk or cleaning up storm damage and 57 for you in san mateo and 55 in half moon bay and 57 in morgan hill and the breeze might tip these numbers because of that effect and we'll just watch that as the day goes on. it is thursday. drought monitor tuesday as we like to call it. the update for this week has been over los angeles and san diego county and the extension of no drought into the sierra. as far as the bay area goes, we are still remaining in the yellow category, around santa

rosa, napa, fairfield while the sacramento valley is in that moderate category. i believe that by next week's update, we should have very good news to share with you as these storms do get entered into the database system. so many "ss" there. let's check the six to ten-day outlook. when is rain arriving? definitely by next week. the green by california we'll see above-average rainfall. enjoy the fun while it lasts as we go on into the weekend and make sure you get all of that sun that your body needs to get ready for this next storm system. i think it will arrive late monday into tuesday morning's commute and it might be a good day to plan ahead and work from home, if you can because that looks dicey on there. i do want to give you this frost advisory quickly before we wrap up. saturday and sunday, very chilly up there in the north bay and into lake county we're looking at a freeze warning and be mindful of that and protect your
