many allegio stem from the investigation of another church fission. many veterans of the united states are unhappy with the u.s. government. black veterans returning home from their service say discrimination at the v.a. has kept them from getting the benefits that they deserve. >> tonight in collaboration with nbc journalists across the country, we investigate the allegations and shortfalls at the veterans administration. and we question tomorrow lawmakers about how they plan to fix it. here's bigad shaban. >> reporter: ronny for example

forbes is a veteran. he says his most difficult fight was here at home against the very federal agency created to help soldiers, the v.a. you feel like you're having to fight a whole other battle? >> yeah. a whole other war. >> reporter: a war? >> yeah. this is another war. fighting for what is rightfully mine. >> reporter: forbes has been caught in a bureaucratic brawl with the veterans administration, trying to get compensation for the post traumatic stress disorder he says he developed as a direct result of his military service. >> you're protecting south korea from north korea, and it's constant alert. couldn't sleep at night. hearing all kinds of things and anxiety attacks. this was all just traumatic for me. >> reporter: it changed you. >> yeah. yeah. >> reporter: but over the past decade, his disability claims have been repeatedly denied. >> a quitter never wins, and a winner never quits.

>> reporter: his file at the d.a. now stretches more than 2,000 pages. filled with his lengthy appeal applications and the v.a.'s consistent requests for more documentation. forbes, who was the commander of the livermore chapter of veterans of foreign wars says his colleagues with similar medical conditions haven't faced the same struggles in getting their va benefits. >> reporter: what was the difference between you and your colleagues who did get these things? >> i'm black. they were white. >> reporter: yale university analyzed 20 years of disability compensation records from the v.a. and found denial rates for black veterans were disproportionately higher than white vets. that data is being cited in a new lawsuit filed against the v.a., accusing the agency of using racial discrimination to deny countless applications from black veterans. they say they are unable to

comment on ongoing litigation, but it has left veterans without benefits. they say they actively working to right these wrongs. historian richard rothstein has written extensively about discrimination. his book "color of law" details how the federal government's own policies including at the v.a., show segregation. the gi bill offered veterans scholarships and mortgages that meant less interest rates and less money down. but in the still-segregated south, those benefits were often unusable for black soldiers. >> when the millions of returning war veterans came home, the african-americans did not have the same opportunities that the whites had. >> reporter: so when you look at the history of the gi bill, its

very creation was discriminatory against black veterans. >> and purposely so. >> reporter: some believe the v.a. is still in need of major reform. congressman jim clyburn and seth molten proposed a vet build wealth in america are to get an education and buy a home. so when they are denied to a generation of black veterans, it's going to have a huge economic cost not just for their generation but for every generation thereafter. >> reporter: the bill which is thought to cost $70 billion failed to get enough support last year. so they hope to reintroduce it this year. >> we are benefitting from the sacrifices of some americans who

were not treated fairly. >> reporter: the v.a. says it's working to reach out to black veterans to assist them in getting the benefits they're owed. since 2021, the v.a. says it has helped more than 650 black veterans navigate the claims process, through outreach event throughout the country, but the v.a. won't say how many of those veterans ultimately got their claims approved. soon after we started digging into forbes' story he got the letter he had been waiting on for years. >> we made a decision on your entitlement to v.a. benefits. post traumatic stress disorder ptsd is granted. >> reporter: why the change? they wouldn't tell us, but they are now saying forbes sfers from ptsd. he is now receiving monly payment totaling about $1600. >> i'm so ary at the fact that

it should not have taken this long. and look at all of the things that happened to me and my family. >> reporter: forbes says he spent years estranged from his loved ones because of his ptsd. he was homeless and hungry but now receives medication and counselor. he also start adnaofit to help feed the needy, including other veterans. forbes wondered how life for him and other black vets could have been different if the v.a. approved their claims back when they needed it the most. >> it's not about me. yeah, i do need my benefits for my life and for my family. but nationwide, if they are admitting that they've been doing this, then this has got to stop. >> reporter: the nation's government accountability office, a sort of independent watchdog for federal agencies is now studying the extent of racial disparities within the v.a. benefits program and plans

underinsured you can receive assistance. you have to file a claim there first. say you had an insurance policy that didn't pay in full or at all. fema says you may be eligible for fema assistance regarding your unmet needs. fairarning. fema assistance only covers the basics to make a home habitable. thing like toilets, a roof, critical utilities, windows and doors. the application is pretty straightforward. but before you start it, fema recommends making a list of all your damage and snapping photos of it. fema also requires some proof that you are who you say you are and that you actually own and occupy your home. after you submit your application, fema says an inspector might visit your home within ten days to see the damage in person. fema says those inspections usually take 30-45 minutes. next you'll get a notice.

southern sierra. we'll talk about the totals in a bit, but let's get the rain in here. up over two inches in santa rosa. over ten inches in oakland, the highest surplus. over 8 inches in san francisco. plus 6.9 inches in concord and over an inch in san jose. everybody is a hundred percent and/or better. the storm system we had yesterday, really the past couple days is moving off to the south, pushing in to southern nevada. also still hanging out in southern california. plus, we're slot right now. that's enabled that sunshine and to make it so beautiful. but because we have more of those clear skies for tomorrow morning, just a little bit of cloud cover, mainly clear, it's going to allow temperatures to

drop. so looking good, starting off at 41. as we head through tomorrow, numbers wl warm up by 3 to 6 degrees. that had make it nice in the afternoon with the sunshine putting us to 60 in los gatos. for the east bay, 59. san francisco 53 in the marina and the north bay. napa, 61. we'll stay dry through tomorrow. also into friday's forecast. then by this weekend, those changes are on the horizon for us. haven't seen too many big differences really day to day on what i'm thinking on this storm system. it's going to sit and linger across the west from saturday into next tuesday. another cold blast of air. we're talking about the low snow and that rain. four-day totals, a half to one and a half inches. we shouldn'tof flooding. bay area snow level again

and a big piece of cardboard out, message board they're writing things on that for the boy who ssed, whose name was jaden. i'll tell you what police say about what happened today as we look at this scene and also some video from earlier. 11:00 this morning, two juniors, 16 years old, went to a class that they were not enrolled in, and they confronted a 15-year-old freshman. it was an art class. there was a fight. there are 27 students, one teacher three aides in this classroom watching that, if you can imagine the craziness going on there. the fight continues. the 15-year-old freshman, who was enrolled in the class pulls out a pocket knife with a four to five-inch blade and stabs one boy, cuts him, cuts his hand, stabs the other boy, gets him in the chest, one report says he was stabbed numerous times. the 15-year-old freshman after that runs out of the
