all right, well breaking news in southern cafornia, we will continue to cover that, and we will have all the news of the day as well. good morning, everyone. we'll have the weekend weather as well, as power comes on around the bay area. good morning, everyone. i'm scott mcgrew. it's a friday morning. >> thanks so much for joining us. i'm laura garcia. we'll get to your morning commute, as it looks like traffic is picking up out there. we continue to follow this raging wildfire in southern california as well, now in san rn valley, just really devouring homes down there, people having a tough go of it. the winds that we were experiencing here in the bay area, they're known as the santa anas, down there, boy they're really -- >> wanted to show a map of what we are seeing in parts of southern california. you can see the winds blowing offshore, are coming in at about 35 to 45 miles per hour, going throughout the rest of the morning, it's still going to stay gusty and they are dealing

with low humidity that we had, but we are now starting to see some recovery here, but the good news, for southern california, is that as the day goes along, the winds will start to wacalm down and we'll see the conditions improving later on today. hopefully they get some containment soon. as we head over to mike, you're updating a crash in san carlos. >> while we talk about the fires, if you're planning on driving down to los angeles, i-5 is currently closed through that zone, just south of magic mountain, but for folks familiar with the area, that's the critical route getting down there. looking over here, noncritical as far as any issues in the bay area, green sensors over most of the bay. i did want to call out this crash in san carlos. got an update, it was clearing to the one lane just a slow lane but now we have the holly street off-ramp closed as well, while they clear this crash, and perhaps wait for another hookup for a car. southbound 101 holly street is closed.

use ralston since i'm giving you the warning, just before you get there, otherwise you have to loop back over at whipple. the rest of the bay very easy drive, a couple of fender benders north 680 toward the bridge and east highway 4. those are both counter commute. back to you. >> take our viewers back down southern california where high, dry winds are fanning an out of control wildfire in the san fernando valley. >> it's tough. already some people have lost their homes and their businesses. "today in the bay's" kris sanchez tracking the very latest for us. kris? >> good morning to you, scott and laura. this is a fire burning completely out of control, and l.a. firefighters say it is really aggressive, so aggressive that it started at 10:00 last night and is now exploded into the size of 4,6 hurn ac00 acres. zero percent containment, that means firefighter terms it is burning out of control on all of its borders. firefighters don't have any control over any part of it. firefighters confirm there are

homes that are destroyed, but there's really no time to stop an evaluate or take account. nearly 13,000 homes are under mandatory evacuation, that is a lot of families out of their homes overnight. one family had to leave without their dog named minion. fortunately he was found by a firefighter, and they were reunited. >> this is your dog? >> minion. >> reporter: this is your dog, right? >> that's my dog. >> what's thee namf the dog? >> reporter: there you go. >> what's the name of the dog? >> minion. that's minion right there. >> reporter: i'm glad she found her home. >> that is just one of the few bright spots in this fire that started at 10:00 last night. if you're familiar with l.a., this is the northern part of the county. it is west of i-5 and south of the grapevine as mike inouye said, it's in the area of magic mountain, if you've been down there. i-5 is closed. you won't be able to drive down

to l.a. at this point. we did confirm there were preventative power outages in southern california, as we experienced and are experiencing here in northern california, but this particular area where this fire is burning was not under that outage order. we'll keep following this for you and bring you the latest details as they change, because it is a changing fire, and it's still growing. we'll bring them to you all morning long. >> thank you, kris. we are continuing to follow that breaking news that brush fire just exploding overnight destroying homes, threatening so many lives in southern california as kris is mentions here. we have live fire video right now, this is from our sister station in southern california knbc's helicopter. it is called the saddleridge fire, affecting sylmar, granada hills and porto ranch. >> it's interesting to note nbc news as kris pointed out, said this area of l.a. did not experience the planned power outages.

as we continue to watch this live coverage, from nbc 4, you can see just the tremendous number of flames ripping through this neighborhood. we know there are a number of houses lost and there have been a number of evacuations. left 210 is also closed and here where the ash and whatnot has been blown over on to those adjoining streets and so there are houses even far away from the fire line in which they are up in flames, and there's just nothing that firefighters can do. there's just too much and those bers are in the air. let's listen in to our sister station. >> reporter: earlier the fire subsided, died a little but now we're seeing it pick up a little. the fire is hit and miss. once the winds pick up, it starts intensifying the fires, the embers start picking up and creating more spot fires which is creating a lot of havoc for the firefighters down below. >> the hot spots here and there, meghan. this fire fight is really just beginning.

we're being told this is going to get bigger, it's going to get windier and move across from l.a. to ventura county. look at the size of this in different areas. firefighters have their hands completely full, trying to contain this, but right now it's zero% contained. granada hills is most impacted right now. we go to the community center where we have monica shravez with her town. >> svarez. >> monica, i'm sorry. you have been evacuated from your home. i'm here dn yell aniella. we're sorry you're evacuated. can you give us an idea when you evacuated and how you're doing right now? >> well,t must have been maybe 4:00 in the morning and the cops and my neighbors start pounding at the door to get out. >> lea, leave. lee, and my son also came to let me know. i was asleep, and then we came

here to the shelter but it's fully occupied, so now i guess we don't know where we're going to go. >> monica, we understand that a new center has been opened up at mason park, mason park, where the new evacuation center is currently opening right now, so wanted to give you a heads up regarding that. >> okay. >> so hopefully you can get over there. is there any -- were you able to take anything as you were leaving? were you just shocked by how quickly this spread? >> i was complete -- i kept saying, my friend came over before earlier and i said don't worry, it's not going to happen. i mean, the firemen are great, they're going to put it out, and then when i heard they start pounding at the door, i said oh my lord, and i get my son before me, because he came over. >> it was very strong. >> and he grabbed all the papers, my papers, he says mom, they're right here, and i was more nervous than he -- i mean

i'm really nervous. i never went through this ever, so. >> these poor people in southern california. we continue to monitor our sister station knbc this morning. you hear the heart ache and the people that had oevacuate, leaving everything behind, and this is y the fire continues to rage on in southern california, live pictures from the scene there. those winds sore strong, they're just whipping this fire along, completely enveloping neighborhoods. now that fire we're talking about in southern california is the exact reason that pg&e says they decided to turn off power for hundreds of thousands of people here across northern california and in the bay area. we want to get you updated on where things stand right now. pg&e says crews have made significant progress in power being stored. you take a look at this map right here. this is what they're claiming successes so far, nearly 312,000 homes and businesses, however, still remain in the dark this morning across northern california. compare that to the nearly

747,000 originally impacted, in the bay area the largest outages we're seeing right now remain to be in napa and sonoma counties. you'll recall they were part of the first round of the planned shutoffs that we saw. we're live in the north bay this morning, we'll take you there coming up in our next half hour. i do want to give you a look at pg&e's power outage website, you can see all the areas there in purple still in the dark. pg&e says it will not turn power back on any more until the daylight comes, when crews can continue to be out there inspecting the lines. so if you're watching us on your mobile device and still do not have power, sorry to say, it is going to be a little while. we'll make our best efforts to ke you posted. 5:09. a lot of outrage as you wou imagine, you may feel it at pg&e for cutting off that power, and they say that may happen again when there are more extreme fire and wind conditions. b.a.r.t. station. good morning, roz. >> reporter: good morning. yes the b.a.r.t. station just opening at this hour and also plenty of light here, we're going to try to talk to passengers gauging their responses to the ceo from pg&e, apology, and also a lot of growing anger over how all this was handled. again, as you said, as daylight comes, the pg&e crews will get back to checking lines and equipment as they work to restore power but the company warns that could take hours, possibly even longer. the company's new ceo apologized, but is standing by the utility's decision to cut power to hundreds of thousands of customers. not good enough, says san jose's mayor, who wants the utility to pay up at least half a million in charges the city had to shell out. >> we have certainly spoken to the governor's office about large public costs. i have myself and we'll continue to press that issue, and expect that there will be some compensation from pg&e for the considerable public cost.

good morning, i'm frank holland at cnbc headquarters. wall street is set to open in the green as high level negotiators from the u.s. and china resume trade talks in washington today. president trump told reporters the first day of talks on thursday were going "really well" and tweeted he'd meet with the chinese vice premier at the white house today, that increased hopes among investors both sides can reach agreement. if no progress is made this week, u.s. tariffs on chinese imports are said to increase early next week. on today's watch list, import prices for september will be released before the opening bell. later in the session, investors will keep an eye on october's consumer sentiment figures. in an effort to jump start stalled contract talks between gm and the united autoworkers union the ceo mary barra met with president gary jones on wednesday. the first barra attended with union leaders.

union workers have been on strike for nearly one month, halting all production at gm factories. wall street analysts estimate gm is losing roughly $50 million to $100 million per day in lost production. workers living off about $250 a week. it's official, social security checks are going to get a boost next year, albeit a modest one. the social security administration announcing checks will increase 1.6% in 2020, while that's good news for retirees, it's still less than what they've gotten in the past. in 2019 the checks got a nearly 3% bump. i'm frank holland, those are your cnbc business headlines. >> thank you, frank. back to breaking news in southern california, a brush fire exploding overnight, destroying homes and threatening cities. this is the saddleridge fire, already burned 4600 acres near interstate 5 south of the grapevine. there is no containment. we've been watching the winds on that as well that have just been extraordinary. we're going back to the fire,

taking a look at that, the winds there blowing embers to the point where some fires are a distance from other fires. people have been evacuated from their homes. in the meantime let's get a check of weather and traffic. >> so windy down there this morning. this is the wind event we had yesterday, now it has moved into southern california, and i wanted to show you the winds that we are seeing in those areas across san fernando valley. right now at about 36 miles per hour, and getting even stronger for some of those hills, going through the rest of the morning, it will stay gusty, and we are going to see some improvement later on today, but it will take several hours. so we do have from now until this afternoon until the weather starts to work in the favor of those firefighters, trying to get some containment on that fire. so we'll continue to monitor that, as we are also dealing with some very low humidity across southern california. we're waking up and walking out the door to some much more calm

conditions here in the bay area, looking at dublin, it is a chilly start, i wanted to show you our current temperatures now, we are down to 38 degrees in santa rosa, so if you still are without power and dealing with temperatures like this, it is not very comfortable at all, and so we are going to have to just try to make it through the next several hours before our temperatures get much more comfortable. we're at 48 degrees in livermore. we're headed up to 82 there today, so a big rebound in temperatures for this afternoon, reaching the mid 80s, as well for the north bay. going into the weekend, we'll start to see our winds calming but then turn much more breezy by sunday as another storm system moves across the pacific northwest, and we will keep some mild weather. there will be one after another of pacific storms, while the rain stays to our north, we will see our winds coming in from the north and east, and then turning more southerly going into the rest of the day, and it's

looking pretty nice through the seven-day forecast, at times some clouds, seasonable weather. no major changes here going into next thursday. san francisco warm today, but cooling down slightly for the rest of the weekend. mike, you're hearing about a fire in the east bay. >> that's right, not here at the bay bridge. we have one -- >> problem with your microphone there. >> again there? >> now it's okay. we'll see. >> see if we can go for a second. no problems at the bay bridge toll plaza. we are looking at upper east shore freeway where we have the issue alongside the road, around san pablo dam road and the approach of bushes on fire off of the off-ramp -- >> there it goes again. >> all right. >> we're going to check back with you, no major problems he has no report but i am interested in what you had to say about what's going on in richmond. thank you. 5:19 right now. bay area power outages also affecting a south bay worker strike. the reason workers in santa clara county are postponing the

welcome back on this friday morning. it's 5:22, another update on the power outages across the bay area. >> that's right, a live look at pg&e's outage map, locally currently seeing the largest amount of outages up in sonoma and napa counties. crews are making some of the most progress so far restoring power in solano, santa clara, contra costa, and san mateo counties. we're going to keep tabs on everything that's going on. here is pg&e's update as of 9:00 last night, last update they gave us, alameda is 78% restored, contra costa 85% restored. marin 80%. napa 59%. san mateo 84%. santa clara 88% restored. santa cruz 64%.

solano 94%. sonoma 46% restored. of course, all this information on nbcbayarea.com. it turns out pg&e's power shutoff also interrupted santa clara county service workers strike. we've been telling but it here on "today in the bay." members of seiu local 521 actually put down their picket signs until further notice. the union is postponing its rolling strike out of concern for public safety. the union has been working without a contract since june. a former san mateo police officer is guilty of committing rape while on duty. jurors convicted noah winchester on 14 counts including kidnapping and raping five women over two years. he faces life in prison but he'll be sentenced in december. apple is being accused of caving to pressure from china's government. the tech giant dropped an app from its store used by demonstrators in hong kong. the app called hk map live was being used to track police.

apple says the app was endangering law enforcement and people who live in hong kong. critics also accuse google of doing the same thing from its google play store. in the meantime, the nba is canceling all media events for its players in china. it comes following backlash by china following a tweet made by the general manager of the houston rockets, supporting hong kong protesters. the nba put its policy in place ahead of the l.a. lakers and brooklyn nets preseason matchup that took place yesterday. the two teams are set to play each other in china again tomorrow. >> 5:24. the search is on for a trio of smash-and-grab robbers who targeted two stores at the great mall in milpitas. these are surveillance images inside the home depot. you can see there are three men who police say robbed the store back in august. they went across a parking lot, to a jewelry store, used hammers to smash glass and steal jewelry. milpitas police are releasing

the photos in hopes of getting release. >> 5:24. > a follow-up on 50 bikes stolen from an east bay nonprofit teaching kids how to ride. the call is going out to the public to replace the bikes. the robbery happened outside the alama elementary school. the bikes which belong to cycles of change were in a u-haul and someone stole the truck. chp found the u-haul with 15 bikes and there's a donation page online to try to replace the rest of the fleet. who knew all the sharks needed marleau magic to get on track. >> marleau rejoined the sharks earlier this week. he spent 19 seasons before leaving the team two years ago. last night in chicago, looked like he never left. in his first game back marleau scored a power play goal in the first period. he scored a second time in the second period, helping lead the sharks to a 5-4 win. this is the first of their

season, ending a four-game losing streak. warriors fans good news, steph curry looks in mid season form. the bad news s the games don't count yet. last night at the new chase center the warriors played their second preseason home game, curry scored 40 points as warriors beat minnesota by 20. they host one more preseason game ten days from now, and then things get real, they'll host the clippers on their opener october 24th. speaking of things getting real, the best teams, two in the american league about to play for that spot in the world series. >> the houston astros took control in tampa. scored four runs in the first inning and pitching from garr rel cole. astros took it 6-1. the national championships under way with st. louis hosting washington tonight. coming up, breaking news, thousands evacuated in southern california. fires exploding overnight. these are live pictures from our helicopter in los angeles.

a firestorm in southern california right now. >> taking a live look at the golden gate bridge we'll get to your morning forecast as well. good morning to you and thanks for joining us. i'm laura garcia. >> and i'm scott mcgrew. marcus has the day off. let's get a check of your weather with kari. >> we're getting ready for fleet week, starting out clear and also the winds are calming down here, but as we have been talking about, the winds have now shifted over to southern california. we'll be monitoring that, as we look at our high temperatures, and also some sunshine today, it's going to be slightly warmer, with some highs in the tri-valley reaching the low 80s. low 80s in the south bay, 77 in san francisco, and napa today reaching 82 degrees. we'll get a look at that weekend

forecast, mike you're tracking three spots in the east bay. >> that's right, kari. look at the gradual build kicking in at the bay bridge toll plaza. this is lighter for a friday. we didn't have any problem as the metering lights were turned on ten minutes ago. we are tracking this gradual build. eastbound 80 we talked about the fire before the issue with the microphone that has been replaced now and we're looking at eastbound 80 at san pablo dam road. there is a tree on fire near the off-ramp, contra costaouy fire department is on scene and we've heard no problems and seen no slowing. we'll track that one, meanwhile the slowing getting away from there on the 880, the nimitz headed through downtown, there because i believe they're clearing the crew around 23rd, the right timing and there are no other incidents reported there. a smooth drive through the north bay, but remember, we don't have full restoration of all the shutoff areas so you still will find some darker areas without signals and without street lighting, as you continue for your morning commute and i think a lot of folks did just write

that off for the week when they heard the shutdown was happening on wednesday. they may have made other plans for the mornings throughout the bay. a smooth drive and no major problems. back to you. >> there are major problems in southern california. look at this fire that is raging there, it is growing, it has been throughout the night. we've seen it sweep through neighborhoods in l.a. county. >> "today in the bay's" kris sanchez has been following all of the developments, i know we're worried about the winds as well, kris. >> we know there are so many people under those mandatory evacuation orders that were triggered overnight that now the evacuation centers are full and officials are scrambling to find a safe place to put more people. this fire is really aggressive, according to l.a. county firefighters, and it is continuing to grow. i want to show you some of these stats on it. the fire started just about 10:00 last night and in the last eight hours or so grown to 4,600 acres. the flames jumped the 210 freeway at one point. there is zero containment,

meaning firefighters are not controlling any part of the perimeter. it can grow in every direction. firefighters confirmed that some homes are destroyed, but that there's just no time to stop and take count. officials had to evacuate 300 children and teenagers from the juvenile hall center there. they have relocated. 13,000 homes are under mandatory evacuation orders and one family had to leave without their dog, minion. you saw some of that reunion at the top of the show. here is the rest of it. >> reporter: there's your owner. is this your dog? >> that's my dog. >> what's the name of the dog? >> reporter: there you go. >> what's the name of the dog? >> minion. that's minion right there. >> reporter: i'm glad she found her home. >> if you're familiar with l.a., this is north of the city of l.a., this is the northern part of the county west of i-5, south

areas in purple are the ones where there is no power. pg&e says it won't turn power on until daylight, because crews need to inspect those lines, but they may be turning on your power soon. if you're watching us on a mobile device, still don't have power, it is going to be a little whe. hisorning there's a lot of outrage at pg&e for cutting off that power, something pg&e says may happen again and more often during extreme fire conditions. out this morning as they begin to reinspect, check lines and equipment, as they work to restore power but the company warns that that could take hours probably even longer, possibly even longer. the company's new ceo apologized but says he's standing by the utility's decision to cut power to hundreds of thousands of customers for safety. but the governor says the drastic measure is a result of years of pocketing profits instead of making needed improvements. >> from my perspective, a climate change story is much a story about greed and mismanagement over the course of decad decades. >> reporter: despite the ceo's apology, the utility faces mounting criticism from customers and politicians, some are even calling for the company to reimburse cities for the costs incurred by this power shutdown and there's also new brewing outrage over a story reported in the "san francisco chronicle" that just hours

there. >> yes, we will have to pay and for the privilege of waiting at the bay bridge toll plaza. we have a gradual build, we talked about that. not as heavy as we sometimes see on a friday. i think a lot of folks wrote off the week after they heard outages are scheduled for wednesday and thursday. we don't have full resteroratio yet. it's well lit with the metering lights at the bay bridge. contra costa county fire department is on the scene, the on-ramp from san pablo dam road on to eastbound 80 so it is not affecting the freeway and just a couple of bushes there. four trucks are there, being extra careful. we don't want anything to grow out there. we're looking at a smooth drive for the rest of the bay. for the bay area we're looking at a good smooth flow of traffic for this friday. as we talked b just following the fires and going to take it down where quite honestly we didn't pay for the sensors in l.a. because we don't need them. over here you see i-5 is cut off. >> grapevine. >> just past magic mountain, before you get to the split with

will be in the upper 70s. maybe just a little too warm for the costumes. if you're going to be heading out i alameda, you want to check out the park street classic car show, it's going to be really nice, starting out with some mid-60s, as we go throughout the day we'll see those highs reaching up to about 75 degrees. in the tri-valley this weekend, more sun and warm weather, but it will cool down just a bit as we head toward sunday but if you're looking for the warmer conditions, head out there on saturday. going out of town north to lake shasta, you want to make sure you're calling ahead to make sure everything is good. we had a lot of power outages but we're looking at some nice weather conditions and highs reaching into the mid-70s. if you are going to l.a., mike gave you the heads up about that, you might have to take 101 down but we are going to see those temperatures cooling down there as well as the winds relax after today. i'll have a look at today's temperature trend for the south bay, that's coming up in three minutes. >> thank you, kari.

showed you traffic lights out, leaving drivers here in the north bay in various parts of the bay area with dangerous conditions, and businesses like this local bakery in sonoma trying to bake ahead of time before the power shut off. some businesses still doing business in the dark. power is back for many businesses and you can literally and figuratively feel the energy out here. >> basically i'm going to finish up my work here and go home and go to sleep and wake up and have a nice shower and a real breakfast and get back to normal. >> reporter: we're hearing mixed reaction here to the power shutoff earlier this week. you can see the power is back on here at bass cafe. for the past two days they served coffee and some pastries. one person who left the bakery said all they have left is danishes and he went for that, even though he didn't want to go for a prune danish, but they were limited in what they could serve. this morning i talked to an

now we're just left with the cold air so it's 38 degrees right now in santa rosa. 46 in napa. 49 in oakland. there is a wide range in temperatures in san francisco 56 degrees. a live look in fremont, we don't have the flags waving in the wind like yesterday. in fact, they're not moving at all. we have a much more calm wind starting out. we'll go from 50 degrees this morning to 73 at lunch time. if you're about to step out in pleasant hill headed to the b.a.r.t. station you might find yourself running back in for a heavier jacket. it's 47 degrees through 6:00 and we'll see our temperatures at 9:00 at 56. 69 degrees at 11:00 this morning. as we go through all of our microclimates, we take it hour by hour, we see that by early afternoon, we're only making it into the low 80s for many of our inland spots, and san francisco will stay in the mid-70s. san jose at 2:30 will be at 81

degrees and cooling off again today. we're back in the lower 50 so if you're getting a look out the win co, getting dressed, make sure once again you have something nice and warm for the early hours. the rest of the day with all this sunshine, you want to make sure you have your sunglasses and they're all cleaned off and ready to go. going through the weekend, we'll see a couple more storm systems approaching but the rain stays to the north, but it will cause some slight cooling on sunday. much more of a breezy wind but notice that our winds will blow in onshore, so that's bringing in higher humidity, and it won't be as gusty as the winds we had yesterday in the higher elevations, going through next week, a couple of more pacific storm systems moving in. we'll keep it fairly mild here, keep our temperatures from warming up. so we're looking at low 80s today, then a lot of 70s through the rest of the forecast after sunday. san francisco upper 70s today, but we'll bring it back to the upper 60s by early next week. mike, so far the commute has been pretty smooth.

>> that's right, we don't want to mess it up. so we'll knock on wood. a smooth drive, the sensors are moving kniceley around the bay, a little slowing 101, typical pattern just easing in to the friday. a disabled vehicle reported on 101 as you travel north through san mateo. no lanes blocked from what i understand but i'll continue to track that. we have no incidents for vasco, just some slowing as you go from two lanes down to one, making that last final stretch over toward 580. you're just under 25 minutes for that drive from marsh creek road out of brentwood, discovery bay, a smooth drive for the rest of contra costa county as well. no real slowing antioch just a tiny dip in speeds as you get toward pittsburgh and bay point. drive across the carquinez bridge and bay bridges okay and right here we are just marking the january romp, san pablo dam road to eastbound 80, chp called to help with traffic control as they address a small brush fire a couple of trees on the
