looking for whoever shot a 12-year-old boy at an apartment complex. the shooting happened last night near the intersection of weldon street and willow pass road. a helicopter flew the boy to oakland hospital. no word on his condition. by the time deputies arrived, the shooter was gone. it's unclear if the boy was the intended it target or if he was hit by a stray bullet. >> developing right now, a dallas nurse whose two colleagues are fighting the ebola virus telling nbc news her hospital never talked about ebola or how to handle it. this news comes as the cdc is under fire right now for knowingly let amber vinson fly despite her having a near 100-degree fever. kris, lawmakers are demanding answers. >> there's a lot new developing news related to the ebola crisis. let's start with what we know right now. as of ten minutes ago, a flight was grounded in madrid because

of a fear of ebola. the flight was going from lagos, nigeria, through paris on to madrid when a passenger from nigeria complained of fever, shivers and a headache. those, of course, are symptoms of a possible ebola infection. that person will be tested. also we know that four more u.s. airports are going to be taking people's temperatures and there are congressional hearings under way. texas he tex texas health presbyterian hospital, the second nurse, amber vinson is, in atlanta where she will receive treatment for her ebola infection and also 13 nurses in cleveland are now on paid leave and being monitored because they traveled with amber vinson from dallas to cleveland to help her plan her wedding. we are also hearing from a texas presbyterian hospital nurse who says the initial response to that ebola patient, thomas duncan, was chaos and two weeks

later as she cared for her colleague nina pham, things were not that much better. briana aguirre spoke via skype. she said that it was three hours before the cdc was contacted. fast forward two weeks, she says as she carried for infected nurse and colleague/nurse nina pham, she was wearing several layers of gear and several gloves and whatnot but her neck was exposed and when she asked for guidance, she never got it. she's a mother of two who is the primary bread winner. she fears for her job but spoke out because she doesn't know what is going to happen next. she says if she is monitored for symptoms and they develop, she doesn't want to go to the hospital that she used to love. >> knowing what i know, i would try anything and everything to refuse to go there to be treated. i would feel at risk by going

there if i don't actually have ebola, i may contract it there is how i actually feel and i would do anything but refuse to go there. >> it's a compelling interview. you can watch it at 7:00 on "today". meanwhile, amber vinson boarded a flight where she is now getting treatment today those 13 nurses being monitored in cleveland, we expect to hear more about their situation coming up in the next 25 minute are or so. we're monitoring a press conference coming out of there and we're looking for congressional hearings. lots of new development. sam, laura? >> it will be interesting to hear about the cleveland press conference. thank you very much. everyone is paying attention despite reassurances from the government, people in the bay area are going to medical supplies store to get gear to ward off ebola. masks are in big demands and

that a great shakeout, as it's called, is the world's largest earthquake drill. at 10:16, participants will drop, cover and hold on in preparation for the real deal. this is drill that has been going on since 2008 and with tomorrow being the 25th anniversary of loma prieta, the timing couldn't be more appropriate. as you'll recall, it cost billions of dollars of damage and, more importantly, killed 63 people here in the bay area. now, these are deaths that might have been avoided had people had some sort of advanced warning, which is why you had this meeting yesterday at san francisco city hall. you had representatives from b.a.r.t., utilities and government leaders getting an update on the status of the statewide early-warning earthquake system. governor brown signed this in law but it hasn't been put into place because of lack of funding

all week long. she joins us now. good morning. >> good morning. it's a good place to be. as we head throughout the day today as a result of being sandwiched between those two storm systems, temps stay cool. we're not going to see a lot of wind for a first part of the day but just in time for that giants' game, wind picking up late afternoon into this evening. and i'm going to show you the impact that i'm expecting out there at at&t park as we get into this evening. good game. good game. we're all looking forward to. 48 degrees in santa rosa and 55 degrees in san jose. here's the deal. you can actually see exactly what is happening via your satellite imagery this morning. i love when you get beautiful, raw data. here's what is happening. high and mid-level clouds streaming into the bay area. in the eastern pacific, that will be the general trend for today. a mix of sun and clouds and limited sunshine from time to time and as a result temperatures staying nice and comfortable. we still have that cool air

overhead from the storm system that came through yesterday. 66 degrees in san francisco. 74 for the north bay. 69 degrees overcast starts and 75 for the tri-valley. you can give your ac a break today, tomorrow and all the way through the next seven to eight days. as we get through the next five days specifically, we've got rain on the way. two more storm systems to time out for you. stick around for that, plus your giants' forecast. right now, check your drive everywhere across the bay area, not just here. isn't this pretty here, mike? >> it's beautiful. it's beautiful as far as the view of the light as well as the flow of traffic which is kind of what i watch when i'm on the ship. it's just sad. it's my job. over here at the bay bridge, we have beautiful movement in the fast track lanes. if you're paying cash, a little less movement. look at your maps. not a lot of drama on the approach. that's good. we see green and slowing down the east shore freeway after the burst coming from the crash that

cleared. it's all simmered down to a smooth flow of traffic in towards berkeley and university. no problems for the north bay. we have typical slowing in both directions. typical pattern there as well as westbound 580. for the tri-valley, look at this through pleasanton because of the build coming off the dublin interchange. no real drama through the south bay. slowing in parts of 101. a live look at fremont, southbound 880, nice move through the truck scales and milpitas. all the way towards san francisco, it's an easy drive and of course heading towards the home of the giants where, as christina said, the game is at 5:00 this evening so there's going to be a lot of traffic before the game and maybe

with the virus was allowed to fly. this is despite showing symptoms. millions of californians will drop, cover and hold on this morning. the great california shakeout comes right before the loma prieta earthquake. the drill happens at 10:16 this morning. apple events always come with a little hype. maybe they lose a little bit of that luster. let's check in with scott mcgrew. >> which is why apple sent out invitations to the reporters. it's been far too long. irony. it was last month that tim cook was showing off the new iphone. today, the new ipads. yesterday, apple inadvertently let the cat out of the bag with shots of the new ipad online. the big story is not the ipad. it's the stock market. wednesday, the dow plunged by as much as 450 points in the middle of the day. it wasn't as bad in the end,

down a little more than 100. futures are calling for a rough opening this morning. keep in mind, when money comes screaming out of stocks, it's got to go somewhere, commodities under a mattress. money poured into bonds. and by that i mostly mean u.s. treasury bonds. by a spectacular coincidence, they paid solar city each month and the customers turned that payback into a financial instrument you can buy. the success for solar city as a financial company, not as a financial company. they are talking about bond payoffs of 4%. yeah, there's an asterisk but that's double what the u.s. government is paying. and sam and laura, i wanted to update you on will i am and his watch. here it is.

he hit a double and homer. >> years ago we were down 3-1 in st. louis. so i think we understand that nothing is guaranteed and we have a tough game. >> reporter: to be part of history, fans have to get creative from the usual spot and fans getting creative outside painting a bucket in giants' orange watching it through the outfield fence. you can see the mound and all three bases but you can't see a pop-up nor a home run. for that you have to be in the ballpark. i checked stub hub this morning. you have to pay at least $200 to stand inside the park here. well worth it, though, many people would say.

get blown over. you about i do call sam's shoulders. temperatures right now are looking pretty comfortable. as we get into game time, they are going to drop so rapidly. 64 degrees for first pitch at 5:00. you're going to watch for the flags to blow right towards that scoreboard. yeah, the winds could help out with a home run tonight. strong enough to potentially pick up and transport that ball. 55 in san carlos. we're starting out nice and cool. you're going to see a mix of sun and clouds right off the bat once the sun comes up. just after 7:00 a.m., we start to get really pretty colors out there. this morning, the sunrise is spectacular. east shore at 69 degrees and peninsula is at 73 and we're at 74 for the north bay with more rain on the way. not until tomorrow, though. and really forecasting this for

the second half of your friday. you can see the front that comes in vertically and draped over the bay area at 3:00 tomorrow. mostly light rainfall and a lot of this is going to push back out to sea. this front looks like it's going to fall apart before even reaching the south bay. we're not expecting a lot of activity down here. until we get into sunday and monday. at 9:00 a.m. on monday, you can see we have a little more substantial front that is coming through here with oranges and reds. we hope this thing will slow down. it has a lot of moisture. it's going to roll through pretty quickly. our rainfall results are not going to be as generous. temperatures otherwise staying nice and comfortable. you know what, mike, i sure am happy about that but make sure your heater is ready because we'll be in the 30s potentially by the end of next week now that

we're in this cold pattern. let's check on the drive. how are we doing this morning? >> meanwhile, looking over here and folks, there's no over heating. that's good news on the roadway. we just have a typical warmup for the commute. this is the second one as you look at the map for san jose. the first one hit and stuck around for 20 minutes right there north of our shot. 680 heading up from 101 to 680. starting to show a little build for the traffic flow and pretty typical pattern. peninsula, no drama. east shore freeway, east bay along the eastern shore, hayward to tri-valley. approaching the bay bridge, we have debris reported westbound 24. it sounds like everything is out of the lanes just fine. east shore freeway is moving smoothly. they are hot spots for the bay bridge commute. here you go. in san francisco, the backup is here and we have a smooth drive until you get to the toll plaza.

capitol hill today. we now move to "today in the bay"'s tracie potts. some lawmakers are now calling for the president to impose a travel ban. >> exactly. but the president says that will make the situation worse because we won't be able to get people and supplies over to west africa to deal with the situation. but there are increasing calls to shut down these flights coming out of west africa today a hearing on capitol hill. there's a hearing about what has been happening. we've been going through the advanced testimony. 13 pages alone from this director of the cdc talking about what they have done. the questions likely will focus on what they have not done to prepare hospitals in texas and all over the country to accept ebola patients or possible ebola cases. and speaking of texas, amber vinson, the latest patient to contract ebola has now been transferred overnight to atlanta to a specialized hospital there, emory hospital is where they treated some of the other

patients. however, the clinical director of the hospital where she worked, dr. daniel varga is down in dallas but he'll be testifying, we understand, remotely. he says they have made mistakes and apologizes and they've learned some things, not just telling employees how to spot ebola but actually training them in advance to deal with patients. >> protocols are going to have to be tightened. our coverage on ebola continues all morning long. kris sanchez is following a live news conference in cleveland. we'll hear from her in about 30 minutes. time to check out the forecast as you plan your day. we give you a live look outside waiting for the sun's arrival this thursday morning. >> it is dark right now but the forecast if you are a giants' familiar this morning. let's check in with meteorologist christina loren.

>> weather is going to make a path again. good morning, sam and laura. temperatures are chilly out there. san francisco, 58 degrees. that's the same temperature we're forecasting for the end of the game. and that is a chilly temperature. so we're talking about the combination of dense air and some fierce wind towards the end of the game as well. so i'll show you my complete analysis coming up. 48 degrees to start the day in santa rosa. it's chilly out there. grab your coat. leave your umbrella at home for today. there is more rain on the way as of tomorrow. you can see what is happening out here. low pressure still bringing in the clouds steadily. they are going to continue to move across northern california as we head throughout the morning hours and this is going to paint a really pretty sunrise. you can actually see very vividly here, the onshore flow, cool air coming off our pacific ocean. 66 degrees in san francisco as a result for today. 74 and nice conditions in the north bay. tri-valley, comfort conditions

for you. 75. hard to consider we were at 95 degrees on monday in the tri-valley and now we're down to 75. that's a little bit of weather whiplash. make sure you are ready for the changes. as we get into the weekend, getting ready for the half moon bay pumpkin festival. once you get there, the conditions will be really nice on saturday and sunday. as we will have rain on the way for saturday morning. it will clear out just in time for the festival and the same deal for sunday, late rain on sunday and, hey, we're getting into one of the prettiest times of year in northern california, lake tahoe kicking off the peak foliage as we head throughout the weekend and temperatures will be comfortable, especially for saturday into sunday. it's going to be chilly out there on friday. rain arriving overnight into saturday. in the high sierra, pretty conditions out there. still chilly and as we head throughout the late portion of october into early november. i'm all over this giants'

ipo. here they are pricing their ipo. they priced low so raised less money than they hoped. there are real world implications here. this company was going to use the money to fund new ovarian cancer drugs. it's a spin-off of amgen. so this lousy market out there means there's less money for the drugs. the stock may do well today. who knows. the company only gets one shot at its ipo for raising funds and it was not great, guys. we can talk about the dow up and dow down but there's real-world implications in what goes on in the stock market. >> a victim of circumstance. thank you, scott. >> may affect the kind of champagne you buy. they have to chill it for the giants. the world series could happen tonight. >> and it could be a

at 6:45, developing right now, a dallas nurse whose two callings are now fighting the ebola virus tells nbc that her hospital never taught them how to handle it. this scrutiny comes after letting amber vinson fly despite having a 100-degree fever. >> chris pallone is live for us in dallas. first, we check in with kris sanchez. investigators are demanding

answers. >> we just listened to a press conference out of cleveland involving the dozen of nurses on paid leave because they traveled with the second ebola victim. this is the live press conference coming out of cleveland where the head of infectious disease at metrolink puts their nurses on leave to decrease the anxiety that people are feeling. she explained that 99.5-degree temperature that vinson was displaying is actually normal for people, especially in the evening at not necessarily a fever. now, in addition to this press conference this morning, we now know that those 13 nurses are on leave. also in the last hour, a flight from lagos was grounded after complaints of a shiver, headache. amber vinson is now in atlanta at emory university for

treatment. the congressional committee that is asking for answers is going to be hearing from the cdc and also hospital leaders from texas presbyterian hospital in dallas. "today in the bay"'s chris pallone is live with more on amber vinson and her travel to emory and how her diagnosis is changing those for travelers. >> reporter: kris, that's right, amber vinson flew from cleveland to dallas on monday, as you reported. she had a low fever, possibly even kind of normal temperature but she called the cdc on monday to talk about that temperature of 99.5. and when she talked to a representative at the cdc, that representative apparently looked at the cdc website and told her that the cutoff not to fly was 100.4 degrees and so vinson got on that flight knowing that at

least the stated guideline on the cdc website was higher than the temperature she was experiencing. so, of course, now the cdc is reaching out to 132 passengers on that plane to let them know that they might have been exposed to the disease, that they should be monitored for that disease. here in dallas, there's a lot of questions about the protocol. one nurse this morning on the "today" show speaks exclusively with matt lauer about some of her problems saying that nurses here were not prepared at all to handle ebola. they were suggested that they watch some sort of web seminar to learn about the disease but it certainly wasn't mandatory. they have concerns about things that they were told to wear in terms of protective personal equipment. there are a lot of questions still going around right now and we've learned why amber vinson was moved to atlanta. dallas county judge clay jenkins

lots of people take pictures at this time of day. that's why they call it magic hour. in san francisco, this is a really cool time lapse. we're not only socked in with fog but you can see the city coming alive. windows popping up with light. pretty cool stuff. you're on your way to 73. east shore, 66 degrees. in beautiful san francisco, for the final day of dream force, good looking condition for today. and, of course, this evening, big game happening. big game. weather will likely play an impact. watching the flags blow right out towards the scoreboard. if we see any pick-up, we could see a gust strong enough to carry it out towards the cove or center field. that's where you want to watch for the home runs for today. and we are counting on you, 64 degrees for the first pitch. temperatures will be cold.

this is what we'll expect through the next five days. two more storm systems. stopping the clock on the futurecast, tomorrow afternoon between 2:00 and 4:00, we get another round of rain. it's going to clear out just in time for saturday. we'll stay nights and dry for sunday as well and monday at 9:00 a.m., when we meet back here monday morning, likely tracking more rain on the radar. now, we're not expecting very generous totals, i've got to tell you. they are looking rather meager. the good news is, we don't stop here when it comes to rain chances. we extend the chance into the end of next week now that we have opened up that storm window. so that's the promising aspect. as far as the totals go, not looking that great. we'll keep you updated. let's find out how your drive is looking. >> might we have more? looking over here, we might have more towards northbound 101 we'll get more traffic. it's not bad right now.

it's great. looking at the south bay with not a lot of problems for 101 although right around capital expressway, typical near your commute, 87 moving better as the expressway has cleared the lanes. no major injuries slowing for the entire stretch. that's the unusual portion for guadalupe parkway. southbound 680 slows and even coming out of san ramon, slowing in both directions. one is heading up north, a car went into the sand barrels. north 680, clearing may need to occur. we'll have slowing towards the peninsula. no surprises there. as we get to the bay bridge, slow drive down the 880. a smooth drive from richmond towards berkeley and towards san francisco. sam, back to you. >> mike, thank you very much.
