zoom lens, you see a blue light out on the water. both guards the spot so they don't lose track of it or let the wreckage be disturbed. from news chopper 2, the black buoy show where is the single engine cessna nosedived into about 13 feet of water. even with currents, it's not far. it's been a rough 24 hours, knowing the pilots water is presumed in the wreckage. >> they found a backpack, some stuff floated up. arm wrist out of the plane. a few pieces floated up. >> reporter: it was a cessna 210. it appeared to be missing a wing. a restored fighter plane well known. the two planes are owned by the

santa clara. three boys went on a weekend vandalism spree and were taken into custody today. they say the boys damaged cars, the school's snack shack and killed a number of animals that were part of a class project. at least five roosters or chickens, a duck and a rabbit were killed. authorities say the animals were hit against blunt objects and thrown against walls. >> disgusted. absolutely ridiculous. unacceptable. whoever is responsible i hope that they get what they deserve. >> investigators say the three boys are eight graders and did not go to that school. it appears no other kids were involved. new investigation on a murder suicide we reported on last thursday night. neighbors say they saw a man walk up to a woman who was sitting on the front porch of a home. they say he shot her then shot himself. police say the couple lived

together but they aren't saying anything. the woman crystal anne boggs. new video now, at least three tornadoes and possibly more slipped across the south late today. at this hour, nine people are confirmed dead. this tornado hit mississippi where one person died. it was part of a system that killed 16 other people yesterday. here's a look at the radar showing a line of storms moving over mississippi and alabama. the red shows the most severe weather and there is red right now on the screen. the national weather service says more tornadoes are possible tonight into the tennessee valley. the deadly weather ravaged parts of oklahoma and arkansas yesterday. the town of may flower arkansas took a direct hit. that's where michelle macaluso is right now. she has the death toll and why

so many people survived, michelle. >> reporter: good evening julie. that's right we're here at one of the hardest hit areas in mayflower arkansas. this is the remains of a church that was devastated by yesterday's tor tornado that was a half mile wide. the roof is devastated. boards are all over the ground, insulation is everywhere. today we talked to several church members who tried to rummage through the rubble and try to salvage anything they could bring back home. >> obviously devastation that is very, very severe. >> reporter: officials said the death toll could have been much worse. but residents got advanced warning of the impending storm. powerful storms struck other states in the south and midwest sunday. leaving one person dead in iowa

and killing another in oklahoma. today people across the region are assessing the damage. and some are feeling fortunate that their loved ones made it through alive. >> crazy, i don't see how anyone could have made it to that. every room was destroyed expect the one she was in. >> reporter: more severe weather is expected. two more tornadoes rolled through mississippi. injuries were reported in winston county. back in arkansas, the clean up and recovery efforts continue. it's unclear how many people are still missing. >> it's time for prayers. it's time for us to help these communities rebuild. >> reporter: currently there's still thousands of people in the region without power. there's also a boil water advisory in effect. >> what about concerns about looting. and if they do have concerns

ktvu's esme smith joins us now with new information about newton and a condition she's been suffering for weeks. >> reporter: her grandmother claims her granddaughter tried to seek help at a local hospital before this crime took place. >> i'm grieving for the loss of my great grandchild. i'm grieving for ashley my granddaughter because i love her and i support her. and god only knows what frame of mind she was in. >> reporter: connie who lives in indiana never met her 7 -month-old grandson named billy and she never will. police say they found her granddaughter ashley holding her child on saturday. he apparently was stabbed to death with a pocket knife. ashley newton admitting to the crime. her granddaughter had a history of depression since she was a teenager. she also said she had a troubled relationship with the baby's father. >> she will probably wake up one day and realize what has

tow away. muhammad abdul is pictured tearing up while talking to a raorter about her 15-year-old son. you will recall a week ago he hid in a wheel well of a plane and survived a flight from san jose to hawaii. he told the reporter, i knew he always wanted to see me but i know his father won't let them contact me at all. she also says that her son was born that she was dead and just recently learned that she was alive. tonight a warning about car break-ins at a busy shopping center. thieves have been targeting car lots. police say they started to see an up tick in car burglaries at car lots. they say a white mini van and a

silver mercedes have been spotted in the area of those break-ins. some are questioning the transit system's recent successes and failures. the san francisco municipal say -- a 500 million bond measure on the november ballot aims to restore that money. new at 10:00, people who live in livermore are being asked to cut back on their water usage as the state remains in the grip of a drought crisis. the city council is still meeting at this hour. but in the last 30 minutes they voted on increasing their drought level from stage two to stage three. people who live in the city will have to increase their water conservation or face penalties. warming up around here a

bit today. we climbed about 10 degrees. the ridge in the atmosphere that's the jet stream. it's going to intensify and as it does the lower atmosphere winds will start to go offshore. that's what we're going to start seeing a little bit of it tonight. more tomorrow and more on wednesday. which just means a big warm up around the bay area. with temperatures tomorrow, easily into the mid-80s. the wind right now are kind of calm. eight-miles-an-hour in fairfield. they had a west wind in oakland. here's a west wind and that's indicating a turn around. the fog gets pushed into the coast. but half-moon bay is moving northerly. it will push the fog in. it also as it sinks, as air sinks it warms. we went up about 10 degrees. as we move forward in time. temperatures are going to continue to elevate until we get into the upper 80s and even low and maybe even some mid-90s as we go into the latter part

them. the cnbc show american greed the fugitives gave her that nickname. she is accused of using credit cards to steal $1 million. oakland police used the technology last thursday when robbers stole a smart phone from a woman walking along grand avenue. the victim used tracking software to tell officers where to find her phone. police then arrested two people for the crime. investigators are now going through some of the other stolen items recovered from the robbers. >> determine if other evidence that was recovered in that arrest are linked to other robberies that we have had. >> police say tracking software is no substitute for common sense. the number one way to avoid having your phones stolen is to keep it out of sight when you're walking around. tonight, 2 investigates a strange practice at one bay area police department.

our cameras observed officers in oakland reusing crime scene tape. in fact, it's a practice that we saw over and over again and tonight ktvu's erik rasmussen reports why some in the force think it's a look at a much larger problem. >> reporter: you're looking at a surprisingly valuable commodity at crime scenes in oakland. that yellow and black crime scene tape might be a common sight. but officers tell ktvu it's not always available when they need it. for more than two months, 2 investigates recorded officers reusing the tape from one crime scene to the next. hand fulls of the stuff wrinkles and sometimes hand tied together. going green too extreme. just listen to what one officer had to say while we were there. other officers who didn't want to go on camera told us it was being asked to do more with less. >> i wish i could be surprised.

>> community activists are paying out millions to settle obsessive law -- >> maybe mr. grant forgot to mention crime tape when he made his comprehensive report. >> reporter: when ktvu looked at departments in the area spent on the tape, it was hardly anything. at $1.97 the department spent $4,400 all of last year. neither department reuses its tape. in oakland police spend $80.

a microscopic portion of the 844,000 budget. a figure not lost on oakland mayor jean quan. >> can you tell us why the department does not give them a budget. >> you'll have to ask him too. >> reporter: city council member noelle gallo says there's no excuse for a shortage of crime tape. >> i think we have that available since i'm playing millions of dollars for consultants to tell me how to police myself. >> reporter: it's a small issue highlighting larger concerns about morale. and attracting new officers to the department struggling to keep the offices they already have. >> we use about 10 a month. sometimes small issues we have will drive officers to leave and we have to do better. >> reporter: the grandmother of one of oakland's newest

officers says the city can't afford to cut corners on the police force. >> there's a lot of other police departments that are going through big changes. so oakland is going to have to compete to bring in more recruits. >> reporter: while opd grads would not talk to us on camera about why officers have to reuse crime scene tape. in an e-mail the department spokesperson told me it's not part of a strategy to save money only that it would be wasteful to throw the tape away after one use. in oakland, erik rasmussen. >> if you have an idea for two investigates we would like to hear from you. e-mail two investigates at ktvu.com. high school graduation rates have reached an all time high in california but they still fall short of the state's goal of 90%. that's according to a pair of new reports out today. state superintendent of public instruction tom turleson says just over 80% of students graduated last year.

malaysian plane is expected to take several months and cost over $56 million. authorities say they'll be ending the aerial searches since any debris will likely be on the floor of the indian ocean. and the search will be expanded to 23,000 square miles. the robotic sub has only scammed only about 150 square miles. one official says the wreckage has to be some where. if you fly frontier airlines be ready to pay more in fees for just about every service. frontier is charging between 20 and $50,000 for carry bags depending on where and when you board. if you reserve a seat it'll jump to $3. it jumps to $8 at the airport and even more to get a seat at the plane. major airlines get 50% of their revenue from ticket prices but billions from fees.

the 15 largest airlines make $3.5 billion from baggage fees and $2.6 million from ticket change fees. a judge is now weighing the possible release of a napa woman accused of murdering her 3-year-old daughter. sarah kruger's attorney argued a motion to release her on $1 million bail. kruger and her boy friend have both been charged in the beating death of kelly sleisher. no word own with the judge will rule. singer song writer paul simon and his wife appeared in court together today after their arrest for disorderly conduct. they said they had an argument but are fine now. >> we had an argument and a typical of us -- >> reporter: simon said they just wanted to go home. and his wife told the judge she

had nothing to fear from her husband. the federal government is warning people to avoid using microsoft internet explorer. the department of homeland security issued the warning in the wake of a bug that closed saturday by microsoft. the flaw allows hackers to get around security protection in the window's operating system. microsoft says it is working to fix the flaw. the webby awards are in and some bay area companies arening among the winners. local winners this year include air bnb and best travel app. yahoo owned tumbler, one for having the best community website and best social application. and google, the awards were made to recognize excellence on the internet. coming up in sports, the pressure on the san jose sharks

stopped from getting on go carts because of what they were wearing. for singh and three younger cousins the visit to the park last july was not fun and games when they tried to ride the go carts. the park has opposed a policy that says all patrons are not allowed to wear head ware of any type. it says head wear is a chocking hazard. it says people have died when scarves or head wear became entangled into a go cart's wheels or engines. >> this is an excuse. definitely. >> reporter: the group explained that the parkas are part of their faith and keeps their hair covered. the parent company of boomers said in a statement, safety is our number one priority. this is not a matter of race or

the only hospital in west sonoma closed its doors for the first time. sonoma shut down at noon despite an 11th hour push to try to save the facility. the board of directors voted earlier this month to close palm dry which suffered from decreasing patient admissions. there will be an ambulance at the facility for at least the next couple of weeks to take patients to near by hospitals. the closest hospital is now in santa rosa. san francisco is bringing more affordable homes to the city with a project 15 years in the making. mayor ed lee announced an agreement for the redevelopment of the old slate factory in visitation valley. the projects will include about 1,500 apartments and condos with 15% dedicated to low income residents. the site is located on bay shore boulevard. it will also include a grocery

store and two parks. clean up is now underway at a homeless camp. it now appears everyone has moved out. we first told you last week about the city of albany's settlement providing every person sitting at the bulb $3,000 to move out. today you can see a lot of debris left behind but we also spotted workers at the site and a large container filled with trash. back at the storms in the east. the severe thunderstorms warnings and tornado warnings have mostly been dropped for now. by tomorrow this all fires up again. this is what's happening out there. this is the lenght of the storm system. it's seven to 800 miles long. basically impacts the entire east coast as it moves east. the current imagery shows montgomery and mobile having very strong storms. as the sun sets these things start to die down. sun comes out by the afternoon this storm moves north and east a little bit. big storms will develop.

so that's the big story we'll be tracking in here tomorrow. for us we're talking about the warm up. we warmed up 10 degrees today. 77 in santa rosa. remember the weekend we had temperatures in the 60s and low 60s. today we came up 10 degrees. tomorrow we're coming up with another 10 degrees. so temperatures will easily make it into the 80s. it's going to be real warm out there. these are the current temperatures, it's 59 in concord. 59 in napa. in san jose we have the 50s. tomorrow in san jose we wake up and temperatures were in the low 60s and we end up in the low 80s. it presses offshore so there won't be any fog across the shore to clear things up. ocean beach in san francisco and places along the coast are going to see temperatures in the 60s and 70s. right at the coast. inland bay valleys tomorrow, mid- and upper 80s maybe a couple of low 90s. as that air sinks and warms.

we're looking for plenty of 70s through tomorrow and into wednesday and parts of thursday as well. there's no fog on the coast as we point out here. this is the isotherp map. you've seen a couple of low 90s trying to pop up here in the north bay with that offshore flow will be more pronounced. that temperature we haven't seen in a long time. it is going to be real warm day around here tomorrow. with temperatures similar to the 90 in clear lake. 88 in vacaville. lots of mid- and upper 80s. this is a big departure from where we were on sunday. some places almost 30 degrees warmer tomorrow than it was just 24 hours ago. in santa clara valley we have 88 in los gatos. tomorrow is all about the big temperature jump. we will notice it. thursday or wednesday, a little warmer and thursday it starts to cool. as fog returns to the coast. tomorrow, you know when you go from you know 65 degrees. 62degrees to 90 degrees, is this time of the year boy i
