and shock after the news. debora villalon has the story. >> reporter: it's a uniform franklin lee wore for the past four years. leading scouting programs in sebastapol. den leaders for troops. boy scout leadership didn't see it coming. five felony counts against lee. various sex crimes with a minor. some of them with a child under 14. >> as far as we know none of these allegations occurred with, during any sort of scouting activities. >> reporter: at franklin lee's homes we learned how the

alleged accounts occurred. >> i just want to know why my brother did it to him. my entire family thought that he was a good hearted guy and he liked working with children and it's just really disappointing. >> reporter: he says his brother now almost 18 was lee's victim. >> he used to go on vacations a lot. just them two to bond. and we're probably guessing that's what happened during some of those times. >> reporter: on any other night franklin lee would have been at this meeting of scout leaders. instead his release will probably be brought up. >> it hurts in that people involved in scouts are expected to obey the scout's laws. >> reporter: whether or not a scout, people say lee's arrest

yee trial is free on bail. his defense attorney says jackson's mother put up her mobile home to raise the money. as a condition, lee may not contact his son who is also a suspect. two armed suspects shot by police in federal agents just 30 minutes apart. tonight we're learning more about the new confrontations tonight in fairfield. amber lee is near a wal-mart store in fairfield with what triggered those two shootings, amber. >> reporter: the first shooting took place to my right at that wal-mart parking lot.

the second shooting across the street to my left where the crime tape is still up. around 2:45 this afternoon. fairfield police say a federal task force was looking for an attempted homicide suspect. they located that person in the wal-mart parking lot. >> the suspect produced a firearm. >> reporter: we spotted two vehicles which appear to be struck by gunfire. a half hour later, fairfield police found a second suspect who's related to the incident outside wal-mart. >> the second related suspect also produced a handgun that is shot by a fairfield police officer. >> i originally heard two gunshots so i got up and looked out my window. >> reporter: he described seeing a black car surrounded by officers with their guns drawn ordering the people

inside to get out. >> there was two people, two males in the front. there was a male in the back. a female and two little kids younger than four i would say. >> reporter: this couple lives in the apartment complex where the second shooting took place. >> i was relevantly scared. i didn't know since i live more toward the main entrance. >> reporter: no officers were injured in the shootings. police tell us they do not know the conditions of the two people shot by law enforcement. neighbors tell us this isn't the safest neighborhood but this never expected this. amber lee, ktvu channel 2 news. a man who got into a shoot out with chp officers four years ago learned his sentence today, 400 years in prison. byron williams was convicted after getting into a gun battle with highway police officers on interstate 580 in oakland back in july 2010. williams told investigators he was on his way to san francisco

to shoot people at the tydes foundation of aclu when officers pulled him over for driving erratically. the jury convicted williams. eric men mendoza's wife found him slumped over in his car. he was moving his car to avoid getting a parking ticket when someone shot him to death. >> i think he was at the wrong place at the wrong time. maybe wrong color of car. how pathetic is that. >> reporter: the neighbor is known for its gang activity but it's not known that mendoza

had gang ties. oakland's crime problem, that was the key issue in the first of many debates among candidates battling for the top job in oakland: current oakland major gene quan had to defend her record. ken pritchett has the story. >> reporter: because this was the first debate or that november is still a long ways out it was early. there was hardly a lack of fire exchange between the candidates. the subject quite obvious, the lack of safety. a broken relationship between the department and city hall. and the occupy movement and the destruction in oakland. some of the themes in tonight's mayoral debate, nine candidates on stage, eight seeks major quans job. >> feels completely disrespected and unsupported and they feel they do not have

crime, mayor quan was able to point to a reduction last year. it is a subject matter we are likely to hear over and over again in debates leading back to november. ken pritchett. a lot of finger pointing seems to be going on and a lot of it is directed at mayor quan. >> from the business perspective it's a very poor sign. i mean you cannot keep your managers and the managers you do have do not speak highly of her leadership. >> reporter: councilman noel gallo pointed out oakland has had trouble keeping a police chief. get ready to pay more across the golden gate bridge. tolls are going upstarting

monday making the iconic trip the highest. if you're car pooling with fast track the toll will be $4. after monday's increase the toll will go up by 25-cents every year from july 1st of next year all the way through 2018. police are searching for a woman from san jose who disappeared yesterday morning. 53-year-old raquel robiedo is described as high risk. police says she has the mental capacity of an eight to 10-year- old and suffers from alzheimer's degree, dementia and depression. she is described as latina, weighing 165 pounds and white hair. is the popularity of e- cigarettes at risk of putting kids in danger?

the army says specialist ivone lopez's medical history suggests what was called an unstable psychiatric condition. michelle macalusa reports from texas on what may have set him off. >> reporter: suspected gunman specialist lopez may have had an argument exchanging angry words with other soldiers. >> may have been a verbal altercation with another soldier or soldiers and there's a strong possibility that that in fact, immediately preceded the shooting. >> reporter: the rampage ended after confrontation by a female military police officer who engaged lopez before he shot himself. using a .45 caliber semi automatic handgun. the married father of four from puerto rico sought help for mental issues. >> we have a strong belief that he suffered mental issues.

>> reporter: lopez bought the firearm at the guns galore gun shop near the base. where he passed a background check. it's the same store that hasan bought his gun. the case prompted the president and defense secretary to call for greater scrutiny of security on all military bases. >> we're going to make sure that we're doing everything in our power to keep our troops safe and to keep our troops strong and not just on the battlefield but also when they come home. >> there's nothing that we take more seriously than the safety of the people who work for our department. >> reporter: investigators are going through lopez computer files, his home and interviewing his wife looking for clues. he says there's clear evidence of a preplanned attack since he had plenty of ammo to airy out the attack. and report on dodger stadium has surfaced after the

trial of bryan stow. stow's attorney wants to use that in the trial against the insurers for the dodgers then owner frank mccort. a raid has taken 2 million dollars of meth off the streets. police discovered 37 pounds of meth. the bus was part of a several months long investigation. juan manuel ponce chavez and norma yolanda juarez. police say ponce-chavez has ties to a drug cartel. a student in mountain view

forced police to hold with parents. what parents should know about local drug use and warning signs. >> reporter: mountain view police say they have seen students as young as 13 years old using and selling drugs at school. and they say that any access to the web can also give students access to drugs. at mountain view high school it was parents who got an education tonight. school police officer ronald cooper gave parents a lesson in drugs and the wide range of substances students might be using or abusing. police in the school district held tonight's meeting in response to a drug overdose march 11. when a student was found on steven's street trail after taking dcm. a drug similar to lsd. it's taken as a powder or clear liquid form. >> we haven't seen it in mountain view ever. that was the first time we had seen the drug in mountain view. >> reporter: police say they

don't believe the use is widespread they do believe there's a problem with other drugs such as alcohol, xtasy and marijuana. the officer says he has found girls under the influence of xtasy as young as 13 years old. >> i did encounter two girls that were high on xtsasy and they told me the student that sold it to them. >> reporter: water bottles or air tight pens which hide marijuana and its signature smell. even clothing from the local mom. >> you don't see a lot of compartments but this has a compartment. and you can hide a lot of pills. stash marijuana in there. >> i didn't know a lot of it, no. it was really informative for me. i didn't know about any of these products.

>> reporter: school staff say they believe that students are using drugs off campus often at parties and they hope that parents will be aware and make sure they communicate with their own children. reporting live in mountain view, jana katsuyama, ktvu channel 2 news. the partner of a man killed by san jose state police is calling for a new investigation into his death for the sake of their son. lori value -- valdez says they want justice for their son. san jose state police say he came at officers with a knife and refused to stop. but valdez doesn't believe that scenario. she says she's heard from witnesses who says lopez was shot in the back as he walked away. former secretary of state hillary clinton is scheduled to speak at san jose state university. the school says she will deliver a keynote address as part of a program on north america's most prominent women. clinton has been mentioned as a possible presidential candidate but the former first lady has refused to say if she has

four suspicious fires all within a span of six hours today has firefighters in sacramento on high alert. the most recent fire started around 6:30 this evening. smoke poured out of a vacant warehouse. at one point the flames reached

so high they caused power lines to collapse. no injuries have been reported in this fire. a concord police officer has been suspended among accusations he illegally obtained prescription drugs. >> and a woman says the officer came to him for the drugs. amber lee spoke to the woman who defends the police officer. >> reporter: sandra says matthew swisher is a nice person. >> he just asked me if i was taking narco and i says yeah. and he wanted to borrow some. >> reporter: swisher borrowed her drugs on several different occasions. sometimes coming to her living senior center with her canine partner, in other times with his family. >> he brought his little boys over when he wasn't working. when he would come over to borrow some pills. >> reporter: concord police chief says it's an

concern about the devices. cara liu is live after she found out that the problem is children and the devices. >> reporter: it's not a problem seeing e-cigarettes. but now the fda says the e cigarettes are dangerous for children. after getting an e cigarette as a christmas gift. both his 5-year-old daughter and 10-year-old son gave it a try without his permission. >> i don't know it just looked cool. the colors. >> reporter: the boy even posted a video of him using the device. >> it became a concern. because i can't leave that thing laying around or someone put something that's not vapor or harmless and i don't know. so i got rid of the thing. >> reporter: molina says luckily the e cigarette did not contain nicotine and the kids were okay.

but an increasing number of children are accidentally inhaling or touching nicotine. in september of 2010, poison centering across the country got one call per month about e cigarettes. fast forward to february of 2014 that number skyrocketed to 215 calls. more than half were about young children under five. here in california, a poison control reports that from january of 2013 to february of 2014 they handled 147 calls about e cigarettes. experts say part of the problem is that e cigarettes are not required to be child proof and often come in bright colors and fruit flavors. >> i can remember a 2-year-old finding an e cigarette that had slipped between the cushions of a couch. and was found kind of sucking on the end. >> reporter: symptoms of liquid nicotine poisoning can include vomiting and seizures.

as little as one gulf could be fatal to a child or adult. live in san francisco, cara liu, ktvu news. three young men have died after contracting bacterial meningitis in los angeles. public health officials say the men were in their 20s, all gay and two of them were hiv positive. the victims socialized and north and west hollywood. the health department is urging gay men in those areas who are at risk to get vaccinated. a total of eight people have been diagnosed with bacteria meningitis to far this year. people took matters into their own hands after two men took cooper from their neighborhoods. >> reporter: cameras caught him in the act. these men road in on bicycles

and proceeded to steal cooper from every light. >> they systematically went up one street, up the next and back. >> reporter: the thieves did not finish the job. so they called san jose police and the department of transportation and they also did this. >> we put these little signs in here that say, we're paying attention. we caught you in the middle of the act here essentially. and it worked. >> reporter: the thieves must have seen the sign carefully tucked in with the wires because the next day he came back to return what he took. >> he returned some wire. i don't know if it was all of it or whatever. there was this big wad of wire piled up on top of it. at least he got the message, at least he can read, i thought that was pretty cool. >> reporter: residents say that's not enough. >> it's frustrating that you live here and they the this. what's next? they're going to jump your fence to get into your

backyard. >> just so happened that it was pure luck. but i think what we did was quite effective. >> reporter: the primary street lights on the block are still functioning. no word on when the pedestrian lights might be fixed. in san jose, anne rubin. a patent and trademark office may not have the financial impact city leaders initially expected. taxpayers will have to pay the money to relocate police. those costs will basically cancel out money the city is earning in the patent office. major reed says the project is still worthwhile giving san jose is just only one of four satellite patent offices. a new developer is reportedly in talks to purchase the sears building after

another deal fell through. sears is now negotiating with someone else for the purchase of the mostly empty four story building on broadway and 19th street. city leaders are still hoping the building will be developed into a retail and housing space. the markets closed lower after five days of gains. the dow lost a fraction. while nasdaq fell 38 points. the food and drug administration has approved a medical treatment that may save thousands of people from overdosing on opiants. when injected, -- is effective against drugs like heroin, oxycotin and vicadin. addiction specialists applaud the decision. >> this could be truly a life

more help from the bay area is headed to that massive mud slide zone in washington state. members of california urban search and rescue task force 3 left today. the group is part of a 20

member incident support team and has a specialized unit with members from across the nation. the death toll from that mud slide now stands at 30. more than one dozen people are still missing. some areas are 60 to 80 feet deep and recovery teams have not been able to access them because the ground there is still very unstable. the work is slow and grueling but searchers remain focused on one thing recovering the remains of those still missing. strong aftershocks continue to rattle chile following tuesday's 8.2 quake. one aftershock measuring 20.6 sent guests into the street last night. it also triggered a tsunami alert that was later cancelled. many people are now living outdoors in tents. there is some damage and many people don't feel safe indoors.

another milestone has been reached in the effort to bring down the old eastern span of the bay bridge. crews started removing steel beams piece by piece from the cantelever section today. you might note how much of the concrete bridge deck is gone in this shot right there. it's all taken out. wooden decks on both sides have been put in place. there's still strong enough to support all the demolition equipment. we've highlighted some of the cuts that are going on through the massive steel frame. caltrans tells us those cuts were finished yesterday a little bit ahead of scheduled. it's still going to take a few weeks before it will look like this. you'll be able to see straight through a deck on the bridge. today workers are carefully removing each piece of steel that's in red. they're using jacks and steel sports to make sure that two jacks will not fall into the

bay. all this work will allow workers to remove the span. they're removing 58,000-tons of steel that workers put into place back in the 1930s. today crews have much more high tech gear including 3d computer models to figure out the best way to remove each piece of this gigantic steel puzzle. on ktvu.com we posted unedited video from today. you can watch it all in its entirety in the hot topics section. there's a growing rat problem in one san francisco neighborhood. residents have spotted them in north beach around washington square. it didn't take long before our cameras spotted them too. one theory is that the rodents have been forced out of their old stomping grounds from the construction. a neighbor who is working or who works at her family's bakery describes a close

fairly quiet out there looking out toward parts of san francisco this thursday evening. tomorrow some scattered rain showers especially for the afternoon commute. the weekend completely dry, with temperatures rebounding especially by sunday. overnight lows to start out your friday will be in the upper 30s in santa rosa, napa, widespread 40s with mostly cloudy skies. you can count on the cloud cover and some showers working their way back into the picture. so here's the cold front just offshore. kind of falling apart out here. it's not like a system a few days ago. but for tomorrow mostly cloudy skies. scattered rain showers especially up in parts of the north bay and right near the immediate coastline. that's the key for tomorrow. but then into the weekend. high pressure returns. it's going to be a dry weather pattern, sunday easily the warmest day of the weekend that will translate to upper 70s inland. by monday we're thinking lower 80s out there. here's our forecast model showing us the rain showers moving offshore. rainfall accumulations could be
