optimistic numbers on the homeless crisis in san francisco . and that was fast. the push to give fliers automatic cash refunds for certain delayed and canceled flights is now official. but that's not the only change. just becoming law. >> good morning. welcome to the friendly skies. it's friday, may 17th. >> i'm going to start with drew. >> yeah, the sky is quite cloudy this morning. we'll take you outside our tam cam. your moment of zen, shall we say, as that sun has risen over the horizon. it's going to be a sunny afternoon. but first, got to get rid of that cloud cover, and for the most part, that fog will break down between 9 a.m. and noon today. and then the afternoon is looking quite nice. a little breezy out there. temperatures right now, very uniform. everybody starting out in the 50s right now and most locations are reporting cloudy skies as we get you out the door. get you going on this friday. so here's a look at the next 24 hours. first, along the coast we do find brighter skies today. this afternoon compared to yesterday temperatures though still remaining in the 50s all day long now around the bay

shoreline. we have that cloud cover right now. we actually are seeing some pockets of drizzle to be aware of that, but that sunshine appears closer to noon. and then by 4 p.m, those afternoon temperatures in the upper 60s, you do notice we're still dealing with partly cloudy skies. later on this evening, so the fog is slow to return later on tonight. inland today we do find partly cloudy skies giving way to mild temperatures near 80 degrees. later on today. hi, amanda. >> morning, drew. we're going to take you back into the east bay. there have been some traffic troubles on our roads. this sig alert that we've been following a multi-car crash on northbound 680 before admati parkway. this is in fremont. i know, earlier i said dublin. there was another closure over there that we've been following. so this is a sig alert in fremont. you can see speeds are down to zero miles per hour because traffic is stopped from mission boulevard. so keep that in mind. and then over in oakland there was an issue that happened at around 12:20 a.m. it was a deadly crash that grand avenue off ramp from eastbound 580 remains closed at

this hour. back to you, reggie. >> amanda. thank you. happening today, the man convicted of breaking into former house speaker nancy pelosi's san francisco home and attacking her husband, paul, with a hammer, will be sentenced in federal court. the attack happened nearly two years ago. abc seven news reporter lena howland was actually the first reporter on the scene that morning. i remember it well. lena david depape is facing decades in prison. >> reggie. that's right. we have been following this case since the day it happened. and this morning, prosecutors are calling for a 40 year prison sentence. david depape was convicted by a federal jury last fall for the attack. his lawyers, however, are asking for a 14 year prison sentence. there are two clearly different opinions with the federal government arguing this was an act of terrorism. while the defense could argue depape needs mental help, he's not someone that needs to be locked up if he's willing to go to treatment. >> so i think that's going to be the competing narrative in that courtroom. how much of mr.

depapes mental health issues played a role in this case, and what the judge does with that in terms of fashioning a sentence that sends the message that we need to protect american democracy, but at the same time recognizes that perhaps mr. depape could be returned to society if he expresses remorse and he undergoes treatment. >> depape also faces a trial on state charges. legal analyst stephen clarke told us what happens in federal court this morning could very well trickle down to that case. >> well, certainly the jury is being selected in the state case, and they're now going to know that mr. depape could be facing 40 years in federal prison. >> depape faces attempted murder charges in that state case. if convicted, he could be facing life in prison. the sentencing is expected to happen at 10:00 this morning. live in studio. lena howland, abc seven news.

>> thank you. lena, we've been committed to this case since it broke right here on abc seven mornings in october of 2022. make sure to stay with us for updates throughout the day, and you can catch up on the entire timeline of the case. it's on our website, abc seven news.com. >> this morning, that second pro-palestine encampment that just popped up, just blocks from uc berkeley's main campus is gone. police moved in, facing off with protesters just 24 hours after they started to occupy a historic university hall across from people's park and amanda. some arrests were made. >> yeah, kumasi those police officers started moving in around 830 last night. there were some tense moments as they confronted protesters. a school spokesperson says people were arrested for trespassing, breaking and entering and vandalism. the group began occupying the building on wednesday, and the property was quickly declared a crime scene. protesters made the same demands we've heard from so many others, but this group was different

from one that disbanded from in front of sproul hall earlier this week. they also escalated the situation with graffiti spray painted on the side of the building. according to the chronicle, some graffiti equated zionism with, and others showed jewish stars equaling swastikas. now, protesters didn't want to speak on camera, but we did speak with a berkeley resident. >> it's going to keep happening until uh- there's a cease fire or the war ends. berkeley is a traditionally a protest city. so i think it's going to be a lot of berkeley incidents, just throughout the summer. >> now, the building where this happened is owned by uc berkeley. but it is several blocks from the main campus, and it's unlikely this is over. protesters last night insisted they will be back. back to you, kumasi. >> thanks, amanda. if you are heading to wine country this weekend, you may need to budget some extra time. the last scheduled closure along highway 37 is set to start at ten tonight, and you can see the closure in red on this map. it's the westbound portion of the highway from highway 29 in

vallejo to sears point, and then the detour that you see there, that's the green line. caltrans is repaving the road, and highway 37 is set to reopen at five monday morning. >> that's not the only paving project happening this weekd. caltrans crews will also be working on another freeway. this is starting tonight. the three left les of southbound i-680 will be closed between al costa boulevard and san ramon, and the five 8680 connector in pleasanton. the partial closures begin at 9:00 tonight. they go on through 4 a.m. monday every day here at abc7 news, we are focused on the issues that can lead to a better bay area for us all. the complex issue of homelessness is something we are all hoping to end, and the city of san francisco is celebrating its new numbers on homelessness. >> but it doesn't paint the whole picture. >> so let's walk you through these new numbers. the results of the most recent homelessness count were put out yesterday. the city says the number of people living on the street has reached the lowest level in nearly a decade, but when you

look at the total number of homeless across the city, that number is actually at a record high at more than 8300 people. the number of people sleeping in vehicles spiked 37. this is all despite a massive amount of money being spent on the issue, according to a recent city audit , funding for the crisis reached $676 million in 2022 2023. >> we're also keeping a close eye on oakland this week with the city's new era and law enforcement. police chief floyd mitchell started his job. this is his first week on the job, and we wanted to find out more about where things will go from there. so we had oakland mayor shang tao join us on abc seven news midday live to discuss his new role >> mitchell is really a meeting. you know, his rank and file. he's going to meet his rank and file. you know, he understands the strategy. he fully supports

the strategy. and we're going to continue to press on that gas pedal because it you know, for us it's about saving lives. and it's about making sure that people feel safe in oakland. >> tao pointed to a study showing that the department's operation cease fire crime fighting strategy is getting results. recent crime data shows most all forms of crime have fallen. this year, except for robberies >> some dramatic images from houston, texas, where severe storms rolled through, killing at least four people this morning. schools are closed and more than a million people woke up without electricity. buildings in the downtown area had their windows blown out, and the wind toppled trees with at least one landing on top of this car. an eerie scene inside a costco where people sought shelter as the storm hit the lights went out before eventually coming back on and take a look at what happened

rentals out of the neighborhood. nine other petitions are either circulating or already submitted in other local neighborhoods. airbnb responded by saying the party ban they implemented in 2020 led to a 50% decrease in parties and they've added a neighborhood support team program here in the bay area, danville and several cities in marin county, including sausalito, larkspur and belvedere, adopted bans. we're tracking a developing sports story as you're waking up this morning, the number one golfer in the world arrested overnight and booked into a louisville, kentucky, jail. amanda. seems this might have started as a misunderstanding. >> and that's what we're learning. reporter jeff darlington from our sister network, espn, recorded the moment scottie scheffler was taken away in handcuffs overnight. but we've learned in the last half hour he's now out of jail. and on his way back to the pga tournament, espn reports. this started when scheffler tried to drive around a deadly crash near the golf course, where the tournament is being held. he may have misunderstood exactly what was

happening and if the roadblocks were for the crash or for the tournament, but it seems police did try to get him to stop even grabbing onto his car before he was pulled over. the charging documents were just released, charges include second degree assault of a police officer, criminal mischief and reckless driving. and moments ago, we just got word he is back on the course for the pga tournament. we're following this for you, reggie. >> what an unusual morning. okay. thanks, amanda. now to a tradition like no other in san francisco this weekend is the race known as bay to breakers? >> yes. thousands of people are expected to take part, and we cannot wait to see the costumes. okay, the race gets going at 8 a.m. on sunday, but we want you to be aware there are going to be several street closures and they start tomorrow night. the closures stretch across the city from the embarcadero all the way to ocean beach. check out this map most of them will end by 11 a.m. on sunday, but a few will go into the afternoon. so just

be aware and i will see you after the function in the east bay, organizers of the contra costa county fair are promising more security and some stricter rules to try and keep everybody safe. >> today is day two of the fair. the reason they're doing this is because last year, as you'll see in this video, things got out of hand. this is just one incident involving a group of people in a fight. if you are going this year, expect to see more staff inside at the entrance and in the parking lots. and parents, you cannot drop off your kids. >> anybody 18 years or under needs a chaperon of somebody 25 years or older to be here with the fair. we want to make sure that people are not just dropping off their teenagers and thinking, we're a babysitting site. >> the fair runs through sunday at the contra costa county events park in antioch, a question for you, friends, which is the superior ride? is it the tilt-a-whirl or is it the scrambler? >> see, i think mine is an unpopular opinion. what is it? not the gravitron, not the

index nine out of an 11. so today's forecast inland we have a little bit of cloud cover this morning. full sunshine this afternoon. upper 70s for the most part around the bay shoreline you saw from the exploratorium camera. we have those clouds. they break down by noon for sunshine. it's a nice afternoon, a little breezy. temperatures in the upper 60s to the lower 70s, but along the coast we do stay pretty cloudy this morning. even some pockets of drizzle and then we go into the afternoon and find partly cloudy skies and temperatures in the 50s. so highs in our microclimates in the south bay today see a lot of 70s from cupertino to san jose, 72 for gilroy along the peninsula we'll see 73. redwood city, 72, in los altos, clouds the sun for half moon bay in pacifica, upper 50s for daytime highs. it will be a brighter day across the city compared to yesterday. yesterday, even the western half of the city was pretty cloudy. today. we'll see more sunshine, a bit warmer into the 60s. we go in the north bay warm and cloverdale at 8371. in petaluma, 73, in vallejo. stinson clouds at some afternoon sunshine, a high of 60 degrees. the east bay

that fog breaks down closer to 10:11 a.m. this morning. we'll find those numbers in the upper 60s to the mid 70s and inland. today we'll go into the mid 70s and low 80s with sunny skies. the evening planner will show you fog. tonight is slow to return, so you can see we have pretty clear skies even through about 8 p.m. and then closer to 9:10 p.m. we'll find those clouds rolling back in along the coast. but the fog will not be as widespread tonight as we see right now. overnight lows were dipping into the 50s for the most part. accuweather seven day heading into the weekend. tomorrow, a similar setup morning fog to sun sunday, though, is the brighter of the two days. a lot less fog in the morning means we have sunshine a lot quicker and then early next week a warming trend will arrive. guys. >> drew thank you. good morning. america is coming up at seven right here on abc seven. >> and ginger zee has a look at what's ahead reggie and kumasi. >> it's great to be with you here on a friday. and coming up we'll start with the deadly storms in houston. at least four killed and at one point between texas and louisiana, more than a million people or customers.

>> good morning everybody. happy friday. it is may 17th. >> we're going to check on your forecast. hey, drew. >> hey. good morning. so we begin with that cloud cover, this beautiful view as you get above the fog from our tam cam as it rolls across some of our hills. once we get rid of that fog, that sun awaits us for the most part, we're dealing with this fog until about 9 a.m. between 9 a.m. and noon. that is when we'll see the sun break out and the afternoon is going to be very lovely. temperatures right now, everybody, no matter where you are on this map, we are starting out the day in the low and mid 50 s pretty uniform underneath that cloud cover. good morning santa rosa coming in at 50 degrees 52. in the city we're at 54 in oakland, 58 in san jose along the coast with this deeper marine layer, we do have some pockets of drizzle. don't be surprised if you do find some wet roadways around half moon bay and across parts of the city this morning. let's break it down for you. region by region, along the coast we have those overcast skies right now. we'll actually see a bit more sunshine today compared to yesterday, but temperatures

still along the coast staying in the 50s for daytime highs does turn a bit breezy today, with winds about 15 to 25mph around the bay. shoreline is cloudy right now. that sunshine appears closer to 11 a.m. we'll find the afternoon. it's a bright one. those temperatures in the upper 60s to near 70 degrees. even this evening. our marine layer is very slow to reappear, so for much of the evening hours we do have clear skies. those numbers dipping into the 50s. now inland, we're seeing sunshine a lot faster this morning, 60s by 11 a.m. and then later on this afternoon. it's a nice afternoon, bright and mild temperatures in the upper 70s to the lower 80s. let's see how the commute is going with amanda. good morning. >> good morning. yeah. far from friday light, especially for drivers over in the east bay. this is a look at a craft that's still in place. this is in fremont, a multi-car crash on northbound 680. this is our first time that we're getting a look at some video. this is at auto mall parkway. it is shut down all lanes. there are some minor injuries. we're learning a big rig was involved in this as

well. and you see a boat over on the left hand side. so we'll learn or we'll be asking questions about exactly who was involved in this. we know that it was six vehicles right here. you can see a few of them overturned. we know that emergency crews are on scene. you can see that from this video here. fire agencies as well, to avoid this entire area, take 8-80. and there you saw a pan across and you saw that boat that is attached to a truck. we're getting a clearer view of everything that's involved as the sun comes up on this investigation, they'll be able to kind of put pieces back together. but as of right now, no traffic is moving along that 680 stretch. and then that second sigalert we want to get to a quick update over in oakland. that was a deadly crash just after 1220 this morning. that grand avenue offramp has reopened. eastbound 580. was that connector there. but that has since cleared. back to you at the desk. >> amanda. thank you. today the man convicted of a brutal attack

on the husband of former house speaker nancy pelosi will be sentenced. the attack happened in their san francisco home in october of 2022. abc seven news reporter lena howland has been tracking the developments since the very beginning. lena. federal prosecutors are seeking a maximum sentence. >> reggie. that's right. prosecutors are now calling for a 40 year sentence of david depape while his lawyers are asking for 14 years. this comes after he was convicted by a federal jury last fall. depape admitted during the trial that he broke into the pelosi's home back in october of 2022, intending to hold the speaker hostage and break her kneecaps if she lied to him. he also admitted to attacking paul pelosi with a hammer after police showed up. legal analyst stephen clark told us depapes acts were something that's planned to send a political message. prosecutor are suggesting a terrorist enhancement should be given, and that's the kind of uh- statements that the government looks at as to whether this

should be considered a terrorist act. >> so i think that the feds are looking at suggesting that there should be additional time here, because this wasn't a garden variety burglary and assault. this was someone who wanted to kidnap one of america's most significant political officials and perhaps even kill her. >> at the same time, depape also faces a trial on state charges, including attempted murder. if convicted on those charges, he could be facing life in prison. today's federal sentencing is expected to happen around 10:00 this morning. live in studio lena howland, abc seven news. lena. >> thank you. right now, a big relief for people living and traveling in the big sur area. amanda is standing by to talk about highway one about to reopen to one way traffic 24 hours a day. >> yeah, and just about two minutes ago. so at 630 this morning, caltrans activated new traffic lights on a section of highway one that has been basically closed for about six weeks. just twice a day, a

convoy, primarily for residents, has been bringing people in and out of the area. now, those new lights will allow residents and tourists to drive through a section of the road that partially collapsed in 24 hours a day. it's going to be one way traffic, though, because the southbound lane is still not fixed, so you will still face delays if you're driving in that area. but this is a big deal for businesses in that area, of course, and it's eight days ahead of schedule. >> the biggest benefit to us is it gives us the time as well as our hospitality neighbors to get on social media, call and email our guests and try and get the word out. as far and as wide as possible. that all of big sur is open before memorial day weekend, and that everyone can come down and kick off their summer in big sur, a permanent repair is in the design phase, with the goal of finishing it by next spring. >> it is important to note

highway one is still closed at poles slide on the south end of big sur. that means you cannot take highway one through big sur to get to places like san luis obispo, santa barbara or la. again, those lights flipping back on or flipping on in the last three minutes. back to you. >> thanks, amanda. for the first time, the median price for a single family home in santa clara county is now $2 million. the median is the midpoint between the highest home sales price in the lowest. the data shows. the top three median prices were in los los altos hills at 5.8 million, monte sereno at 4.5 million, and saratoga at 4.2 million. only five cities in the south bay are under the median, including san jose at 1.7 million, san martin at san martin, milpitas, morgan hill and gilroy. and we also spoke with a local expert about what we might be able to expect in the coming months if the median home price for the month of may ends up slightly higher than 2 million, that's

absolutely a possibility. >> but i'm also kind of figuring that i think we'll actually see it. uh- decelerate a little bit. >> other bay area counties are right up there with santa clara county. san mateo county is the highest with a median price of nearly 2.2 million. san francisco the median just over 1.7 million for a single family home. >> a berkeley city council member is hoping to build a better bay area by making it less expensive to own a home. this week, berkeley city council unanimously approved the first step of opting in to a new state law. this gives people the ability to buy an adu, or accessory dwelling unit a backyard cottage. basically, they're usually 500 to 1000ft■!, so the sale price would be much lower than berkeley's average home of $1.5 million. berkeley city council city council member rashi kesarwani spearheaded this event. >> the more cities that do this, the better the bay area is going to be off. >> the proposal will head to the planning department next. the

council member hopes it will come back to the council for final approval within a year. pandemonium erupted during a house oversight hearing last night. you really do have to see this. lawmakers hurling insults at each other. it all started when congresswoman marjorie taylor greene mentioned fake eyelashes. now, this hearing was meant to hold attorney general merrick garland in contempt of congress for refusing to turn over a recording of president biden's interview with a special counsel. but that totally went off the rails when congresswoman jasmine crockett tried to stop greene's line of questioning, and greene had something to say. >> do you do you know what we're here for? you know we're here about. >> i don't think you know what you're here for. >> well, you're the one talking about. >> i think you're fake. eyelashes are messing up. ain't nothing. hold on, hold on. >> listen. >> well, once that was fired, there was even more chaos because greene wasn't just going to take it. she was going to hurl it right back. >> i'm just curious, just to
