and how this chase finally came to an end. then campus closure extended the latest university changing commencement plans amid pro-palestinian protests. >> plus, it's not just about capturing the people, getting people to come back to work. it's also about bringing people to downtown from all over the bay area and nightlife revival. >> that's the idea coming from san francisco leaders. the new plans to create the state's first entertainment zone. good morning everybody. it's saturday, may 4th. we'll have more on all those stories in just a moment. but first, lisa is here to talk all about this rain. here we are again. >> i know a lot of people like it though, because when it shuts off, it shuts off. that's true. and everything turns brown and the sprinklers get going and you feel guilty about that. so another watering drink of water for the lawn. and the flowers. unfortunately for little league and the bikers, you have to wait till the second half of the day or sunday. live doppler seven there, showing you that cold pool of air associated with the late season cold front. look at

that. look how it fills right in throughout the morning hours. and the cold front is well to the north of us. the heaviest rain santa rosa right now. light returns through san francisco, the peninsula into the east bay. it's going to be a while before you get the heavy rain. more like mid-morning. so the level one system allowing for some downpours at times spotty showers to follow the gusty winds, but the main rain will push through the bay area mid-morning with the heavy winds, and then we'll look for a break. so the second half of the day is trending much drier. 54 in napa and the winds, well, they've been breezy along the coast and they're just going to 7:00 still in the north bay.. here we are, eight 9:00 beginning to push into san francisco. it doesn't sweep through the north bay until about noon time and then exits the south bay to 3:00. we'll talk rainfall, impressive amounts, and a warm up in a few minutes. stephanie. >> all right, lisa, thank you. the suspect who led a police chase on interstate 80 is alive

this morning. this followed an hours long stand off highway patrol. investigators say emergency crews revived him at a hospital. the chase and standoff shut down the freeway at green valley road, creating a massive backup. officers say the suspect was wanted for a shooting that happened around 11 a.m. along highway 101, in windsor. a bullet went through the back of a car, seemingly chosen at random. the driver was not hurt. police found the suspect's car three hours later in a parking lot. the driver then took off as officers closed in the pursuit, then continued across several freeways with multiple failed attempts at spike strip stops where he's really, avoid the spike strips. >> so be careful. spike on the right spikes on the right. >> you saw it right there. police eventually stopped the car in fairfield. this started a lengthy backup for miles as i-80 was closed in both directions. eastbound 680 near the cordelia

junction was also impacted, a chp officer said the driver was sitting with a gun in his lap as police surrounded his car, officers deployed what appeared to be a flashbang and rounds of tear gas through his back windshield. the standoff lasted about three hours. this morning, the suspect is in critical condition because of a reported self inflicted gunshot wound. developing news now two officers are expected to survive after a shootout in south san jose. it happened thursday night at the extended stay america hotel on san ignacio avenue and bernal road. police say 33 year old kevin briones attempted to break into a hotel room where a mother and her three children were. briones, who had a prior warrant, fired shots at the officers and tried to take off after he saw them. both officers and briones were injured while exchanging gunfire. he then jumped out of a third floor window to escape, but was quickly arrested after that.

mayor matt mehan says he's grateful for the officers bravery. >> we got a reminder of the courage it takes to put on the badge every day, knowing you would give your life to protect the city you love. >> sapd is trying to determine why briones tried to get into the room. the woman told police he has a domestic violence restraining order. new this morning, classes will resume at ucla on monday after pro-palestine protests shut down the campus for days. and this weekend classes will be remote only. police will maintain a presence on the campus until further notice, though encampments remain in place at san francisco state, uc berkeley, stanford and sonoma state, and they've been mostly peaceful compared to the other locations. earlier in the week, representatives from the aclu visited the protest area at berkeley. they informed the students what rights they have while protesting and what would be illegal. >> the first amendment and california constitutional

protections for free speech are incredibly powerful, but they are not absolute. >> both sonoma state and uc berkeley say they plan on having graduation ceremonies as normal, but they also say they are prepared for all scenarios. here in san francisco, a protest encampment is up at usf this morning. tents and signs were set up on the lawn near saint ignatius church. this comes a day after a number of student demonstrators walked out of classes to protest against the israel-hamas war. university officials say they're committed to keeping students, faculty and staff safe on campus. after tense protests this week, cal poly humboldt extended its full campus closure until next sunday , the 12th. no one is allowed on the premises without prior authorization. the university will now hold three commencement ceremonies at three off campus locations on saturday the 11th. those locations are casino, theater and a high school

auditorium. student housing and dining will remain the same, along with move outs, all on campus events have been canceled as the semester comes to an end. stay with us for continuing coverage of the college campus protest across the bay area and the nation. you can get the latest information anytime over on our website. abc seven news.com. california lawmakers are trying to cut down retail theft across the state, and one of the areas they're targeting is the self-checkout option. but some are worried this will hurt business. abc seven news reporter tara campbell tells us more about the proposed state law. the familiar sights and sounds of self-checkout. >> i like self-checkout because it's convenient, it's fast, whether a fan or not, changes could be coming down the line. >> the hope is that we can reduce the amount of theft that happens. that's a much better solution than punishing theft after it occurs. >> the prosecutors alliance of california getting behind senate bill 1446. the bill would

regulate self-checkouts in hopes of boosting employment and cutting down on thefts. >> there's data on this that shows there is theft that happens at self checkouts. >> if voted into law, grocery and pharmacy retailers would have to meet certain requirements or get rid of self-checkout outs, including upping the number of employees, monitoring the stations. >> one of the main deterrents from theft is that there are staff paying attention in the store to your activities. >> in part, it's codifying, you know, some requirements that that i think, from our perspective, are a little heavy handed as far as you know, getting down into the granularity of how a business or store needs to operate. >> the california chamber of commerce coming out against the proposed legislation, saying it could hurt business, for example, the grocery space where they are operating on pretty thin margins, you know, when you're having to make these drastic adjustments or adjust staffing ratios, that can be a big cost impact. >> the bottom line a concern among shoppers to, are we as a consumer going to have to pay for that, to take it down and

camera looking at the bay bridge in the distance. it's going to be soggy out there today at 611. now to a story. we've been following the effort to revitalize downtown san francisco. now we're learning more about a plan to create an entertainment zone. the area would be located in the financial district on front reetetween california and sacramento streets. local restaurants and bars would be able to sell alcohol during outdoor events, and as abc seven news reporter luz pena explains, it would be funded by a new grant program. >> thousands of people in downtown san francisco having fun. this was the scene during the city's downtown first thursday event, a scene they

want to repeat more often in the financial district, with designated areas called entertainment zones. >> we're changing everything to yes, not only are we saying yes to opportunities to have nightlife and entertainment and to close down streets, we are actually proposing legislation to waive those fees that people get charged to close down streets. >> the mayor is proposing to designate front street between california street and sacramento street as the city's first entertainment zone. san francisco is authorized to create these zones under sb 76, a bill authored by senator scott wiener until this year, it was completely illegal in california for bars and restaurants to ever sell onto the street. >> in a street festival. so we have now given san francisco the ability to create these entertainment zones by turning this block of front street into

an entertainment zone is still not a done deal. the board of supervisors will have to hopefully pass it. >> the new co-owner of harrington's bar and grill is hoping for the mayor's proposal to pass. he says it's pivotal to re-energize the area. >> it's not just about capturing the people, getting people to come back to work. it's also about bringing people to downtown from all over the bay area to make it easier for entertainment zones to happen here. >> mayor breed is also offering $500,000 to provide grants for events and activities. >> with that, half $1 million we can fund between 10 to 20 events and activations. >> robbie silver, executive director of the downtown san francisco partnership, says this proposal will bring the boost they need to turn downtown into a destination for the entire bay area, seeing 22 uh- new bars and restaurants open in the downtown, and this is significant to the financial district in san francisco. luz pena, abc seven news.

>> 19 people were honored at the white house with the presidential medal of freedom, and the bay area was well represented. it swimming star katie ledecky, who went to stanford, was one of those honored. ellen ochoa was the first latina in space, and she earned her master's and doctoral degrees at stanford before her nasa career got started. and speaker emerita nancy pelosi also was among those honored by the president. here's what he had to say about all three. >> i can't wait to welcome you back to the white house with more medals from team usa. ellen is the first hispanic woman to go to space, ushering in a whole new age of space exploration and proving what it means for every generation to dream, to reach for the stars and to get there. and i tell you what, you're getting there, kid. thank you so much. history will remember you, nancy, as the greatest speaker of the house of representatives. >> what an honor. other medal

recipients include former vice president al gore, opal lee, who helped make juneteenth a federal holiday, and actress michelle yeoh. some teens with serious medical conditions had the chance to experience all the fun and festivities of prom. the event is made possible by staff and volunteers at ucsf. benioff children's hospitals. abc7 news reporter suzanne fan has a look at the magical prom night. >> i'm very excited, actually. >> the decorations, the desserts, the dancing. oh, and don't forget all the pictures. it's all part of prom. something that so many teens look forward to and see ucsf benioff children's hospitals in san francisco and oakland have been transformed into a special place for some special teens, many of them dealing with serious medical conditions. >> i was a patient here. i was here for just over five months and was going through a lot of

as lisa has reminded us, the rain will certainly be with us today. she's tracking the timing. how's it looking? yeah. level one system is going to be widespread. >> we're going to have steady rain within the next few hours here, or i should say hour or two in san francisco. and then it's going to sweep through the rest of the bay area. so the second half of the day trending much drier in the north bay. but there will be scattered showers, even some high elevation snow there around lake county. so we'll go through it hour by hour. so you see the cold front winding up there as it's moving into northern california. but then the cold pool of air aloft is going to sweep through behind it, and that will allow for temperatures to stay in the 50s today with some gusty northwest winds. here's a look at the front well up to the north. highway 128 healdsburg windsor. highway 101. some heavier rain down through marin county, penngrove and back through the coast. here inverness and point reyes as you get towards san francisco, shifting south and east. the rain is very light, but it continues to fill in quickly, so we'll get into the

rain everywhere by about 7:00. it is in the mid to upper 50s out there, low 50s in the north bay and the progression of the rain. well, it is going to move relative quickly, but if you have any morning plans you may want to hold off until sunday. or if you're braves this afternoon when we see some sun winds gusting to 25 miles an hour up in napa, there's a look outside our exploratorium camera. rainy start, much cooler this afternoon. we've got the breezy winds, a chilly morning for sunday and monday, and then a warmer week ahead with no rain and temperatures above average for the second half of the workweek. there's a look at the winds. they'll continue to ramp up out ahead of the system. so there's the front slicing through san francisco, the east bay at about 9:00, and the gusty winds switch around to the northwest just for a moment. they're sort of calm, and then they ramp back up throughout the afternoon. here's our high resolution model. so we'll take it slow and show you that at about 730 you can see how heavy the rain is there up in the north bay. 9:00 they're still

coming down pretty good there. and then it begins to shift by about 10:00 into oakland and concord. heavier showers from the peninsula there and by noontime we're getting behind the system. but still, that steadier light rain here. look at the heavy rain at noon around the livermore valley. and by about 2:00 it is still raining. pretty good there in the south bay, but exiting the north bay with some sun. look what happens throughout the warming of the afternoon with the sun and the colder air aloft, we could see the possibility of a thunderstorm there and still some showers. to wrap up your saturday, three quarters of an inch or better should do it for the rainfall. winter storm warning through 8:00 above 5000ft until sunday morning, and that brings anywhere from 1 to 2ft of fresh powder there in the mountains. so today, three 4:00 we've got a mix of clouds and sun, some scattered showers, upper 50s to near 60, and the accuweather seven day forecast level one system. today the

snowflakes in there by later on today. live doppler seven there showing you where the heaviest rain is atop our sweep there. and then it sinks to the south there in santa rosa and the heavier rain offshore filling in towards the east bay this morning. level one system, morning downpours and then by the afternoon, spotty showers, gusty winds and isolated thunderstorm. and there's a look at the oakland airport where you notice that the tarmac is wet. it is 53, in san francisco, 55 in redwood city with 53 in santa cruz. 6/10 of an inch of rain is expected here throughout the day today. and the winds they are picking up from about 15 miles an hour to 25 miles an hour in the napa area. so there's a look at your eight 9:00 time period as the front sinks to the south. 10:00 it is pushing through the heart of the bay area. it clears the north bay first. 3:00 in the south bay, and we'll talk about totals and a nice looking sunday in a few minutes. >> lisa, thank you. new this morning. cease fire and hostage

negotiations continue in cairo today. cia director bill burns will take part in those discussions. hamas is now weighing in on a new plan proposed by egypt. the plan calls for the militant group to release as many as 3003 hostages taken from israel in exchange for a pause in fighting in gaza. hamas said it will send a delegation with a positive spirit. secretary of state antony blinken spoke about the matter, saying a deal is in hamas's hands. >> will you wait to see whether, in effect, they can take yes for an answer on the cease fire and release of hostages? uh- and the reality in this moment is the only thing standing between the people of gaza and a cease fire is hamas. >> right now, israeli forces are preparing for an apparent invasion of the southern gaza town of rafah, starting this weekend. universities are trying to balance safety with celebrations as graduations begin and these protests

continue through. schools like university of south florida held graduation yesterday with heightened security. indiana university had graduates and spectators walk through metal detectors as one university staff member boycotted the ceremony altogether. >> i've, decided that i'm not going to walk in graduation. i can't do it. i cannot be there and salute these people and pretend like they have any authority. i can't. >> colleges like usc have canceled their main graduation ceremony, but there are new plans for a trojan family graduate celebration. instead, it's expected to be held next week at the los angeles memorial coliseum. developing news now. high profile witness hope hicks gave an emotional testimony she and former president donald trump's hush money trial. the former white house communications director broke down on the stand. abc news reporter chuck sivertsen tells us what she said. >> hope hicks, once one of

donald trump's most trusted advisors, took the witness stand in his hush money criminal trial on friday. much of her testimony centering around the access hollywood tape released in october 2016, just weeks before the election where mr. trump could be heard bragging about groping women. hicks testifying that the tape left her a little stunned. she was briefly asked about stormy daniels, the adult film actress to whom prosecutors say michael cohen, trump's former lawyer, paid $130,000 in order to buy her silence ahead of the 2016 election. jurors were shown an email hicks received on november 4th, 2016 from the wall street journal as the paper was preparing to break the story that national enquirer parent company army paid off, former playboy playmate karen mcdougal. that article, also mentioning stormy daniels and claims of an affair with trump. hicks testifying that the president wanted to make sure the response to the paper denied any relationship with daniels. as the defense began

cross-examination, hicks broke down on the witness stand, the defense asking for a break. the jury then sent out of the courtroom. when she returned a brief cross-examination in following court, trump saying this about her testimony. >> i was, i was very interested in what took place today. >> testimony resumes monday morning with a new witness as trump awaits judge juan marchand's ruling on four additional alleged gag order violations after the judge found the former president guilty of nine. chuck sivertsen abc news, new york closer to home now a new ruling from the california supreme court could have a big impact on how police do their jobs. >> community groups say it's an important step to prevent overpolicing, but some police unions say it's going to make it harder for officers just to do their jobs. abc seven news reporter anser hassan explains why a new ruling by the

california supreme court may change how police interact with the public. >> i think it's a very important decision. >> and kim is the managing attorney at the san francisco public defender's office, she says with this ruling, the supreme court of california's finally recognizing instances of overpolicing, especially in communities of color for, you know, innocent behavior, just being in the a certain neighborhood and, and characterized as, criminal, the court is finding it, acknowledged that fact on thursday, the court ruled to restrict grounds under which police can stop and hold people for questioning. >> it stems from the case. the people versus marlon flores. >> the only thing he did was he was standing by a car at night. you know, in an area that the police deemed to be high crime area and would not was seeming to avoid police interaction.

santa cruz, courtesy of our camera down there at 641. new this morning, if you are thinking about buying an electric car, there might be some good news for you. the government has loosened some rules around tax credits for evs. the move could make more of those cars eligible for credits of up to $7,500. it also gives automakers more time to comply with the electric battery regulations. the biden administration is trying to get all new vehicle sales to be electric by year 2030. critics of the expansion say the rules create a loophole for china to receive u.s. taxpayer subsidies. waymo's robo taxis will soon be operating in seven cities on the peninsula. the company says in the coming weeks, driverless testing will expand to daly city, brisbane, south san francisco, colma, san bruno, millbrae and burlingame. ride hailing will only be available to waymo employees in those

cities. the california public utilities commission gave waymo the green light for the expansion back in march. an ai controlled fighter jet joined the air force, marking a huge advancement in aviation. the experimental f-16 took a historic ride, leading with intelligent software and air force secretary frank kendall right in the front seat. we tend to use ai, and we think of it like it's a thing. >> it's really software that works. it does very complicated tasks and using new technologies that involve very powerful computing and advanced mathematics to solve problems that you couldn't solve previously with computers. >> so on the back there, you can see a component that's a little bit different than what you see on most f-16s. it has there a whole series of computers that are designed to provide it, an autonomy sandbox. >> very impressive. the tech is not fully developed though, but the service is planning for an entire ai enabled fleet. more to come in the south bay, car

where the cold front is from saint helena to santa rosa. crossing highway one back westward, offshore, all the rain is filling in to the east bay. even danville getting some wet weather now and closer in you can see the light rain down through palo alto, fremont, half moon bay, and as we get into livermore, not a whole lot going on, but it's going to take throughout the afternoon for the front to clear the east bay and south bay. there's a look at all the rain offshore here. so as we head out to the oakland airport had a few light showers. it is cloudy out there right now where temperatures are in the low 50s. 52 at half moon bay, 58 in hayward, with those breezy south winds keeping it mild. 53 here in santa cruz with highs just in the mid 50s. over a half inch of rain expected at the beach, 55 by the delta and about a half inch there. we could see an inch down by ben loman. there's a look at the winds picking up from napa to santa rosa, up to 20 miles an hour, and from our exploratorium camera, a rainy start, much colder throughout the day today at chilly. start

for your sunday and monday, then we get into mild to above average readings by the second half of the upcoming workweek, so the winds out ahead of the system already picking up. there's a look at the front trying to push through san francisco. it's going to take till about 10:00 and still rain behind it. and then by the late afternoon, the north bay and the rest of the bay will be quite gusty with some scattered showers. we'll time it out for you. this is our high resolution model. so 730 look at all the yellows up to the north through 9:00. and then as we get through 10:00, still some very good downpours here, just pushing into the east bay and the peninsula by noontime term. the front is trying to push through the heart of the bay and you've got the heavy rain throughout livermore and around the peninsula into half moon bay. gilroy. it's still raining by 230. we've got sun and an unstable atmosphere for the second half of the day, with the possibility of thunderstorms. look at the cold air in place there up by lake county, but by 4:00 it's
