>> from abc news in new york. this is america. this morning. >> good thursday morning, everyone. i'm rhiannon, ally and i'm andrew dymburt. >> we begin with breaking news 911 call centers in several states reporting outages overnight. >> the cause not immediately clear, but it came on the same day the u.s. officials warned about the risk for cyber attacks . overnight, multiple police forces across four states reporting their 911 phone lines were down, including the entire state of south dakota. one county in nebraska, a police department in del rio, texas, and two departments in nevada, including the las vegas police department. >> there is no centralized 911 system in the country, so it's going to be some time before we know exactly how many systems are affected. >> even landlines were unable to dial 911 into las vegas. police they urged residents to dial 911 on a mobile device. and we will be able to see your number and

we'll call you back right away. the cause of the outage is not clear overnight, but just yesterday, an analysis from the homeland security department warned that 911 call centers have become a likely target for cyber attacks as hackers could steal personal information and police records to carry out additional crimes such as extortion and identity theft. >> immediately. when you have this type of an outage, all occurring at the same time, the first thing that law enforcement is going to start thinking about is it some sort of an attack, either a cyber attack, or could it be that some sort of fiber optic system was physically damaged? >> in some areas, people were still able to text 911, and many of the services down overnight have now been restored, but the cause of the outage is still unclear. overnight >> now to concerns about safety at boeing, the company releasing new video of testing on its 787 jets after a whistleblower on

capitol hill claimed the planes could break apart after long terme use. new video from boeing shows the so-called fatigue testing on its planes. a pendulum device banging a panel that represents the fuselage of a 787 dreamliner, which boeing says simulates what planes experience during long time use. boeing intentionally damaged the panel to see if the banging would cause the fuselage to tear. unlike previous generation planes where metal fatigue caused holes to tear, boeing says the composite material on the 787 dreamliner prevented further damage. boeing released a video yesterday after several of its employees testified on capitol hill, questioning the quality and safety of boeing planes. >> i have raised these issues over three years, i was ignored, whistleblower sam salarpur, an engineer, told lawmakers. >> manufacturing shortcuts could lead to the dreamliner breaking apart after extensive use. i have serious concerns about the safety of the 787 and 777 aircraft. sleeper also voiced

concern about another plane, the 777. he says he was dismissed by boeing officials after allegedly seeing factory workers jumping on sections of a fuselage. i literally saw people jumping on the pieces of the airplane to get them to align. during the hearing, sallyport provided no evidence to support his claims. boeing is standing behind its fleet, writing the 787 can safely operate for at least 30 years before needing expanded airframe maintenance routines, extensive and rigorous testing of the fuselage, and heavy maintenance checks of nearly 700 in-service airplanes. to date have found zero evidence of airframe fatigue, and the company says it's fully confident in the 777, which has safely flown more than 3.9 billion passengers around the world. the faa is looking into saliba's claims it signed off on previous fixes for the 787. boeing says it is cooperating with investigators. >> the speaker of the house says he's taking a stand despite threats from within his own party that could cost him his job. house speaker mike johnson

says he will call a vote on funding for the war in ukraine, saying this is not a game. abc's perry russom is here with the latest. perry. good morning. >> good morning. rihanna and house speaker mike johnson is shrugging off the challenges to his speakership, pushing forward with votes to send money to ukraine and israel. this morning, house speaker mike johnson is defying critics in his own party by pushing ahead with votes on tens of billions of dollars in foreign aid. >> to put it bluntly, i would rather send bullets to ukraine than american boys. my son is going to begin in the naval academy this fall. this is a live fire exercise for me as it is so many american families. this is not a game. it's not a joke. >> earlier this week, johnson announced plans to break up the $95 billion bill that would send money to israel, ukraine and taiwan into separate bills. conservative republicans oppose funding for ukraine, saying they want more spending on us border security. first, congresswoman marjorie taylor greene has threatened to try to remove johnson as speaker if he brings

ukraine funding up for a vote. but last night, greene said she would not start that process until after the foreign aid packages go to the house floor. because i think that bill is definitely going to tell a lot of people exactly what i have been saying. yesterday in northern ukraine, at least 17 people were killed in an airstrike, an attack officials say could have been stopped if ukraine had adequate air defenses and in the middle east, as the war in gaza continues, abc news has learned that israel, on two nights this week prepared attacks against iran but canceled those plans. sources now say an israeli strike on iran is unlikely until after the passover holiday at the end of the month, and then here in washington, those house bills on aid for israel, ukraine and taiwan are due for a vote by saturday. andrew back to you. >> all right, perry, thank you. the suspects accused of murdering two mothers from kansas are now being held without bond. the two men and two women accused of killing veronica butler and jillian kelly made their first court

appearance in oklahoma. one suspect is the grandmother of butler's children. authorities say tiffany adams led the murder plot, stemming from a custody dispute. >> she had such a beautiful relationship to her kids and her soul was so pure and she would always make jokes, she was just this amazing, amazing person. >> the suspects are due back in court next month. >> now to a major gold heist and new arrests being made. the investigation has been dubbed project 24 karat. it stems from canada. all the way to the us. one year after the largest gold heist in canada's history. police arresting multiple suspects for stealing gold and cash from toronto's airport, worth more than 61 million usd in what appears to have been an inside job. this one is a carefully planned and well-organized group of criminals, authorities say. one suspect, 25 year old darronte

king mclean, used a falsified pickup form at air canada's cargo warehouse, signed by an employee at the airport, allowing him to park his white cargo truck at a docking bay a short time later, a forklift arrived with a container of gold and foreign currency and loaded it into the rear of the suspect's truck. 6600 gold bars, along with millions in currency, were transported from the airport. months later, mclean was pulled over in pennsylvania for a traffic violation. police say they found him with 65 guns caught. >> authorized search warrant for the vehicle led to the recovery of those firearms that were allegedly destined to be smuggled into canada. >> they say that led them to the white cargo truck, 430,000, in cash, six gold bracelets and tools to melt gold. while mclean remains in u.s. custody. these five men have now been arrested by canadian authorities, including an air canada employee and a jewelry store owner, but only a fraction of the gold has

been recovered. >> we believe the gold has been melted down and reconstituted into local and possibly international markets. >> the investigation isn't over yet. arrest warrants have been issued for three more men, including a former air canada employee. >> turning to the weather now, the same storm system that spawned at least 14 confirmed tornadoes across the plains also brought strong winds and heavy rain to the midwest. damage was reported in parts of ohio, but no injuries. and today that system moves into the northeast. meanwhile, in virginia, two men barely avoided being hit by this falling tree while sitting by a fire during a recent storm. with that, let's check your thursday forecast >> good morning. we're tracking another round of strong to severe thunderstorms tied to a new storm system moving into the midwest. saint louis. evansville, indiana. paducah, kentucky. and also areas farther south like dallas, could see the risk for damaging wind and hail. there's an isolated tornado threat within this as well. even

idaho college students, according to court documents, coburg's lawyers plan to use cell phone records to show he was not at the crime scene or even in that area. the night the four students were murdered. a trial date has not yet been set. >> well, it's taken years, but the nearly 100 victims of team usa gymnastics doctor larry nassar are now close to reaching a settlement with the justice department for the fbi failing to investigate their abuse allegations for more than a year. abc's andrea fujii has more this morning. >> sources say the nearly 100 victims of former u.s. women's gymnastics team doctor larry nassar are close to settling their lawsuit against the fbi for failing to properly investigate reports of sexual abuse. >> this particular case is so egregious because if the fbi would have acted in a timely manner when they got this information, it would have stopped larry nassar, maybe over a year before he actually got caught. >> specifics of the settlement

have not been released, but if approved, the justice department could pay out approximately $100 million to the victims, among them gold medalist simone biles. >> to be clear, i blame larry nassar, and i also blame an entire system that enabled and perpetrated his abuse, biles, along with teammates aly raisman and mckayla maroney, spoke to congress in 2021 detailing nassar's abuse and their attempts to reach out to the fbi for help. >> in 2015. >> i began crying at the memory over the phone, and there was just dead silence. i was so shocked at the agents silence and disregard for my trauma. >> all we needed was one adult to do the right thing. >> the inspector general's report found fbi agents failed to act for more than 14 months, allowing nassar to abuse at least 40 more girls and women before his arrest in 2016. >> it's not your job to decide whether it should be

carolina. a group of people pulling bear cubs from a tree to take selfies with them. someone alerted state wildlife officials, who eventually confronted the people in the video. no arrests were reported. >> the mama bear wasn't around. a florida man got a serious case of sticker shock when he saw his cell phone bill. he had recently spent three weeks in europe and claims he told his carrier, t-mobile, that he'd be traveling. but when he got home, he got a bill for $143,000. >> and i start, you know, look at the bill and i'm looking at and say, excuse me, what's $143,000? are you guys crazy? >> when he complained, t-mobile blamed his use on roaming data. but after hiring an attorney and contacting our station in tampa, t-mobile finally erased the charge. >> it's probably the right thing to do there. all right, we turn now to a big decision in the world of sports, a player banned for life for gambling. this morning, a casualty of the increasingly close ties between the gambling world and pro sports. for the first time in

more than 60 years, the nba banning a player for gambling the league, saying toronto raptors player jontay porter bet more than $50,000 on games and influenced games to benefit gamblers he knew personally. >> the league's investigation found everything from limiting his own participation in games, sharing confidential information with known bettors and betting on as many as 13 nba games himself. the investigation revealing porter left the game after just three minutes last month, claiming he was ill to benefit people who had gambled that he'd have only limited playing time that night. >> the nba says one gambler associated with porter had placed an $80,000 bet on him, underperforming, and stood to make more than $1 million. >> there is nothing more serious when it comes to, you know, gambling, embedding on our games, and that is a direct player involvement. it's cardinal sin, the commissioner saying. >> while legal sports betting creates transparency that helps identify suspicious or abnormal activity, this matter also
