those low 60s that arrive later on. right now, anywhere from 2 to 4 degrees, a little milder, cooler. at the coast, there's a look from our emeryville camera. and as we go through the morning hours, 50s by noontime, mostly sunny, mid and upper 50s, there could be a few isolated showers over the higher elevations, but we'll see those mid 60s arrive in our inland valleys today. then we'll talk about the warm up coming up stephanie. >> all right lisa, thank you. one person was struck and killed by a caltrain in san carlos overnight. the san mateo county transit district says the person trespassed onto the tracks when the collision happened. they collided with one of caltrain's electric trains that was undergoing a test on caltrain property. officials say it's too early to determine the cause of the collision. we'll stay posted on that developing news now. the search for two young children continues. chp is asking for your help in finding four year old david wu and nine year-old daniel wu. investigators believe the boys were taken by taylor wu, who is on the right of your

screen. the photos were released in an endangered missing persons alert, a connection between the boys and the woman has not been confirmed by police. the children were last seen in mountain view, near montecito avenue and san pierre way early yesterday morning, right around 1:30 a.m. taylor wu was driving a blue 2018 ford escape with a missouri license plate reading vb 9v1w the city of richmond is looking to crack down on smoke shops, saying many are operating illegally. elected leaders also say there's too many smoke shops scattered around the city. abc seven news reporter anser hassan talks to critics who say cutting off businesses won't solve the problem. >> richmond's mayor says his city has the potential to become the east bay smoke shop capital, with 78 licensed tobacco retailers. >> that's too many, that is, too many smoke shops. >> muriel cromwell, a lifelong richmond resident, is a smoker

who was parked outside of a smoke shop. but even she thinks the city can cut back. >> it would be a good idea because why would we have all these smoke shops? that's just making it, making people want to smoke and creating bad habits, to be honest. >> according to statistics provided by the city, there are more than two places to buy tobacco per square mile. in richmond, mayor eduardo martinez is proposing a 45 day moratorium on new permits and licenses. >> we need the moratorium so that we have the space and the time to look at all of the regulations, all of the rules that we have. >> this would impact smoke shops, lounges and tobacco retailers with provisions to extend the moratorium for up to almost two years. >> nothing is ever quite the way it seems in richmond. >> tom butt is the former mayor of richmond. he served 28 years on city council. he says the problem isn't the proliferation of smoke shops. it's regulation on. >> some of them are unlicensed,

unregistered uh. some of them are illegal. so the problem is not one of needing new legislation and needing moratoriums. the problem is getting the city council to fund the police department so they can start the regulatory unit back up again in richmond, it's the police who license and regulate tobacco budget cuts. >> the police department meant cuts to the regulatory unit. in documents prepared for the previous city council meeting, the city admits to being behind on compliance. >> you know, sometimes these regulatory actions involve uh. you know, they involve arrests and that kind of thing. so you need somebody who has the authority to do that and the experience doing it. so the police department is a good place for it to reside. >> the mayor's office did not respond to requests for comment, but butt believes more inspections of shops could lead to shops immediately being shut down, which would bring down the overall number. city council is expected to vote on the

ordinance on april 16th in richmond, anser hassan. abc seven news. >> californians are getting better protections from hefty rent hikes. a new rule passed this week prevents landlords from raising rent by more than 10% in new low income housing. it's not mandatory for buildings that already exist or projects currently under construction. most existing low income units in the state will likely follow the rule anyway to get new tax credits on renovations or to sell property later. right now, a stretch of highway one in capitola is closed because of construction. caltrans crews are demolishing the capitola bridge over crossing. the portion of the highway, which is a little more than a mile is closed until seven tonight. caltrans is telling people to take 101 to avoid this closure. in the north bay, a high speed chase turned into a hazmat threat. police say a driver tried to get away from officers hit nearly 110 miles an hour, right on highway 101, in

santa rosa. the driver tried to exit onto petaluma boulevard but could not make the turn. the electric car crashed over the barrier and landed in the marsh. that sent chunks of car battery on fire and onto the road. >> this is not something we normally deal with. this is probably the first crash that i came out to where there was batteries in the road on fire, and so it's going to be an evolving thing, training, i guess, and evolving as we go and learning more about these vehicles. >> chp says the car was so hot, officers couldn't move the crashed vehicle. they had to call in a hazmat crew to handle the battery fires. we're learning more about waymo's presence here in san francisco. the robotaxi company is telling state regulators ridership is going up. that's according to the san francisco chronicle. waymo says its cars carried 316,000 passengers in the last

quarter. that's about 3500 people a day. waymo reportedly covered about 1.4 million miles with driverless cars. that's a 42% increase in ridership from the quarter before the company reports its robo taxis got into 14 crashes. two of them involved minor injuries. now to your voice. your vote. san francisco supervisor aaron peskin officially kicked off his mayoral campaign in an already competitive race. no mayo mayor eric, you hear him there. the board president addressed a large crowd in portsmouth square in chinatown. he's running against incumbent mayor london breed supervisor asha sapphire. levi strauss heir daniel lurie, and former interim mayor mark farrell. peskin appears encouraged by recent support. >> there's 213 days between now and the election, and i'm going to walk every corner, every neighborhood of this city and listen to voters and talk about

too dark to see the sea lions there, but i see i think i see a few of them there. it's 511. a new poll gives some bad news for the billionaires behind the plan to build a new city near fairfield. out of 400 solano county residents surveyed, about 70% said they would not back the california forever project. the plan includes building a community with homes for 400,000 people, a group against the development says the poll reflects public mistrust of the builders. it needs voter approval before moving forward. california forever proponents say people haven't heard enough about the project. the california legislature is the first in the country to seriously consider reparations for the legacy of slavery, and decades of policies that excluded and harmed black californians. one of the bills

eclipse where his family lives. my husband's family. >> the couple wants their three year old daughter to have what's expected to be one of the best views. >> i think i just want her to be excited about the world that we live in and aware that there's something kind of beyond the sky that we see. >> yeah, that's right, tara campbell, abc seven news. >> so much excitement. if you can't watch the eclipse in person. abc seven bay area is your home for coverage. we will be bringing you all that excitement from across the country starting at 11:00 tomorrow. so california is set for super blooms this spring. and experts say the forecast is shaping up for a bright burst of color across the state, all because of those rainfall patterns, temperatures, and soil conditions have been playing a role in what's expected to be a vibrant spring. >> i think in general, we've had a very mild year and mild is good. so one of the biggest kickers for super blooms is when we have early heat waves. that tends to burn out those young little seedlings. so when we

really haven't had that this year, which is fantastic. so that consistently cool temperature fairly steady rainfall at good frequencies has really set us up to have a pretty good super bloom across the state. >> southern california will have more dazzling blooms. less rain means there's not as much non-native grass competing with the wildflowers. we'll still be seeing big blooms, though, of course, up north along steep soils and steep slopes, that is, and thin soil. and there are some beautiful areas that really stand out here in the bay area. lisa, i remember the drive up to napa last year after all those atmospheric rivers we had. you just saw all the green. yeah. just gorgeous. yes. >> in your yards as well. are you seeing them? all the blooms and the pollen and the spores that are to come. yes. in the week ahead for sure. as we get into those 70s and 80s, it's not going to last all week long. so if you are a fan of the warmth, make sure you head out and there will be at least four days where

we're going to see temperatures climbing at average, near average, and then well above average. there's live doppler seven. we still have a little bit of a system that may want to visit us later on today, with some higher cloud tops over the upper elevations, but overall, we'll get into a sunny pattern. right now it is pretty chilly out there once again. 38 in livermore, 37 in danville with 43 in oakland, 44 on the peninsula, san mateo with 41. in sonoma. so our headlines, mostly sunny and milder today. by tomorrow we get into that much warmer pattern, northerly winds taking over and we could see a jump as much as 8 to 10 degrees in some areas. and then by wednesday and thursday, there's your major warm-up. here's a look at the next several hours, and you'll notice that start out sunny. and then by the middle of the day here towards the afternoon, some of those clouds begin to increase in the higher elevations. could see an isolated thunderstorm, or i should say a shower. and that would only bring maybe 1/100 of

any sort of precip. but the winds are going to be kicking up throughout the day, so that will keep the temperatures from the 50s to the low 60s. so we'll see those mid 50s right here along the coast. and notice those winds over 20 miles an hour san francisco. so certainly feeling like a typical san francisco day into wednesday. this is where we'll see that 70 degree reading in san francisco, 80 out towards the delta and our inland valleys, and even along the shoreline here, upper 60s to near 70. thursday. it's another day of very warm weather. in fact, peak heat either wednesday or thursday, depending on where you live, those mid 70s. oakland 79 and sonoma. and then we get the cooldown as we get into friday and saturday. sale dramatic drop here. anywhere from about 15 degrees drop off in this will take us into saturday. some forecast models want to bring in a little bit of rain into early next week, so we'll see how that plays out. 62 today in oakland, 63 in san

but what if i told you that san francisco's train control system is running off a floppy disk? >> wow. i mean, we i thought we were moving on to ai, right? so why are we doing floppy disk? >> great question. turns out that in 1998, sfmta had the latest cutting edge technology when they installed their automatic train control system from an era where computers did not have hard drives and so you had to load the software on from floppy disks onto the computer. it's been 26 years, and every morning sfmta staff still relies on floppy disks to tell the trains how to operate. >> it's as if you lose your memory overnight, and every morning somebody has to tell you, hey, this is who you are and what your purpose is and what you have to do. >> today we went underground where sfmta's train control project, public information officer gave us a tour of their system. so what's the role that

floppy disk is playing right now? >> floppy disk is one component of one system. the system that automatically controls our trains inside the subway. >> as if mta train control system relies every morning on 3.5in floppy disks like this one. how dire is it to actually change the system to upgrade it from a floppy disk to a wireless system? >> so it's a question of risk. the system is currently working just fine, but we know with each increasing year the risk of data degradation on the floppy disks increases and that at some point there will be a catastrophic failure. >> this system was designed to last 20 to 25 years. sfmta's executive director jeffrey tumlin said upgrading the system will take years, so the detailed project schedule will be finalized once we have a contractor on board, upgrading the system will improve reliability, something the team in the control room is tracking

good morning everybody. we're starting this half hour with a look at the weather. lisa is here. and we were just talking about how it's chilly out there. >> yeah it gets breezy in the afternoon. if you're by one of those areas that you get that sea breeze, you'll notice that again today. and the current numbers are chilly. look at that. 38 in livermore, 37 in danville. so with partly cloudy to clear conditions in the calm winds, we've got 42 in palo alto and up in the north bay. it's cold with 39 vallejo and 34 calistoga. upper 30s novato. so compared to yesterday, it doesn't seem as cold except along the coast, but it certainly feels cool out there. so with that, clear sky, temperatures will stay in the 40s the next few hours. and as we get through the afternoon, you see that green show up the upper elevations. some of those clouds again, and possibly an isolated shower. but we'll manage some low 60s inland. and then a big jump for your monday. we'll have it all for you. that

big warm up in a few minutes, lisa. >> thank you. today marks six months since hamas launched a surprise terrorist attack in southern israel, and israel declared war against hamas. more than a million palestinian civilians left to the city of rafah, where there is now a severe humanitarian crisis. un facilities report an average of 850 people sharing each toilet, and 3600 people sharing each shower unit. in rafah, the evacuees are collecting tents, tarps and blankets to build their own temporary shelters. this morning, cease fire talks continue in egypt. cia director william burns, israeli intelligence chiefs and hamas officials are expected to all attend. for months, hamas and israel have been trying to agree on terms for a hostage release in exchange for a cease fire in gaza. hamas is asking israel to release palestinian prisoners and allow more aid into gaza. today, israel is expected to reopen a northern border crossing to allow aid trucks to

cross. coming up on abc's this week, we hear from world central kitchen founder chef jose andres following the deadly airstrike that killed seven aid workers with his organization. the question now is how will joe biden, the president, respond? you can watch the full interview on this week at eight this morning right here on abc seven. this morning, russia declared a federal emergency after floods forced thousands of people to evacuate. it happened after a dam broke on friday in the orenburg area. the surge of water destroyed a total of 6300 homes, and officials have now launched a criminal investigation into how the dam was built. back here at home, telephone captioning services enable millions of hearing impaired people to talk by phone, but they can also be a direct line for phone scammers. and as a bay area family found out, captioning operators are required by law to type out

every single word a caller says, even if it's a scammer swindling someone with disabilities. >> without captel, she never would have been able to hear the caller. she never would have understood them and she never would have been scammed. >> donna badgett is still trying to understand why a telephone captioning service meant to help her mom also helped somebody scam her. >> i mean, i feel horrible because her hearing has been bad, so i bought it for her for a christmas gift, thinking i was doing her a favor. >> her 83 year old mother, judith, got the call one morning on her cell phone. her grandson was in jail. was she posting bail? judith had heard about grandma's scams, but words on the screen made it seem real. >> she wouldn't have been frauded without it. >> the caller claimed to be a lawyer trying to get dui charges reduced. the captel operator silently typed every word the scammer said, if you can post bail quickly, i can make sure it's a misdemeanor and not a felony. >> but you need to act quickly. can you get to your money today?

what bank do you go to? he looked it up and he's like, oh, they open at 10:00. >> judith asked about her grandson. the operator typed the reply. he's a bit embarrassed and wants to keep this between you guys. he did suffer minor injuries. the airbag broke his nose. they gave him five stitches. the captel operator typed out every word of the scammers instructions. >> are you back from the bank? did you get the cash? did you get the envelopes? >> the scammer said, get a nine by 12 manila envelope. you're going to put the envelope from the bank in the middle of two magazines, and then you're going to place it in the manila envelope like you're making a sandwich. a courier would pick up the money and quote, the driver doesn't know anything about the case. he's like an uber driver. leave me on the line and head outside. ask his name. give him the package. >> my mom put the phone down, went outside, delivered the money, and then he called back like an hour and a half later. oh, i have bad news. the woman that was in the car with him was pregnant. she lost the baby.

>> the scammer wanted more money from judith, supposedly for the woman's medical expenses. >> you need to go get more envelopes. go back to the bank, get the cash after the fact. >> the family got the call log and could see every word the scammer said. >> i read a couple the first time. i mean, it's just so disheartening. >> donna was furious. the cattle operators did not try to stop the scam, and she says effectively assisted in a crime. i mean, they are transcribing fraudulent calls. >> they enabled her to get scammed, but the cattle company hamilton relay services says federal law makes it illegal for transcribers to intervene in any call. >> even if it's a scam. the operators must serve as, quote, invisible conduits without censoring, altering or interfering in any way with personal and private communications. fcc rules and the americans with disabilities act require that captioning services provide the same rights of privacy afforded to hearing phone users who expect no one is listening in on their calls.

million people and more than a dozen states are under weather alerts this weekend, and depending on where you are, the weather could affect your view of the solar eclipse news reporter chuck sivertsen. the. have an impact on viewing tomorrow's eclipse. >> i have been looking forward to this for months. i am eclipse chaser. >> the path of totality will span the united states from texas all the way to maine. favorable viewing conditions are forecast from niagara falls, new york into northern new england. businesses in niagara falls say they're getting calls from people all over the country, wherever they were planning to go for totality. >> now the weather isn't looking that great and our weather is looking a little bit better.

livermore is at 38 and 47 in san francisco. so, so awfully cold out there. no frost advisory. mostly sunny today. some clouds around the afternoon and then tomorrow into tuesday. i should say we're looking at much warmer conditions. in fact, close to 70 downtown. and then wednesday and thursday, our warmest days of the week, where we'll see that major warm up 10 to 15 degrees warmer than average and some 80 arriving even into wednesday. but temperatures are really going to drop off by the end of the workweek. so you can see the path of totality for the eclipse tomorrow, and we're going to hopefully get a little sunshine. looked pretty cloudy for dallas now, looking partly cloudy all the way through kentucky and cleveland. you notice the clouds from buffalo to indianapolis, but as you get through vermont it should be pretty good. even boston looking at a nice view there and back home with the clear sky. we will definitely see that and have good viewing with no clouds in the forecast.

but as for today, those cumulus clouds developing a little bit and you could see by the afternoon maybe an isolated shower here or there, but otherwise we'll be dry. some of this not even reaching the ground. the sea breeze will kick up throughout the afternoon, so you'll notice that breeze anywhere from 15 to 20 miles an hour. and then along the coast here, look at the winds over 30 miles an hour. so certainly that sea breeze allowing for that cool afternoon at the shoreline, mid 50s half moon bay. here's a look at the next five days in san jose. should be about 68. and then look at that bump up on monday 7278 for tuesday and the 80s arriving wednesday thursday. but of course not going to last friday and saturday. a weak weather system wants to come in and bring the temperatures way down. and if we look out into the next week or so until, say, about the 15th of april, this forecast model wants to bring in just a couple more drops of rain. so we might not be done yet with the shower activity or even maybe a few snowflakes. but as for today, another cool one.
