sfo, where he spoke with travelers arriving from taiwan and has a look at how the disaster is resonating here in the bay area. tim >> yeah. larry. kristin. there were two flights that left sfo this afternoon heading over to taiwan, one on united and another on taiwanese based eva airways. we did speak to some of those passengers on that eva flight. they tell us ahead of their journey, they're still a little bit worried. >> less than a day after the largest earthquake to hit taiwan in 25 years, passengers at sfo traveling to taipei on wednesday told us they were a little nervous there is some concern, you know, i'm with my family and uh- earthquake is no joke. >> i were concerned about, you know, i might get stuck somewhere or or they stop the plane here. >> the massive quake hit the island nation in the early hours of wednesday morning. taiwan time. the impacts collapsing buildings and causing landslides

as the island recovers. scott lai, the director general of the taipei economic and cultural office in san francisco, says his government wants to assure everyone heading to taiwan that things are under control. >> taiwan continues to provide travelers a safe environment with facilities that are ready and secure. >> the impact of the earthquake has been felt far beyond east asia. marie chong is a city council member in hillsboro. she says many in the taiwanese american community here in the bay area are keen to help family and friends back at home, as time goes on, we will be receiving more reports regarding the damage in taiwan and then to see where the needs are, one of the organizations helping is the buddhist twosie foundation, a taiwanese nonprofit with local branches in california, their offices ceo telling us they're already collecting donations as their volunteers help those most in need on the ground in taiwan. >> an earthquake. this kind of scale mental health trauma is so

critical. so they need to have somebody to hold on to talk to because with powerful aftershocks expected for days to come, director general lai says his people appreciate the connection and friendship between taiwan and the bay area. >> taipei and cisco are sister cities. for a long time, and we do have very good connections with uh- san francisco. >> now, another thing we heard over and over again today was obviously that we here in california are no stranger to earthquakes ourselves. folks telling us that this incident in taiwan is, of course, a good reminder for us at home to be prepared. larry. christine. >> so, tim, first of all, the sight of the buildings on their side is just surreal, almost. but you talked about aftershocks and the potential going forward, given the magnitude of the quake that they've already experienced . is there any way to know how large the aftershocks may be? >> so there have already been

hundreds of them, and people are definitely staying prepared for even more. we're hearing reports of some of them as strong as magnitude 6.5. >> all right, tim, thank you so much. >> and earlier today at 3 p.m. on getting answers, i spoke with the san mateo county man who's currently in taiwan, vacationing with his family. he was in a high rise building when the shaking started. >> it started with a big jolt. it was rolling. i had me, my two boys in the room. we're we're up here on the 15th floor, over in bargetto. it just kept going and it was just swaying back and forth for what seemed like forever. we were touring two days ago, on the coast of that, that east coast and, looking at all the scenery. and there is literally that one road that goes from taipei all the way down to hualien with what's going on right now. i hear the roads are closed now, same roads we traveled. >> yeah. taipei's fire agency

says there are several dozen people likely trapped in collapsed or blocked highway tunnels. stay with abc seven news for updates on the earthquake in taiwan. and remember, you can get breaking news alerts as they happen by downloading the abc seven news app. >> all right, focusing now on the bay area and our weather forecast. big change out there coming as we give you a live look here. >> you can feel it. all right. so much cooler. and then soon it's going to get pretty wet. >> this feels like groundhog's day. spencer christian we keep talking about well, it was sunny for a couple of days and the rain is returning. >> it's back. it's back with a vengeance. let's take a look at our satellite radar composite image. you can see this cold front digging southward right into the bay area and bringing with it a sharp drop in temperatures and strong, gusty wind. right now, the wind gusts, especially near the coast and bay, are ranging from 25 to 30mph. so we got the windy conditions along with the storm. with the approaching storm and a sharp drop in temperatures, 24 hour temperature change indicates most bay area locations about 8 to 12 degrees cooler than at this time

yesterday, 23 degrees cooler right now in ukiah than at this time yesterday. so let's take a look at the exclusive abc seven storm impact scale for tomorrow and friday. this is a level one storm bringing cold showers snow over our highest peaks and a chance of thunder and hail. we've got the mixed bag of weather coming our way, so the forecast animation starting at midnight shows the arrival of light. scattered showers before the morning commute begins tomorrow. but steadier, more widespread and heavier rain arriving during the mid-morning hours and swinging eastward, bringing not only rain and rain into the bay area, but snow to our higher peaks and of course, snow over in the sierra. that will be followed by more showers and more periods of rain late tomorrow and into friday as well, so we won't see the end of the storm until late friday. on we go to rainfall totals. we estimate that most locations in the bay area will get about a quarter of an inch to three quarters of an inch of rain between now and about 11:00 friday night, and we expect the snow to be at about the one inch level for most of the higher elevations of the bay area that

receive any snow at all. but some locations in the highest peaks will get up to four inches or more right here in the bay area. and speaking of snow in the sierra, a winter weather advisory will be in effect from 11:00 tonight to 11:00 friday. we're talking about 6 to 12in of snow, generally 18 to 24in the highest peaks. wind gusts 45 to 50mph. and how does this winter like weather here in the bay area, affect the giants home opener at oracle park on friday against the padres? well, at 1:35 p.m. when the game is getting underway, there's a chance of showers at that time with a temperature of 52 degrees. as we get later into the afternoon, later into the game, the temperatures will rise up to 54 degrees and the showers will start to taper off. we hope. >> larry, welcome to winter in april. thank you. spencer. baseball weather? yeah. baseball weather if you're if you live in minnesota. uh- developing story. expected rain will halt. caltrans led convoys across a crumbled portion of highway one near big sur in monterey county. there's concern rain could cause more slip outs on that iconic coastal road. abc seven news

reporter zach fuentes details the growing impact of this landslide. >> big sur roads that normally see a steady stream of traffic are now empty, all because of this collapse on highway one just south of the rocky creek bridge. saturday it led to many tourists being stranded overnight. eventually being let out by convoys. since then, locals have been relying on those convoys two times a day to get in and out. but now even that lifeline will be severed. >> there will not be convoys the next two days due to the weather, because of the weather and halted convoys. >> the monterey county sheriff's office has issued an evacuation warning for areas of the big sur community south of the slip out and impact not just to residents but also businesses. >> if we're only looking at a two day suspension, basic residential life is fairly it's inconvenient, but it's pretty manageable for most residents. >> the bulk of the long time impacts, according to the big sur chamber of commerce, will be to businesses and their workforce. >> probably 75 to 80% of our workforce is going to be on very

reduced, if not eliminated hours. and the economic damages will are likely to be in excess of $1 million a day with each and every day that this closure continues. >> in a briefing wednesday, caltrans said it's likely that the slip out was caused by saturated ground from recent storms. they've been able to add some width to the unaffected northbound lane, but right now, there's still no official timeline on repairs. caltrans said they're working on managing the risk, while also working on a temporary and long tum stabilization of the area. as for work to prevent future similar issues along highway one, caltrans said all they can do is keep a close eye on the road, respond to events as they happen. >> so we're not, necessarily going out and looking to fortify the entire stretch of the, big sur coast. >> though grateful for the repair efforts the business community is entering, what is normally a busy season, holding on tightly to any hope that they can start welcoming visitors again soon. >> it's just absolutely essential that that single lane be made open to the public at

the earliest opportunity, so the businesses can reopen and employees can be back at work. >> zach fuentes, abc seven news well, i'm not running yet, but i'm getting very close to running, we're a few days away from actually starting a campaign. >> all right. very close. that's what san francisco board of supervisors president aaron peskin told us about an hour ago. peskin confirmed to abc seven that he will formally launch his campaign for mayor this weekend. an event is planned for portsmouth square for saturday. peskin is considered the leading progressive candidate. peskin says he will take a more progressive approach to the city's problems than what his opponents are proposing. >> right now, san francisco and many of its elected officials, and many of the people who are running for office are busy beating up on this city, blaming other people rather than taking responsibility and being accountable. >> peskin has been a supervisor on and off for 24 years. recently, he led a veto override of a proposal by mayor london

breed to build higher density units in some neighborhoods, which probably led to some of the pointed reaction we saw today from the mayor's office to the word that peskin is likely to run against her. yeah, we get the low down on that now. and what this means for the race from abc7 news insider phil matier, i guess before we can have this conversation about what's going on, we should show people the whole statement because the tone is a little surprising, right? here we go. a quote aaron peskin is synonymous with intimidation, obstruction and dysfunction. literally, the triple crown of moving san francisco backwards. he is the person most responsible for creating a city of haves and have nots. by limiting the amount of housing that gets built and freezing out young people from owning a home. >> he's also a hypocrite, masquerades as a progressive while owning hundreds of thousands of dollars in amazon, cvs and bank of america stock and owning millions of dollars of property across town. if you could go into a laboratory and

construct an individual designed to single handedly destroy all progress in san francisco. again, this is all from mayor breed. peskin would be it. he is the terminator for aaron. >> you have to say this because i want to hear you say that phrase. >> well, the terminator. >> no, no, no, this part coming up. >> oh, aaron peskin occupying the mayor's office would mean. hasta la vista, baby. okay, for our local economy, our housing, and our our city's future. this is quite a colorful statement here, actually. >> yeah, it is. >> it. >> how did this happen? because you look at that and you go, whoa, bad blood. which, of course it wasn't the case, but what's going on? >> i'll tell you, i mean, okay. likening aaron peskin to the terminator to the terminator, obviously not a lot of love loss here. i think she would have been better off for her campaign, likening him to darth vader as opposed to the terminator, because the last time i looked, the terminator wound up being elected governor of california, arnold schwarzenegger. he did pretty well with that image. but this signals the beginning of the

real mayor's race. and in san francisco politics, mayoral races wind up being like wwf wrestling matches. and so this is the beginning of that where we're seeing the white gloves come off and the fighting federation gloves go on, and it's going to be a slugfest over public safety, housing, the economy. and a lot of it's going to be about personalities, not just the mayors but the aaron peskin. plus former interim mayor mark farrell, philanthropist dan lurie and supervisor asha safai. they all get ready because this is going to be a knockdown drag out. >> it sounds like a free for all waiting to happen here, and more may jump in. >> i mean, they have until june and we're hearing other names too. so. >> so yes, there may be more that jumps in every this is this is some people feel like smell blood in the water. it's going to be an anti breed campaign. you're going to have a lot of these different people running against her. the real question is when does the fight start breaking out between the other two? now aaron peskin has long been a thorn in the side of

mayors going back to willie brown. and he represents that 30 to 35% of the voters that backed chesa boudin for district attorney. he got recalled. he's also was opposed to the measures that breed put on the ballot about giving police more power and for drug screening for welfare recipients. so he's on that 35 compared to the 65 that go the other way. it will be an interesting race. they have a voice. >> interesting. his district includes chinatown. right. and but some of the things that you're talking about, his viewpoints, do they necessarily align with what that constituency wants? and of course, breed and everybody else is fighting hard for a very good point. >> it remains to be seen. he is very his area is in chinatown. he feels he has a strong pull with the chinese american community that goes back for years. and he's. but you're absolutely right. he is at odds with the more conservative and moderate feelings of that constituency. but we're going to see how it goes. but this does guarantee there will be an open, lively and possibly black and blue debate going forward.

>> lively for sure. all right. thank you phil i'll be back. yes you will. >> yes. >> you will get to the choppa. all right. >> well, new details and other news involving a san francisco city commissioner accused of sexual assault. the district attorney's office had charges dropped against william palmer. the office says new information, questions the credibility of the alleged victim, who says she was raped. palmer has maintained his innocence. he sits in the sheriff's department oversight board and the da's sentencing commission. his seat on the oversight board is reserved for someone who's been through the criminal justice system. >> all right. coming up on abc seven news at four, nurses on both sides of the bay take on labor issues that they say are impacting the quality

it's day two of a three day nurses strike in santa clara county. wages and the ability to assign nurses to different hospitals are the main sticking points. the strike affects more than 3500 nurses working in county clinics, santa clara valley medical center, saint louise and o'connor hospitals. the county says nurses have gotten a 30 to 42% pay increase over the past four years, and they're offering 13% now. average pay, they claim for nurses is $259,000 a year, including overtime. nurses will

return to work on friday. meanwhile, san francisco is facing its own labor problems with nurses today. hundreds held a rally outside of san francisco general hospital complaining of a staffing shortage, which got worse when many nurses left during the pandemic. the union says nurses cannot provide adequate care. >> you can't give good care. you can't prevent people from falling. you can't give people their pain meds on time. you cannot prevent bed sores if you don't have the help. >> the nurses want the city to hire more full time positions, the public health department says. it's added 135 new nursing positions in the past five years, projected to hire another 150 nurses by the end of the fiscal year. >> happening right now, the oakland city planning commission is meeting to review plans for a huge redevelopment project at the lake merritt bart station. the project would build residential towers with senior and affordable housing and market rate apartments at the site of the current bart parking lot. take note reserved parking

at lake merritt bart will disappear starting june 1st so that construction can begin this summer. the city of san francisco officially kicked off earth month today. mayor london breed hosted a celebration at city hall, joined by civic, environmental and community leaders. breed, called san francisco, an environmental leader and urged the city to take the step of getting rid of single use items. >> you ever order food? and they put all these forks and a whole bunch of ketchup that you don't even use in your bag, and you put them in a big old pile and you still never use them. well, we got to change that because we got to deal with the challenges around waste. >> the city's next big environmental event is climate action week, which runs april 21st to the 27th. the event includes a host of what organizers call multidisciplinary events, where participants can connect, exchange ideas and foster climate solutions. >> this will turn into an active climate week for us. oh yeah.

>> yes! oh yeah. oh, tomorrow. >> very active. spencer. >> oh, we've got a lot going on. at least a lot coming our way. it's already underway. let's take a look at our live doppler seven. you can see that conditions are calm relatively speaking, at the moment, but it's going to get pretty active overnight on the satellite radar composite image. you see that cold front that's digging southward, swinging through the bay area, bringing us rain and wind and snow over our higher peaks and hail. right now we've got gusts near the coast and the bay between 25 and 30mph, and it's going to remain gusty for a while. and it's much cooler right now than at this time yesterday. generally about 9 to 12 degrees cooler and 23 degrees cooler up north at ukiah. here's the view from emeryville. looking at the clouds rolling onshore right now 55 degrees. here in san francisco, we have upper 50s at oakland and hayward, 65 at san jose. our warm spot, obviously, and mid 50s at san jose, at san mateo, and at half moon bay, clouds are beginning to get a little bit thicker and lower over the golden gate. right now. we had lots of blue there just a few minutes ago. it is 66 degrees in santa rosa. petaluma in the

north bay is our cool spot with 57 degrees 62 in napa and mid 60s at fairfield, concord and livermore. let's check out our forecast headlines. so for the next two days, we expect this cold storm to be with us. it's beginning to arrive now. tomorrow we can expect mixed precipitation meaning rain of course, snow over our higher peaks, maybe even some hail mixed in and a chance of a thunderstorm friday. still chilly, cold showers will linger through much of the day on friday, so we don't expect things to moderate temperature wise or spring field wise until after the weekend. the approaching storm is a level one storm on the exclusive abc seven storm impact scale for tomorrow and friday. cold showers, snow over the higher peaks and of course, chance of thunder and hail. this is the forecast animation starting at midnight tonight. notice how we'll have some scattered showers moving through the area just before the morning commute begins. so between about two and 4 a.m. and then after that we get a line of steadier, heavier showers, some downpours mixed in there, some snow over our higher elevations,

and that system will swing out to the sierra and produce snowfall out there. and once the main body of that rain pushes through late tomorrow, it'll still be followed by some other showers and periods of rain through tomorrow. through tomorrow night and through much of the day on friday. so it's basically a two day storm for the bay area. we expect rainfall totals by 11:00 friday night to range generally from a quarter of an inch to three quarters of an inch. some locations, like parts of the santa cruz mountains, will get even more. and i mentioned snow. look at the legend here. you can see the areas in white, about one inch of snow and some of the higher bay area elevations 2 to 4in in some of the highest elevations, maybe even more than that. and how does this affect the giants home opener friday at oracle park against the san diego padres game time 135. still a chance of showers. it will be chilly, about 52 degrees, and it won't warm up more than about two degrees going into the late afternoon hours. it will be breezy and chilly over the sierra. winter weather advisory in effect from 11:00 tonight to 11:00 friday. we expect 6 to 12in of snow there around lake

see fireworks on the 4th of july. and that's because the city of livermore has canceled its annual display. abc seven news reporter leslie brinkly has the latest on a tough decision made by city leaders. >> livermore has recently become a popular place to go for july 4th fireworks as other east bay communities canceled their shows , they moved the event out of downtown and out to roberts park last year to better accommodate the growing crowds. >> i think it ultimately came down to the event kind of

outgrowing the infrastructure and the resources that came down to kind of too much, not enough parking. roads were jammed. >> other communities like napa and richmond want to move away from traditional fireworks for safety and sustainability reasons. instead looking into hosting patriotic drone shows for july fourth in livermore. it's more about the safety of local residents. >> over 60% of the over 12,000 people who attended the event were not from livermore. >> livermore police chief and the city manager issued an online statement last week explaining why they are canceling the july 4th fireworks show going forward. >> in the last year at least, it's been the only local place that has fireworks shows officially, and because of that, it became a really big safety issue. multiple hours to get out of the venue. no way for emergency vehicles to get into the venue. >> the city has yet to announce a reimagined 4th of july celebration, something they're thinking of doing as a daytime event at livermore airport. but

that's raised other concerns. >> i think you're probably going have increased people using illegal fireworks at home because they want to give their kids or their family an opportunity to see fireworks. to celebrate 4th of july, livermore was the last community in alameda county to stage fireworks. >> now that they're canceled, locals say while they're disappointed, they understand why in livermore, i'm leslie brinkley, abc seven news. >> there is an added challenge now when it comes to getting financial aid for college. it can cost up to $100,000 a year to pay for tuition, housing, meals and other expenses at some private colleges and universities. this year, technical glitches with the fafsa form have left millions of students waiting to hear how much aid they will be receiving. the fafsa form was not available in october as promised. >> instead, end of december and at the end of december, it didn't work particularly well. there were a number of
