areas shaded in tan. we'll keep this through tomorrow. so that means today is just a windy day around the entire region. you can see the tam cam shaking a bit with those winds, but it's a bright day. expect a lot of sunshine today and it's also mild. we'll get those temperatures above average with those winds by 4 p.m. those numbers in the mid 60s to the low 70s for daytime highs. that's a look at your forecast. let's see how the commute is going with gloria. good morning. >> good morning. well unfortunately it's been very busy this morning. we have two sig alerts that we're tracking right now. this one is in daly city. we just got this video into our newsroom. this is a deadly crash on i-280 near daly city. you could see a lot of police activity right there. this is causing some major delays. three lanes are blocked. and this is on northbound 280 before john daly boulevard. so we have a map that we want to show you of the location of where this is going on. so again i-280 before john daly boulevard you could see the map right here. and this is causing some

backups for quite some time. so we'll continue tracking this for you throughout the morning. we also have another sig alert. this one is in altamont and this is on westbound 580. after grant line road. one lane is currently blocked. there's an overturned big rig here and the speeds are down to seven miles per hour. so we'll keep updating you on these sig alerts throughout the morning guys gloria thank you. >> happening today self-driving taxi service waymo will start operating rides in los angeles. it's the first time the autonomous car company has expanded its service outside of san francisco. so the cars have to remain off the freeway as they operate. the company does plan to expand to san mateo county, but a county supervisor is asking for that to be put on hold. abc seven news reporter ryan curry is live in the studio, with the details of that request. >> brad. reggie. good morning, supervisor david canepa and the rest of the board will have will have now filed an appeal with the cpuc to delay waymo from hitting the san mateo county streets. he says their approval was rushed. the cpuc originally suspended this expansion in the

beginning of february because the board of supervisors asked for a review period that was supposed to be 120 days, but less than two weeks after that, the cpuc approved the expansion because waymo updated their passenger safety plan. now waymo can have their cars operate in the peninsula and los angeles. waymo has not announced when they will deploy their fleet in san mateo county. supervisor canepa is calling for more transparency. what we're asking is for them to really consider what we had said in our initial letter, just this communication of working with public works on infrastructure, working with the fire department, working with the sheriff's department. there is a bill proposed by south bay state senator david cortez that would allow cities and counties to implement their own regulations around self-driving cars, waymo said in a statement. we will continue to engage in

cpuc process and remain committed to our long tum approach of dialog and partnership with city officials. waymo says there is no set timetable for when they will start their expansion to the peninsula. ryan curry abc seven news thank you. >> ryan in the south bay san jose residents are being asked to give input on what they want to see in the city's next police chief. the city manager's office is seeking feedback before it starts to advertise this position online. residents shared some of their ideas at one of several in-person meetings. they can also weigh in online. one man said he was once mentored by an officer in high school, and believes police presence is important for young people. >> being able to have that connection with police and just kind of having them in my presence and being able to talk with them really helped change my perspective on them. >> current police chief anthony mata is leaving the force at the end of the month. he's taking on a new role in the santa clara county district attorney's office in the east bay. >> antioch city council has rejected a measure that would have cracked down on illegal

sideshows. the new ordinance would have imposed fines and penalties to deter the dangerous street shows. no city council member was willing to second the motion to hold a vote. city council member mike barbanica says the measure wasn't tough enough. he says any ordinance should also penalize spectators as and also impose fines to cover damages. >> could the future of tiktok include former treasury secretary steve mnuchin? at an interview this morning, he said that he is putting together an investor group to buy the social media company. his announcement comes just a day after the house advanced a bill that could eventually lead to a tiktok ban here in the us, glory is at the live desk with what is next, gloria good morning kumasi. >> the house passed bipartisan legislation to force tiktok's chinese parent company, bytedance, to sell it or face a nationwide ban. it is now headed to the senate, where it faces an uncertain future. majority leader chuck schumer has not committed to bringing it to a vote every us national security

agency says that tiktok poses a national security threat. they claim that bytedance is bound to the chinese government, which could demand access to the data of tiktok's 170 million american users. but critics of the bill say that legitimate concerns about the chinese communist party or ccp could set the us government down a dangerous path for the answer to ccp style propaganda is not ccp style oppression. >> let us slow down before we blunder down this very steep and slippery slope. >> we're sitting here with phones made in china. we're wearing suits made in china. you're going to tell americans they can't put a piece of software on their computer. >> tiktok says the bill violates the constitutional rights of its users, many of whom earn a living running a business on the app. president biden has said if congress passes the bill, he will sign it. it is a risky

after a landslide damaged several homes. fire officials say the lamb began moving early yesterday morning. you can see the damage it did here to this backyard and pool. it took out a guest house and another pool and another home, i should say. neighbors are now worried their house could be next. i'm concerned about the mudslides and my retaining house above me. >> so just in case, i mean, i'm just taking out my valuables at the house. >> authorities say all of the winter rain is what caused the slide. the hillside is reportedly still saturated with water, even though it's been dry the last few days in the san fernando valley. >> time now 611 and we are watching our winds closely today. you can see this morning we have some gusts over 20mph. half moon bay taking the crown for the highest wind speeds at 35mph. that wind advisory is in effect. so the morning commute, it's a clear looking sky. we have those winds all day long, but it will be a mild start to the day in the 50s already climb into the 60s by about 11 a.m,

blocking traffic for a little while as they really took their time. a university employee took this video showing 11 turkeys holding things up. school officials say that the birds are a regular sight on campus. now it's an update on last week's primary election. every vote counts, especially in the race for district 16. in the u.s. house, it includes most of the south bay and peninsula stretching from pacifica to los gatos. now sam liccardo is in the lead, so he is going to be one of the two candidates in november's general election. but the race for second place flipped yesterday, as you can see now, evan low is ahead of joe simitian, but only by 59 votes. simitian held the since election night, but low has slowly chipped away at that.

professor of political science melinda jackson, explains it. >> what we're seeing now is a little bit of the votes that come in later. those those last minute procrastinators who who get their ballots in, you know, at the last minute, more likely to be younger voters, less engaged voters. and that seems to be trending toward evan low. >> santa clara and san mateo counties must have their final tallies by april 4th. it's up to the candidates whether they would like to have a recount. >> the city of berkeley held a celebration for what it calls the largest urban land give back to indigenous people in state history. earlier this week, berkeley leaders approved a settlement to buy this block along university avenue to restore the sacred relationship between the ohlone people and the earth. the site is believed to be a part of the first human settlement in that area. the shell mound was a human made mound of earth and a place of sacred ceremonies. the land will be converted back to a place of

gathering and ceremony. it will include an educational facility and a museum about the ohlone people. >> we want to restore the native landscape, daylight. the creek that flows through this area. we want. yes, we want to plant native medicines, native foods to honor the native people that were standing on right here. >> and that's the sad part that people do not even know that we're here. >> berkeley agreed to buy the land from the owner for $27 million. >> a new effort to revitalize downtown san francisco. organizers are planning to start downtown first thursdays in may, and they want to hold them monthly. the plan calls for several blocks of second street to be shut down south of market. the production company behind the bhangra beats. night market is involved in this project, which could see beer gardens, dance floors and live music. their goal is to draw 10,000 people to downtown every month.

to leave san francisco's bernal heights neighborhood has been extended. the metropolitan transportation agency had originally given the rv residents until yesterday to move out, finally enforcing a long standing ban on parking from ten at night until six in the morning. well now they will have until march 28th. those living in their rvs have started a letter writing campaign seeking to overturn their eviction, claiming they are well supported by neighborhood residents. but other residents say they need to go calling the vehicles an eyesore. new at six a date has been set for a recall vote of two board members of the sunol glen unified school district. our media partners at the east bay times report, ryan jurgensen and linda hurley will be facing a recall on july 2nd. the board ignited controversy last year when it voted to ban all flags from being flown, except the state and us flags. this stemmed from a pride flag that was raised on the campus of sunol glen elementary, but was later torn down last month, the

and those winds are actually going to bring in some warmer weather this afternoon. those temperatures above average in the 60s and in the 70s. let's take a look at how the commute is going with gloria. good morning. >> good morning. you know, we're still tracking the sigalert over at the altamont pass. and there are some major delays here because of that. there's an overturned big rig. this is on westbound 580 after grant line road. and this is as you leave tracy going towards livermore right now. one lane is blocked and they're thinking it will open up about 830 this morning. speeds are down to eight miles per hour. we know this area is always pretty congested anyway, but the commute time this morning even longer. so from tracy to dublin it'll take you 91 minutes right now. reggie. >> thanks, gloria. new. this morning, some residents and businesses in san francisco's tenderloin are planning to file a lawsuit against the city today , according to the chronicle. they claim the city is, quote, tolerating open air drug markets and crowded encampments. abc seven news reporter ryan curry live in the studio with us with details of this lawsuit. ryan.

yeah, reggie. >> good morning. our media partners at the san francisco chronicle say the tenderloin residents are accusing the city of not doing enough to address homelessness and drug addiction. these residents, as well as some business owners, are not seeking money. instead, they are asking for court orders that would require the city to end drug dealing and drug use in the tenderloin. this suit claims the city is violating residents rights to equal protection and disability laws by failing to maintain clear sidewalks. this comes as the city is already dealing with another lawsuit from the coalition on homelessness. they argue the city is violating the rights of the unhoused during sweeps of encampments. a spokesperson for the city attorney's office told the chronicle the city is making progress in reducing crime disruption, disrupting open air drug markets and addressing homelessness, all while complying with the preliminary injunction issued in the coalition on homelessness case. they say they are reviewing the complaint and will respond in

court. ryan curry, abc seven news. >> ryan, thank you. this morning. it's a race against time to save americans who are trapped in haiti. violent gangs are increasing their grip on the capital after haiti's president stepped down. gloria, thousands of americans are trying to make the escape. >> they are, reggie, and u.s. marines are in haiti's capital to reinforce security at the us embassy, the us and the united nations have started withdrawing staff from the island. in a sign of how dire the situation has become. thousands of americans are still trapped, desperate to escape, and many are calling on the u.s. government to start evacuations. mitch albom, author of books like tuesdays with morrie, runs an orphanage in haiti and is one of the few to make it out of the country. >> things took a very bad turn in terms of the violence and the gangs. there were prison breaks, there were police station burnings and the airport was closed down by the gangs. the ports were taken over, the roads were blocked and there was literally no way out.

>> secretary of state antony blinken told regional caribbean leaders he expects a transition council to come together soon. and according to the miami herald, haiti's most powerful gang leader who threatened to overthrow the prime minister, dismissed the transition council. sources say the biden administration is considering using guantanamo bay as a haitian migrant processing center. if there is a mass exodus, it would be separate from the military prison there, where notorious terror suspects are detained. live in the studio. gloria rodriguez, abc seven news. >> all right. thank you. gloria. well, travel is back to normal at sfo this morning as we take a live look at the tarmac. everything is running smoothly at the airport after a different kind of delay yesterday morning, protesters shut down part of that airport for more than three hours. the group was calling for a permanent cease fire in gaza, along with wanting the u.s. to cut financial ties to israel. part of the off ramp to the internationate was impacted, along with two

security checkpoints inside, and they blocked the road. >> so we stuck there for almost 25 minutes. >> we know that there's people that were inconvenienced. we want to make sure that we have our message be heard loudly and clearly. >> international passengers had to be rerouted to other terminals. airport officials say things ended peacefully, though no one was arrested, no flights were delayed. >> today, a georgia judge will decide whether to remove fani willis from former president trump's election interference case in georgia. willis, who is the da in fulton county, had a romantic relationship with a subordinate. a judge recently said that relationship could result in her disqualification from the case if it showed a conflict of interest. we're standing by for a ruling on that case. when it comes down, abc news will have a special report. >> breaking overnight, another boeing plane forced to make an emergency landing. this one happened at lax on a boeing 777, an american airlines flight from dallas fort worth to lax

experienced some type of mechanical issue before it landed. what the issue was, well, that's not clear, but the plane did land without any issue. all of the passengers got off without incident. a new budget proposed by san jose mayor matt mahan includes a lot of time, money and resources aimed at addressing homelessness. the budget for the next fiscal year includes a $52 million shortfall. mayor mahan says it's going to cost about $25 million for storm water permit requirements, which directly ties to homelessness. the city has to move all citizens who are currently living in encampments along waterways because of pollution risks, or face steep fines from the epa. >> frankly, what it means is trade offs. it means getting much more pragmatic with your tax dollars. so that we don't simply move people out of our creeks and onto your streets. >> mahan says besides addressing homelessness, the biggest budget priorities are rebuilding the police department, cleaning up

the city and making it easier to bring jobs and housing to san jose. the march budget proposal will be voted on at next week's city council meeting. >> allegations of unsafe working conditions are creating a controversy at a san jose housing development. the $70 million project at branham and monterey is meant to give hundreds of unhoused people shelter. it was initially scheduled to open next month, but now it's not going to open until july. officials with south bay piping industry, a group that works with employees and employers, says workers have reported extensive building issues. they're also concerned about wage theft. >> you have noncompliance code issues in there. you have mold. it's just horrible. unfortunately, it seems to be a bigger problem, though, because we've had this exact same thing happen just down the street from that project at another modular housing project, mayor matt mehan says the role of the city

is to audit these kinds of issues and make sure they're fixed. >> 16 deputies are recovering this morning after an explosion inside an fbi training facility in irvine. all the officers were members of the orange county swat team, participating in an indoor training exercise. one of the officers will undergo surgery for a leg injury, while others had to be transported to a hospital for dizziness and ringing in their ears. the team members were all wearing protective gear. >> it's not a good feeling anytime an injury happens to anybody, including members of our own staff, which i am encouraged to say that we acted properly. we have medical plans in place and they were activated immediately because the safety of all our members are is our utmost. anytime we hold a training like this, it wasn't immediately clear what caused the explosion. >> the fbi will be helping to investigate, but it was not involved in the training. >> jury deliberations resumed this morning in the trial of james crumbley. he's the father
