news reporter gloria rodriguez here with the plan and why it's already getting mixed reaction. gloria good morning kumasi. san quentin has been home to the largest death row population. nation in the united states. soon it'll turn into a prison where less dangerous inmates can get education, training and rehabilitation. san quentin state prison in marin county will be renamed san quinn rehabilitation center. there's a focus on preparing people to return to society. governor gavin newsom's office has cited norway's approach to incarceration as a model. in maximum security. norwegian prisons inmates have access to tvs, additional furniture, the kitchen activities like basketball, and they have more freedoms than in most american prisons. the nation also has a low rate of inmates who re offend some support the governor's plans and it'll keep inmates from going back to prison. but some victims right advocates are outraged. he seems

power outages this morning areas in santa clara county got hit the hardest in this week's storm . pg needs is a total of 140,000 customers were left in the dark . the company admits they face tough weather conditions. there were some errors that we couldn't access because of safety issues and at one point because we did see wind gusts that exceeded 90 mph. our crews had to stand down because it wasn't safe for them to get work done. falling trees brought down power lines. on top of that mud slides and flooding damage underground facilities says they're working with engineers and local governments to invest in better infrastructure. trees that some burlingame neighbors say have been a hazard for a long time could soon be removed . eucalyptus trees that came down in this week's storm caused extensive damage to homes and vehicles on el camino real yesterday, caltrans was there, along with an arborist, the arborist tag, some of the trees that are still standing, recommending baby torn down. some neighbors say they have previously asked the city caltrans to remove the trees

open early to get that green beer and to south celebrating st patrick's day, so there's started drifting out into the sidewalk out into the street and one time they said, well, let's just walk down the street and have a little parade, and that's how it evolved. that is pretty incredible and how i realized this has been going on for decades now. right around sunrise. how long has it been going on for a few a few decades? yes definitely definitely. but it's just so much fun and a smaller town usa . so healdsburg and i know earlier you were telling me how this is kind of the longest short parade or what would you call it the longest shortest parade. in america. yeah i certainly would. and there's a lot of fun. people dress up just like halloween in a way, and they have a great time and the hoop in the holler and hillsborough hotel over here. sometimes they get woken up the residents, but it's all in fun.

recognition in stores for security and certainly not without controversy. here's abc news reporter rhiannon alley. this morning. a supermarket use of facial recognition is raising privacy concerns. the sign posted outside a fairway store in new york city, reads customers. biometric data may be collected since using a scan of ri or it might be using our facial rec, you know, or face or a fingerprint fairway, saying in a statement. the technology is helping our store reduced retail crime shoplifting has surged across the country, the number of shoplifting complaints in new york surged to more than 63,000 last year. 45% more than the year before. this is not a city where you can walk into a store , take what you want and walk out. dozens of large retailers are reportedly using facial recognition to catch repeat offenders and more entertainment venues are using the tool that
