announcer: building a better bay area, moving forward, finding solutions, this is abc 7 news. >> it is a tremendous volume of water that continues to accumulate as we speak. liz: neighborhoods underwater, thousands forced out of their homes and dozens rescued. how authorities are addressing the rising water as marine is on the way this week. and a live look inside the dolby theatre where all of the stars will gather in a few hours. we will have a live report from the champagne carpet on what to expect later tonight. think you for joining us. i'm liz kreutz with lisa argen. lisa: we have cranked up the storm impact scale to a level two as strong thunderstorms

moved across the peninsula into the east bay. we have had reports of mudslide on highway one near moss beach. redwood city across the bay. as we go toward the east, heavy rain from pleasanton to dublin and we will continue to see this track to the west and the north bay has been more quiet. there advisory from the peninsula, half moon bay through pacifica. certainly some problems we have not gotten into the very heavy rain that is expected in the next 30 hours or so. this is all just preliminary. we will be watching this and tracking this for you liz:.

-- for you. liz: eight people have died after two small fishing boats capsized off the shore of black's beach. rescue crews from multiple agencies responded shortly after 11:30 last night. the victims were found in the water near the overturned boats and had to be dragged to shore by lifeguards. border control is helping to investigate this incident. no other injuries have been reported. the eight deaths, more information as the story develops. after the storm, new video from monterey county where thousands of people forced to get out of their homes as floods take over streets, buildings and neighborhoods after a levee broke early saturday morning. 8500 people waiting for the bloods to subside so they can get home as soon as possible.

monterey county sheriff's office has made 90 rescues in the past day. it is some of the worst we have seen since the atmospheric river. it those evacuations and rescues come as more rain is on the way. , as abc 7 news reporter j.r. stone tells us, some people are being warned now about their drinking water. j.r.: complete neighborhoods underwater saturday after this 120-foot-wide levee breach along the pajaro river in monterey county. >> we got notice that the levees were overtopping in water for -- water and the levee broke. three miles upstream, the size of a train car. >> it is a tremendous amount of water that continues to accumulate as we speak. j.r.: during a press conference, officials announced some of the water is draining on the west side of the community. they also detailed current flood projections that showed the situation getting worse in the days to come. >> i want to reiterate this is a model. it is based on a variety of

assumptions, and the weather service will be updating this probably eight times to 10 times before tuesday, so these are very preliminary numbers, and we hope that those projected flows are less than currently projected. j.r.: state and county water officials are now closely eyeing the levee and what can be done to fix it, but currently, no solution is in place. >> at this time, we do not have a precise estimate, what it will take to stop the breach. j.r.: in the 15 hours or so after the levee breach, more than 90 rescues were made, according to the monterey county sheriff's office. crews are trying to figure out what measures can be taken as more wet weather approaches. as they do, there are questions about what type of shape this levee was in before the recent storms started. even officials admitting the levee was not up to standards. >> we knew there were a couple of areas that needed to be

fixed. there was reinforcement, and even with that, the water was so much of the through. j.r.: j.r. stone, abc 7 news. liz: in the north bay, neighbors are still cleaning up from the last atmospheric river as well. first responders are getting ready for potentially more flooding. abc 7 news reporter cornell bernard was in mill valley and tells us about the community's concerns. cornell: more rain pelted marin county on saturday. roads were slick and windshield wipers got another workout. in mill valley, a crane was helping with a big cleanup, on hillside avenue, where a 50-foot oak tree crashed into a home during the last storm. tree removal experts say they have been slammed with calls, and it is not over yet. >> there is one more atmospheric river coming monday and tuesday. cornell: what do you think that is going to bring? >> more. cornell: more trees down? >> more trees down. cornell: in sonoma county, creeks and streams are running high. first responders are preparing

for an additional three inches to seven inches of rain, and that is a concern for more flooding. there is nowhere for the water to go. >> the soils are saturated. our rivers and small streams and creeks are running full now, and with more rain, we are just expecting to have more of that localized flooding in our low-lying areas. cornell: in san mateo county, highway 84 closed in both directions at portola road to skyline boulevard after a landslide caused this giant crack in the roadway. detours are in place. in santa cruz county, crews have managed to fix and reopen one lane of main street, restoring access to 450 homes. residents were cut off when swollen bates creek washed away part of the road. rain did not stop tj mcguire and her dog moose from taking a walk. >> i know that we need it. i wish it was more spaced out. we have been drenched, and poor him, i had to give him a bathrobe to dry him off.

killed in a hit and run crash in pittsburg. this happened at the intersection of stoneman avenue and briarcliff drive. loved ones of 17-year-old brooke jeffrey gathered for a memorial outside golden gate community school. a candlelight vigil was held. brooke was an 11th grader at the school. she was hit when she crossed the street after leaving dance practice. her death has been difficult for so many of her classmates and teachers and staff. >> because of her leadership skills, brooke was honored by a trip to d.c. we are supposed to be leaving in about two and a half weeks. it is a big void in our hearts because we were looking forward to this and this is a really serious times with brooke and exposing her to the broader world and the community. liz: the search continues for the hit-and-run driver. police have not released any information about the suspect vehicle. police are also searching for the person responsible for a

shooting and carjacking in antioch. officers found the victim at the twin creeks apartments at 11:00 a.m. yesterday morning. a witness says a man was shot while he and a woman there were robbed. >> we came out and the gentleman hopped in the back of their car, asked them for everything. shot the gentleman in the rib. tossed him out of the car and he took their car and left. liz: the victim was taken to a hospital and is in critical but stable condition. antioch police are asking for other residents at the twin peaks to check their surveillance video for video that may help them find that shooter. it is raining out there right now. lisa: we have a level two system for the day. thunderstorms.

liz: developing this morning, u.s. tech and finance sectors are calling on the federal government for a solution to the failed silicon valley bank. abc 7 news reporter anser hassan explains there is fear these startups risk collapse if they lose their money. anser: this chairman says his company cannot make payroll. >> all of our cash was at svb. >> we have no other recourse. there is no payroll for monday. anser: the company provides automation software for the chip industry. he says even before this, he has been working with silicon valley bank since the 1980's.

>> the federal deposit insurance corporation is only guaranteeing $250,000. we have millions. we are going to be shut down if this is not resolved. anser: silicon valley bank has a total valuation of more than $200 billion. the bank collapsed on friday after running out of money, taking a huge loss in its bond portfolio and venture capitals lining up. -- drying up. >> i do not want to name specific countries, but if we do not fix this right now, we will have given our competitors overseas a gift by stopping us right now. >> this is a seismic shock in the bay area. if all of these companies are limited to $250,000, we are going to see a collapse of a generation of startups here in silicon valley. anser: cory johnson is a host of the drill down podcast and a managing member of a capital company.

says the fdic has tremendous he -- he says the fdic has tremendous powers to come up with emergency solutions. he says is actively trying to solve pieces of the bank's business this weekend in hopes of generating liquidity, so companies can get deposits out, but johnson says the fdic has to tread carefully. >> i don't think it is hard to get a national consensus around rescuing silicon valley and californians. the east coast is blaming technology and crypto. people in the middle of the country are mad at the wealth that they proceed, californians took all this risk in the silicon valley bank. anser: johnson says there is a potential of a greater risk if the contagion spreads to other regional or smaller banks come monday. >> i trust that governor newsom, janet yellen, and the fdic and the white house can recognize what a big problem this could be and will step in with a solution. liz: jeanette senator and sat down with

we are dealing with rising water, mud slides on highway one, thunderstorms from the peninsula into the east bay and this has been with us throughout the morning hours, the north bay not seeing too much in the way of activity. we will continue to look for this to bring the chance for thunderstorms throughout the afternoon, in primarily alameda and contra costa county. you can see reds and yellows on the peninsula from woodside over to the east bay. look at fremont, moderate to heavy rain and gusty southerly winds. a light line up to the from martinez to hercules. we had very heavy rain at 4:00 and 5:00 through santa rosa. the scattered nature of the thunderstorm activity, peaks in the clouds and a level two

system quarters o rain. mild air with mid to upper 50's due to the southerly winds. looking central valley sky with the activity on and off throughout the activity as a band of thunderstorms continues to merge into the central valley. this is how it will look for the next several hours. notice the scattered shower activity and thunderstorms throughout the afternoon. this takes us to 5:30 and the entire may we area -- bay under warnings. winds as we get into the atmospheric river monday night into tuesday. there we are the rest of the

day, pretty active in pockets. into monday, scattered shower activity, and then heavy rain and more thunderstorms through the coast into the overnight hours, not until we wake up on tuesday can we assess the damage and it still a very active day into the afternoon. after commute time, things will quiet down. the ground cannot more. this is a look at rainfall totals, one to two inches after today's system. you put that on top of ground that is waterlogged. we have trees coming down, mud slides, another day and a half of light to moderate rain before the heaviest rain comes in monday night into tuesday, very unstable. we will need the break at the end of the week.

you have upgraded this to a level two storm. lisa: that is right. thunders flooding problems and mud slides. an see t livermore . the ground has reached its limit in terms of saturation and we are seeing one third to half inch as they slowly move to the east. around stanford, woodside, heavy rain across the bay. livermore, altamonte, and highway 84 very heavy rain. mudslides, ponding on the roadways. santa cruz mountains looking at night showers. lighter amounts in the north bay. there hasces b eefrom san carlo, san bruno, is dated and that is why the national weather service has issued a flood advisory for the next 15 to 30 minutes.

alarm at around 5:30 in the morning, capturing this video of a sprinkler system flooding the house. >> water coming out of the front. tara: the city red flagging the building, citing the structural and water damage. erin: i did not even know that. that is crazy. it is sad to hear. tara: erin lives nearby and is one of many people we saw taking to the park trails, despite the closed signs. she knows the area well. erin: i have grown up here. i walk by that house all the time. i did not even know that happened. that is very sad to hear. tara: this popular place for weddings now in ruins. the city is trying to find alternative venues for those with reservations. >> this kind of damage is kind of damage is somewhat unprecedented. tara: daniel montes is with the san francisco recreation and park department. daniel: part of the park has been closed 2021 due to damage -- flooding in the park, so this

because of the damage. >> right now, we are trying to get red cross for them, for red cross victims. some adult have friends and family they can stay with them -- stay with, and there are other occupants of that unit that would need assistance of red cross. liz: firefighters have not determined the cause of the fire, but it may have been sparked by and overcharged lithium battery. developing news, the fbi says two sisters who were living in texas along with their friend disappeared after crossing the border last month to sell clothes at a flea market. the news comes after the alleged kidnapping of four other americans in mexico, two of whom were killed. abc news reporter matt rivers reports from mexico city. matt: mexican authorities desperately searching for three women living in texas who disappeared after crossing the border. >> they have not been contacted for four days, so that is when i ordered my investigator to make contact with the fbi to see what they could do.

since there in another country there is not much we can do ourselves. matt: according to authorities, three mexican nationals and their friend on february 24, heading to sell clothing at a flea market about three hours south of the border. three days later, the husband of one of the women reporting the m missing saying he had not been , able to contact them since shortly after their departure. the fbi said friday it is aware of the disappearances. the case gathering attention after four americans were kidnapped in mexico, two of them killed. mexican authorities charging alleged members of the cartel with kidnapping and homicide. the suspects turned over to police by the cartel it self, found tied up next to this pickup truck thursday morning liz: that was matt rivers reporting. a handwritten letter was left behind by that cartel in the first alleged kidnapping. it apparently apologized to the affected americans and their families and a bystander who was killed in the shooting.

turning to an unprecedented wrongful death lawsuit in texas. three women are being sued by an -- by a friend's ex-husband for allegedly helping her to obtain abortion pills. an advisor at planned parenthood says this is the latest effort against people who assist with abortions in states where it is increasingly criminalized. years, antiabortion activists have been and will continue to use the judicial system as an instrument of threats and intimidation. liz: the lawsuit relies heavily on information allegedly found in text messages between the four women. the ex-husband is demanding more than $1 million from each of the defendants. former vice president mike pence is criticizing former president donald trump for his part in the january 6 riot, saying he endangered his family.

that is the big change happening and waiting to see the fashion. the countdown starts at 3:30. space x earth. the team landed safely off the gulf of mexico, in tampa, florida yesterday. the nasa crew went on a five month long science research mission. they launched to space last october and landed back on earth around 6:00 pacific time last night. one crew member is nicole man, the first native american woman to go to space. before the warriors won last night, klay thompson surprised a teenager with a really special gift. thompson gifted 15-year-old with a custom basketball wheelchair. he plays wheelchair basketball for the junior warriors. he was diagnosed with cancer at age six, which required above the knee amputation. noriega could not contain his excitement when he was presented with the chair.

taking you into a 580, pleasanton, livermore, activa weather. on the peninsula, you had that rumbled through and looking at a road closure in monterey due to mudslides. the river overflowing quiet in the north bay for now with pockets of light rain santa rosa. you will get into activity this afternoon. we could even see a thunderstorm. looking at the advisories from the national weather service from the peninsula to the east bay, a flood advisory until 2:30 and 8:30 because the ground is so saturated. look at the golden gate bridge.

here is the way it looks the rest of the day. notice the shower activity. this is the afternoon. we have isolated thunderstorms popping up throughout the day. picking this up late sunday into the overnight hours, you will notice activity and monday morning, not too bad. it looks quiet through the afternoon. late monday is when we get set for the next strong system, a wind advisory has been put in effect and also a flood advisory through tuesday as the first line moves through and will be more activity in the afternoon. this will take us through the day on tuesday and at some of the rainfall amounts with that system are wellthe erghhi we are betting on one to three inches for everyone. i'm a bang -- a muggy day.

st. patrick's day is just around the corner and san francisco's city hall is already in the spirit for the irish holiday. the building is lit up in green to celebrate the irish community. the united irish societies of san francisco says the irish community has played a large or didn't role in the history of -- large and important role in the history of the city, including helping to construct san francisco's infrastructure and transportation in the 1800's. san francisco's financial district was also full of green for the 172nd annual saint patrick's day parade this weekend, and the wet weather did not stop the show. the parade featured irish community members and groups throughout the bay area. participants included schools, cultural groups and labor unions. saint patrick's day celebrates the heritage and the culture of the irish community. this year the oscars is full of firsts. abc 7 news anchor dion lim sat down with legendary award winner and producer janet yang, also the first asian-american woman to be voted the academy
