>> building a better bay area, moving forward, finding this is. >> tr'a tremendous vol aterhat continues to accumulate as we speak. liz: now at 5:00, neighborhoods underwater and dozens rescued in monterey county. how officials are addressing the rising water as more rain is on the way. good morning, everybody. it is sunday, march 12. i am liz kreutz with lisa argen. they keep talking about the same thing. more rain on the way. lisa: monday into tuesday. you can see the energy off system. tracking this from the west moving across the bay to san lorenzo around 880 and towards whitman street, highway 90 too. further towards the north and east, cancer valley 580, dublin

boulevard, as we go westward from s alto, look what is offshore. within those cells, the rates increase about a third of an inch an hour. they are moving quickly. down through pescadero, santa cruz mountains, in the north bay it has been raining in santa rosa. spotty throughout the rest of marin county and napa. looking at this level one system to allow for a thunderstorm chance today. rainfall anywhere from a couple hundreds to a quarter of an inch today. we get into our flood watch tomorrow. mid and upper 50's right now. as much as nine degrees warmer than yesterday. that seem -- that continues today and tomorrow. the rain keeps sliding in. a bit of a break. then we track the atmospheric river in a few minutes. liz: lisa, thank you. new video this morning,

thousands of people forced out of their homes as floods overtake streets and neighborho county. this happened after a levee broke along the pajaro river early saturday morning. people are waiting for it to subside so they can get home as soon as possible. the monterey county crews have made it nearly 90 rescues over the past day. the damage in that area is some of the worst we have seen since last week's atmospheric river. those evacuations and rescues, as more rain is on the way. as abc 7 news reporter j.r. stone tells us, some people are being warned now about their drinking water. j.r.: complete neighborhoods underwater saturday after this 120-foot-wide levee breach along the pajaro river in monterey county. >> we got notice that the levees were overtopping in water for some of the levee broke. three miles upstream, the size

of a train car. >> it is a tremendous amount of water that continues to accumulate as we speak. j.r.: during a press conference, officials announced some of the water is draining on the west side of the community. they also detailed current flood projections that showed the situation getting worse in the days to come. >> i want to reiterate this is a model. it is based on a variety of assumptions, and the weather service will be updating this probably eight times to 10 times before tuesday, so these are very preliminary numbers, and we hope that those projected flows are less than currently projected. j.r.: state and county water officials are now closely eyeing the levee and what can be done to fix it, but currently, no solution is in place. >> at this time, we do not have a precise estimate, what it will take to stop the breach. j.r.: in the 15 hours or so after the levee breach, more

than 90 rescues were made, according to the monterey county sheriff's office. crews are trying to figure out what measures can be taken as more wet weather approaches. as they do, there are questions about what type of shape this levee was in before the recent storms started. even officials admitting the levee was not up to standards. >> we knew there were a couple of areas that needed to be fixed. there was reinforcement, and even with that, the water was so much stronger. j.r.: j.r. stone, abc 7 news. liz: in the north bay, neighbors are still cleaning up from the last atmospheric river as well. first responders are getting ready for potentially more flooding. abc 7 news reporter cornell barnard spent saturday in mill valley and tells us about the community's concerns. cornell: more rain pelted marin county on saturday. roads were slick and windshield wipers got another workout. in mill valley, a crane was helping with a big cleanup, on hillside avenue where a

, 50-foot oak tree crashed into a home during the last storm. tree removal experts say they have been slammed with calls, and it is not over yet. >> there is one more atmospheric river coming monday and tuesday. cornell: what do you think that is going to bring? >> more. cornell: more trees down? >> more trees down. cornell: in sonoma county, creeks and streams are running high. first responders are preparing for an additional three inches to seven inches of rain, and that is a concern for more flooding. there is nowhere for the water to go. >> the roads are very saturated. our rivers and small streams and creeks are running full now, and with more rain, we are just expecting to have more of that localized flooding in our low-lying areas. cornell: in san mateo county, highway 84 closed in both directions at portola road to skyline boulevard after a landslide because this giant crack in the roadway. detours are in place. in santa cruz county, crews have

managed to fix and reopen one lane of main street, restoring access to 450 homes. residents were caught off when swollen bates creek washed away part of the road. rain did not stop tj mcguire and her dog most from taking a walk. >> i know that we need it. i wish it was more spaced out. we have been drenched, and poor him, i had to give him a bathrobe to dry him off. cornell: no rain delay here. these brave players from san anselmo's rec softball league were determined to get a practice in. >> nothing is going to stop us. our season opens on saturday, and our kids want to be out here playing. so practices are on and kids are having fun. cornell: braving the elements. we love to see it. firefighters are asking folks to prepare for the next storm and the possibility of power outages. they say charge your cell phone and your electric vehicle or fill your car up with gas, and never, ever drive through flooded areas. in mill valley, cornell barnard,

abc 7 news. liz: placer county, oes, and officials are working to move snow from around tahoe. the snow has led to hazard around some structures there. a lot of businesses remain closed while crews scoop up the ice and snow. and as more rain moves through bay area this week, you can keep track of the changing conditions and access the same live doppler 7 that our weather team uses. it is available on demand on the abc 7 bay area app. you can download that wherever you stream. moving on. family and friends are waiting for answers after a teenager was killed in a hit crash in pittsburg. this happened at the intersection of stoneman avenue and briarcliff drive. loved ones of 17-year-old brooke jeffrey gathered for a memorial outside golden gate community school. a candlelight vigil was held. brooke was an 11th grader at the school.

she was hit when she crossed the street after leaving dance practice. books and death has been difficult for so many of her classmates and teachers and staff. >> because of her leadership skills, brooke was honored by a trip to d.c. we are supposed to be leaving in about four and a half weeks. we were looking forward to fun and some really serious times with brooke and exposing her to the broader world and the community. liz: the search continues for the hit-and-run driver. police have not released any information about the suspect vehicle. police are also searching for the person responsible for a shooting and carjacking in antioch. officers found the victim 11:00 a.m. yesterday morning. a witness says a man was shot while he and a woman there were robbed. >> we came out and the gentleman hopped in the back of their car,

asked them for everything. shot the gentleman in the rib. tossed him out of the car and he took their car and left. liz: the victim was taken to a hospital and is in critical but stable condition. antioch police are asking for any residents at the twin peaks to check their surveillance video for video that may help them find that shooter. let's check outside where it is raining. lisa: looking at downpours this morning. this is the san mateo bridge where the peninsula into the east bay, moderate rain. we have had thunderstorms offshore. we will talk about your oscar sunday. a break somewhat for monday before none -- before monday night we see our next atmospheric river coming up. liz: an apology confrontation between students and a judge appointed by former president showed -- president trump.

automation software for the chip industry. even before this, he has been working with silicon valley bank since the 1980's. >> the federal deposit insurance corporation is only guaranteeing $250,000. we have millions. we are going to be shut down if this is not resolved. anser: silicon valley bank has a total valuation of more than $200 billion. the bank collapsed on friday after running out of money, taking a huge loss in its bond portfolio and venture capitals lining up. >> i do not want to name specific countries, but if we do not fix this right now, we will have given our competitors overseas a gift by stopping us right now. >> this is a seismic shock in the bay area. if all of these companies are limited to $250,000, we are going to see a collapse of a generation of startups here in

silicon valley. anser: cory johnson is a host of a podcast and a managing member of a capital company. she says the fdic has tremendous powers to come up with emergency solutions. he says is actively trying to solve pieces of the bank's business this weekend in hopes of generating liquidity, so companies can get deposits out, but the fdic has to tread carefully. >> i don't think it is hard to get a national consensus around rescuing silicon valley and californians. the east coast is blaming crypto. people in the middle of the country are mad at the wealth that they proceed, californians to call this risk in the silicon valley bank. anser: johnson says there is a potential of a greater risk if the contagion spreads to other regional or smaller banks come monday. >> i trust that governor newsom, janet yellen, and the fdic and the white house can recognize what a big problem this could be and will step in with a solution. liz: coming up on "this week,"

martha raddatz will sit down with mark warner about the collapse. you can watch the full interview at 8:00 right here on abc 7. happening today in the north bay, memorial being held for the student stabbed to death at santa rosa high school. his father posted on social media the two events happening 1:.ay will be open to anyonetapg followed by celebration of life at new vintage church at 2:00 p.m. the attack has prompted a number of walkouts from students in santa rosa as well as calls for safety of schools. the suspect was arrested and charged with voluntary manslaughter.

stewart kyle duncan, a judge with the fifth u.s. circuit court of appeals who was appointed by former president donald trump, was invited as a lunchtime speaker by the stanford chapter of the federalist society. according to reuters, judge duncan did not get far into his talk before he was confronted by students and the campus lgbtq group outlaw, who was holding signs and protesting good as a judge, he is against gay marriage and refuses to use correct pronouns to people who are transgender. stanford's president sent an apology letter saying after what happened, it was inconsistent -- it was inconsistent with the university's policies on free speech. uc berkeley students have been caught falsifying donations to the university's big give fundraiser. the event gives students 24 hours to donate money to their favorite campus organizations. the university pledged to contribute bonus prize money to certain groups who surpassed donor goals, but some were falsifying donations in order to

move up the leaderboard. diversity says -- the university says those groups will have to forfeit the prize money, which will then instead go to the next leading group. we are just hours away from the oscars. the academy awards are on tonight at 5:00 p.m. here on abc 7, hosted by jimmy kimmel. we are counting down the debate over the color of the oscars carpet is still going on. it is not going to be a red carpet this year. it is going to be a champagne carpet. people have been weighing in online. people -- one person wrote online, "it is not the oscars without red carpet." others disagree, saying the champagne color is more modern. entertainment reporter sandy kenyon has everything fashion and design it in today's preview. >> look at how beautifully they are rolling out the carpet. >> for the first time in more than 60 years, oscars carpet is not read, and a fashion expert is fine with that. >> i love the red carpet,

because of its history and the legacy, what it means. but the champagne colored carpet is better for fashion. it really is going to highlight the dresses better. sandy: alex padilla points out this dress worn by oscar nominee jamie lee curtis when she won the screen actors guild awards would have worked way better on a champagne colored carpet. >> she looks amazing. and also her attitude, the way she owns it, it is everything i want. >> there is always something to love. sandy: michelle yeoh hardly went haute couture for her "everything everywhere all at once," but her appearance on the award circuit, that is another story. >> michelle has become icon. >> in the case of angela bassett, almost 30 years and separates her oscar nominations. >> she is redefining what an

-- wet weather. mild. upper 50's. cloud cover, on and off rain. isolated thunderstorms. more rain on monday. big event is monday night stop 9:00 a.m. setting up north bay and taking us through the day tuesday. the morning rain, a few sunny breaks with the chance of a few thunderstorms with unstable air. today's rainfall anywhere from a couple hundreds to maybe a quarter of an inch or more from san francisco, the coast and towards hillsboro. we are under a flash flood warning tomorrow night, into tuesday night due to the incoming atmospheric river. with that, a high wind watch that will turn into wind advisory and wind warning gusting at 50 miles an hour. the rest of the day, cloudy skies. your monday, morning commute a little slick out there. it is not until after 6:00 when we see heavier rain move into the far north bay. by midnight it is coming down

liz: two years ago, multiple safety efforts were launched in oaklands chinatown after violent crimes in the area. now it appears those efforts may be paying off. as abc 7 news anchor dion lim explains, those leading the effort believe it is a strategy that could work in other parts of the city. >> they broke this window. dion: for the manager of the kitchen in oakland, getting burglarized three times some of the most recent two weeks ago, has been frustrating, especially when it feels like the crimes have been happening too often. >> the window broke, every night. dion: the rock and mineral shop next door was burglarized by what appeared to be a number of individuals. the locks -- -- the loss?

>> i'm down $100,000. dion: but burglaries are down compared to average. when it comes to robberies, the stats are essentially flat over the last three years. so why do the numbers not seem to match reality? small business owners believe the crimes are not being reported, because victims don't have hope they will be solved. >> they cannot do anything. that is why we don't want to report. dion: however, one community never stopped reporting and is seeing progress. >> we are lucky enough to have volunteers to help patrol our community. dion: over the weekend, chinatown's volunteer patrol group celebrated two years in service. their formation began after merchants started speaking out about attack after attack. >> in 2022, we had additional reduction of crime in chinatown by 30%. >> chinatown is also slated to get one of the newest foot patrol officers will be deployed in retail corridors in the city. for business owners along piedmont avenue, they hope they will get some help soon, too. >> more patrol is better because we don't know what is next.

east. going closer right now the dublin boulevard. 680 east of dublin, 580 in livermore, moderate rain off towards the peninsula going in closer to san francisco. the mission district and the sunset, highway 1 and the bay view moderate rain further south on and off from light to moderate rain from pacifica to montero. off the coast, heavier cell getting ready to move into parts of the santa cruz mountains. mill valley and parts of green bay looking at heavier rain. it has been pretty good up through santa rosa. looking at this level 1 system today. pockets of thunderstorms. a quarter of an inch of rain and getting into flood watch by tomorrow night. mid-50's, suddenly wind. it is mild. as much as nine degrees warmer. we are stuck in this war moisture that continues the pump in all the rain shower activity. there is a look at the morning.

into the afternoon, a few sunny breaks, could see a thunderstorm and then we tracked atmospheric river that is going to bring us even heavier rain and more thunderstorms. liz: been hit from the storm. the truck at air clubhouse in stern grove park was severely damaged by a eucalyptus tree. the space is a popular setting for weddings. and as abc 7 news reporter tara campbell reports, reservations are now on hold. tara: down trees, high winds wreaking havoc, and just on the way, severe damage to one of san francisco's historic landmarks. and 85 foot eucalyptus tree falling onto trocadero clubhouse. park rangers responding to an alarm at around 5:30 in the morning, capturing this video of a sprinkler system flooding the house. >> water coming out of the front. >> the city bred hacking the

building, citing the structural and water damage. erin: i did not even know that. that is crazy. it is sad to hear. tara: erin lives nearby and is one of many people we saw taking to the park trails, despite the closed signs. she knows the area well. erin: i have grown up here. i walk by that house all the time. i did not even know that happened. that is very sad to hear. tara: this popular place for weddings now in ruins. the city is trying to find alternative venues for those with reservations. >> this kind of damage is kind of damage is somewhat unprecedented. tara: daniel montes is with the san francisco recreation and park department. daniel: part of the park has been closed 2021 due to damage this kind of storm damage is another setback for the park. tara: what did you see? >> a lot of trees down, a lot of eucalyptus trees, a lot of water damage coming through here. tara: as far as when this park will reopen and when the

trocadero house will be back in operation, san francisco recreation and parks says they are still assessing the damage. in san francisco tara campbell, , abc 7 news. liz: get the forecast in time on live doppler 7 on the abc 7 bay area app. you can turn on push alerts to get news like this one sent directly to your mobile device. several residents are now displaced after their building erupted in flames last night. it is a three-story building near 30th and mission streets. firefighters say three people were inside at the time of the fire. eight adults and one teen were living there, and they will have to find a new place to stay because of the damage. >> right now, we are trying to get red cross for them, for red cross victims. some adult have friends and family they can stay with them of their are other occupants of that unit that would need assistance of red cross.

liz: firefighters have not determined the cause of the fire, but it may have been sparked by and overcharged lithium battery. developing news, the fbi says two sisters who were living in texas along with their friend disappeared after crossing the border last month to sell clothes at a flea market. in mexico. the news comes after the alleged kidnapping of four other americans in mexico, two of whom were killed. abc news reporter matt rivers reports from mexico city. matt: mexican authorities desperately searching for three women living in texas who disappeared after crossing the border. >> they have not been contacted for four days, so that is when i ordered my unit to contact with -- ordered my with the fbi to see what they could do. there's not much we can do ourselves. matt: according to authorities, three mexican nationals and their friends departed on february 24 from texas, heading to sell clothing at a flea market about three hours south of the border. three days later, the husband of

one of the women reporting the missing, saying he had not been able to contact them since shortly after their departure. the fbi said friday it is aware of the disappearances. the case gathering attention after four americans were kidnapped in mexico, two of them killed. mexican authorities charging five members of the cartel with kidnapping and homicide. they were found tied up next to this pickup truck thursday morning. liz: that was matt rivers reporting. a handwritten letter was left behind by that cartel in the first alleged kidnapping stop it apparently apologized to the affected americans and their families and a bystander who was killed in the shooting. turning to an unprecedented wrongful death lawsuit in texas. three women are being sued by an ex-husband for allegedly helping her to obtain abortion pills. an advisor at planned parenthood

says this is the latest effort in states with abortions increasingly criminalize. >> it has been clear that for years, antiabortion activists have been and will continue to use the judicial system as an instrument of threats and intimidation. liz: the lawsuit relies heavily on information allegedly found in text messages between the four women. the ex-husband is demanding more than $1 million from each of the defendants. former vice president mike pence is criticizing former president donald trump for his part in the january 6 riot, saying he endangered his family. pence made those remarks at a dinner for politicians and journalists in washington, d.c. last night. she said, "his reckless words endangered my family and everyone else at the capitol that day, and i don't will hold donald trump accountable." the comments come as the former vice president is mulling a run for president.

liz: here is a live look outside at the golden gate bridge. time now 6:40 on this oscar sunday. spacex's crew-5 are back on earth. the team landed safely off the gulf of mexico, in tampa, florida yesterday. the nasa crew went on a five month long science research mission. they launched two space last october and landed back on earth night. one crew member is nicole man, the first native american woman to go to space could welcome back.

before the warriors won last night, klay thompson surprised a teenager with a really special gift. thompson gifted 15-year-old with a custom wheelchair. the santa rosa team plays wheelchair -- plays wheelchair basketball. he was diagnosed with cancer at age six, which required above the knee amputation. noriega could not contain his excitement when he was presented with the chair. >> coming to warrior games in such a cool thing, and i got to meet klay. i don't even know what to say. liz: noriega hopes to take his basketball talents to a collegiate level and overseas eventually, representing his home country of mexico. lisa, let's get another check outside. lisa: there is rain hitting the camera. it is 55, it is mild.

spirit for the irish holiday could you can see the building is lit up in green to celebrate the irish community. the united irish societies of san francisco says the irish community has played a large role in the history of the city, including helping to construct san francisco's infrastructure and transportation in the 1800's. san francisco's financial district was also full of green for the 172nd annual saint patrick's day parade this weekend, and the wet weather did not stop the show. the parade featured irish community members and groups throughout the bay area. participants included schools, cultural groups and labor unions. they patrick's day celebrates the heritage and the culture of the irish community. this year the oscars is full of firsts. abc 7 news anchor dion lim sat down with legendary award winner and producer janet yang, also the first asian-american woman to be voted the academy president.
