the effort to recall california governor gavin newsom took a big step forward tonight. organizers submitted a petition with more than 1.6 million valid signatures, more than enough to qualify for the ballot. good evening. thank you for joining us. i'm dan ashley. >> i'm ama daetz. abc7 news reporter j.r. stone spoke with bay area political insiders about what comes next. >> reporter: california governor gavin newsom in the spotlight again as the california secretary of state's office confirms there are enough signatures for a recall election of newsom. to get a recall election of the governor, 1.4 million signatures are needed. that number has already been exceeded by 200,000 according to the state. >> big box, corporate america was allowed to stay open, but mom and pop were shut down. >> reporter: but as california opens back up, the governor is touting the state's exceptional covid rates. right now the best in the

country with a positivity rate of 1.2%. experts say other numbers are on the rise, too. >> business is doing well. the state government's doing well. it's running ahead of forecast in terms of tax receipts. so it's not like we're in the midst of an economic catastrophe beyond what the rest of the nation has and, in fact, we're better off than the rest of the nation. >> reporter: former san francisco mayor and democrat willie brown weighed in on monday. >> at the moment i do not believe that anybody who said they are thinking about running would have a chance of defeating gavin newsom. >> reporter: gary davis was recalled in 2003, but brown and brady both say there were differences, brady saying newsom's approval rate is more than double davis' at 53%, brown also referencing the opponent back then. >> you've name. schwarzenegger was a household

name, not for politics, but he was a household name. there are still people who have that kind of presence, but whether or not they would run, i doubt it. >> reporter: there are still a number of procedural-type things that have to happen here. it's very likely we'll see a recall election late summer or in the fall. j.r. stone, abc7 news. let's turn to the pandemic now with, 96 million americans fully vaccinated at this point, the cdc expected to release updated guidelines tomorrow on outdoor mask wearing for those who are fully vaccinated. >> i'm expecting to hear that there is going to be some clear cut guidelines that you can go ahead and take that mask off if you're outdoors, especially if you're vaccinated. >> president biden is expected to reveal those new mask guidelines tomorrow. >> it doesn't make sense to me if you see people sitting outdoors at a restaurant next to packed tables with their masks off because you're in a restaurant, but then you have to wear it if you're walking alone on a trail. >> but the pandemic ispandemic

from over in other nations, particularly india, where over 360,000 cases were reported on sunday, the largest single day cases ever reported in a single country. >> you have young patients who die in a matter of two hours. i request you please send oxygen to us. we need oxygen for our patients. please send oxygen to us. >> reporter: governor newsom says california is sending life saving oxygen supplies and the u.s. is pledging to share 60 million doses of astrazeneca vaccine with india and other countries. americans may soon be welcomed back to europe. depending on the course of the pandemic, people who are fully vaccinated may be able to book a trip as soon as this summer. many restaurants just reopening today in italy. >> we are starting again. we need to work and we're confident. we still think within five, six months we can return to acceptable levels. now details still have to be worked out, but a vaccine passport may be required and while the european union may allow americans, it will be up to each nation whether to

phenomenon those to follow those guidelines. we learned today a man in san francisco has the nation's first male case of a blood clot from johnson & johnson vaccine. the man in his 30s was diagnosed last wednesday after experiencing pain in his lower back and leg. he was admitted to ucsf health 13 days after receiving the shot. >> the guy knew enough to seek care and the e.r. figured it out right away and he got appropriate treatment and he's going to be able to -- you know, he'll come out of this fine. >> johnson & johnson vaccine makes up about 4% of doses across the state except in alameda where it's 6.4%, santa clara 5.2 and 4.8% in san francisco county. state health officials say the blood clot risk is low, but they still want to review the data before rereleasing that vaccine.

you won't need an appointment for most vaccine sites in santa clara county. now through sunday anyone 16 and older who lives, works or attends school in santa clara county can just show up and get a shot. the county has 20,000 doses just waiting to go into people's arms. >> now we have enough supply we're seeing a dropoff on demand. we really want to make it easier for people to get vaccinated. they don't have to look around for an appointment, try to figure out the internet. they can come down to one of our sites, walk in and get your vaccination. >> make it simple. the only exceptions are levi stadium and east ridge mall, but those sites are accepting same day appointments online. the county is offering free vpa paratransit rides to and from vaccination sites with an emphasis of getting older residents their shots. 75% of seniors age 75 and up are fully vaccinated in santa clara county. the focus is on the remaining 25% now and eliminating

barriers to getting a shot. we have some vaccination milestones to share today. contra costa county health officials say 1 million people in the county received at least one dose of vaccine. vaccination sites in marin county are open to everyone. age restrictions have been lifted and two-thirds of people living in san francisco have gotten at least one shot of vaccine. as people continue to get vaccinated in san francisco, the city is offering prayer rooms at the mosconi center to keep the vaccinations from hindering the holy month of ramadan. people can leave their place in line to pray without losing their spot. the prayer rooms are open to all faiths. moving on, no artificial fan noise at tonight's san jose sharks game. for the first time many more than a year ticket holders were welcomed back into the s.a.p. center. abc7 news reporter amanda del castillo takes you inside the tank as the sharks hit the ice. >> let's go, sharks!

>> here we go! >> reporter: the cheer you hear has been a long time coming. covid-19 kept these san jose sharks season ticket holders from the s.a.p. center for 14 months. we were there monday as doors opened up the first time since. with protocols fit for the pandemic fans say being welcomed back into the tank proves we're finally taking a step forward. >> this is finally like light at the end of the covid tunnel. >> it's almost like taking our kids to kindergarten for the first time not knowing what to expect. >> reporter: but the team is taking every precaution. fans must be masked. they'll need to show proof of completed vaccinations or a negative covid vaccine test. there is even a fee to test on site. the bright green wristbands give fans if the green light to attend. >> sharks goal to hear it over the loudspeaker finally. >> feeling the cold of the ice and seeing the players actually come out, we police it a lot. it's going to be great to see

as more people get the covid vaccine, some women say they've noticed changes in their menstrual cycle. abc7 news reporter kate larson is on the vaccine team and spoke to women and doctors about if these changes are connected to the vaccine. >> reporter: anecdotal evidence from women around the country has led to questions about how covid vaccines may affect women's menstrual cycles. >> i discussed this with my own circle of friends. when i posted the question on twitter, it became clear a lot of other women were also wondering. >> reporter: one woman wrote, "i had my first covid vaccine in january followed by my second and since then i have had hemorrhagic bleeding with clots. one woman told me i thought i was going crazy and went as far as making a doctor's appointment and switching out my birth control because mine is so heavy now and it's been a month straight. another woman said, "i didn't get my period for three months and they did multiple tests, but everything came back normal. then finally i got my period and it's been super heavy for

the past 22 days nonstop." >> i understand why it can be a little disconcerting, but i would want to put the word out this isn't something that even if there is a connection, that i would be terribly worried about is representing a long term problem. >> reporter: ucsf ob/gyn dr. heather huddleston specializes in endocrinology. why would the vaccine interact with a woman's hormones? >> it could be very possible that just the stress or maybe disrupted sleep or potentially some disrupted body temperatures, all of those things could have led to something in the menstrual cycle getting a little thrown off for a month. >> reporter: dr. huddleston has not noticed more complaints about cycle changes at her clinic and wants to reassure women that the vaccine is safe. >> in terms of why women would have a heavier cycle, i think there's clearly we don't know the answer to that. we also don't even know definitively if there is a true link with

menstrual cycles and the vaccine. however, we do know in addition to hormones being really important in the menstrual cycle there is a role of the immune system in the uterus. >> reporter: huddleston thinks women's physiology should be a larger focus in the trials and in the meantime women should consult their doctors about any concerning changes in their cycles. california will lose some of its political throughout following the release of the latest census. the state is still the most populous in the country with the 39.5 million people living here, but its growth has stalled a bit. that means our state will be one of seven that will now lose one seat in congress. new york needed just 89 more people to hold onto its seat. six states gained seats including texas which gained two house seats. so does this mean there is a california exodus? you hear a lot about that. political expert say not exactly. >> it can come from multiple can kinds of issues. it can come from people leaving

the state, but that's maybe the thing that's overestimated. the actual bigger impact could be the changing in birth rates among californians. >> the data showing population shifts within the state won't be available until later this year, but current projections suggest the bay area is unlikely to lose a seat. today apple released a long awaited privacy feature for its iphone and ipads. the tool is called apcalled transparency. it gives users more control over apps that want to track them for advertising. first you'll need to update your operating system. then when you open an app that tracks you, you'll be greeted with a pop-up and a chance to opt out. >> it's a good change because part of the danger of the internet is losing your individuality and your privacy and this allows you to still help advertisers make your messages relevant without telling them what you're doing tuesday afternoon at 2 p.m.

>> the change was opposed by tech giants like facebook that use the data for digital advertising. want to share with you a pretty picture that is not all that it appears. a dry folsom lake is overflowing with waves of wildflowers. in the sierra foothills a super bloom of lupen blankets the path right before the nature area in granite bay. these flowers have bloomed due to historically low rainfall, that's the problem having now sprouted in spots where we'd usually see lake water. visitors say it is stunning. >> it's looking very, very pretty. and my favorite color is purple. >> they're incredible. it's so rich. they're so dense out there. honestly i think this year is the most dense for lupen. >> i had a tiny hint there is purple, but i honestly never was expecting this. >> the super bloom is only expected to last a couple of

weeks. have you looked outside tonight? a bright full moon is in the sky. it's not just any full moon, it's a pink super moon. this is new video of the moon over the new york city skyline. even though it's called a pink moon it is not actually pink. let's get to abc7 news meteorologist sandhya patel to explain why. i caught a quick glimpse of it tonight. >> wasn't it amazing? i thought it was absolutely stunning. all right. let me show you the super moon from our kgo roof camera from earlier tonight. i 2 to the show you a time lapse of the moon rising. it was just stunning. yes, there were a few high clouds. here's another vantage point from our south beach camera and you will see it coming up there as well. so basically here's the deal. it is at its closest point to earth and that is the first full moon of 2021. it's a pink super moon because

it's named after the pink flowers that bloom around this time of year. it's the full moon that appears bigger and brighter and we will see this again as we head into may and also into june. if you didn't get a chance to see it, there's still opportunity. live doppler 7 now showing a few passing clouds. you know we had some rain yesterday, a couple hundredths of an inch to about a third of an inch in mill valley. a couple of places were completely not measuring any rain, but here's a look at what's ahead. high pressure is going to start to take control which means a warming trend is ahead. unfortunately i don't have any rain in the forecast, but hopefully that changes come may. temperatures in the 40s and 50s now. a look at those winds, 21 miles an hour at sfo, not nearly as gusty as it was, but the winds will pick up again as we head into tomorrow. not so much in the morning, it's pretty much light winds, but going into 3:00 in the afternoon, 25, 30-mile an hour winds continuing into the evening hours. here's a lovely view from our
