we'll keep you posted on this. nearby union city on the alvarado niles road on-ramp to northbound 880, an overturned car they say is lodged between some trees. that's on the on-ramp there. also an earlier crash, 680 in danville has been cleared. one person is dead and five others are injured after a gas pipeline ruptured causing a massive explosion in kentucky. 75 people had to be evacuated overnight. officials say flames reached about 300 feet in the air and could even be seen on the weather radar. the pipeline stretches for thousands of miles from texas at the mexico border all the way to new york city. crews have been able to shut off that gas. developing news this morning, community groups are gearing up to provide even more support to survivond those impacted by the gilroy garlic festival shooting. >> whether it's over the phone or in person, the community is coming together so no one has to go through this healing process

alone. abc 7 news reporter jobina fortson live in gilroy. jobina. >> reporter: good morning. many people in gilroy are feeling the impact of -- this past sunday's shooting, rather, even if they weren't there. that's the point of having these meetings last night, to make sure people know that they do not have to go through this healing process alone. there are several resources available for people because their sense of safety and security has been shattered. community agencies like the department of behavioral health and gilroy united school district, also collaborated with community solutions and children's services opened their doors for anyone in need of healing. they had help from the center for living with therapy dogs. experts say it will be a long and collaborative effort. >> this is not about isolationism. it's about saying, hey, this is affecting all of us, every single one of us.

pg&e is denying a "wall street journal" report it knowingly delayed repairs on a transmission line blamed for sparking last year's deadly camp fire. the utility complained the tower blamed for the camp fire was not one of the 60 in need of repair. &e also denied allegations it neglected transmission lines stating it spent nearly $2 billion between 2006 and 2018 replacing aging lines, poles and towers. the company also explained why it paid out $5 billion in shareholder dividends before filing for bankruptcy, saying the payments were essential to the utility's ability to continue to attract the capital needed to make safety improvements. your voice, your vote. after a huge debate in detroit, the democratic presidential candidates are back on the campaign trail. last night ten candidates took shots at each over. representative tulsi gab best

let's take a look at the east bay. -- other neighborhoods, mid to upper 50s in other neighborhoods. concord, antioch and brentwood also in the low 60s. cloud cover out there, mist and drizzle. you can see the breeze blowing across the golden gate at 16 miles per hour as we talked about earlier this morning, the clouds were going to slowly descend on the bridge. sure enough they're doing that. small craft advisory if you're going to be out on the bay. cool and breezy at the beaches. seasonal temperatures if you're out and about today. let's talk about some of the temperatures. we'll go with the peninsula and talk about sunshine this afternoon warming from 59 to the mid 70s.

how about the south bay where we have a little cloud cover. 57 this morning, but near 80 with sunshine this afternoon. in the east bay comfortable, from 61 this morning to low 80s this afternoon. weekend forecast coming up next. here is frances. today much busier compared to yesterday. in addition to the normal traffic, seeing quite a few accidents as well. westbound 80, an accident blocking middle lanes. no injuries reported. appaly there's so much traffic they can't get over to the right-hand shoulder. also southbound 280 at meridian, looks like in the final clearing stages. you still see the flares out there, not much activity. traffic flowing well in both directions. through emeryville, a little crowded with the bay bridge toll plaza backed up past the 880 overcrossing. the drive time on the slow sprech westbound 80 because of the accident from highway 4 to the maze is now 31 minutes. an effort is under way to clean up after a major fuel spill in marin county.

a woman who says san francisco police did not investigate her reported rape is now asking the highest court in the land to decide her case. heather marlo's attorney says in 2010 police did nothing with her client's rape kit for two years and left thousands of the kits untested. marlo previously filed a civil rights suit against san francisco. two lower courts dismissed her case. she's now asking the u.s. supreme court to take it up. >> in my mind that was a crime that deserves serious investigation. to this day the perpetrator is running free, running loose. >> a police spokesman says the

department has not had a rape kit backlog in several years. the supremcourts set to decide in october whether to take up marlo's case. abc 7 news reporter dan noyes first interviewed heather marlo in 2013. we'll keep you posted on her case. investigators are trying to find out what caused a fire that damaged a structure next to a house in brentwood. the fire broke out yesterday afternoon off anderson drive. the crews are determining if the fire start fld the structure and spread to vegetation nearby or if it was the other way around. the house was just sold within the last month. the popeyes is back open after san francisco health inspectors found a cockroach infestation. the department of public health posted a notice saying the violations constituted an immediate danger to public health or safety. the restaurant quickly fixed the issue and it now has a clean bill of health. in the south bay a pool used for several professional and

scene. a live shot of the golden gate bridge. mike was talking about some of the cloud cover. you'll find it here. they've changed the lane configuration. four lanes southbound right now. the bay bridge toll plaza is packed up past the 880 overcrossing. a slow ride as you make your way on westbound 580 from tracy to dublin, that is 54 minutes. you'll find a few brake lights antioch to concord, 23 minutes. 101 is looking good san rafael to san francisco despite the fog. b.a.r.t. a good way to get around. no delays right now. a.c.e. train 1 is reporting 11-minute delay. train 3 so far on time. an orange public phone is spreading spiels in raleigh, north carolina. it rings randomly. anyone who answers the call hears a positive message. people can also record their own words of encouragement. a local church is behind it. they say they want to combat all the negativity and there's nothing religious in the message. they say it's just pure love.

on the san mateo bridge. traffic in the westbound direction is more clouded at this point. at least no more delays. a lot of the earlier crashes have been cleared to the right-hand shoulder. heading to the richmond-san rafael bridge, westbound 580 is slow from canal boulevard toward the toll plaza. we'll check out drive times for you. it's pretty good once you get past the tolls. westbound across the richmond-san rafael bridge is nine minutes. the san mateo bridge bridge, an 18-minute ride across in the westbound direction. the dumbarton bridge, debris reported but only a ten-minute ride. a protest at san francisco's i.c.e. headquarters, we watch as police made citations and rounded people up. abc 7 news reporter amy hollyfield is live in downtown san francisco with new information. protester said it was a block party that just kept going. police moved in at 1:30 this morning and broke it up and did

make arrests. we've got video of that happening. police tell us they cited 18 people including one minor, all but one have been released. this protest started on tuesday. they set up tents and camped here for two nights. police cited them for illegal lodging. these activists are with abolish i.c.e. sf. one member said if san francisco city leaders won't break up i.c.e., the people need to take action. protests have been scheduled to take place in front of the i.c.e. building every day at noon during the month of august. those protests are set to start today. abolish i.c.e. sf is not affiliated with that group or those plans. the i.c.e. building is going to be seeing a lot of activity recently. police had blocked off washington street in front of the i.c.e. building, but they have moved the barricades so this section of washington is open. live in san francisco, amy hollyfield, abc 7 news. developing news in san francisco's mission district.

police are investigating a shoot that left two men with life-threatening injuries. officers responded to report of a shooting near cesar chavez before 10:30 last night. investigators remain at the scene and are looking for possible witnesses and surveillance video and they're gathering evidence. today we should learn more about the investigation into sunday's gilroy garlic festival shooting. >> gilroy police, fbi and other law enforcement agencies are holding a press conference at 4:00 p.m. to give us an update. santa clara valley medical center is planning an update at 2:00 p.m. which will include two of the shooting victims. tonight a candlelight vigil is planned at 7:00 p.m. in downtown gilroy. a loaner shrouded in mystery. that's how fbi are describing the gunman in the gilroy shooting. they're combing through his emails, social media. although it was rumored he was a white supremacist, the fbi says it appears the 19-year-old read literature from the left and the right. investigators are still trying to figure out a motive.

the gilroy foundation established a special fund for victims of sunday's shooting. we have a link on our website, abc7news.com, if you want to donate to the gilroy garlic festival victims relief fund. the santa clara and skount fair start today. security measures are a top priority. santa clara county supervisor dave cortese tells abc news he received a confidential memo that details a security plan developed between the fair's management and the santa clara county sheriff's office. cortese didn't reveal the details but said the plan will ensure that fair goers have a safe and enjoyable time. the fairgrounds are located on tully road in san jose. the fair runs through sunday. in sonoma county there are upgraded security measures when that fair opens today. visitors will have to go through a metal detector. every truck has to be inspected. the fair is spending $150,000 on security during the 11 days. nah includes a contract with
