valley right across from northeast to southwest. you saw all that white. that was a couple hours of snow. now everything is clear outside and the snow is going to melt rather quickly. a look from mt. tamalpais. temperatures in the 30s and 40s this morning. accuweather 12-hour planner full of sunshine. mid to upper 50s at 4:00. hi, sue. good morning. i just checked with the chp. we do have chain requirements on all the major sierra highways. if you're heading up make sure you have them or four-wheel drive. the east shore freeway starting to fill in a little bit as you pass golden gate fields and university avenue and on into the mcarthur maze and we'll check in with the bay bridge toll plaza looking good. just some minor delays for cash paying folks in the right and left-hand cash lanes and your drive from the top of the corridor of the 80 corridor from hercules into san francisco remains under 30 minutes. we'll check back and see if the metering lights are turned on and then, of course, those

delays will start building. >> thank you, sue. fresh, fluffy snow blanketing parts of alameda county overnight. >> there are icy conditions and commuters may have their hands full. it is certainly beautiful. abc 7 news reporter matt keller is live for us in livermore. good morning, matt. >> reporter: good morning, natasha and reggie. fresh and fluffy sounds comfortable, but it is uncomfortable out here with the temperatures. it is really cold out here right around the freezing mark. you can see we have a sign out here that says icy. that's the biggest concern if you're driving in the high elevations, icy conditions. i look up and see clear skies. check out this video. this is from 2:00 this morning. this is actually the livermore valley on mines road around 2:00. this is below 1,500 feet. the snow is sticking to the ground, sticking to the trees, and sticking to cars. the photographer who shot the video says there were very icy conditions at the time making it dangerous to drive. of course if you're in the upper elevations you may not s

snow but you will see cold temperatures and possible freezing conditions. of course, be extra careful when you're driving out there. reporting live, matt keller, abc 7 news. all kinds of weather, parts of the bay area still drying out from the wild weather that hit us yesterday. rain gave way to hail all over the place. this was the scene in larkspur. a cold, wet mix of rain and hail on mill valley. you can see the icy sheen there on the wood. the rain and hail started hitting around 4:30 yesterday afternoon. chains are required on all vehicles without snow tires in the sierra. this caltrans camera shows you why. in king veil the chp stopped cars to check for chains. any vehicle without them had to turn around, so you have been warned. with more storms approaching be sure to have the abc 7 news app for up-to-the-minute weather forecasts. we have upgraded it so you can

trump says he would have done things differently. >> i really believe -- you don't know until you're tested but i really believe i'd run in even if i didn't have a weapon, and i think most of the people in the room would have done that, too. >> the shooter's court appearance has been canceled today. his next hearing is set for thursday. alameda county supervisors will take up a controversial issue urban shield training exercises for law enforce many. the department of homeland security funds urban shield and trains s.w.a.t. teams. the alameda county sheriff's office says the training is valuable. critics argue it's a step towards police militarization. officials will consider recommendations from an urban shield task force today. people plan to rally outside the county building at 10:00 this morning. libby schaaf is being praised, criticized, and even threatened after warning the public about impending i.c.e. raids. she is defending her actions. you're about to hear angry voice mails the mayor's office is

it's been seven weeks since we've experienced a storm like we're going to experience thursday. january 8th was the last time we had a soaker like this that will bring us 1 to 2 inches of rain. look at that snow, down to 2,000 feet by friday. i'll have more details coming up. quickly i want to share some international news from the auto industry that i'm just seeing. german courts have ruled that cities can impose driving bans on diesel cars. it's all to combat air pollution. environmentalists and those in the auto industry paying

attention to this news that came down this morning because it could set a precedent worldwide. environmentalists are very happy this morning. they say the city bans will do what the federal government has been unable to do so far, and that is to clean up the air quality in germany. back to you. macy's reportedly downsizing its physical presence in san francisco once again. according to the chronicle macy's will explore opportunities to sell the former building from its flagship store in union square. now this image from google earth shows the former building at stockton and gary streets, the one with all the windows on the left side of your screen. it would still keep about 700,000 square feet of retail space within union square. macy's is also closing its galleria store next month as the store struggles to compete with online outlets like amazon. a person who died was not a contractor. the man was working in the ba

backyard of a home for sale. the man was continuously elected try cu -- electrocuted. officials say the wind and raney conditions may have spark enough energy to electrocute the man. in today's "gma first look" a southwest flight forced to make an emergency landing shortly after a terrifying midair scare. >> look at the video. it shows what flames looked like. here is abc's kendis gibson. >> reporter: in this morning's "gma first look" no passenger wants to see this out the window of their plane. flames shooting from an engine just after takeoff from salt lake city. a photographer on the ground able to capture this southwest jet spitting flames from its right engine. >> saw balls of fire. it got pretty tense for a few minutes. >> lots of praying, lots of holding hands.

>> reporter: this video taken inside the plane by a passenger came after he saw the first flames and rang the flight attendant button. >> i said there's a problem with the engine. she ran up to the front. >> reporter: within seconds the pilots were calling air traffic control. we'll have the latest on the scare in the air coming up at 7:00. with your "gma first look," i'm kendis gibson. >> i can't believe he rang the flight attendant button. i would have screamed. he's better than i am. a man faces charges after he boarded a plane, opened the emergency exit and went down the slide. a passenger from newark to tampa tweeted this photo. he said he was on the wrong flight and then opened the exit door. he was actually ticketed to be on that plane. the flight was delayed for several hours. passengers were eventually put on another aircraft. i would recommend not to do

that. a woman was booked for possession of stolen property. part of the booking process includes a full body scan. when the woman saw the machine she sat on the floor and said she felt faint. the deputy suspected why she was trying to avoid the scanner. she admitted to possessing meth. the medical staff was able to remove a plastic bag containing 27 grams. authorities say that had the bag burst the amount of meth would have killed her. santa clara county is taking a different approach to placing children in the foster care system. abc 7 news was in san jose where officials announced a new program with the goal of placing more children with relatives instead of strangers. it's based after a program in los angeles where 84% of children are placed with relatives and they have better outcomes. a woman who was previously placed with her grandparents applauds the effort. >> whatever i need they're always there for me without a doubt. i'm very, very grateful for my grandparents for everything

that's scary. >> the woman lifted her kids over the balcony rail from the second-story apartment before firefighters helped her escape yesterday. the fire destroyed 16 units. the mom taught her kids what to do if there was ever a fire never knowing this lifesaving skills would be needed so soon. they're not certain how the fire began. many people fight urban congestion by taking public transit and san francisco ranked again in the top two nationally for having america's best transit system. san francisco got a score of 80. the muni system credits new buses and other improvements helping san francisco take the spot for the second year in a row. new york took the top spot ahead of san francisco. boston, washington, d.c., and philadelphia round out the top five transit cities list. if it seems you are working longer hours, you are not alone. personal finance website compared the largest cities to

a fashion statement, if you will. at 7:00, under stars. hi, sue. good morning. we're lucky to be out there in san rafael because it's moving nicely. this is a view heading southbound, those taillights, lincoln, and on into a straight shot into the golden gate bridge for about a 20-month drive. we'll check in with the richmond/san rafael. it's a breeze getting across the span today as abc 7's amy hollyfield is reporting for us they're going to be testing the lights in the eastbound direction for a third lane on that span. it's only a test. so check that out and hopefully by april they'll have that third lane functioning. >> and, sue, let's talk about that. it is a heads-up. >> and as sue was saying this is to do something that usually av- would go against logic. amy hollyfield is live for us at the bridge. amy?

>> reporter: hi, reggie. this is just a test. you will see these signs as you head from marin across the bridge over toward richmond. they're going to start testing these signs this morning. you'll start seeing them at 10:00 this morning. the green arrow means the right-hand shoulder is open to traffic. the red x means it is closed. they're opening the shoulder it try to ease congestion but it isn't opening until april, and it won't be open all the time. >> the lane is designed for use during peak periods only. we expect typically that will be from 2:00 p.m. to 7:00 p.m. every day including saturdays and sundays. but we have flexibility thanks to the camera system, the communication wiring along the corridor to adjust those hours to respond to real-time demand. >> reporter: they want to keep that shoulder open when they can, so it's available for emergencies. officials will be testing all

configurations of these lights for the next few weeks, so get ready for that. they don't expect the lane to open to traffic until april. reporting live in san rafael, amy hollyfield, abc 7 news. a suspected wrongway driver has been arrested after causing a major pileup in vallejo on westbound i-80 near magazine street. the chp says as many as four cars may have been involved in the crash. all lanes were closed for about 40 minutes while officers investigate. it's unclear how many people were injured. a dramatic end to a car chase in the east bay. richmond police posted the photos of a car that crashed in a home. two suspects are in custody. police say an officer in the iron triangle neighborhood trying to stop a dodge challenger which was reported stolen in a carjacking. the driver refused to follow orders, stepped on the gas, and that led police on a chase. the suspects eventually crashed in that house and then tried to make a run for it with the help

of witnesses and a k-9 unit, both were arrested. no one was hurt. east bay residents thrilled to watch hail come down for as long as it did. >> the hail came down for several minutes from oakland to hayward yesterday afternoon. look at the little girl in her unicorn headband. >> she was eating it. >> why not? as long as it's clean. five-second rule. there was enough left on the ground for people to pick it up and take a look. >> that he thought it was amazing. it's raining ice. it's raining ice, yeah. and then they thought it was going to be snow. >> all of a sudden it just started dropping from the sky, and i think we were thinking that maybe it was going to almost start to snow for a minute there because it seemed really cold. >> it was so cold that it did seem more like snow than hail. the wintry mix of surprises gave residents a day to remember. the wild scene in north concord yesterday. sheets of rain turning to hail before hitting the ground near

industrial park. the hail melted away pretty quickly. look at sacramento, the hail came down so quick. a lot of people thought this was snow. it covered the ground with more than an inch of hail pellets in some areas. some of the pellets were nearly the size of a dime. cars were slipping and sliding. the hail made the afternoon commute a treacherous one. the region was also hit with lightning and thunder, so they got a little bit of everything. >> mt. hamilton received three inches of snow. you can see snow northeast. the ground was slushy and wet making conditions a little difficult. caltrans closed and crews will be back up until the end of the week. anytime temperatures fall they go up there as a precaution. this was the first snow of the season for those who live up on the mountain. with more storms approaching be sure to have the abc 7 news app handy to get up to the minute forecasts. you can customize the forecast to specific places you're interested in, what the weather

will be like up to seven days in advance. the app is free and available in google play and the app store. happening today santa clara county will address gun violence in the wake of the florida school shooting. the board of supervisors will reaffirm the county's efforts to prevent gun related deaths. it will consider endorsing the march for our lives school safety campaign and organizing a gun violence and mental health summit. the video you're looking at now is from yesterday. it shows students rallying for gun control. about 100 students from gunn high school showed their support. dwyane wade cried when he learned one of the shooting victims was buried wearing his jersey. the son was excited wade was returning to the miami heat. wade tweeted saying this is why we will not just shut up and dribble, the tweet referring to a fox news commentator. happening today san

francisco will consider designating an italian american heritage day. some have been petitions for their own holiday ever since the city replaced columbus day with indigenous people's day. the board of supervisors will introduce new legislation to celebrate both indigenous people's day and italian american heritage day on the second monday in october. happening today sonoma county supervisors will get public input on the next steps in the fire recovery effort. they will be discussing a report from the state that is critical of the county's emergency response system. the report says the county wasn't up to the task of warning neighbors of the oncoming danger. it found procedures for using alert systems. the report says the emergency response system could have sent an amber-style alert but it didn't. 24 people died and more than 5,100 homes destroyed by the october wildfires. let's talk temperatures.
