bridge. there has been some ponding. we had an accident i'll tell you about on westbound 80. >> some people are driving fast for the conditions out there. >> be careful. thanks for joining us i'm eric thomas. >> i'm kristen sze. second straight day of slick roads. >> so mike we were talking about the rain on the way to work i saw light rain as opposed to yesterday where it was hit and miss. >> most of it was lined up for the commute but for other folks it will be hit and miss. you are going to run into some rain on san mateo were bridge but heading up to 80 richmond martinez see rain over the san pablo bay. all this is moving west to east. there is going to be an increase in the intensity and coverage of this over the next i'd say four to five hours as the cold

front starts to push down. so we're getting light amounts now expect heavier amounts in the back half of the commute. let's find out how they are doing right now with frances dinglasan. >> there is an accident that could develop into a hot spot. westbound 80 at san pablo dam road the west lane has been blocked and traffic is slowing down 38 miles an hour as you approach the area. we've also got big problems on interstate 80 in the tahoe area it's completely closed from apple gate which is ten miles east of auburn out to the nevada state line and other highways you will need chains. this morning oakland police are looking for the gunman behind a night of terror for three women. the men robbed and sexually

assaulted one woman and then went to apartment and sexually assaulted her two roommates. there is a reward for their capture. >> reporter: this is such a heinous crime that police and crime stoppers put together a $30,000 reward for information leading to the conviction of these men especially high amount for especially sick crime. take a look at where this begin. it was about 12:30 on saturday night, a woman 26 years old left the west oakland bart station on her way home. maybe half a mile later 11th and market street two men one with a gun sexually assaulted her and took her to an abc forced her to make a -- atm. men sexually assaulted her two roommates. three hours they finally left the apartment. the women called police. they were taken to a hospital for treatment and they were

released. police don't have much of a description of these guys only they are two black males. why that is, i don't know and especially if they took her to an atm there is surveillance video possible. we don't know why the police didn't release the information considering it happened into saturday night and sunday morning. hopefully we can get some more information this morning. it may soon get a lot harder to find retailers selling cigarettes in santa clara county. teresa garcia is live to explain why businesses are outraged. >> the thing is opponents say such legislation will hurt small businesses there. they are also concerned there has been no economic impact studies and it could put the

small businesses out of business and decrease the tax revenue. they are voting on a local ordinance that would regulate sales of tobacco in the unincorporated areas of the county. if approved the ordinance would require 32 retailers in the unincorporated parts to fill out a permit application and pay an annual $425 licensing fees. it would ban the sale of flavored products other than menthol. and any new sales that have pharmacies or located within a thousand feet after school or 500 feet of another retailer would be banned. they moved forward with a knew fee and new regulations that would affect 900 city retailers. tobacco businesses call it a business buster supporters view it as a way to discourage kids from smoking a positive when tobacco related deaths are number one preventable killer.

attorneys say they would use the license fees and staff time and enforcement and one overthing county has received about $7 million in federal stimulus funding and that is to decrease the prevalence of smoking. teresa garcia abc news. a panel looking into reports of violent confrontations involving san jose police has released its report and they found no repeat violence among officers. after a report from our media partner identified ten officers who were involved in four or more uses of force. they studied more than 300 cases to make its finding. one city councilman shows the report there is no problem with violence in the department but another says she has huge concerns about the use of force

by san jose police. >> a panel voted to initially approve plans to build a sports complex in honor of a police officer killed in the line of duty. are rich may was killed in january of 2006. he was responding to a fight at a restaurant on university avenue when he was fatally shot. they have laced $3 million to build and maintain a facility for youngsters. people against the plan have traffic concerns. >> a marin county town is reeling from a vandalism free. san anselmo say 37 vehicles were gone through. eight of them had property stolen through. others were picked through and then left. they remind drivers not to leave anything in your car that can tempt someone. >> a judge is considering blocking the sale of state

effect through the morning hours. back here at home, by the afternoon, hardly notice that it rained as the sun will break out and mixture of clouds with it. it will be quite breezy with the arctic air flowing in. low to mid 50s for the rest of us. accu-weather seven-day forecast, a hard freeze is possible tonight. another one tomorrow night and then we'll see sunshine and slightly warmer weather in the afternoon but temperatures won't get above the upper 50s to near 60 until monday and that is still below average. good morning, mike. i wanted to show what it looks like for the drive across the san mateo bridge. they are showing heavy rain falling across the span. you can see how difficult it is to get to work. that westbound traffic on the right and eastbound traffic heading into hayward. no major incidents reported across the san mateo bridge but it is one of mornings that traffic is light enough. you just want to slow down and being in an accident.

guys. then we'll see clearing a few clouds they'll hang around and sunshine and scattered showers but mainly be in the central valley away from us. as we head to 9:00 and all is quiet. we anticipate what is going to happen when .15 to half an inch the when the temperature drops below freezing that is going to be a lot of frost to develop tonight. low to mid-50s around the bay and out to the coast. upper 40s look to mid to upper 40s ukiah and monitor ray bay temperatures in the mid-50s. even a few lower on a as you head toward morgan hill. it will be breezy around your beaches. here are the lows tonight. low to mid-50s around the bay. out to the coast, san francisco upper 30s to low 40s. as you head inland mid to upper 20s like around fairfield napa santa rosa, san rafael cloverdale and livermore 31 in concord. all those areas east bay

alternates to get around it. also big problem interstate 80 closed in the sierra due to all that snow, a lot of spinouts and traffic is being turned around just ten miles west or rather east of auburn. oakland authorities are offering a $30,000 reward to catch two suspects who raped and robbed three female roommates at gunpoint over the weekend. >> if you keep track of the reward over the years, $30,000 is a large reward for such a heinous crime. take a look at where it began. it began at the west oakland bart station a little after midnight saturday night a woman, 26 years old got off the train, started heading home half a mile later near 11th and

market two men one with a gun sexually assaulted her. took her to an atm and forced her to make a withdrawal. then they forced her to go to her operate apartment and the men sexually assaulted her two roommates. women called police where they were treated for injuries and released. police do not have much of a description of the suspects they are not releasing it to us two black men and there is the thought when they went to the atm there is the possibility of surveillance video. we hope to have more answers later today. san francisco firefighters worked for several hours early this morning to knock down a very stubborn house fire. the fire on 21st near sloat was first reported after midnight. flames went through walls and floorboards and that meant a lot

of extra work to get to the fire and bring it under control. no reports of injuries. the. dozens of entrepreneurs are applying for permits to operate medical marijuana farms in oakland but the city will be issuing only four permits. those four permits carry a lot of risk. >> reporter: about 75 applicants attended this meeting to learn how to apply for the four permits to allow cultivation of medical marijuana on an industrial scale. they will have to meet labor and employment standards and stringent and safety regulations. >> you just need to know state law and local law as it relates to it. >> but state law is in conflict with federal law and these applicants many willing to invest between $5 million and $8 million want to know if the city will protect them if the federal

drug enforcement agency decides to raid their pot farm. >> i have my own liability related to this process. i'm not sure what is going to come of it. >> with the biggest risk is the biggest reward. >> city councilmember says the council hasn't discussed this yet but she points out the feds kept their hands off when the city legalized marijuana dispensaries. >> i'm not sure we'll be fighting that fight. >> another concern is the election for state attorney general which is still undecided. republican steve cooley said last week he'll prosecute marijuana dispensaries even if the city will i say them.

if the city allows them. pg&e says they have inspected and looked at the pipeline that runs through the city and it's been declared problem free. it's part of a line that connects two major transmission pipes running up to the san francisco. it was on the list of high priority projects following the san bruno gas line explosion and fire. the snow that has been falling is a welcome addition to the state's water supply. they are promising to deliver 25% of the water that is supposed to go to cities and farmers. last year it was just 5% and if we get a normal year. farms and cities should get at least 60% of their delivery maybe even more. and our snow is still coming in the sierra.

san francisco supervisors are expected to vote today on whether to override a mayoral veto on fast food toys. the mayor banned legislation that bans toys in happy meals. newsom parents not politicians should decide what kids eat. he recognized the law intended to reduce childhood obesity however, the ordinance passed with enough votes to override the veto. >> still looking at food take it away from food this morning. there is plenty of whipped cream there. >> we got some rain going on. >> temperatures are going in the opposite direction. let's take a look outside. show you what is going on. off in eldorado county snow is going down and going sideways.

afternoon hours. freezing cold temperatures tonight and wednesday night. showers are possible saturday but it looks like it will be dry on sunday. notice the cold front. 7:00 it's knocking on the north bay door and slides through the bay and out by about noon and past the monterey bay around 2:00. you'll see sunshine and that drier cooler air will sink in and take away most of the clouds by 9:00. rainfall amounts around .15 to half an inch. once the front passes low to mid-50s, in facts we may fall into the upper 40s by the time 4:00 and 5:00 rolls around. mid to upper 50s low to mid-50s around the monterey bay. 29 in livermore. 29 in fairfield. also in the mid to upper 20s.

that is why the east bay valleys under a freeze warning tonight with those temperatures dropping below 28 degrees for a couple of hours. freeze watch for more areas including the bay shoreline and santa clara valley for tomorrow night. once that passes we don't have to worry about frost or freeze temperatures still below average. and small chance that of a shower on saturday. it's proven to be tough driving conditions for folks heading into work especially with an accident or several all in the same spot. 580 approaching san pablo dam road one lane has been blocked since 4:30 this morning. two lanes are blocked but emergency crews at the scene but slowing down on westbound 80. from carquinez bridge to the maze is about half an hour. couple new problems on the peninsula southbound 101 near 92 or poplar an injury accident
