thanksgiving holidays. driving conditions are icy over the mountain passes this morning. caltran has chain controls in effect in the lake tahoe region. chains are required at interstate 80 over donor summit and u.s. 50 over echo summit and 89 in the lake tahoe basin. now time to turn to meteorologist lisa argen to find out what we can expect next from the system. >> a cold weekend. we've seen about a half inch of rain from palo alto to mill valley. a third of an inch in napa. orinda picked up about a half inch. live doppler 7 hd shows more rain scattered showers in the north bay. the cold front, the first one has moved on through and we're looking at more scattered showers from windsor to santa rosa, sea ranch and all the way through novato and marin county. more showers offshore. heavier rain is going to push through later on this afternoon with some cold air. in fact high temperatures are gonna stay in the 40s in some

parts of the bay. we'll tell you how much more rain and when we'll see the heaviest rain coming up in just a little bit. theresa. >> lisa, thank you. bay area news this morning a father in walnut creek is making a very personal plea in quite a public way. michael smith has posted a video on youtube.com begging his children to contact him. he says they were abducted by their mother 13 years ago. more than 2,000 people have watched his video but he hopes it reaches his target audience, his children. >> i'm gonna speak to the two of you -- >> he didn't rehearse or write out what he was going to say. michael smith just sat down in front of a camera and spoke from the heart to his two children who he hasn't seen in 13 years. the video was posted on youtube.com an monday. he's been an emotional wreck all week. >> a million emotions all the way ranging from anger to despair to the what ifs and every time the phone rings, i

just don't know. >> smith hasn't seen chelsea or zachary since they were 6 and 9 years old. he says their mother abducted them during their custody battle. she first accused him of sexual verbal and physical abuse. once all those allegations against him were cleared and he started to seek full custody, he says she took off. >> i want you to know that this entire time since december 19th 1997 i have loved you, never stopped thinking about you. i think about you daily and i miss you on a daily basis. >> he made this video now because he just heard from the f.b.i. chelsea and zachary have been located and they told investigators they don't want to see their father. >> i don't know anything beyond that. they're over the age of 18. the privacy laws kick in and rightly so. >> he decided to turn to youtube.com in the hopes his video will go viral and somehow be seen by his kids. smith feels very vulnerable

having this video out there but sails he doesn't care. he just hopes this message will reach his kids. >> if they don't call me if they don't make contact i'll be extremely, extremely disappointed. but i hold no ill will towards them whatsoever. they're victims. >> he also hopes the video will serve as a deterrent and keep other parents from abducting their children. in walnut creek, amy hollyfield, abc 7 news. >> smith's ex-wife is a fugitive. she is wanted for child abduction. a violence car crash brings a very devastating result. and this all happened in san francisco yesterday leaving several families in the east bay shattered. five teenagers were in this car. two died. one is barely hanging on and two others did survive. abc 7's lisa amin gulezian has more on this horrible crash. >> he was a nice outgoing guy. and it's a really big shock. >> students at castro valley high school still can't believe

what happened when the car jonathan johnson was in crashed into a light pole on ocean avenue in san francisco. johnson and another 18-year-old benjamin powell were thrown from the car and died. a 16-year-old sitting in between them has life-threatening injuries. the two people in the front seat are uninjured. an 18-year-old passenger and the driver who's just 14 years old. >> it's horrible. and we just -- as a school district try to do everything we can to support the students and their families. >> johnson graduated from castro valley in june after transferring there from tracy last november. he immediately joined the drama class and made the wrestling team. jonathan's wrestling coach was one of the first to find out about the crash. he called school administrators who told teachers and guidance counselors. >> devastating to say the least. he was an outstanding student. and certainly one of the people i'll miss a lot. >> the weirdest thing to think he's not here anymore.

you know like i've never really, um, had anyone close to me pass away before. >> police say all three of the boys sitting in the backseat including johnson were not wearing their seat belts. >> this was a tragic event for the families involved, but there's the potential to save lives if those seat belts had been worn. >> the driver is charged with vehicular manslaughter while the front seat passenger whose father owns the car is charged with contributing to the delinquency of a minor. >> turning to the economy now. a glimmer of improvement for california's jobs picture. although the state's newly really leased unemployment rate for october held steady at 12.4%, 39,000 new jobs were added to california payrolls last month. 5800 of them were in the east bay, 4800 in the south bay, and 3300 in marin san francisco and san mateo counties.

and, you know many of those new jobs are tech positions. google is hanging out the help wanted sign to fill 2,000 positions. karina rusk has details on the company's quest. >> the good news from google is traveling fast. he isn't wasting any time applying for one of google's 2,000 job openings. he's been out of work since june with a background in engineering and project management. >> looking at a few positions that i think i may have some qualification experience to offer. >> the world's dominant search engine issued this statement to abc 7. google is aggressively hiring across the board with a focus in sales and engineering. the mountain view company is in a talent war with facebook.com twitter and others. the company recently announced a 10% pay raise and bonuses for all of its more than 23,000 employees. for engineers especially, the bidding wars are back.

winter storm warning goes into effect went into effect yesterday and stays in effect until 4:00 tomorrow afternoon. we'll be looking at heavy snow overnight tonight and day live look outside from emeryville. a few clouds around but breaks providing for some very cold numbers this morning, just in the 40s. we have picked up anywhere from about almost an inch to a half inch orinda dublin. a third of an inch, san francisco .42 a third of an inch petaluma and live doppler 7 hd shows more rain right now in the north bay. in fact a thunderstorm offshore here. to the south and east looking at rain. some light showers perhaps in san francisco. also around cloverdale, santa rosa but more activity offshore just off the coast of the peninsula. so some light showers for you this morning but the bulk of the activity will hold off until this afternoon. it's 48 in oakland.

a chilly 43 fremont. mountain view a cold start with a cold and showery weekend. now over the peaks above 2,500 feet we've seen snow already around mount hamilton around the higher elevations of monterey county. with the unstable air mass chance of thunderstorms slides in tonight and tomorrow we see peaks of sun. restabilize the atmosphere. this area of cold air moves over the bay later on today and tomorrow. so the first cold front has pushed on through. it's south of morgan hill right now. and we're looking at some cold air still bottled up to the north of us. and these speckling of the clouds here indicate the much colder air. our time line computer animation shows that 6:00 this morning most of the activity to the south and east of us. as we head towards the afternoon hours, look what happens. 1:00, 2:00 more rain. scattered showers.

by 4:00 across the bay a line of heavier rain to the south and east and then partly cloudy skies overnight. by 1:00 tomorrow, more unstable air and a chance of thunderstorms. sunshine. not making it to the low to mid-50s. so it's already a half inch of rain, moving to another inch in the north bay. about another quarter to a half inch along the peninsula and a quarter to a third in the east bay. so more to come, especially this afternoon and tonight. winter storm warnings with the heaviest overnight tonight. 1 to 2 feet at lake level and locally we could see some gusting of snow there around mount diablo and mount hamilton with temperatures today just in the low to mid-50s. only 40s in the north bay and down by the monterey bay more heavier rain later on tonight. the accu-weather seven-day forecast another cold front through this afternoon to the evening hours. scattered showers behind it and the cold air showers,

so let's go straight to meteorologist lisa argen because she's going to give us an overall look what we can expect this weekend. good morning lisa. >> hi there theresa. we have seen about an inch of rain. orinda of a half inch. san francisco .42. not so much the north bay. yesterday the overnight hours. but looking at more rain right now. live doppler 7 hd says that we had some thunderstorms off the mendocino coastline here. right there. and also more rain offshore. it's going to be moving into san francisco, the peninsula. but this is not yet associated with a second cold front. that's going to bring much colder air heavier rain. that's going to be later on this afternoon throughout the evening hours for an additional half inch to an inch of rain and some low ceiling levels. details on that coming up in a little bit. >> thanks. we are mentioning snow lovers are chaining up and getting an early start on ski season.

there may even be some whiteout conditions in places. nanette miranda shows how people are preparing for a snow which coming holiday weekend. >> the tahoe area's first major snow storm of the season created a rush at local stores hours before. customers needed a variety of things for new boots for the unprepared like jimmy from orange account. >> just found out i had a hole in my shoe. >> to new shovels for local residents. >> i'm preparing. it's going to be 3 feet just down here. up will be probably double that. >> the caltran's maintenance station workers tinkered with equipment making sure they're ready for that storm. crews will work through the weekend to have roads clear. >> we could have whiteout conditions. that's when we stress to motorists reduce your speed if there's an area that you can pull off we would recommend

that. >> snow! >> the storm though is great news for skiers and snow boarders. there's been some snow in some areas but fresh powder is always welcome. >> it means when i fall down it won't hurt as much. i won't be getting scrapes on my board from running over the dirt. >> and to have a major snowstorm blow through before the thanksgiving holiday weekend, it's the best scenario ski resorts could hope for. >> it's going to do a lot for the local economy. all the restaurants and gas stations and everybody are really excited because it's going to get the season kicked off a little earlier than it normally is. >> snowstorms routinely happen in the sierra which is why long time residents like david just shrug their holds. >> 26 years. i'm not that excited. >> folks here are hoping this storm convinces tourists to come up for christmas week. that's traditionally when they make the most money. chp and caltran are well aware there could be bliz conditions, whiteout conditions over the

weekend and they are prepared to shut down interstate 80 and highway 50 if necessary. abc 7 news. >> a more than a dozen people in san mateo are homeless this morning after a fire raked through their apartment building. the fire investigators are trying to figure out what started this fire on north bay shore drive. six apartments are damaged or destroyed. 14 tenants are displaced, including some in wheelchairs. thankfully the american red cross is there and assisting. we have some developing global news about the war in afghanistan this morning. nato's leaders have just decided to reduce troop levels and hand over that control of security to afghan forces in 2014. president obama, afghan president karzai and leaders of the 28-member alliance met behind closed doors today for the nato russia council meeting in portugal. they signed an agreement for nato to maintain a long-term presence in afghanistan after 2014. the people of afghanistan still

find themselves caught between the taliban and coalition forces and getting no help from the afghan government. nick reports from kabul. >> just 30 minutes from kabul muhammad's motorcycle repair shop is caught in the middle. down the road one way a secured capital. down the road the other way, a district infested with taliban. only in kabul is the security okay, he says. everywhere else security is bad. kabul is the only part of the country the u.s. has largely transferred to afghan control. this weekend president obama and nato will endorse a new plan, transition a handful more areas by june and the entire country by the end of 2014. there are a few safe areas that can transition first. much of the country has never been more violent.

in many areas the taliban create their own checkpoints, run their own courts and actively recruit people like this man. during the day he is a civil servant. at night an insurgent. >> i join the taliban because of what the americans are doing to this country. they kill innocent people. >> with the help of 100,000 troops the u.s. has recently made large gains here. but improvement is slow. and often not backed up by any increase in governance. >> what do you think of the government? >> the government makes the rich richer and destroys the lives of the poor, he says. that's why there's no security in afghanistan. this weekend the u.s. begins a slow four-year march towards the exit. but that date will be nothing until afghans feel safer and are governed better. abc news, kabul. >> the loss of the house speaker position has not taken the political fire out of nancy pelosi's belly. in a defiant interview to appear

emergency landing in dallas texas. the faa is investigating what caused that window to crack. waking up this morning, a little lull in the system. we have a lot more rain on the way. >> yeah. a half inch to an inch in the wettest locations. almost an inch and snow around mount hamilton. so pretty important system on the way. impressive one that went by. as we head outside we are looking at sfo. no delays here although it's cold, only the upper 40s. the sun officially up this morning at 6:55 setting at 4:55 and emeryville looking at a lot of cloud cover. so far we talked a little about the rain. you'll notice that the east bay, you picked up a third in dublin, orinda over a half inch. san francisco almost a half. this is 5:00 this morning. mount saint helena only a 10th with petaluma about a third. live doppler 7 hd showing not only rain but thunderstorms. that's in the forecast

throughout the entire weekend. cold unstable air associated with the system that went through and also the other one that is to come. so off the mendocino coast the sonoma coast, looking at more wet weathered. widely scattered showers. the rain has been light around santa rosa and winds are up. also some off the coast here of marin county. also the peninsula. this will be rotating through. it's not associated with the cold front yet. that's later today around the dinner hour to around 8:00, 9:00 when heavier rain moves our way with the next cold front. 44 napa and fairfield this morning with 43 in mountain have you, 38 los gatos. everyone with as much as 5 to 10 degrees colder this morning. a cold and showery weekend with the snow level at 2500 feet by tonight. and we're looking at the chance of thunderstorms mixed in with the shower activity today, tonight, and tomorrow. so here's the first cold front pushing through the south bay

right now. and then parts of the central coast getting wet but it's all this cold air and that next area of low pressure that's gonna sit up here to the north for a while and energy rotates around it. that's going to bring the rain later on today and the even colder air mass that's going to stay with us right through monday. here's a look at the time line. a little break in the action. but we are looking at more rain by the early afternoon. the heavier rain looks like it's going to push on through by 3:00, 4:00. in fact, that's when we can see cobb mountain with a few snowflakes down to mount hamilton and then by tonight with pockets of cold air we could see some 30s around the bay. sunshine tomorrow only destabilize the atmosphere more for a better chance of thunderstorms. seen about a half inch of rain. maybe another half inch for a total of an inch and a half later tom. total of an inch the east bay coming your way and probably

another third in the south bay. so below snow levels 1 to 2 feet. at lake level 3 to 5 feet above 7,000 feet with low to mid-50s generally but only in the 40s in the north bay. we should see 60s this time of year so not only cold but wet with temperatures well below the average and a good decent soaking of rain. it's not going to be an all-day rain but today much rainier than tomorrow and a cool week but dry. >> a cool week but at least a dry one so we can get out and about thanksgiving. family and friends and dry and cold. >> yeah. soon be a distant memory at u.c. berkeley's memorial stadium as it stands now. >> so many great things have happened here. >> doug turner has worked here 41 years since back in the days when the stadium looked much like it does today. >> i think it was 2972 when steve sweeney call the a ball in the end zone with no time left with mud dripping off him. >> turner was there too for the play in the big game of 1982. built in 1923 as a tribute to world war ii soldiers, memorial stadium has oathed presidents and football greats like college hall of famer joe kapp whose son will is on the current staff. >> the stadium, it's holy. it's a holy place for thousands if not millions of people that support the golden bears. >> but now the stadium originally built for $1.4 million and one that sits on the hayward fault is getting a $321

million retrofit. >> it's really about two-thirds of the stadium will get basically replaced with a new concrete and steel structure. we don't plan on changing any of the minor imperfectionings in the stadium wall. >> when the work is done on the outside, the stadium will look pretty much like it does now. but on on the inside things will be much different. the field will be 4 feet lower. one thing that won't be repaired the 4 inch gap under seat 22 row 75 section kk. a product of first movement, it will perhaps serve as a reminder of the stadium's rich history and an opening for all the new memories yet to come. >> i can't wait for that first game in 2012 when we beat ohio state. >> in berkeley, laura anthony, abc 7 news. >> all right. don't go away. up next a u.c. student called 7en your side for help over his tuition nightmare. >> a cal student is charged

$40,000 too much and can't get

u.c. berkeley mistakenly classified greg as an out of state student so he was charged the non-resident fee for the past two years. instead of charging $5,000 per semester this year u.c. charged him more than $16,000, $11,000 too much per semester. but what's worse when he pointed out the mistake u.c. berkeley refused to give him his money back. >> seems like they're fighting me more than helping me. >> to see cal cheat a student out of that amount of money is appalling to me. >> what makes this even harder, greg's college fund was a legacy left to him by his father john reading who died from cancer when greg was just 13. here's greg hanging on to his father's back a few years before the onus struck. his father made sure to leave enough money so greg and his sister could go to college. now a huge chunk of that legacy was gone. >> definitely should give it

back. it's not their right to keep it. >> we tried to save money for the kids to get an education. and for them to not refund the money that's due to him because of their mistake, it's appalling. >> greg said he never questioned the tuition amount because cal is such an acclaimed university and the money was coming directly out of his trust fund. he didn't question it until he noticed a friend was paying so much less. by that time u.c. berkeley said it was too late for greg to get his money back. >> they're saying there's a statute of limitations and it's 30 days and i think it's ridiculous because it's my money and it was their fault. >> their fault because greg had filed this statement of legal residence as required to get the lower tuition. u.c. berkeley claimed it never received the form. luckily greg's mother miranda kept copies of the statement and this receipt showing it was sent by certified mail. miranda showed all of this to

the university and still u.c. berkeley said no refund. i tried to explain to them the situation. they basically just say don't repeat yourself. your case has been denied. go seek counsel. >> miranda was furious. that's when she contacted "7 on your side" and we took the problem to the university. and finally u.c. agreed to review the case. >> i don't know what happened with that first package that he sent to us. he definitely has the proof that it was received but from there it was mislaid. >> u.c. berkeley registrar ann deluca couldn't explain what happened to the residency form. but since greg had proof he mailed something, u.c. agreed to refund the overpaid fees, $41,752 in all. a few weeks later, the money was back. >> i'm grateful that they finally did the right thing. >> we're glad. we wouldn't want a student to
