in the news this sunday morning, july 18, a traffic stop on an oakland freeway turns into a midnight gun battle. >> oakland police and bart officers are reviewing yesterday's shooting of a man with a knife. >> good morning. areas of fog definitely this morning but not quite as widespread. good morning. thanks for joining us. i'm carolyn tyler. interstate 580 remains shut down in oakland from harrison street to macarthur maze after a midnight gun battle involving chp officers and a driver. the officers were slightly injured and the suspect is hospitalized. police rushed to the scene with guns drawn where the chp called for emergency back-up. it all begin with a traffic stop

west of grand avenue around midnight. chp pulled over a white toyota pickup truck for speeding. officers who approached the truck say they saw several guns and that the man opened fire. they returned fire and called for emergency back-up from officers throughout the bay. >> he was shot multiple times he also was wearing body armor. that may have been why he was able to survive. he was taken to high land hospital. chp officers were hurt but their injuries are not life-threatening. another stretch is closed while caltrans crews perform some scheduled maintenance. they are replaces old and damaged crash barriers where 580 and 80 come together near the bay bridge.

one lane heading toward eastbound 80 is also shut down. they say you should expect delays of about 15 minutes. closure is scheduled to last until 7:30 this morning. >> both bart and oakland police departments are promising thorough investigations after five opened fire on a man on a man that rushed them with a knife in each hand. >> this saturday morning shooting will come under the scrutiny of the bart police review committee chaired by bart director carol ward allen. >> what from what i see, we think they acted properly and xluant people have observed it, everything was proper. >> before they shot and killed a man on 16th street.

>> it started near the fruit veil bart station when police got a 911 call that a man was carrying two knives. bart police got there but the man bolted down international boulevard. oakland officers tased him but the man kept running. >> i saw this man walking backwards saying shoot me, shoot me. none of the police say anything. they were gathered together. >> oakland pd tried to taser a second time but he charged them with the knives. >> at that point other officers on the scene who is there to protect the officers, discharged their firearms who falls to the ground. >> it comes two days after the governor signed a new law

allowing civilian oversight of the department. now a new shooting investigation will have to play out. >> by desire we wouldn't have to be taser everybody but everybody has to protect themselves. with that, that is all i say at this moment. i want to make sure we look at the investigation and see the facts before i make such a statement. >> the full investigation could take weeks. the bart civilian review panel won't go into effect until january but this shooting is exactly the kind of incident the panel was designed to investigate. >> the fruit veil community is planning to resurrect the neighborhood watch program. they scheduled a community meeting for thursday at 6:30 p.m. at st. elizabeth elementary school. two-year-old girl is hospitalized after a car struck her and her dad in danville. it happened around 2:30 near danville boulevard and camile

avenue. according to the highway patrol the little girl was riding in a trailer that was being pulled by her father's bicycle. she was taken to children's hospital. her condition has not been released. >> let's get some news now from the gulf of mexico, that cap over the leaking oil well is still holding this morning. bp engineers say it's showing no obvious signs of leaks. they're going to be monitoring it for another 12 hours or so. struggling to understand puzzling pressure readings coming from the bottom of the sea. john hendron reports from the gulf. >> there was no announcement, no celebration, no parade heard around the gulf. 48-hour testing window after bp cautiously declared it not a failure. >> there is no evidence that we lack integrity in the well. >> the pressure measured at 6700 pounds per square inch. some feared a leak in the well. but after testing and finding

none, they theorized that so much oil has leaked into the gulf of mexico that the pressure dropped considerably. >> the worst is over. the well is hundred percent closed in. >> the meeting with fishermen, bobby jindal says the oil may be stopped but it's far from over. >> testing on that well has been extended for 24 hours. the plan from here on out is to ensure no new oil stays in the gulf of mexico. but after all the work the well head will maintain pressure, they are going to allow some it on to be siphoned into ships so nothing can go wrong so they can shut debit the oil bed and end the ordeal. >> cal fire has sent a mapping specialist to the gulf this weekend. he'll help the state of florida to map the spread of the oil near the florida coast.

florida sent firefighters to california back in 2008 to help battle lightning fires and cal fire say this is an opportunity to return the favor. a beild fire threatened former president ronald reagan's ranch in santa barbara this weekend. it broke out a quarter mile of what was known as the west coast white house. neighbors reacted quickly. it scorched about ten acres. >> we got the hose and see what we could do. >> heavy smoke billowed over the reagan ranch which now serves as historical center. investigators are trying to figure out what started that fire. no one was hurt fortunately and the flames never threatened any structures. that fire burned while the rest of southern california bakes for at least one more day. this time it's not a dry heat. rare, high humidity heat wave is

mexico's bloody drug war appears to have taken on a new dimension when a car bomb went off. three people died in juarez. investigators say a street gang lured police to the scene by dress ago wounded man in a police uniform and then reporting an officer had been shot. when police arrived the bomb went off. the dead in thursday's attack also includes a doctor who rushed to the scene to help. >> we finally have a winner in the statewide republican primary for insurance commissioner. bowen announced that an aassemblyman beat mike fitzgerald by 1% of vote. they will face dave jones. bowen announced that voter turnout for the june primary was 33%, that is slightly higher

coming up just a little bit. lower 60s for mountain view and san jose. still clouds in san jose as well as redwood city. we've got clear conditions for livermore this morning at 58 as well as concord with 54 in napa. big warmup for parts in the north bay, low clouds and fog to start out. warmer temperatures on the order of maybe 2 degrees, not much and we'll see width turning cooler tomorrow as more low clouds and fog spread inland. today we're not looking inch in the way of gray, everybody should be sunny well south of half moon bay. creating a little fog along the coast. temperatures are responding to the sunshine and we'll see mid 90s east bay valleys. 80s return. mid and upper 80s to the south bay, napa will warm up significantly, 70s for berkeley and oakland.

here is what is going on. a big area of dome of high pressure has built in from the desert southwest that is encompassing southern california with temperatures ten degrees above normal. high heat, high humidity. you can see not quite making it to the bay area, just brushing up against our east bay valleys. so today a warm one in our interior sections but then tomorrow as the area gets closer low clouds and fog our way and create a cooling trend. 96 in yosemite. temperatures coming down by about 6 degrees in the northern sierra, 84 for you. 98 in sacramento, couple degrees cooler. cool weather confined to the coast with mid to upper 80s in the south bay. 90s in los gatos and warming up in redwood city with a high of 80. low to mid-60s here. 79 around menlo park.

upper 60s downtown with low on 60s and a sunny day. low 80s for petaluma with mid-80s in napa. here is where you're going to see the warmth spread to the upper 70s with 76 in hayward. 82 in fremont. out over the hills, highs in the low to mid 90s around pittsburg and antioch. 93 in concord, monterey bay, 95 in gilroy today. accu-weather seven-day forecast, subtle warming with less of a marine influence and more northerly winds. tomorrow things switch around with more westerly component. even inland coming down about five degrees tomorrow that sets the stage for a cooler week with the temperatures really just a little bit below average for next week. >> it feels good here compared to what is going on elsewhere. >> coming up at 7:00, "good morning america."

developing news this morning interstate 580 remains shut down in oakland after a midnight gun battle vfg chp officers and a man they pulled over. two officers were slightly injured. suspect is hospitalized. police agencies from throughout the east bay rushed to the scene with guns drawn. when the chp called for emergency back-up. it all begin with a traffic stop on interstate 580 west of grand avenue around midnight. chp pulled over a white toyota pickup truck they said was speeding. officers who approached the truck say the man was heavily armed. >> the suspect fired on the officers, the officers returned fire. one of the officers pulled out for emergency assistance and

pablo avenue. if you are driving you should expect delays of about 15 minutes. >> in san francisco motorists using the golden gate bridge could see a bottleneck leaving san francisco on doyle drive. the one and a half mile stretch of the southern approach to the golden gate bridge is down to just one lane in each direction until 8:00 this morning. single lane restriction is needed for work on the san francisco interchange which connects highway 101 with highway 1. >> to the gulf, there will be an extra day of testing to make sure that a cap is doing its job in the gulf of mexico. scientists are looking for signs of trouble because pressure readings are lower than they expected on that well. officials have decided to hook the cap to pipes stretching to ships on the surface to collect the oil. that decision means that crude will spill back into the gulf temporarily but certainly not at

the rate before the well was capped. >> president obama is accused republicans this weekend of jeopardizing america's economic recovery for their own political purposes. this comes after the gop started this website that chronicles mr. obama's recreational activities under the heading of play golf or save the gulf. it focuses on pleasure trips taken by the president while unemployment remains high and oil washes ashore and america fights two wars. president fired back at senate republicans during a video address for blocking an extension of jobless benefits. >> we need to take common steps to help small businesses to create jobs. we need to take them now. that is what we've been trying to do. but too soon the republican leadership in the united states senate chooses to filibuster our

recovery and obstruct our progress. >> the first family is wrapping up a visit to the maine coast and they plan to spend part of next month on martha's vineyards. >> a record number of americans could lose their homes to foreclosure. they project one million foreclosures in 2010. as terry mcsweeney reports, for once this state is doing better than the rest of the nation. >> you may remember our report about this woman from sunnyvale, she has lived 50 years safe and snug in this house and then fema flood map comes out and saying she is in a hazard zone and she has to buy flood insurance. another map puts them in a flood zone while the next-door neighbor isn't. this same thing happened to robert cummings of livermore.

it's ice cream day. today is a great day to do something like that. >> a judge allowed a controversial round-up to resume and 250 more wild horses have been removed from a nevada range this weekend. horse advocates tried to halt the round-up after 17 animals died mostly from dehydration during the round-up in the desert. judge took the action at the request of bureau of land management arguing that 500 horses could die because they were starving in this year's brew brutal temperatures. the agency is in the process of removing about 12,000 horses to bring the numbers down to what it considers an appropriate number. when it's hot like this, you have to remember about all the pets, dogs and everything. >> slow cooldown is on the way.

southern california, much of the west and for us, our temperatures fluctuate with the low clouds and fog. >> microclimates? >> that's it. it pretty cloudy in the city and clouds in the south bay, but, quicker burn off. more warms, maybe a difference of two for three degrees in terms of temperatures going up today. that is good for the folks that wanted to see it more summer like. 55 in half moon bay. big warmup for the north bay, a little bit in the east bay. winds are going to switch and back off from the west. that is going to bring the warming trend today. cooler weather as soon as tomorrow and that is going to cross the bay keeping temperatures in check right

through the rest of the week. here the fog burning back quickly by 8:00. we'll see full sunshine and a few areas of fog at our coast. temperatures responding with 80s and 90s in warmest location and 60s at our beaches. that includes ocean beach where we typically on the cool side and even half moon bay should be in the upper 50s with 80s to the south bay. big bubble of high pressure that dome of high pressure that is strengthened again. it's building westward and temperatures should come up a few degrees. in response to a weak trough in the north and that allows for the coastal clouds to move across the bay bringing the breezes back to the coast. a lot of sunshine and temperatures coming up a few degrees. 105 in fresno. 98 in sacramento.

coming down a few degrees in northern sierra with temperatures about 84 yesterday. we were 90. today in the south bay, plenty of 80s. if you head towards saratoga, mid-80s. milpitas, 82 degrees. and we're going to see 80 es we haven't seen that in quite a while. 82 in mountain view, temperatures pretty much about average with 79 in menlo park. look for mid-60s at half moon bay and pacifica. a little warmer for you. san francisco, upper 60s. 70 in south city. with the fog scouring out around 9:00. low 60s in golden gate park. here is the big warmup. more of that north wind from sonoma to napa and calistoga. temperatures ranging from the 60s at bodega bay to stinson

shows us, california is actually doing better than the rest of the country. >> there are far fewer signs like this one compared to last year at this time. numbers released says the number of foreclosures in the bay area is down 41% so far in 2010. foreclosures are also down 51% in alameda county and 44% in contra costa county. some see it as a sign of real estate and economic recovery, michael of pacific international believes banks are holding back a bundle of foreclosed properties so home prices would noting into free fall. >> they would prefer to drim them on the market. but we barely seen them drift into the market. >> he believes it's supported by other experts who says the number of loans in some type of

a lovely day is on tap. >> congress approved insurance reforms on friday that affect thousands of homeowners. recent series of reports have pointed out flaws in official fema flood maps. michael finney has an update on the changes. >> you may remember our report about adeline of sunnyvale. she lived in this house. seven saidly a flood map comes out saying she is in a hazard zone and she has to buy flood insurance.

another map puts him in a flood zone while his next-door neighbor isn't. >> it requires us to buy flood insurance. >> despite the flootd map they were forced to pay more than $2,000 each for flood insurance they don't need. however, proving the maps wrong is so costly and complex most homeowners give up and pay. >> this has impacted thousands of americans and it's wrong that the federal government is making them pay the price to challenge the federal government. >> the house of representatives took a big step to change all that. >> when you find fema to be wrong. that shouldn't be incurred by you but reimbursed by fema. >> if you have a federally backed mortgage and the fema map puts you in a flood zone you must buy flood insurance. jackie speier proposed a reform.
