shooting at a ramadan event in west philadelphia. he is reporting there's been numerous event -- arrests and at least four guns recovered, in this shooting happening at 46th avenue in west philadelphia. they were celebrating, eid al-fitr, which marks the end of ramadan. obviously the month in which muslims fast daily, from dawn until sunset, it is the holiest of months and this is breaking the fast, it was supposed to be a celebration in west philadelphia and there was some sort of shooting here. this is multiple police sources that are talking to our affiliate fox 29. we know at least one philadelphia police officer also fired their weapon, we are trying to get in contact with hospitals at this time right now, in and around the area to assess whether anybody, the

extent of the injuries, if anybody has been killed from this. we do not know yet. we are working the phones right now, reports are that multiple people are hurt, and that four weapons have been recovered at what was supposed to be a celebration in wallace to philadelphia today marking the end of ramadan. that is what we know so far. this was at fdr park from our understanding so far. that is what we know so far martha. >> martha: quick question, i don't know if you know the answer, you're looking at these aerial shots against a garbage can tiptoe over, huge police presence in this area, is it your understanding the shooting happened in the park, outside or inside a building? >> have to thank right now based on what we're saying that this happened at the park based on the initial reports and based on the police officers scoping what appears to be looking for any evidence right now this moment, in a child's playground at this park where this event was

happening marking the end of ramadan. >> martha: is the information that one philadelphia police officer fired their weapon, is coming from the philadelphia police social media? >> know that is coming directly from our reporter for the affiliate, steve qe who has been working for fox 29 philadelphia. >> martha: thank you brian. we will come back to you sure. as we continue to cover this breaking story, seeing the aerial shots. joining me now, nicole parker, former fbi special agent and fox news could jupiter, welcome, always get a happy. is a have these breaking stories, in your career as an fbi agent you often were called to a scene like this. what can you surmise just based on this aerial shot and the information that brian gave us a four? >> well honestly it's really early on in this investigation, the number 1 priority is the safety of those in attendance at this event.

if multiple weapons are found, obviously it's dangerous. people need to -- i was give this advice and that is an active shooting, run, hide. the top priority of law enforcement is to respond immediately to get in there, to see where the threat is, neutralize the threat as soon as possible and to protect as many citizens as possible. anybody in the surrounding areas needs to vacate the area, and again if the suspect is still on the loose, they could be multiple suspects, very difficult situation for law enforcement to track down especially in an open area. there is significant significance as far as the date, ramadan. this is a holy month for muslims. i understand it is the end of ramadan and somebody would do this at the very end of a celebration event for something that is such a holy and religious event, it is such a loss. without delving into margin to

motives at this point because it is very premature, i guarantee there is something that this individual had a problem, and they are taking out of their grievance on this holy, holy religious holiday. again, law enforcement, they are trying to track down whoever this individual is, protect the citizens, run, hide in the area. they could be setting up a perimeter, it could be identified where this occurred and they need anybody to -- everybody to get away as quick as possible, saline secure. >> martha: yes, because one of the questions that we have, we don't know, as you point out nicole, how many gunmen there were. if there were more than one, if anybody ran off and escaped, and obviously it's a concern for the other buildings in the area, there's some apartment buildings we just saw that it may somebody might be seeking refuge in one of those areas. if you are in this area, you have to be very concerned and

very careful to make sure you not letting anybody in, leaving the door open, any of that kind of thing. nicole, i'm told that brian has a bit more information on this for us, o'brien what are you learning? >> martha, we are live right now local reporting as of this is developing, w. pdi which is abc station then philadelphia is reporting that sources say four people are in custody, and a multiple guns been found. that is a report following hours steve was that they were at least numerous arrests and at least four guns recovered. now you have doubly pdi, the abc affiliate in philadelphia reporting that for people are gaining custody after what appears to be a mass shooting at this event marking the end of ramadan in west philadelphia to be rebar and we don't know whether or not a there went to this playground, after a celebration, in terms of any sequence of events here, whether the shooters happened upon this

group, whether they were targeted. these are always the all questions that we will be seeking answers for in the coming hours. >> absolutely, that is a great point. you are dealing with a situation where he could be, not to go down too far with speculation, but this could be a targeted situation. this could be gang violence and/or just happens to be at a park where there was an event or this could have been targeted. we do not know yet. that is a great point that we don't know if this was the intention to go after this event or just to go after a couple of individuals who were fighting amongst each other or watch not. but when you're talking but multiple guns, when you're talking but a situation in philadelphia, it could very well have been a gang-related. we do not know. >> martha: that is a very good point. four people in custody, and several guns and i will bounce back and forth between you two so thank you for sticking with

us. nicole parker, is he just had a brian report, they have four individuals. so obvious you when we learn anything about these individuals, i do bit of light on what may have happened here, and also to point out at, taking four people into custody and it turns out of the only can hold one or two over them. they grabbed four people at any rate. >> that is exactly what i was going to say, i will echo your sentiments because law enforcement and when the something active going on like this and there's any suspicion this person may have been a shooter are was in a possession of a firearm, you are going to handcuff that individual until you know they're not the suspect. with four people being arrested and they are in custody, does not mean that it's verified it's it's the individual who was actually shocked someone. four in custody right now, that could definitely changed on the road but right now it's a very fluid situation. responding to these types of events, the number 1 concern

again is making sure the gunfire ends and that those who may have been firing those weapons are any delay taken into custody. there will be questioning in a full investigation. obviously the safety of those in attendance, of there were any injuries between medical health? law enforcement he always think they're the ones that are there to take the guns away, but also so they can get a proper medical attention. those in the area, the best advice i can say is until it is deemed safe, where you are, stay put, stay safe. everybody has to stay calm. and again premature to talk about it but i don't know if it's a coincidence that it happened to be at the end of ramadan that this occurred. >> martha: we are getting a better sense nicole, if you are able to look at what we have on screen. you can see the crime tape is clearly around this playground area. and outside of the crime tape

there is a food truck and kiosks, soda sanga set up potentially for party. is a few tenths along the side of the road here, and it looks like a cup in the -- this church that is part of this park that we're looking at here. i'm also watching the posture of law enforcement on the ground there. they are not running, they appear to be walking calmly as if they're in the middle of an investigation, but not a man hunts. at least from what i can see so far. >> i think that's an extremely important point to make martha, if that is active gunfire going on, obvious it would look very different than it does right now. without an us -- official statement from law enforcement he will get more information soon and that is a top priority. setting up the perimeter, making sure everybody's safe, from where this alleged crime may have occurred and hopefully they

would providing information for the public as soon as possible. because it is a top priority as well to inform the community that they know what is going on and it can take proper precaution. >> martha: there is a lot of lot -- that is a lot of law enforcement at the scene. i mean there is a white vehicles, black vehicles that are looked to be law enforcement that are literally all over this entire zone. >> that would be expected, absolutely expected. anytime there's a potential mass shooting event you will have law enforcement from every single level. i can tell you at the lauderdale airport shooting, at the douglas high school shooting, you have law enforcement practically from every agency in the area be. because as enforcement your job is to protect other individuals be! the need all the help we can g get. if it is a local manner, we don't know at this point, was a terrorist related, gang-related, we do not know. but all law enforcement agencies, that would be normal

for all of them to come to the scene, set up a command post, what happened, who has jurisdiction to work this investigation. i can guarantee you with the locals, the federal -- the fbi for example will offer all the resources necessary to get to the bottom of this case and discover what happened and to put those behind barbezat or the cause of this. >> martha: we just saw, thank you and stay with his nicole, we just one ambulance it seemed to be leaving the scene? did not have its lights on, it was pulling out of the area. as nicole points out a, that his own and norma's response and then that they will start to figure out what is needed and what is not needed on the scene here. nicole is with us, brian is with us, as one of bring in our retired fbi specialist agent who joins us now by phone. chris, thank you for being here. your initial thoughts as he kind of get a bit of a view of what is going on here?

>> these kinds of incidents, getting information flowing in one direction to one place is a real challenge. as nicole pointed out, this quite a few different agencies are presented by at this time and they're trying to get there unified command together officially manage what is going on. neutralizing the thread, a delphi whether there are threats. that is dependent on the information getting to the right place. in these kinds of situations, people, responders pick up the phone and respond to their own agencies. all this information, very compact -- comfort metallized. so the real challenge at the very beginning is to get information to flow to one place, get some kind of coherent picture, so you can respond effectively and it will take sometimes hours to get that effectively set up.

>> martha: i'm not saying anything coming in from philadelphia police department yet, what would you estimate given the fact that we are not seeing a lot of activity on the scene at this point, how long would you expect it would take for them to make some get a statement about what is going on here? >> yeah, unless you really needed to get it bubble wrapped to the public and get that vague assist, i think they have their hands full trying to respond to the incident. nearly reason they have to step up to the podium right now is to get some information out to the public and either warned the public and tried to capture somebody, but again, there's a lot of information. and even that takes a little would've time to get together. a shotgun blast out there, and they have to make sure won't come back the same way. there will be a time, several
