of the officials who had concerned about the president's personal attorney. according to the "new york times," hill testified that bolton called giuliani a hand grenade who is going to blow everybody up. giuliani insists he did nothing wrong. it comes after the arrest of his two or two of his soviet-born associates and reports federal investigators are looking into giuliani's dealings in ukraine. and breaking right now, fox news has learned giuliani will not comply with the subpoena. john roberts with the scoop in a moment. congress is back after a two-week recess, live look at the senate floor, where they have plenty to talk about, including ukraine controversy and turkey ark tacking allies in syria. we have team fox coverage, john roberts. first to catherine herridge reporting live on capitol hill. >> complex week, testimony on capitol hill and to simplify what you have here are two

drafts, one is an official traditional tracking ukraine and the other was a back channel investigation led by the president's personal attorney rudy giuliani. the witness who arrived today on capitol hill is george kent, a current senior state department official. the reason kent matters, he was in ukraine between 2015 and 2018, so this overlapped with the obama administration, trump administration and he worked alongside with the former u.s. ambassador to ukraine, maria yovanovitch, removed early by the trump administration. here is congressman eric fal l falwell. >> we sought witnesses who may have seen this going on and every arrow continues to point in the same direction, which corrobora corroborates what the witness said and what the president said. >> on the way into the hearing this morning, we had republicans who addressed reporters at the

democrats everyday of the week, mike pompeo is coming in, he resigned last week. they have a witness later in the week, who is part of the defense department who can speak to this issue of ukraine aid and perhaps one of the most significant witnesses is gordon sondland, current ambassador to european union, one who was sending text messages defending mr. trump's decision in ukraine saying there was no quid quo pro, though he is being questioned by other career diplomats on that issue. the point of context, these are now being called depositions. it may seem in the weeds, the reason it matters, a house attorney told us depositions are more strictly controlled by the -- those who have control of the committee and not as likely to be released in the short term to the public. >> catherine herridge, thank you. back to the breaking news. fox news learning rudy giuliani will not comply with the

subpoena from congress. our chief white house correspondent john roberts breaking the news in the last five minutes and reporting live from the north lawn. john. >> good afternoon, trace, spoke to rudy a couple minutes ago. i was on my way out here. i lost count of how many times i've spoken with him today. he told me he will not comply with the subpoena sent to me by three house committees, who are looking into the impeachment inquiry. he said there is number of reasons why he will not, a lot follows along the same lines as the letter that pat sent up to nancy pelosi and the chairs of the three house committees conducting the inquiry. in addition, items of executive privilege and whether or not the house committee had the authority to do it. he says there is issue of attorney-client privilege, as well. get to what you were talking about earlier, what fiona hill said yesterday in the deposition she gave to the house impeachment inquiry regarding

what john bolton told her about rudy giuliani. according to fiona hill, at some point, john bolton said that rudy giuliani was a "hand grenade, who was going to blow everybody up," and my first conversation with giuliani today, he told me "i am disappointed in john, not sure he realizes i received all of this evidence as part of my representation of the president, it was all part of the evidence and suppression of evidence involving ukrainian collusion and origin of false information against the president." on giuliani's business dealings with the ukrainian-born american, giuliani says he has no indication his business dealings with parniss, and igo are under investigation or under scrutiny by federal prosecutors, he did knowledge giuliani partners was paid $500,000 retainer by company founded by

fraud guarantee, the company selling technology that detected fraudulent activity. parnis was indicted last week and has another court appearance thursday. giuliani told me $500,000 was for eight months work he did for fraud guarantee on technology and regulatory issues. he said it was paid in two installments, one early september of 2018 and the other late october of 2018. he insists that the moncame from the united states and did not come from foreign sources. he seemed to indicate while $500,000 seems like significant amount of money, he has clients that pay his company more than that, this was not a particularly big deal for him. trace. >> the president announcing sanctions. >> yeah, sanctions against turkey scheduled to go into effect some right away, some soon. let's go over first of all what the president said, will go into effect right away.

increasing tariffs on steel back up to 50% tariff that just came off turkey not too long ago after pastor brunson was released and the president would delay $100 billion trade deal. in addition, the president auth rising broad range of sanctions against current and former members of turkish government and others involved in obstructing cease-fire and threatening peace and stability in syria. those sanctions include financial sanctions, blocking of property and barring entry of turkish individuals into the united states. some question whether the sanctions will have crippling effect on the turkish economy the president claims they will. senators lindsey graham and chris van hollen will introduce into the senate a companion set of sanctions, they believe working together with what the white house is proposing will have effect on turkey.

>> trace: breaking news, fox news pentagon team reporting turkish backed forces came close to u.s. troops in syria. so close that american jets and attack helicopters were called up as approaching forces closed in. we'll go live to jennifer griffin with the scoop in a moment. last week president trump announced he was pulling soldiers out of the region, they and the kurds had been fighting together against the islamic state. president trump said we are not abandoning the kurds. we are seeing the effects of

afternoon, advance nomination of barbara barrett, president's choice to be secretary of the air force. speaking of our armed forces, congress can waste no more time getting appropriate process back on track and delivering the funding our service members need. just two months ago, the president and speaker of the house produced an agreement to guide the appropriates process. the white house set top line funding target for defense and nondefense. and agreed to forego bills. last month unfortunately, democratic colleague went back on the deal, routine funding negotiations were subject to poison pill threats and urgent resources for operation of the pentagon were withheld for the sake of politics. look, we need to put political games aside. democrats need to stop filibustering pay raise for

troops and the funding commanders need. we need to get our funding process back on track for the entire federal government. and house democrats need to stop slow walking the u.s. mca, the landmark trade agreement that stands to create 176,000 new american jobs. mexico is ready. canada is ready. and majority here in the senate is ready. entire continent is just waiting on speaker pelosi to stop blocking this win for the united states and stop blocking these new jobs. i don't care how much my democratic colleagues in the house may dislike the president, they shouldn't throw 176,000 new american jobs on the scrap heap. on all these fronts, i hope sincerely our democratic colleagues will be able to separate vital business from their an ymous toward the

administration and join republicans moving forward with the work of the american people. one final matter, i speak for many colleagues on both sides of the aisle expressing grave concern at events that unfolds in syria in recent days. turkey is our nato ally. yes, it hosts millions of syrian refugees and as legitimate security concern about the situation in syria. but turkey escalation of hostility, is completely and totally unacceptable. this violence needs to end. syrian and kurdish forces have stood proudly alongside u.s. forces in the fight against isis. over years of joint effort, shared sacrifices that put isis on its heels and rendered its physical califate nonexistent.

the door is wide open for resurgence of the islamic state. creating power vacuum begging for the meddling influence of russia. leaving northeastern syria wide open iran to extend reach unimpeded all the way from tehran to the door step of our friends in israel. and destroying the leverage we currently have to compel by bashar al assad to stop slaughter of syrian people and negotiate end to terrible conflict and humanitarian catastrophe. madam president, i want to make something clear, the united states has taken the fight to syria and afghanistan because that is where our enemies are, that is why we're there. fighting terrorists, exercising leadership and trouble regions and advancing u.s. interest around the world does not make us an evil empire or the world's

policeman. we are prudent and responsible world power that stands up for our own security and the freedom of others. alongside the 80 coalition partners u.s. forces have led and counter isis coalition, that is what we must continue to do. we must continue to provide support to local forces that carry the lion share of the responsibility to defend their homeland. this effort must continue to include our allies and partners. even the imperfect ones who sometimes behave irrationally and dangerous as both saudi arabia and turkey have recently. when it looked like president trump would withdraw from syria at beginning of the year, 70 senators joined in warning of the risk of precipitously withdrawing from syria or afghanistan. the veto proved majority vote for my amendment to s-1 strengthening american security in the middle east act,

demonstrated strong and bipartisan appreciation for security interest in the region. the senate spoke clearly and said we must ensure we have set the conditions for an enduring defeat of the terrorists before any withdrawal. regrettably, many of the democratic senators running for president, along with my friend the democratic leader, parted with this bipartisan consensus and voted against this amendment. so i hope those aspiring commanders-in-chief asked to reconcile criticism of the administration today with their vote just a few months ago. maybe they will even be asked on the debate stage this very evening. i'm heartened to hear vice president mike pence will lead delegation to begin talks with turkey to end this violence.

i expect turkish allies listen. welcome our vice president and take steps to repair our important relationship. it would be tragedy for both nations if turkey's escalation in syria and perils common fight against isis and embolden traditional adversaries like iran and russia. this would be bad for u.s. interest, but terrible for turkey. and i look forward to discussing with members on both sides and with administration how the u.s. can stand with our partners and provide strong principled and consistent global leadership. madam president, i understand there is a bill at the desk due a second reading.
