their party. >> that's true, but i think realistically, a lot of people are watching that debate saying the only time they weren't trying to tear down the legacy of barack obama was when they were actually trying to claim credit for the 6 million jobs under president trump's economy. so that's the thing we have to deal with right now for republicans to say, guess what, while they're scrabbling about things that don't mean anything, if the republicans are proposing eliminating health care, call it what it is. they've sat there, they've collectively bargained for years and make sure their union members can have the best possible health care under the current system and democrats say we don't care, we're going to take it away from them. and if you hold onto the messages and explain what's happening, they're trying to create an america that's unrecognizable-- >> no, no, no, i've talked to strategies and people who advised president and they say it's anybody, but trump. neil: i think they're trying anyone, but joe biden, but where you thread the needle there, you

don't want to anger barack obama or any offist loyalists or messages or presidency. this is a guy, front runner who is capitalizing off of it so you have to do that carefully. >> they're playing a very dangerous game and it's self-interested. because they're basically kicking their own party to the curb saying we're going to attack someone who has been a representative of our party to try to win the nomination and come back and cater to their party and say, never mind, we apologize? that's not a good strategy here. for everyone looking at the democratic party, every single person knows that those democrats on 2020 except possibly joe biden, they're not going to get the nomination, not one of those people on that stage has any chance. neil: and i heard congresswoman dingell of michigan, the idea was to try to flip michigan into the democratic column after trump won, that they didn't succeed. >> and texas.

ferris and deirdre bolton. that's the story, the debt continues to grow and neither party seems to care. >> that's true, both parties have been spending like sailors and-- >> yeah, but what sailors do is their money. >> that's a legitimate point. this is pretty frightening. we're talking about some of the overhang costs which are big. i keep thinking of heck, our proprietary research during mid terms, that's the number one most important issue for voters. we know we're spending close to something like 18% of gdp on health care. it's not the best system in the world. it's inefficient and it's expensive so i think that's at least one place we can tackle it hopefully in 2020. i know there's a lot of different opinions on that. we talked about those costs, education costs up something like 130%, if you looked since the 1980's. so a lot of things that people care about cost a lot more money. neil: but debt isn't one of those issues. when you talk to the voters top

ten issues it can be a variety of different polls and debt doesn't appear anywhere. >> we thought years ago, ten years ago, maybe the magic number it would be 10 trillion and then 15 trillion. and sort of like, call me when we get there. as we're going off the cliff. it's he have ti-- inevitable. it's a bird that they eat, it's a delicacy, and blind folded because they're ashamed. neil: not in a million years. [laughter] >> thanks a lot, payne. >> that's why it wasn't shown on tv. neil: and so, jonas, you know, the president says that this budget deal is a great deal. we have plenty of time to cut. obviously implying that he gets in, republicans will regroup and they'll get there. i think it's a little thin pen. he didn't make a big dramatic

thing out of the signing. the time to cut was two years where the republicans had more power. look, at the end of the day, the debt to gdp is what matters and it's not going out of control. it's been more or less leveled off since to 12, but it radically went up during the great recession and we're never chipping that down. neil: they're waiting for charles and i to retire. >> the other longer term problem. neil: leave it with you guys. >> the trajectory of the entilements will bankrupt us if nothing is done with it. neil: nobody does anything about it. >> the dianger of the republica in the white house. all they're talking about is spending more money on things. republicans made an issue on this with obama. they did, they kept the spending down. that's gone now. the closest we had to heading in the right direction was late obama years when the spending was-- >> well, i think with bill clinton and newt gingrich. we started reversing it. >> that's the last time that--

rather, a far third from those two issues. neil: what does it say? >> it says that we believe that interest rates are going to be extraordinarily low for an extraordina extraordinarily long period of time. i think we've entered a period where the rates are so low, everyone is going to have to-- all the books and manuals out there are going to have to be rewritten. as long it's that low, we can service this debt. to jonas' point, and eventually trillions a year and take us off the cliff. neil: and can you tell us when? >> you and i will be in our rocking chairs, or maybe eating a little bird with blind folds on. >> in germany you have to pay for the privilege of loaning the government your money, right? if you're buying government debt, i mean, even if ours looks not as great as under clinton, it's still-- >> the large saving grace is in the world of dwarfs, we're the tallest.

administrations into fighting al-qaeda and just a couple of days ago we found out that osama bin laden's son groomed for position of power for that organization was killed. the thing about al-qaeda, they're like a spider web, if you cut off one, others are alive and well. we've been at these groups so long. ins an international organization equipped with fighters and doctors and lawyers and leave on sabbatical to go fight. it's an ideological war and that's why it's so hard to fight and argument over what the right strategy should be. i don't think there's anything gained for tulsi gabbard taking exception to the president with saudi arabia and al-qaeda: there's plenty to criticize when it comes to the president and saudi arabia, or gabbard.

are we going to say that al-qaeda is an enemy we're all trying to get rid of. neil: you know, joey, dealt with this in brutal ways, but i see these terrorist groups that morph into other groups and they become other threats and is that the issue here, whether you call it al-qaeda or some other group, that they always evolve and that's what we have to worry about? >> well, there's the politics of these groups and then there's the people of these groups, not unlike political parties in various countries around the world. there are displaced people that are desperate and willing to give their lives for it and then there are puppet masters that have money and means and looking for ways to disrupt countries or fight against the u.s. for any reasons. one is the victim of the other in some ways. probably the about earn that planted the bomb that took my leg was probably told something rather than true. and we're chasing the people in

power that are corrupt and brain washing people and we're fighting the people that are brain washed. al-qaeda is going to take various forms to stay alive because the people with power in these organizations understand that. if it's isis today and al-qaeda tomorrow or vice versa, they're looking for places that are vulnerable and people that are vulnerable to stand these fights and cause the ripples across the world. >> and swinging halfway around the worrell and focus on hong kong for the time being. you might have heard, obviously, ongoing protests continued and the chinese promised to crack down on the protests and some live shots are coming into the news room right now out of hong kong and one of those cities are crowded authorities say we don't say this is a good idea. the response is it's still there. they haven't pulled the trigger quite literally. what do you think of all of this? >> i think it's something where we have to sit back and look and

say, now, what an amazing time to be living in the united states of america, where we can go out and protest and anything shy of antifa and white supremacist is acceptable. meanwhile, halfway around the world, an economic power that is basically suppressing people they're willing to risk their life to speak their minds. i'm far from an expert in chinese policy. i've studied it enough at georgetown to know they kind of like to have their cake and eat it to. a communist country with the economic and found a way to take advantage of systems around the world and people in hong kong trying to have a semblance of freedom. in 2019 we're watching this, one of the major powers in the world and yet, we're calling oppression, whether or not we have bathrooms whether we have bathrooms that are nonbinary.

their fellow protesters. 55 arrested over the last 24 hours and they're wanting to know where did they go? did some of them disappear? and this, of course, on the heels of prior protests, seen tf protests over an extradition agreement that if you're picked up in hong kong or questioning, they ship you to china for such questioning. they shelved that plan, but they didn't relove it. and that's an argument that they have no intention of formally ending the practice altogether. so we're keeping an eye on that, very, very closely. back to this country and baltimore maryland where understanding that congressman elijah cummings plans to speak at what they're calling nature place states. rehabilitated from a dumping

ground. and this on an ongoing feud over the conditions of this city. joining me is former maryland governor. good to have you. >> hey, buddy, how are you? good to see you again. neil: let me ask you about baltimore and as you see it. the dire poverty and some of the issues the president raised, is that on elijah cummings? >> well, the president-- no. the president hits back, as you know, neil. regardless of creed or color or party or race, when you're attacked and obviously the democratic leadership and using the r-word and impeachment, the i-word. the president always hit back. it doesn't matter your station in life, whether you're a congressional leaders or a hollywood celebrity. so, one, i think this is sort of misplayed by the national press. this is a president that's m-o. you've reported on it for years. when he's hit he's going to hit

back regardless of the accuser, so to speak. neil: shouldn't the president be different? do you think a president should be held to a higher standard? >> well, i think whether you like him or not, whether you support him or not. agree with him or not, neil, this is his m-o. this is-- >> would it be yours, governor? i've never heard you talk like that. >> it's not mine. no, it's not mine. it's not mine, but i'm not going to dictate to a politician or present politician. and that's his m-o and what he does and everybody knows it, neil. with regard to baltimore, obviously, a lot of familiar problems. in my view, the denominator is, it's fatherlessness and continually failing public schools, and once you have-- once schools fail, in my view, everything else follows. working class, middle class folks simply do not want to live-- a lot of folks cannot afford to send their kids to private school. what do they do?

they move out. and everywhere the schools have been a particular problem over the year in addition to the proliferation of small gangs, neil. we're not talking about the major gangs, but they're here as well. but in baltimore it's unique. there are a lot of small gangs and police cannot control them. they have their own rules of the road. you walk on the wrong corner you're shot, you're dead. it's very decentralized drug issue in this town, drug industry i should say, in this town. when you add the familiar ills, you have a city in decline and baltimore has been in decline for decades. neil: the president has a good argument when he talks about his action maybe to your point, his controversial words. african-american unemployment is the lowest it's ever been, and unemployment in general closest to the low it's ever been. wage gains for african-americans are eclipsing though.

>> criminal justice reform, a major bill. neil: so do you think that he rips that by saying some of the stuff that he does, it squashes the otherwise positive message? >> yes, i mean, obviously for those of us who support him and i support him a thousand percent, supported him last time, support him next time. at times when we talk about the personality conflict, you step on your message. this record, as you just articulated and i would add again, criminal justice reform, the first major bill. neil: a better example. >> a serious, substantive positive record about progress and the minority communities generally, neil. i would love to be on your show today talking about this, obviously, about the facts of the last two and a half years, rather than the personality conflict between a democratic leader and the president. but again, whenever there's conflict, people are going to report it and that's your job, i get that, but hopefully at some

point, sometime, we can get back to the substance. i know it's a silly season, democratic primaries out there, everybody using the r-word and accusations, no progress. frustrates me, however, i had a fit over baltimore city schools ten years ago as governor. i was to we'll take care of our own schools. and the kids with their constitutional rights, here we are decade later, sam schools, same cry we need more money, more money. we need radical change in baltimore. radical property tax change. we need charismatic leader. rudy guiliani did it in new york and we need that leader to emerge, i don't care what party or what color. neil: governor, thanks for taking the time. we appreciate it. >> good to see you, neil.

you. >> great to be here with you, neil. neil: you know, you've got a lot of response, critical praise, helped to raise a good deal of money within the first 24 hours higher do you think that's goin? >> in the right direction. we need 2% in and we have. and we have to get the donors, a a requirement. we had more donation than the prior months. neil: did you feel you were going against the grain, congressman, you're still a progressive guy, but you were kind of telling some of your colleagues, elizabeth warren and bernie sanders and others, we have to dial back on this a bit and we've got to pay for this. and you were admonished by elizabeth warren, don't tell me what we can't do.

what do you think of that reaction? >> i think when you can't defend your policies on the merits, you end up saying things like that's a republican talking point. or you say things like you're not being ambitious enough. so, i view those as kind much lazy, dishonest responses to legitimate questions about policies that they're putting forth that are misguided and more importantly, they don't represent where most americans are. i mean, they're running on a platform that may appeal to a minority of the democratic party, but it's not even close to appealing to what the majority of the american people want. neil: i'm wondering, congressman, if that's even typical of the democratic party, that they might be alienating themselves from the party voters themselves, let alone the general electorate? >> yeah, i mean, if you look at democratic presidents since world war ii, every one of them has been a center left democrat and as i said in my opening

statement the other night, you know, we had, with mcgovern, mondale and dukakis we saw what happened. with bill clinton and barack obama, we put forward candidates who were more center left democrats, which is where most democrats are and certainly where most of the american people are. i think the choice is clear for the democratic party. do we want to beat donald trump? the answer is yes, we have to put up a candidate who is running on stuff that majority of the american people find interesting and at the end of the days those are common sense, pocket book issues. neil: i haven't had a chance, congressman to talk to you since the debate, but i did want to get your reaction to the new york mayor bill deblasio said we're democrats, we want to tax the hell out of the wealthy. what did you think of that? >> i was actually travelling the night of the second deeb so i

didn't watch it. neil: that's what he said, take my word for it. >> i believe wealthy americans should pay more in taxes. the way i want to do it is by making the capital gains rate equal to the ordinary income rate. i see no reason people who invest for a living should pay less than people who work for a living. and by closing that loophole will gra create a more tax system and generate more revenue from wealthy americans. that's a common sense way in creating more equity by the tax code. does anyone think that the wealthy won't invest in their capital gains are the same as regular? that's ridiculous. neil: your take on it, democrats don't talk about it much and as you pointed out republicans don't talk about it much. does that fact alone, the fact

>> welcome back, everybody. i'm neil neil. we are focusing on hong kong for good reason. the protests could continue there, but what's interested in the populated city in hong kong, it wasn't supposed to be going on. chinese authorities said we don't think it's a good idea. for the tenth weekend in a row,

hong kong residents are fighting over apprehension of a number of protesters, 55 in the latest go-round. a lot of the other protesters want to know what's going on with them. where are they? and this occurs when we tighten the screws with with china when it comes with the ongoing trade talks or the lack thereof shall the president essentially putting tariffs on the remaining goods we get from china, the 10% levies. if you can't trust them when it comes to trade? can you trust them with rising insurrections going on? and with us is charles payne, jonas max ferris and deirdre bolton. >> that's are civil servants. these aren't just students. not that we would ignore students. but these are people who work

for the government, a lot of from accounts, they're middle aged and have government jobs. this isn't the profile of a fire starter. i think this underlines how seriously-- for some people, i've spent time in the region, it's kind of like new york, they want to be there, they wan to run their business, they want to make money and they don't want a lot of political fuss. i think this is different/scary and extraordinarily bad pr or china. and you have to think people in taiwan are watching this, hong kong was trying to pay by the rules and china couldn't leave them alone, i think this is the time for china to look good, but it's horrible. neil: and we worry about tiananmen square and if it happens like that, then what? >> i think we should worry in part. video surfaced this week of the people's liberation army, the

main garrison in hong kong practicing riot maneuvers with paints and the commander there saying that they have seen an up tick in extreme violence. in other words, laying the groundwork the justification for that going on. that has not been the case. what i like about this now, initially you felt, okay, the protests, the idea that any hong kong citizen could be called to mainland china to face their judicial system. no one wants to face that. the argument when they first said, okay, well, china will-- hong kong will eventually go back to china 50 years. the idea that maybe hong kong can influence china and i was thinking maybe that couldn't happen, wouldn't happen. who knows if this goes on and enough people in mainland china get a whiff of it, maybe it could change the pendulum in that country as well. neil: jonas, we had on gordon chang, written about china and china threat and at its core china remains a military entity,

more than a capitalist juggernaut as i said, and will respond as such. >> things are dinner from 30 years ago. their own wealth and success might make it hard to act that way. and what the people are not going to put up with anymore. and like protests here. if the rest of the country was run like hong kong, we wouldn't be in a trade war. i'm wondering if that made the people to revolt. it's like they're weaker now, china. you can't get away with the way you behaved 20, 30 years. in hong kong they can use facebook and-- >> you can't in chinaments and that element makes it difficult to do a tiananmen square in hong kong. neil: deirdre, you can look at this and say we have not use this had as a wedge in talking to the chinese on trade obviously by design, but that
