a d with an r now. the truth is what ails our economy and ails our nation has been going on for a very long time. has it gotten' worse under barack obama? absolutely. our government has been corrupt for decades now middle class wages have been stagnant for 440 years. we have fewer numbers of people working and more people who have quit working in 40 years and our government gets more corrupt decade after decade this is about a dish kind of leadership now. >> news today the federal reserve is leaving the interest rates unchanged. what do you think about that? >> well, shock. i mean i predicted this months ago. i think obviously, this is a policy that is helping the wealthy, those who are invested in equities or real estate. and it's hurting the middle class. if you are a retiree trying to save, if you are a young family trying to save for your first home, it's hurting you. this is a policy that is helping the wealthy as all liberal policies do,

actually. it's interesting to note hillary clinton talked about income inequality all the time but the truth is 9 5% of the wealth that's been gained over the last several years has all gone to the top 1% and the zero interest rate policy helps the wealthy and the well-connected it hurts the middle class and the poor. >> you bring up secretary of state hillary clinton. she had something to say about big banks and whether she would let them fail or not. let's listen to what she had to say. >> if you're president. >> yes. >> and and the banks are failing, do we let them fail? >> yes. >> we let them fail this time. >> yes, yes, yes. >> wow? >> yes. first of all, under dodd frank that is what will happen because we now have stress tests shareholders have to know they will fail. if they are too big to fail then under my plan and others that have been proposed, they may have to be broken up. >> what do you think about

secretary clinton saying too big to fail and the banks have to be broken up. do you agree or disagree with her. >> here is the thing about dodd frank, written in large part by those same wall street banks took 10 banks too big to fail and took even five bigger banks with greaters is systemic risk and mean wheel we have destroyed 1590 community banks it is community banks from which small businesses and families get most of their loans. so once again under these progressive policies, the big, the powerful, the wealthy and the well-connected are advantaged and the small and the powerless are crushed these are just words for mrs. clinton clinton. every progressive policy she has proposed makes the big banks bigger and more powerful. makes the wealthy and well connected wealthier and better connected. >> what about the big banks failing? what would be your response? would you let big banks fail? >> these are too big and too powerful now. progressive policies have made them bigger and more

powerful. and meanwhile, the smaller banks, like community banks that are so critical to getting a small business started and small businesses matter because they create two thirds of the new jobs, meanwhile, those small banks have gone out of business. in other words, the big have gotten bigger and the small have gotten crushed. that is the consequence of hillary clinton and progressive policy. that is the consequence of barack obama, but it is also the consequence of a government that has gotten bigger and bigger and more powerful and more corrupt under republicans and democrats alike. for 40 years. it's why we need to do something different. >> all right. would a carly fiorina justice department be any different than this? recently, the department of justice, and the obama administration, fined general motors $900 million instead of sending any executive to a criminal courtroom for the all the deaths that resulted from their knowledge of having defective part of their car. would you go after the

individuals or go after the justice department fine and the shareholders end up paying or we end up paying higher for cars. what would your justice department do? >> if someone has blown the law, they need to be held accountable, whoever they are. this justice department is politicized. we know that, unfortunately, i mean, general motors lois lerner, i doubt very seriously unfortunately hillary clinton will be indicted on any criminal charges although obviously she was traffic until classified information over an insecure server. she shared classified information with those that were not authorized to see that classified information. i doubt we're ever going to see any charges because president obama basically told us oh, no, there was nothing wrong here. just as he told us there was not a smidgen of corruption in the irs. we actually know now that irs officials who break the tax laws, less than 1% of them are ever held accountable. it's part of what has gone

on in government for too long. there is no accountability. >> the house passed a -- the house has a resolution to impeach the commissioner of the irs. what do you think about that? >> unfortunately i think it is a meaningless gesture because until and unless we cut the irs down to size, it's sort of like when the head of the v.a. was fired. you know, the head of the v.a. was fired. there were all those dramatic hearings. a bill was passed that said we could fire the top 400 senior executives of the v.a. we now know that 307,000 veterans have have died waiting for healthcare and there has been basically no reform. that's the problem. there is too much in politics with republicans and democrats alike that is theater not substance. we need real reform and that start with simplifying the tax code. 73,000 page tax code gives the irs way too much power. >> carlie, nice to see you. and, of course, we will be

watching the debate. thank you for joining us. >> thank you, greta. >> and as of tonight there are less than 100 days until the iowa caucus. the first major test of the 2016 race. so each and every candidate wants to make the very best of his and her time on stage. fox news chief political correspondent carl cameron is live in boulder where the candidates are almost ready to take the stage. carl? >> hi, greta. and before they take the stage, donald trump was hard on the twitters last night and today trying to make the point that he didn't think he was going to get fair shake tonight saying cnbc has been using fictitious polls and he doesn't think it will be a fair debate. this comes after days of donald trump complaining about his fall from the lead in iowa where ben carson has overtaken him and the "new york times" cbs poll that came out this week that shows for the first time ben carson has overtaken donald trump on the national stage as well. strong supports of evangelical christians who make up 60% of the iowa

caucuses and the big part of the republican base across the country. carson needs a moment. he needs to be able to show that he can answer tough questions now in the bright lights of a frontrunner's scrutiny. and sort of deal with the heat that's being thrown at him by the other outsider donald trump. those two have been at it for the last couple days. carson said before the event today he's came through and talked with reporters that he will be himself and not jump into what he has called donald trump's mud pit. once you get passed the carson donald trump battle. there is another one jeb bush and marco rubio. he also said if he has to demon nice others or be demonized himself then voters ought to go ahead and elect donald trump which some thought was more irritating and frustrated than he might want to show himself to be. in the case of mr. bush, he says that marco rubio is essentially g.o.p. obama. the bush campaign h. a big huddle down in texas with donors and the family decided that was the best way to go after mr. rubio who was jeb bush's protege

when he was the speaker of the house and bush was the governor of florida. for his part, rubio responds by saying jeb bush just simply does not represent the kind of generational change that the american people need and obviously the last name has been something of a problem for jeb. and then after that there is another candidate who has been coming on strong. and really competing with rubio for third place and that's ted cruz. the texas senator has made a name for himself in washington by being a disrupter. going after republican leaders almost as hard as he goes after democrats and suggesting that washington is almost terminally broken. he is now making a pivot and it's happening at this debate. tonight when it starts he will unveil his tax plan. and because he has already said he will abolish the irs, it almost it s. a certainty that he will be proposing a flat tax. this is meant to show that not only does he want to break down that in government that doesn't work but ready to rebuild it flat taxes have been very popular with insurgent candidates in the last few years. bob doll but in 19 46 a flat tax of 15%. no republican running with a

flat tax has ever actually made it into the white house. greta? >> karl, thank you. and donald trump suddenly finding himself co-frontrunner in tonight's debate. get ready. you could see sparks fly between donald trump and ben carson. the latest poll has ben carson' in first place with 26%. donald trump is in second place at 22%. that's 4 points behind carson. senator marco rubio grabbing third place with 8% and jeb bush and carly fiorina tied with 7% each. the rest of the field is sitting far behind trump and carson. they all need a big night tonight. how big? former senior advisor to president george w. bush karl rove goes "on the record." karl, every one of them needs a big night tonight. i suppose some need it more than others or they will end up on political life support by dawn. who is really -- who has a do or die situation tonight? >> well, i think it's the four it at the bottom. mike huckabee, chris christie, john kasich, and rand paul all of them are

the polls who are in the major debate tonight. all of them have relatively small amounts of money that they have raised and relatively small amounts of money cash on hand. and so those are the ones who have to if they don't have a really good night tonight they may not have the donors standing by them. they may not have the numbers in the national polls to remain in the race. you mentioned that cbs/"new york times" poll. there is something interesting inside that poll that we ought to keep in mind about this and keep this debate somewhat in perspective. they ask the questions is your mind made up? or is it too early? and the cbs "new york times" poll 28 percent said their money and was made up. 71 percent said it's too early. think about this. last month it was 37 percent said their mind was made up and 63 percent said it was too early. so, we have goont month closer to the election. the voting in iowa starts the first of february yet we have had 8% more people say too early to make up my mind and 8% fewer people say my mind is made up.

>> karl, i know we probably shouldn't say this but i think it's probably a fact that most people watching tonight want to see whether or not donald trump tries to stomp all over ben carson and whether ben carson takes the bait. what do you expect with the drama between these two tonight? >> i expect donald trump to go after ben carson. he may not go after him as he has attacked his religion for example. i think he is going to go after him. what's going to be interesting to see is ben carson's response. i think we are likely to see more of the same. he has been well-served by having a low key sort of personal approach. he did particularly well in the first debate in his closing statement. but he is going to have tonight to demonstrate that he is willing to voluntarily back at trump it doesn't mean he needs to respond in kind. i thought was good the other day when he said look i'm not going to engage that that kind of stuff that's in essence beneath me. i thought it was a good putdown of trump let's see if he can do it on the stage tonight. >> i think he owns this

tonight as well as carlie fiorina. this is their area. they both have a business background if they don't do a tremendous job tonight i think we will see them slip do you agree or disagree. >> i agree with you they are both business people so they have got to have a good night tonight so do some of the other. marco rubio has demonstrated a fluency on foreign affairs. he has got to demonstrate a fluency on the economy. jeb bush has demonstrated on economic issues of fluency but he has got to show some energy and sort of meet the expectations of the press to show that he owns part of that stage tonight. i would make one interesting -- one comment about carlie fiorina. i'm interested in the fact that she has done so well in the first debates. first debates she was at the kiddy table. she did really well and won, in essence, the first debate kiddy table and adults and did extremely well in the second debate h a great night versus donald trump. each time she has seen her numbers come up and numbers come down. i would make the point that if she has a good night tonight, she better have a second ability that allows her to ---second act that

allows her to benefit in that rise in the tweaks now and november 10th the next debate fox business debate. have an act that allows her to go between the november 10th debate and december debate. because what happens is she does well in the debates and then she fades from site. >> a lot of debates coming up including the fox business channel. thank you. >> thank you. >> the early debate has just ended. so, welcome to "on the record" if you are just joining us. and is ever confident donald trump getting worried? after falling into second place in the two iowa polls trump is now begging people in iowa for more support. >> getting a little shakeup in iowa. i don't know what's going on. >> keep on going, donald. >> by the way before we forget, will you get the numbers up, iowa, please? this is ridiculous. what is my competition? in all fairness? what is my competition? i don't like being second. second is terrible to me. in most polls each number one. now, until iowa came along,

show host tammy bruce. first to you, tammy, are you ready to see the showdown with donald trump or take the high road and say you want to hear the substance and the policy. >> there has to be both because we know the democrats won't be a light touch with whoever the nominee is this is a proving ground. if you can't handle donald trump you are not going to be able to handle hillary or putin or anyone else. this is great for whoever the nominee is because we are going to see if they are going to be able to handle it. ben carson needs to be able to answer these questions. of course, he is high in the polls, specifically because nobody really has asked him hard questions. no one has pushed him. if we think he can be the commander and chief if we think he should be president, he should be able to be pushed and he should come back because the world is not a nice place. >> of course, donald trump has said that he lacks energy. that ben carson, i think he even says worse than governor jeb bush who he famously said lacked energy. what do you mean. >> this is classic trump bluster. he has to say these things because he wants to avoid talking about policy. if donald trump is worried, it should be because there is a ceiling on his support.

huge dislike numbers. even higher than hillary's. he just is kind of making it up as it goes along here. hasn't answered questions about healthcare. tax reform plan that was basically cribbed from jeb bush's. what i'm looking for tonight is candidates who can outline a vision for economic growth in this country and not candidates that can't explain the stagnation we have had. they have to start explaining the stagnation of the last seven years and outline the vision for the future. >> i noticed with kasich and trump, these men are beginning to whine. jeb bush was whining. >> i thought kasich was trying to grab the stage back saying i'm fed up. he better show that energy tonight. >> it makes him look -- >> carlie fiorina. one person who actually is taking everything seriously and uses these obstacles to her benefit. they are all searching for a way to be heard.

only legislative issue people are going to have to make hard decisions on. let me give a context to the challenge and problem that republicans have. and in most exchanges, conflicts, there are different grades of exchanges. there are skirmishes, from there is battles and wars. the war is the conservatives want to win is to change the policies of the obama administration. and the battle that's crucial in order to do that is that the republicans have to win the and hold the majorities in the senate and the house in 16. and what we're looking at are squirmishes in legislature. it's bad -- it's not bright to have a policy that let's you win the scrir militia if it costs you the victory and the war in winning the presidency in the house and the senate. that's the equation that everybody is going to have to look at seriously at some point before they start criticizing each other over this legislation. >> will that legislation do that? >> i think this legislation

gets a big issue out of the way. and, yeah, there may be some criticism in the short-term, but i think in the long term it's probably best for the republicans to get this issue over with. >> well, it certainly seems that this field of republicans are pretty wild and woolly. they are really aggressive in their debate. more so than i have seen in other years. maybe not but maybe just that there is so many of them. they sure are coming out strong. >> they are. and they are very committed to the presence pells they are talking about. but, you just hope that at some point they stand back and look at the value of winning the injury militia versus the importance of winning the war and being able to get policy changed in the long run. >> is donald trump. >> big policy. >> is donald trump the wild card that makes it really unpredictable on the candidates for how to maneuver on this. >> donald trump is a loud mouth cry baby. and i don't know why the media keeps giving him visibility. >> well, governor, we'll get a chance to see what he has

70-plus% of the people haven't even made up their mind and even he can i can guarantee you a lot of the ones that say they have are going to change. i believe this is a very fluid process. and what we have to do is understand that the election begins february is 1st. it's in iowa. and if we can do well there, and i believe we will. then we are, you know, we are game on just like we were four years ago. >> every year it's quite an interesting collection of candidates. this year is no exception. and you have got governor kasich of ohio saying that he is fed up. i assume he is fed up with a lot of the name-calling. i assume he is focusing on donald trump. do you sort of share that i'm fed up view of governor kasich? >> no, i don't. you know, this is -- i always say don't try running for president at home. this is not an easy thing to do. it's a tough battle. and it's grinding and it's day after day and it's the media, you know, all over you and social media, which is even more brutal. and i can understand thousand can wear on you. but i have been through

this. i was through it when i was really at the top. he mean after i won the state of colorado, we went to the tops in the polls and, you know, had a chance to win this nomination. and the scrutiny that came with it let me assure you came. i can understand the frustration if you are not use to the intensity. but, you know, one of the reasons that folks who ran before actually do well the next time is because once they go through that process, they have a better way of going through it the second time and coming out on top. >> all right, in the very narrow issue of the economy or jobs, what is the single message you wanted voters to get tonight about you and the economy? >> i'm going to make america the number one manufacturer in the world again. we are going to create millions of new jobs. we are going to take them from china. we're going to lower emissions and greenhouse gases. why? because we are going to take it from one the biggest polluting countries to one of the cleanest countries and move those jobs back here to america. create good paying jobs for american families and focus on energy on making sure that america is the middle

facility shows an important piece of equipment is missing. fox news chief intelligence correspondent catherine herridge is live in washington. what is this all about. >> one of iran's most secretive military sites and it was just last month that inspectors were moved in -- allowed to go in and according to our contacts what they found is that equipment is missing as well as what's called a containment vessel. this is a special chamber where they are able to test cet detective detonators to trir warheads. what iran has to answer now why they chose to renovate an empty building over and over again and whether this was an effort to sanitize it the kind of progress they made with their nuclear weapons program, greta. >> how did we find this out? is this inspection by iae or is this iran being honest or is this just sources? >> based on my reporting, the iaea found that the containment vessel and the equipment was missing when they were able to get into

parchen for the first time ever last month and they were able to get in as part of this effort to establish a baseline, which is part of the nuclear deal framework. >> all right. president obama speaking on it? is this going to make a big deal to the president obama? >> this is very important to the deal. because the iaea report is expected in december. and it's supposed to lay out iran's past and present program. it's the way forward if sanctions are going to be lifted. what critics are telling fox news is the missing equipment really represents a gap in the data. and the information is now incomplete. so it's hard to make a real assessment on whether iran has made significant progress on its program and whether it really is right to let the -- onto lift the sanctions. time clearly investigate this according an inspector is virtually impossible.

nominating him for speaker. the vote breakdown in the g.o.p. speaker vote behind closed doors was 200 for ryan. 43 votes for florida's daniel webster. one for majority leader kevin mccarthy and one vote for tennessee's marcia blackburn bite. late tomorrow morning there is expected to be a new speaker of the house in paul ryan. he needs 218 votes on the floor. more than he earned today but some conservative house freedom caucus members are flu pledging to support ryan. then the difficult work begins trying to get the house to operate more efficiently and basically get things done a lot better at a time when things are very polarized. that is why some say the job of speaker is the toughest job in washington. greta? >> mike, he needs 18 more votes under the numbers you just gave us and the one thick that nobody wants -- thing wants 218. the outliers people in your own party who don't want you so you are back to square one with the big fight? >> that's right. i have talked to a number of leadership folks and number of members who sigh they
