democrats aclu are outraged texas took over houston's nearly 200 thousand student public school district. this is eighth largest in nation, what do you make of this. >> this is the end of a 5 year stalemate and a lot of people have described it district as very disfunctional and some have used word corruption. for example there were problem with school board and management. school board was violating open meetings laws and also found guilty of irregularities in contracts and then management according to people who are familiar with the district, say there was a lot of favoritism-based hires and retaliatory investigations and firings, that is the disdisfunction at d adult level.

and if a school has more than 4 consecutive years of being considered failing. and they did in this case have schools that fit that criteria, so now, finally after a very long drawn out process, the decisions had ban made. elizabeth: you will see more of this? this is one of the largest school takeovers ever. you say in schools have bp failing students for years that is happening in new york, chicago. happening in california as well across the nation. is in something that is going on where local mayors control the also system so hard to take over a public school system like texas did ? >> this is hard to speak about nationally. it depends on state law. pretty recent state law passed 8 years in texas allowed this to happen. other thing houston in addition to having schools that are struggling a lot,

they have schools that are doing very well. you can't speak about the district as a whole as failing, but they did hit this cry criteria that meant state could takeover. i did want to lay out, the commissioner was clear about priorities need to be, i'll read to. it was to improve conditions in the lowest performing schools some of this failing to beat standards for a decade and to fix failures in providing special education services, a big problem in houston. and then last to focus on improving student outcomes and not focus on anything else. he alluded to fact that it seemed there was a lot of add m administrative talk at meetings not focus on student outcomes. >> there is a good thing, erica thank you.
