our country is very active in iraq and in afghanistan. i think that the stabilization work will be decisive. the stabilization work of iraq after the military defeat that we expect for daesh. we know that this action against terrorism must take place within our individual countries. in europe with the social and cultural commitment against radicalization by cooperating with islamic communities. italy contributes to peace and to stability in the mediterranean. in syria, where i believe the u.s. choice to he react to the use -- to react to the use of chemical weapons by bashar assad, and where a negotiated solution is more necessary than ever.

in libya, we discussed this in our meeting, where we need to work against the division of the country in order to stablize it. this is a very decisive task if we want to manage the migratory flows without giving up on our values and our humanitarian principles. and we need to contrast the horrible traffic of people and clandestine refugees. italy is convinced of its strategic commitment in favor of the transatlantic relationship. we have also spoken about common commitments in nato and the goals that were identified in 2014 and commitments on military expenses. around the contribution that each country must make towards collective security. we are proud of our contribution.

and finally italy is a country of dialogue. we are proud because we succeeded keeping open the doors and difficult crises. dialogue can be useful even vis-a-vis russia without obviously giving up our unity and our principles and without giving up our strength and our values. i also told president trump we have confidence, even though this is a difficult moment and we all know it is difficult now. we have confidence in the future of the european union and certainly in the importance of the relationship between the u.s. and italy. these are the two pillars that transatlantic relationship is based on and a great part of peace and freedom in the world.

was a shooting in downtown paris, being described as potential terrorist attack. i wonder if you have something on that. further to that two of the big trouble spots you're dealing with right now, north korea and iran. do you believe that the leader of north korea, kim jong-un is mentally unstable? is that one of the reasons why you're so concerned about these latest developments? is he a man that can be reasoned with? on iran, do you have reason to suspect that they are cheatings on the jcpoa? to mr. prime minister, you talked a moment ago about your commitment to nato. president trump would like to see all nato members contribute 2% of their gdp to nato. your contribution is slightly less than 1%. will you commit to committing 2% of your gdp to the alliance going forward? thank you. >> first of all, i love the question you asked the prime minister. i look forward to his answer. because i'm going to be asking him that same question very soon.

first of all, our condolences from our country to the people of france, again it is happening it seems. i just saw it as i was walking in. that is a terrible thing and very, very terrible thing going on in the world today but it looks like another terrorist attack, an what can you say? it just never ends. we have to be strong and be vigilant. i have been saying it for a long time. as far as north korea is concerned, we are in very good shape. we're building our military rapidly. a lot of things happened over the last short period of time. i've been here for approximately 91 days. we're doing a lot of work. we're in very good position. we'll see what happens. i can't ask, answer your question on stability. i hope the answer is a positive one, not a negative one, but, hopefully that will be something that gets taken care of. i have great respect for the president of china.

as you know, we had a great summit in florida. and palm beach. and got to know each other and i think like each other. i can say from my standpoint i liked him very much. i respect him very much. i think he is working very hard. i can say all of the pundits out there they have never seen china work like they're working right now. many coal ships were sent back, many other things happened. some very unusual moves have been made over the last two or three hours. and i really have confidence the president will try very hard. we don't know whether or not they're able to do that you about i have absolute confidence that he will be trying very, very hard. one of the reasons that we're talking about trade deals and we're talking about all of the different things, but we're slowing up a little it about. i actually told him, i say you will make a much better deal on trade, if you get rid of this menace or do something about the menace of north korea.

that is what it is. it's a menace right now. so we'll see what happens. as far as iran is concerned, i think they are doing a tremendous disservice to an agreement that was signed t was a terrible agreement. it shouldn't have been signed. it shouldn't have been negotiated the way it was negotiated. i'm all for agreements but that was a bad one, as bad as i have ever seen negotiated. they are not living up to the spirit of the agreement, i can tell you that. we're analyzing it very, very carefully. we'll have something to say about it in the not too distant future but iran has not lived up to the spirit of the agreement. and they have to do that. they have to do that. so we will see what happens. thank you very much. >> thank you, mr. president. >> translator: first of all,

allow me to join president trump's words for what happened in paris. these words of condolences and closeness to the french people and this is a very delicate, delicate period for them. they are just three days before the election. as far as the question is concerned, the commitment has been made. it was made during a nato summit and we are used to respecting our commitments. we know that this will be a gradual process. it has already begun. and we know that italy has certain limitations when it comes to its budget but despite these limitations our commitment to common defense is very clear. as we said earlier, i'm very proud not only of the progress made in our financial commitment but also proud of the

we'll see what happens. but this is a great bill. there is a great plan. and this will be great health care. it is evolving. there was never a give-up. the press reported like there was a give-up. there is no give-up. we started -- took obamacare 17 months. i've been negotiating this for two months, maybe less than that, because we had a 30-day period where we did a lot of other things. this really has been two months. this is a continuation. the plan gets better and better and it has gotten really, really good. and a lot of people are liking it a lot. we have a good chance of getting it soon. i would like to say next week but i believe we will get it. whether next week or shortly thereafter. as far as keeping the government open, i think we want to keep the government open, don't you agree? yeah, i think we'll get both. you thank you.

the stability worse. the u.s.'s job is, the u.s.'s role is very critical? >> i do not see a role in libya. i think the united states right now has enough roles. we're in a role everywhere. so i do not see that. i do see a role in getting rid of isis. we're being very effective in that regard. we are doing a job with respect to isis that it has not been done anywhere near the numbers that we're producing right now. it is a. it is a very effective force but we have no choice. horrible thing to say we have no choice. we're effective ridding the world of isis, as our primary role whether in iraq, libya, or anywhere else. that role will come to an end at a certain point. we'll be able to go back home

and rebuild our country, which is what i want to do. thank you all very much. i appreciate it. thank you. cheryl: we've been monitoring this press conference, this joint press conference between president donald trump and the italian prime minister, paul low gentiloni. i'm cheryl casone. david: i'm david asman. the prime minister didn't answer the question he would.any up 2%. -- pony up. would you pay 2% of your gdp which you're supposedly required to be member of nato. italy is paying 1% but never really answered. cheryl: a lot of questions about the role of u.s. around the world. when asked whether a role for united states in libya donald trump said no, there will not be a role. we have a lot to cover. i want to bring in our panel. we have to cover you all the latest news. a lot of it is breaking. charlie hurt. scott martin, kingsview asset management, fox news contributor. and we have adam shapiro in the east room where the press conference just wrapped up. adam want to go to you first. a lot of things were covered but in particular when asked about the situation in paris, both leaders were asked about this with apparent terrorist shooting we're trying to get more details on the champs-elysees. that kind of kicked off the press conference. a reminder global terrorism is at the forefront and both leaders still face the threat of terrorism, adam. reporter: you heard both leaders talk about the need to defeat isis the terrorist organization. president trump's commitment to do so. you heard the italian prime minister talk about the alliance, the north american alliance, nato and the need to maintain those strong relationships. he talked about the proud of their contribution an that dialogue can be useful but there was an absolute commitment to

defeating isis. the president used a somber occasion what happened in paris and commitment ever rebuilding the u.s. military and defeating terrorist threat posed by isis. there was also a discussion, cheryl, about trade between the two countries. a discussion of the contribution italy makes to the nato expenses. the president joked a little bit having further discussion in regards to that. italy is constrained by its budget. perhaps there he will will be negotiation how they will meet their obligation. there will be discussion of millions of italians that live and work in the united states either as employees and students. so the ties between the two countries are very strong. 60 billion plus in trade both ways each year. that was something both leaders were not only talking about, but

was also front and center. cheryl? cheryl: also i want to bring in scott martin on this one too the issue, scott, came about iran and that iran has not lived up to the agreement. that kind of rhetoric can make market participants nervous. >> especially in the crude oil markets, cheryl. what is interesting, the markets had a lot to digest, not only d.c. but globally for the last few weeks. frankly they're hanging in there. what is interesting going forward with trump he reached out to the world leaders, but talked tough letter on agreements we had before. iran nuclear deal, for example, that seems to be going away, i think that is interesting thing for the markets to deal with going forward as they deal with uncertainty and possible maybe war engagement across the globe

given we haven't seen much past eight years prior to trump. david: adam, i want to go back to you, you're following another big story, one that really moved the markets. treasury secretary steve mnuchin, and economic advisor gary cohn moved the markets on tax reform comments. they talked about health care. i think it was the tax comment that really moved markets of the what did they have to say? reporter: particularly what treasury secretary steve mnuchin had to say earlier today. he was speaking at the institute of international finance meeting here in washington along with gary cohn. first it was what mnuchin said, yes we will have tax reform by the end. year, perhaps even earlier. let me let you listen to the treasury secretary in his own words. >> just to be clear, we hope it won't take until the end of the year. we're very focused on it. >> okay. >> big priority for the president. we will get tax reform done. it will be sweeping. it will be significant and it will create a lot of economic growth.

reporter: sound as if they're on one track. they have been working behind the scenes, the treasury secretary steve mnuchin, check advisor to the president, gary cohn, they have been working hard to meet with members of the house ways and means committee as republicans on the hill draft what you heard the treasury secretary say will be sweeping tax reform. but it was gary cohn gave us a little bit of specifics, not much, but a little bit of specifics what we can expect. take a listen. >> so we are going to come out with a unified, united tax proposal from the white house. >> that includes individual as well as corporate? >> includes individual as well as corporate. some of the basic core principles are again exactly what the president ran on. people say we're difficult to figure out what we're doing. we are actually the complete opposite. reporter: you heard, a very important statement from gary cohn, when he said individual as well as corporate. it might be better to consider when they talk about corporate taxes, cutting taxes for small business as well as big business

because the administration believes that will help those businesses, whether they be big or small, hire more americans. but key he also said individual taxes. that is a tax break for middle-class americans. those are the specifics we haven't seen. but that was very important because that means they're trying to do this as you heard, as a sweeping piece of legislation,ot in two pieces. david: me me feel pretty good. adam, thank you very much. charlie hurt, "washington times" contributing editor, scott martin and heather zumirga. thanks for coming in. charlie, the trump team seems to get the idea, "the wall street journal" enunciated, i will read about what "the wall street journal" said about health care and tax cuts, budgetary savings from a health bill do not get plowed into a tax bill. the health of the bill will not necessarily change the tax bill math. there is no requirement that the health bill comes first.

in other words, they can go straight ahead with t of stevens reversal, where tax bill will unlikely get done. it is reflex how important that issue is to president trump. president trump realizes he has got to get that done. that has to be something he can get. republicans control everything now. david: right. >> they have got to get on the same page with this. but the second point also being the fact that he, also said that no, we don't have to do health care first. that is vitally important. that is political decision obviously, more than a financial decision. but i would argue a very smart one. david: oh, yeah. >> if the president can't get the tax thing done, why did we all vote for him? david: by the way we're hearing that some people in the trump team feel a little misled by paul ryan on that account because paul ryan was saying we have to do health care first.

scott, no question, the markets were really juiced by the tax cut talk, right? >> they have been, david. they have been jazzed by what is going on with trump. i think the business community which factors what charlie was saying which is the better economic environment. the better growth environment, i like how charlie put it, we all got promised this is why we voted for this man of the fact it hasn't happened, david, you know it, it is disappointing. i have got to say guys, the word used in february was phenomenal tax reform. that was february. we haven't seen a plan for a whiff since then and that would be disappointing if that continues. david: heather, individual cuts to include them so specifically as gary cohn did was very heartening to a lot of people. >> i love the fact that president trump during the q&a session, he says i want both. so i hear that we may not need health care reform passed before

we get tax reform passed but look, the markets and wall street, they're in a show-me state. they want to see something happen. although we're up triple digits today on the backs of great earnings in the markets, the catalyst going forward has really to come from policies down here in washington. david: more from our panel in a minute. we have breaking news. cheryl. cheryl: we do. earnings alert for you. visa reporting second quarter results. ashley webster in our newsroom has the numbers. ashley: here they go, beat on the top and bottom line, cheryl. on earnings per share coming in on adjusted 86 cents. the estimate was 79 cents. revenue coming 4.48 billion. the stilt was 4.43 billion. this stock is already up 15% year-to-date. up more than 3% after-hours. strong report from visa. volume growth up. 37% year-over-year. processed transactions also up 42% year-over-year. they just bought visa europe at the beginning of the year.

it came yesterday, what was considered the mother of all protest, street protests in venezuela. three people were killed. there is reports that today there is another day of street protests, not as big. yesterday was a national holiday. a lot of people were out able to protest. not as big today but continuing pressure on the maduro government. as i said, "wall street journal" has documented 1400 companies, multinational companies as well as local companies seized by the social government, socialist government and taken over. look at some of the names. it is almost amazing how many companies from the oil industry, exxonmobils, conoco phillips. you know what they have done with the oil industry since they nationalized it. clorox, cargill, kimberly clark, another company had assets seized. now general motors is the latest. they haven't sold many cars of the used to be a grace place to sell cars. cheap oil, fairly stable democracy.

ground, we need some action from washington. cheryl: what about the prosecution, persecution, prosecution in particular of illegal immigrants? we've seen not just a decrease in the amount of illegal immigrant crossing over the border, whether texas, arizona, california, new mexico, but we're also seeing a rise in prosecutions and detainment. do you support that? are you seeing that in texas? and do you think that may be the better solution than building the wall? >> well, this is definitely one of thences to the problem. i know talking to border agents myself they're excited they are allowed to do their job. it is showing up in numbers, pretty quickly, january, february, march, all numbers are much better than they have been. that is part of the solution. i don't think it is only part of the solution. i don't think it is. it is certainly part of the solution. you will find good results if we keep going on with this. cheryl: what if texas is asked, pony up, pun intended for funding?

to talk about this and iran. we were talking about the iranian situation but it does relate. iran set up hezbollah, the terrorist organization from within iran. they have terrorist operations throughout the world, so it is kind of related, is it not? >> absolutely, it is all about radical islam, david, which you know so well. it manifested itself in paris right now. again a combination of the, could be isis or it could be iran. david: do you worry, general, and we have heard talk about a potential of isis and al qaeda getting together. do you worry that there might be some kind of a coalition of terrorists organizations that would include those two plus hezbollah? >> i believe they will, people try to keep them separate as if they're in different towers. if they merge, it will show it is radical islam.

it will identify it. we have psychological fighting the men any, know thy enemy if they do this. david: good to have somebody calm, collected, sure-footed dealing with foreign nations, particularly those hostile to the u.s. he said, i'm quoting him here, an unchecked iran has the potential to travel the same path as north korea and take the world along with it. sound like we're going to give no quarter to iran's fooling around. >> and we shouldn't. both north korea and iran are grave threats. they are, sustention, potential existential threats to the united states. when they get nuclear warheads, put them on icbms, they can reach the united states. that is not acceptable, and unfortunately it is happening under president trump, maybe fortunately is the right things, because president obama did zero

about the problem because that's why they're there. president trump will have to do something about, this david. david: let me talk about another threat in the mind of a lot of people, correct me if i'm wrong, but a lot of people are concerned about a north korean nuke ending up in the hands of terrorists. since they work alongside the iranians, who of course control hezbollah, is there any possibility that somehow north korean nuke could be made in some form that could be used by terrorist organization? >> absolutely. absolutely. and that is the way it would go. go from, did an exercise with former secretary of defense jim schlesinger back in 2005. a north korean nuke went to iran. was then given to terrorists and they were detonated in the united states. that is a great problem we have of nuclear terrorism. we can not ignore that. and you just laid out the scenario. david: well, so if that is a possibility, do we have any
