dollar mark and we're nowhere near the primaries. president obama planning to deliver what is termed by the white house a major speech tomorrow to make the case for his nuclear deal with iran. ahead of his speech at american university, the president met with american jewish leaders, some of whom oppose the deal and some for it. congress roughly midway through a 60-day review of the agreement, and they are expected to vote next month whether to accept or reject it. fox news white house correspondent kevin corke with our report. >> reporter: the president spent part of his 54th birthday welcoming u.n. secretary-general ban ki-moon to the oval office, climate change, syria, isis among the topics of conversation, hours later focus shifted to the iran nuclear agreement as he welcomed jewish leaders to the white house to address concerns about the deal. >> he will railroad his view that agreement is not based on trust but based on our ability to impose the most intrusive

set of inspections have ever been conducted against the nuclear program. >> reporter: how and when the inspections are conducted especially at undeclared sites remains a close concern for israel. israeli prime minister benjamin netanyahu told a live web cast audience that with more than three weeks to prepare for a visit by international atomic energy agency inspectors, the iranians would have ample time to do away with nuclear activity. >> like the police giving a drug dealer 3 1/2 weeks notice before raiding his lab. believe me, you can flush a lot of nuclear meth down the toilet in 24 days. >> reporter: hand wringing about the deal wasn't limited to israel. back on capitol hill lawmakers made no secret of suspicions to iranians and side deals made between inspectors and the regime. >> they expect us to just trust the iranians and iaea.

i think the fact that they are unwilling to provide side agreements is a serious problem. >> reporter: meanwhile house foreign affairs committee chairman ed royce unveiled legislation to disapprove of the iran deal. writing this deal gives up too much too fast to a terrorist state, making the world less safe, less secure and less stable. lou, tomorrow is expected to be a busy day on capitol hill, because the iaea's inspector general is expected to thereby to meet with members of the senate foreign relations committee, and while there among the topics of discussion will be the agency's role in verifying and monitoring iran's nuclear activity. lou? lou: kevin, thank you very much, kevin corke from the white house. an antiabortion group today released a fifth video that alleges planned parenthood breaks federal law by selling aborted fetal body parts. in this video, a planned parenthood official talks about

altering abortion procedures in order to benefit fetal tissue buyers. . lou: the video released comes a day after senate democrats blocked a republican measure that would have defunded planned parenthood. the fbi tonight is trying to track down suspects and a motive in the bombing of two churches in las cruces, new mexico. the first explosion occurred sunday in mailbox outside the calvary baptist church near the entrance to the church.

no one was injured in either explosion. new mexico's governor suzanna martinez says whoever planted these bombs is a coward. >> if your intention was to bring fear to those who worship, you have failed. our faith is too strong, and our fellowship is unbreakable. lou: the fbi offering a $5,000 reward for information leading to those responsible. california tonight battling crises on a number of front, wildfires, drought and illegal immigration. california firefighters are fighting nearly two dozen wildfires that have torched more than 134,000 acres. that's nearly three times the 50,000 acre average for this time year. the 60,000 acre rocky fire is the largest of the wildfires.

it's led to evacuation orders for more than 13,000 people. governor jerry brown says the state's historic drought has turned much of california into a tinderbox. 95% of california remains in what is termed a severe drought. the city of huntington park south of los angeles made history, not everyone is happy about it. it became the first city in california to appoint two illegal immigrants as commissioners on city advisory boards, a city council meeting last night had residents outraged. >> this is the united states of america. >> that's not out of order. you are out of order! >> the fact they're not loolly here, how could they set policies for us. how could they say what's good or not for our residents of huntington park, our citizens. lou: meanwhile, california's unemployment rate is 6.3%.

. lou: the city of baltimore turning to the federal government to put a halt to dramatic rise in violence. police launching a two month partnership so-called that will see ten federal agents embedded with the city's homicide detectives. baltimore's crime wave has soared since freddie gray died in police custody back in may, sparking riots across the city. a total of 191 people have been killed so far this year in the city of baltimore. 116 of them died between may

and july. 45 deaths in july match baltimore's all-time monthly high of murders. that back in 1972. our next guest says the violence has nothing to do with police in baltimore. joining us tonight is milwaukee county sheriff david clark. sheriff, good have you here. why do you say nothing to do with police? >> first of all, welcome to barack obama's 21st transformation of the american police officer. he started this in baltimore. he's asked for law enforcement officers to engage in more dialogue, they've asked for the creation of no goal zones where they don't want the police. they asked for deemphasis on making arrests, making cases to put the longtime career criminals away, and this is what you get. look, they don't know what they're doing in baltimore, this starts at the top with

mayor rawlings-blake. calling in 10 federal officers from disparate agencies is going to have the effect of throwing a rock in the ocean and thinking you're going to create a tidal wave. here's what works in cities, lou. broken windows policing works. stop questioning and frisk assertive policing works. more police officers for urban policing. the feds are not designed for urban policing, and so it's kind of a mismatch. this is all great theater, it sounds good and mistakes activity for accomplishment. lou: i think, sheriff, that you said that as well as it could be said. the real issue here is why in the world is not the mayor, the police commissioner, since fired, why is the mayor still there? and the nonsense that surrounds all of the politics in that pitifully, pitifully run city,

there standing before us is a white police commissioner. when the reality is the community had been saying 30 years ago they needed to have a black power structure to be effectively governed and now bring in a white commissioner. i have never seen off a screwed up city as baltimore in my career. >> not just baltimore. if you look at the cities experiencing spike in crime. new york, my own hometown of milwaukee, wisconsin. chicago and other areas, these are these have forever been led by liberal democrat mayors. this is the manifestation of the failed liberal social policies, and they won't admit that, there has to be two things going at once. first of all, stop all this nonsense with the failed liberal policies that have done nothing more than made poverty a lifestyle. it's creating failing public schools for the kids to go to. father-absent homes by break up the black family.

removing the black man from his rightful position in his household to raise his children and you have people that can't find meaningful work. when they can't take care of that, those are risk factors are for crime and violence. that's what i want to hear from mayor rawlings-blake, reduce poverty, fix the schools, help people find meaningful employment and try to do everything you can to reestablish the black male in charge of his children, and then on top of, that because you have to have two things at once. on top of, that you have to have more assertive policing. she threw her police department under the bus. build up the morale of theary, baltimore's finest. hire some more law enforcement officers, local law enforcement officers because cops matter, and then turn them loose within the constitutions, hold them accountable, turn them loose to protect the overwhelming majority of law-abiding black

people that live in the city of baltimore. you do that for a period of time, and you will see crime start to bend back in the other direction and start to dissipate. lou: you know, to the mayor and the city council of baltimore, you just had free counsel and consultation from a man who knows what he's talking about. hope they are listening, sheriff david clarke, thanks for being with us. >> my pleasure, lou. lou: breaking news now, authorities are searching for two men who opened fire from a vehicle outside a military training post in hattiesburg, mississippi. no one, we are able to report to you no one was injured after those shots were fired. obviously an investigation is under way. soldiers at camp shelby located north of new orleans reported those shots to the commanding officers who in turn brought in local authorities. the investigation is underway. and a reminder to vote in our poll tonight, do you believe illegal immigrants should be

allowed to practice law, to hold public office and perhaps vote as well. cast your vote at loudobbs.com. we'd like to hear from you as always. in california, two san mateo county sheriffs deputies are hailed as heroes. they rescued a man from an oncoming train with seconds to spare. the man believed to have been under the influence and crashed into a pole and onto the tracks with seconds to spare, one of the deputies waved at the train to slow down while the other pulled the man from his vehicle which was completely mangled after the collision. the deputies say they were just doing their jobs and were at the right place at the right time, and we're grateful to those officers for both doing their jobs and in the right place. up next, a few thoughts on debating donald trump. fearsome prospect.

. lou: this just in, secretary of state john kerry in singapore pushing the administration's latest trade deal, the trans-pacific partnership, all part of the administration's so-called pivot to asia. kerry said the trade deal would lead to greater prosperity, a higher standard of living and better jobs all for folks in the asia-pacific region. our secretary of state did not say what the effect would be on the american economy, the american standard of living, and american jobs. a few thoughts now on the top 10 candidates who have been announced for the thursday night republican debate on fox news. and, of course, the man the republican national committee chairman reince priebus once

told to tone down his rhetoric just about land the entire field. donald trump we're learning is a tough campaigner, as the rnc chairman found out as well, as almost all of the republican challengers found out at this point. trump does expect one thing, respect. >> senator ted cruz and also dr. carson, who i think is a terrific person by the way. lou: but unfortunately for most of his rivals in the race for the 2016 presidential nomination they can't say the same thing. trump not saying the same thing and indeed saying far more. in tonight's video commentary, a preview of what the donald's challengers might expect from trump, the debater. a man says he's just far more adure than a debater but turns out he can being provokeed.

lou: who's the big wonk of the last three presidencies? was it clinton or was it bush or was it obama? >> compared to trump, all of them. risk for them. lou: the elites, rich, you must represent them nouchl the elites of this country are buckling under the -- just the glare, the blinding glare of truth. >> not easy to keep standing. look, i predict someone will ask him tomorrow night a very basic policy question that he doesn't know and he's going to be exposed. lou: i bet you 20 bucks that thursday night that does not happen to donald trump. >> okay. shake on it. >> i think the risks are a lot greater for the other guys. in this format, they have such a small amount of time to speak. people that can speak in the sound bites and be compelling and charismatic tend to shine. it's the people that are boring

and try to get into the policy details in a short amount of time are the people that drown on the stage. lou: do you realize we want them to drown? seriously. we talk about this stuff. frankly, how boring do we become. start worrying about whether the darlings articulate on wonky material. >> that's because they can't! they've proven that is a difficult task for them! >> i know that. i think there's a politically darwinian process under way here, shouldn't there be? >> i think the big risk is when it comes to trump is he's so pungent and he's so combative, he could punch someone in the mouth in a way that is embarrassing for the other candidate and brand them going forward. so if anyone is going to tangle with trump, they better bring -- have both their hands up and ready to fight. lou: a lot of bright people on that stage certainly at both

5:00 and at 9:00 eastern time, and, but, there's no question, dr. ben carson is a brilliant fellow. there's no question, ted cruz is a brilliant fellow. they have had the sense not to -- not to confront trump. they have at least a detente, if not a relationship. that's got to be to their credit as well as an advantage. >> i saw scott walker, he was interviewed i forget by whom and asked directly how would you handle trump? he spoke positively about his own record. i'm going to talk about what i can do for people. lou: this is a new approach. he tested out the approach. >> people are going to be watching walker very, very closely. he's another guy viewed as a fight jeer you're watching all 10 of them. walker is a compelling fellow as well. i think jindal is a compelling fellow. >> you take the 5:00 debate,

the so-called kid's table. you take the 7 candidates, that's a good republican field in and of itself. it shows how deep and broad and talented and interesting the field is. lou: if you will, the early table is going to be very fascinating, it's at 5:00, by the way. we didn't have time to get to the fact the latest associated press study showing that a third of all the campaign donations to this point have been contributed by just 60 people. what will our society do without the 60 people? you've got to be thrilled at the elites. [ laughter ] >> stepping forward to save our democratic process, is that the way you see it, jedidiah? >> amazing when i read stuff like that. the american people are going speak this time around. money doesn't make it all. you have to make people excited for people to vote for you. we have a gop candidate to inspire people to get out and vote.

. lou: at live pictures of fires, a massive northern california blaze. this fire, the rocky fire threatening numerous homes. what you're looking at has already been scorched 1. 3,000 people have been ordered to evacuate, urged to flee. the fire jumping containment lines, grown to 65,000 acres. firefighters have been battling since the 29th of july. 24 residences destroyed and

outbuildings, another 26 of those. by the way, as the fire continues to move ahead and the wind is considered favorable right now for the firefighters it's still only 12% contained. joining us now to discuss the islamic state, the iranian nuclear deal that the president is pressing so hard to get through congress now, fox news strategic analyst lieutenant colonel ralph peters. ralph, good to have you with us. >> hi, lou. lou: let's start with the islamic state and the decision to protect as best we can count, some 60 u.s. trained syrian rebels who are a threat from both the islamic state and assad syrian government. >> i think it's down to 54 of our guys now. reportedly 6 more were kidnapped by an al qaeda affiliate within the last 48 hours. it's such a circus. the obama administration announced we were going to train 5,000 syrians.

well, we trained about 60, and now we've come through to try to recruit more to give them confidence, we're saying we'll give you air support, but we'll give you air support if you're attacked if you attack guys you want to attack. if you free the country of bashar al-assad, we won't give you air support for that. this is a colossal muddle, words fail me, lou, and that's rare. lou: that is indeed rare. we have video to prove to once occurred. the fact is it's further muddled by turkey stepping into the fight against the islamic state finally, but at the same time, attacking kurds which have proved to be, i think you would agree, the most effective fighters against the islamic state to this point, what do you make of it? >> the kurds have been the only truly effective fighters against the islamic state. we're just not good diplomats. we'll sucker for any deal.

and president erd wan, a nasty islamist is going to call an election in the coming months. and the back story is the kurds have been doing quite well domestically in turkey playing by the rules and denied the parliamentary majority wanted for presidency. he's playing the nationalist card, playing the kurdish card going after the kurds for domestic purposes. we also fail to see turkey's priorities are different than ours. turkey's president doesn't like the islamic state, he got us to agree to the deal where we'll have a no-fly zone that is not really a no-fly zone, a protected zone, and meanwhile he instead of going after the islamic state he's going after the pkk in iraq and the ypg, the syrians on the ground
