There appears to be multiple editions of this on Internet Archive. See also for example:

May be others. Perhaps it has the missing volumes.

Subject: Volume 13 Please!
I have all the volumes of this magnificent encyclopedia except for Volume XIII (13). It seems that many people threw out the 13th volume or lost it. Superstition? I would love to be able to download my lost volume. Is it possible that this will happen?

Subject: Historical Evidence
For certain, the 1911 Britannica 11th Edition is one of the most accurate resource tools of our time. I purchased a copy of all the volumes in 1985 and have been searching ever since to find an electronic copy for quick searching from my laptop. I even wrote Britannica who responded saying it is not available.
I am so happy to have this resource tool in djvu format and would like to see it in flip-book.
