consistent with the 2022 national defense strategy and the national security strategy. nowhere is it more pronounced than the seriousness of which the budget treats the competition with the people's republic of china this budget delivers forces that are the most lethal, resilient, survivable responsive in the world it is a force to defeat threats today and tomorrow even as the threats themselves advance. our f 124 is it increase. in all president biden is increasing dod's topline by about $100 billion over fy 22 to implement with urgency and the right mix of capabilities.

the first is a series of investments to strengthen our military's so-called kyl chain and disrupt adversary kyl chains making it easier for us to see, and make it harder for adversaries to do that to us. these investments include a mix of munitions, platforms, communications, and cyber tools among other capabilities married with novel operational concepts for how we employ them. together, they not only strengthen how we protect our across long distances and hold targets at risk including any highly contested environments. they also afford the feasibility to disrupt at the military systems level ensuring that in

conflict it will be less than the sum of their parts in munitions alone we are investing $30.6 billion in fy 24 a nearly compared to the defense department's budget request from just five years ago we are putting nearly 50% more money into munitions. almost one third of our munitions dollars are specifically for long-range fire to increase procurement and improve the capability of not only hypersonic missiles also our mostly full and survivable subsonic weapons including those at or near maximum capacity for several years this latest budget expands production capacity even more and procures the maximum amount of munitions that are most relevant for the trend and prevailing over aggression in the indo pacific such as the tomahawk cruise missile and its

latest maritime strike variant the extended range air to surface missile. the long-range missile and the antiship capable among others for examples of these we are looking to make unprecedented use of new multiyear procurement flexibility provided by congress. this will help us walk in investments send industry a clear demand signal and be even better prepared to respond quickly in future contingencies. when it comes to munitions no mistake we are buying to the limit of the industrial base even as we are expanding those limits and we are continuing to cut through red tape. to deliver those munitions we are also investing in in vance

with australia and our agreement with the philippines where we cooperate together to build on that momentum this budget request the departments largest determines initiative yet $9.1 billion new missile warning construction for more resilient force, homeland defense for hawaii and guam and more collaboration allies and partners. in the budget reflects power continuing to learn from the war in ukraine and apply those lessons to the end of pacific. -- indo pacific the people who make our military the finest force in the world. taking care of our people begins with ensuring they are range and equipped. with every military service exceeding its goal in 2022.

testing has been outstanding because the secretary, the president, and congress passed recent budgets on raising military improving quality of life for servicemembers in military families and funding training, operations, maintenance, and infrastructure improvements. this budget maintains and builds on those investments with historic pay raises that help us compete for top talent, military and civilian. new funding for universal at the -- and much more. while continuing our efforts to prevent suicide and and sexual harassment and sexual assault. we can never be complacent but this is the world most combat in the investment in our people alongside training and equipment investments are bigger. our third pillar is how the budget helps us through teamwork.

with the traditional defense industry and will beyond it. including funding for key technology areas i k i, quantum sensors, and directed energy. a pathway to experimentation to fielding systems. and wanting dod's new office of strategic capital to attract private capital in the areas of semiconductors, and biotech. beyond our shores the president's budget aligns with the investments by allies and partners. one example, as you know, today president biden and secretary alston are in san diego meeting with the leaders of australia and the united kingdom to announce the pathway for australia's pathway for nuclear powered submarines. our collaborations including on submarines and advanced

capabilities is a generational opportunity to strengthen our combined security. enhance our ability to deter aggression, and promote our shared goal of a free and open indo pacific. closer to home, our partnership with the legislative branch is one of the most important and visible manifestations of how we can succeed for teamwork. we appreciate congress this commitment to providing oversight and checking our work so we deliver maximum value for both fighter and taxpayers. we are as grateful as ever for congress is a partisan support for dod and its people. providing defense for our country, allies, and our interests. we asked congress to support this budget and we hope this support will include on time, full year appropriations for the u.s. government and our servicemembers instead of defaulting resolutions. if you add up the months dod has

everyone here today it really is an honor and a privilege to represent the soldiers, sailors, greens, and guardians of the joint force as we discussed the dod's fiscal year 24 president's budget request. we are approaching this request with our strategy first and foremost particularly as they call to prioritize the pacing challenge of china the work of implementing the 2022 national defense strategy and the strategic framework that was provided by the 2022 strategy has served as the basis for lester's budget request and certainly for this year's as well. as the mds directs our budget deterring strategic attacks deterring aggression all while positioning the joint force to prevail in conflict if necessary. with this budget the joint force
