much, everyone. this is a great honor. i see you have social distancing on your mind and that is a very good thing. congratulations, tremendous job you are doing. i want to thank everyone for being at the white house, a very special house, special place, no matter where you go in the world, they love the white house. being here in the east room of the white house in particular where so many important functions have taken place over the years, and today we are really celebrating american workers and small businesses and we have done a job for you and we will make it as we open up our country. you will be in good shape as opposed to either losing your business or, how do we get people to work here, especially since your employers were so good over the years. we are delighted to be joined by representatives of several incredible small businesses from across our country. also with us, our treasury

[applause] pres. trump: have you gone to sleep in the past two weeks? i don't think so. you broke every single lending record. thank you very much, jovita. great job. as our nation battles against scourge,ible scorch -- we continue to pray for the victims as well as for those americans who are grieving their loved ones. there has been anything like this. we suffer with one heart but we will prevail. we are coming back and coming back strong. we built the greatest economy anywhere in the world two months ago and we are going to build it again and build it fast. it is going to go very quickly. larry, thank you for being here.

you see what is going to happen. i think you have the same feeling as i do. it is going to come back very fast. our experts believe the worst days of the pandemic are behind us americans are looking forward , to the safe and rapid reopening of our country. throughout this ordeal millions of hard-working americans have been asked to make tremendous sacrifices, sacrifices like nobody thought would even be possible, nobody thought we would ever be talking about something like this. this virus has inflicted an enormous and painful toll on our nation's workers and small businesses. that is why last month i asked congress to pass the paycheck protection program, giving small businesses economic emergency relief, to keep workers on the payroll. four weeks ago i was proud to sign that into law. we did that and a great ceremony with many of the people here,

the officials. i can tell you, i will ask steve to say a few words, but the kinds of numbers and jobs they have done and jobs that have been saved is incredible. you will see that in coming weeks. the treasury department and the small business administration launched the program in record-breaking time, just one week. in the 14 days following its launch, we processed as many loans as the sba would typically process in over 14 years. in 14 days they did more work and loans both in terms of applications and in terms of dollar amounts, than they did in 14 years. 14 days, 14 years, an easy thing to remember. that is some record. the first round of funding provided more than 1.6 million small businesses with over $340 billion so that american workers can retain jobs, receive paychecks, and help our economy take off quickly once america

reopens for business, which is happening right now as we sit. we will be all set. are you already? i know you are. you folks are ready. our swift actions supported 30 -- supported or saved 30 million american jobs, at least. last week congress answered our call to replenish the program and i was honored to sign an additional $320 million for american workers into law. at least $60 billion reserve for community financial institutions, including those in -- those that serve minority and distressed communities. that is also, when you think it is african-american communities, communities,ican asian american communities. we began accepting applications for the second round of funding yesterday. demand is high. there are already twice as many

users accessing the system then any day under the first round. one of the things that the secretary of the treasury told me is that the amounts are much more loans at much smaller amounts. we like to hear that. we are looking at smaller businesses and that is what we want. nonetheless, we are processing loans at a pace never achieved before. in the first 24 hours in the second round of funding, we handled over 30% more loans than any previous day of the program. so far we have processed an amazing 450,000 loans, totaling over $50 billion, that is in phase two and that is incredible. along with administrator carran za and steven mnuchin, ivanka has had an incredible role in this and that is what she wants to do, help people. ivanka has used her experience as an entrepreneur to fight for the american worker. she has created many jobs.

that is what she did when she first came in. she just wanted people to get jobs and job training. she went to the biggest companies anywhere in the world that are located in our country and they would take hundreds of thousands of people and train them. i think you got up to 50 million -- 15 million people. she started off with the goal of 500,000. she is up to almost 15 million people. i would like to ask ivanka to say a few words as to what is exactly happening today and what is happening over the next week and what her views are for what is going to happen over the next period of time. it is going to be something, i think it will be very special and bigger and better than anybody understands. let's see if i am right about that. you, you have been a champion for america's small business. if you would also like to come up and join us. and larry kudlow, thank you for all you do in fighting for american workers. with that, i would like to kick us off by introducing amy wright to come up to the stage and share a little bit of her story. she has created an amazing business that stems from personal experience. it is very much her heart. it has been an honor getting to know you, amy. you really embody the spirit of small businesses around this country. amy, because of the ppp program, was able to rehire the 120 workers she was forced to lay off. now those workers, all of which have some form of disability, are able to bring cheer and comfort to your clients as you serve them.

[applause] ms. wright: thank you, ivanka, mr. president. i am so honored to be joined my -- by my employee michael who you will hear from in just a moment. we are more than just a coffee shop. it is a human rights movement. we employ 120 people with intellectual and developmental disabilities. for most of them, it is their first paying job, which made the decision for us to temporarily close all five of our shops especially difficult. but thanks to the paycheck protection program and the

incredible team at live oak bank all 120 employees are back on , the payroll today and working from home writing handwritten , notes that we include with each online order we ship. [applause] i know everyone is ready to return to normal, but i believe it is time for a new normal one , where people with disabilities are valued, especially in the workplace. as a recipient of the ppp loan, we will continue to take up the charge and help everyone, especially people with disabilities, pursue the american dream. michael, would you like to say something? michael: to you, president trump and ivanka, thank you for inviting us.

[applause] tony: thank you, first of all, thank you for inviting our great employee, mark. we represent the restaurant industry, which has really been hurt hard with closures and things like that. i will keep it brief. i would like to thank the president or vice president for leading us through the pandemic. it has devastated our restaurants. over the last three weeks my three restaurants have been devastated. we had to furlough over 100 people. that was a hard phone call to make about six weeks ago. i have never had to lay off employees.

the restaurants are closed and it was extremely hard and very emotional and one of the hardest choices i ever had to make. it was tough, but i promised every employee we would do our best to bring them back and we would fight every day, tooth and nail to get them back into , the restaurants and be successful like we were the 10 years before all of this terrible stuff happened. now with the help of the ppp loan and the success of the ppp loan we were able to get, i can keep that promise and bring everyone of those employees back, so thank you. it has been awesome to be able to tell them we will weather this storm and be stronger and more agile once this is over. the one thing you can see with the restaurants, we are surviving. we are doing things we did not do before with carry out and curbside and delivery and meal plans. they are awesome to see my fellow industry leaders doing in the restaurant industry. i commend every one of those restaurants fighting to survive. thank you all for that.

we will get through this and welcome our guests back and once our state opens up we will welcome them back. amazing stories of guests coming into our restaurants the day after the closures to give us tips and cash to give to employees we had to furlough. that will not be forgotten. i look forward to the one day when all restaurants and businesses can reopen and be as successful as they were before. thank you very much. mark? pres. trump: fantastic, thank you. woman-owned small business, minority-owned 100%. like many of the stories i heard before me, and i'm sure the ones that are coming, we are concerned about the future and being able to get the ppp loan has given me and my staff a little piece of mind to know we are going to be ok. at the end of february, i hired three more staff members. we are 30 now. when we heard the news about going home and working from home or not able to work, the first thing that goes through your mind is, how am i going to tell these folks they have to go? being able to get the ppp loan has given me peace of mind that i can keep them, the treasured staff, and i can continue focusing on my program. thank you so much for what you do, for your leadership. pres. trump: great job. congratulations. thank you, jackie. great job. chris stansbury, cofounder and partner west virginia eye , consultants. i like west virginia. mr. stansbury: thank you mr. , president, ivanka. mr. secretary, madame administrator. i appreciate the opportunity to be here. it is an honor and a privilege as a small business owner it is , meaningful to have this opportunity. we are based out of charleston, west virginia, started in 2011. we had two doctors, one employee and one location. over the last nine years we have been blessed with growth and have worked hard. in february, we celebrated our ninth anniversary with seven locations, seven doctors, and 60 employees. it has been a great ride. just a month later, thanks to covid-19, we shut most of it

down. i partners and i were overwhelmed and bewildered and were not sure how we were going to survive. thankfully, they passed the c.a.r.e.s. act and president trump sign that into law and as part of that, the ppp loans became available. my partners and i applied to the -- applied for ppp loans through the sba, and we were so thankful to receive that, because it has been a lifeline for us. as soon as we received those funds we were able to start paying our utilities, rent, and start bringing employees back that we need to get staged to begin to reopen the economy. we are so grateful for president trump's leadership and congress for working with him to get us through this crisis. thank you so much. we appreciate all of your help. particularly our nonprofits. most of my employees are the underserved, underemployed or unemployed and having the opportunity to be able to apply for a program such as the paycheck protection program allowed me to keep those individuals employed. as a small business owner, my company is based out of prince georges, maryland and i have been in business 12 years. as a small business owner, we never want to fire or lay off. to the extent of ourselves not receiving a paycheck, i forgoed my paycheck until i could get funds. with the paycheck we received last monday, it has allowed us to continue to pay our staff and for even myself as the business owner to once again take a paycheck. this program is phenomenal for our small businesses.

madame administrator, i did also apply for the economic injury disaster loan, and i did receive my advance on tuesday of last week. these programs are very critical for the small business community, but i do believe that we as small businesses are strong and resilient and we will bounce back. thank you. luke bernstein, proud to be here representing the bank. those who have worked tirelessly to help communities working around the clock to gain access to paycheck protection funds. small, 101-a year-old bank in pennsylvania and maryland. in just 14 days, we were able to process 1500 paycheck protection loans totaling $370 million. in those two weeks, we processed more loans in total amount then we did in an average year last year. we did more sba loans in 14 days than in our entire 101 year history. why? because this is about communities.

small business the funds needed to operate and maintain through this crisis. with everything we have gone through, i can't extend a thank you enough to president trump for everything he has done for small businesses like us in the automotive industry, a time when our business depends upon people leaving their house and driving. mr. president, thank you very much for what you have done for us for the industry. thank you. pres. trump: what do you do with cars? mr. hudson: we repair cars. we are a collision repair shop. we work with insurance companies we have walk in customers. if you get into an accident, unfortunately, we are here to help you out. pres. trump: can you generally fix when there is a problem with the car without sending for new or do you put new pieces on? mr. hudson: it depends. with big collisions will have to send out what we can repair with the small stuff. we have been fortunate to repair a lot of things good with the demand for manufacturers to move to producing other things such

as ppe, we are a little nervous about what that means for the future for us right now, but we know you will do the right thing for us. pres. trump: after today you will have a lot of -- a lot of customers. mr. hudson: we appreciate that. pres. trump: thank you very much. [applause] , on up here, put that mask on the way you had it. >> i am here representing the highway industry. a third generation highway and bridge contractor in pittsburgh, pennsylvania. with the winter construction shutdowns, we have been left with little revenue coming into

a new season. covid 19 or play halted all highway work on march 16 in our state, with very little revenue. we were forced to sadly lay off a majority of our employees, about 125, which included trades and management. there were a lot of sleepless nights in fear of losing it all. the payroll protection program was and remains the engine that is caring our business through the shut down. we would not survive without it. with our ppp approval, we anticipate our company running at full capacity when the highway industry is permitted to return back to work. we applaud you, mr. president, for your interest in the welfare of the american small business and the american worker. thanks to that, my country will be here to work on a big infrastructure program very soon when you are ready to do that. thank you. pres. trump: thank you very much. pres. trump: i was with governor ron desantis of florida, which is interesting from your standpoint, because we talked about the business you are in and he noticed that right into the immediate shut down, he noticed very few cars on the road. he did the opposite of what a lot of governors did he said this is a great time to fix the , roads and highways. as soon as he said it in the oval office, he said, i noticed there were very few cars. isn't it better than fixing them during rush hours and when there is traffic and when it is booming like it will be again just like it was before? the best we have ever had, then we had to close it down. he is fixing roads and bridges and doing a tremendous amount of work during this period of time. i thought it was very smart. it is a little opposite. to each his own. but it made a lot of sense when i heard it.

i would like to ask secretary mnuchin to come up and explain how well it is going the , records, to a point where there has never been anything like this with the loans coming in and how the loans are smaller than phase one and that makes us happy because that means smaller businesses and that is what we are aiming at this time. sec. mnuchin: thank you, mr. president. and thank you, ivanka, for putting this together. your stories are the stories of the 60 million american workers that are going to have the benefits of the close to $1 trillion that the president and congress have invested in small business to protect you and put you back to work. that is over $650 billion in the ppp, $300 billion in disaster loans, and over $20 million of -- $20 billion of grants.

i know the press has commented on a lot of big companies that inappropriately took the money and we have been very clear and we announced today that any loan over $2 million will have a full review for forgiveness before they are repaid, because this is the story of small business here. i am so pleased to see how this is working. thank you you, mr. president. i would also like to comment we , are going to be up to close to $120 million in direct deposits in checks for the economic impact payments. if you have not received it yet, please go to irs.gov, get my payment. we made some corrections to the website over the weekends. please go on and check your payment if you have not received your payment. upload your information so we can get you the money. the combination of the direct payments, the ppp, the disaster loans, and enhanced unemployment insurance is the investment that

the president has made in american business and american workers. thank you, mr. president. [applause] pres. trump: thank you very much, steve. and on the enhanced payments we are looking to the state and -- state to give that out. unfortunately some states have old computerized equipment from many generations ago, but they have the money to give out and they will give it out as it comes. hopefully they will be able to do that. some states have been efficient and some have had a hard time but you will work with the ones that have had a hard time. we are relying on states to get it out as quickly as they can. considering especially some of the equipment they have. maybe they can get new equipment when this is finished. we will have nice, new, computerized equipment. if you like to ask some questions, this would be a good time. with these incredible people -- this is the media and you have heard me talk about them on occasion. seldom, right? i think with you in the room i have a feeling they will ask me

much nicer questions, they will tone them down. thank you for the apology. that was very nice. i appreciate it, it was very nice. go ahead, jim. >> today the u.s. hit a grim milestone of one million cases of the coronavirus. back in late february you predicted that the number of cases would go down to zero. how did we get from your prediction of zero to one million? pres. trump: it will go down to zero ultimately. you have to understand that when it comes to cases, we do much more testing than anyone else. we could go to some of the other countries, as an example, china, if you test, you will show many more cases. we are doing more testing than any other country in the world by far, which we just discussed in the oval office. we will show more cases because we are doing much more testing, double anybody else. somebody said if you add everybody else combined, that

would be the number. it will be down to zero at the appropriate time. >> an expert said number of , cases would go up and you would have community spread? pres. trump: also many very good expert said it would never affect the united states and europe and anything outside of china. we were listening to experts and we always will, but the experts got it wrong. a lot of people got it wrong. a lot of people had no idea it would be this serious. i did something that the experts thought i shouldn't have done. i closed down our country and our borders. i did a ban on china from coming in other than u.s. citizens, and we did very strong checks on u.s. citizens. even u.s. citizens. was telling me before people were put into quarantine when they came in and checked. we did something well ahead of schedule at the end of january. people were saying this would

not have an impact even into march. i think we've done a great job in the sense that we were early. by banning china and banning people coming in who would've been heavily infected, we probably saved hundreds of thousands of lives. of that i am very proud. this question is for secretary mnuchin as well. what about the idea of another round of stimulus payment to american taxpayers directly? democrats on the hill are talking about the idea of guaranteed income, which obviously could go on for months and months. what about another round? pres. trump: i like the idea of payroll tax cuts. that is a thing i would love to see happen. a lot of economists would agree with me. a lot of people agree with me. i think it is simple. it is not the big distribution and it would be an incentive for

people to come back to work and for employees to hire. the double tax on the company and on the person, that is what i like. something like that could happen. also, i think you have to look, because a lot of people -- i assume your next question would be about states. steve and mitch and kevin and i talked about it. the problem with the states we , are not to recover 25 years of bad management and give them the money they lost. it is unfair to other states. if it is covid-related, we can talk about it, but we want things including sanctuary city , adjustments. we have so many people in sanctuary cities, which i don't even think they are popular even by radical left, because people are being protected that shouldn't be protected and bad things are happening with sanctuary cities. but that is just standing up answering this question, it is one of the things we think about. if we are going to do something

for states, they will want something having to do with sanctuary cities and other different points that we can discuss a little later on. jeff, go ahead. >> mr. president you are going , to sign an executive order about the meat packaging plants. it affects liability for them. what efforts or measures are you looking at for liability for other industries and other businesses? pres. trump: it has not been asked on other industries yet, but with the meat packing and transportation, we have had some difficulty where they are having a liability that is unfair to them. we are going to be doing that fairly soon. it is getting drawn up. i should be signing that over the next hour or so and that will free up the entire system and i fully understand it is not , their fault. >> i just want to go back to what we discussed earlier today.

are you asking airlines to test passengers on international or domestic flights? pres. trump: we are looking into doing it on international flights coming out of areas heavily infected. brazil is getting to that category. i hope they are going to be ok. a very good friend of mine. the president, but i think that we are going to look at it from the standpoint and i was discussing that with the governor from florida. we are going to be looking at that, from other countries. south america seems to be one that is talking about because they have so much business going into florida. with all of that being said florida has done incredibly well , and they are opening rapidly. be looking into that in the near future looking at it , very strongly. >> [indiscernible] pres. trump: either the airlines or government. we are working with the airlines, maybe a combination. >> some health experts say the u.s. needs 5 million tests per

day by june in order to safely reopen. you unveiled a plan yesterday that will increase testing but not by that much. why not, and can you get to that benchmark? pres. trump: we will increase it and we are ahead of everyone on testing. we have not been given the press in terms of fairness, and that is why i appreciated the statement before yahoo! we are way ahead on testing and are the best in the world. we have tested much more than anybody else times two, or everybody -- every other country combined. they keep talking about south korea and president moon, and he has had a victory. he will tell you how well the united states has done and he told me that very strongly. the quality of our tests is the best and the numbers are the

best. we will be going to an even higher number and it goes up exponentially. we inherited a broken test in system and within a short period of time, we were setting records. we have done more than the entire world combined, more than any other country in the world. i think we have done a really good job. with that being said, not everybody feels as strongly about testing as others. we have some governors who are strong on testing and we have other governors who are not as strong. there test is much more modest and the real test is when people stop getting sick and they will able to do that. i understand both systems. we are going to maximum testing. even though some people will not want to use it. >> are you confident you can surpass 5 million tests per day? pres. trump: we will be there very soon if you look at the numbers, it could be that we are getting close. i don't have the numbers right now.

we would have if you asked me the same question a while ago. we will be there soon. i watched your report on nbc today and it was incorrect, because we are doing a great job on testing. unfortunately, the administration and our government hasn't been given the credit it deserves. last month, it was about ventilators. now we have so many we are able to give them to italy, france, spain, other countries who have been asking us for ventilators. we are making over 150,000 and have distributed thousands and thousands. new york is in great shape with what we have done, new jersey is in great shape. we spoke just recently. ivanka just spoke with the governor and they are in good shape with ventilators. most of them have far more than they will ever need and they are starting to send them back. no one went without a ventilator

and yet, if you read the media a month ago, it was all about ventilators and that was a tough thing. we should be proud of our country. we took assembly lines and they converted from cars and other things into ventilators. the job we have seen has not been seen since world war ii. what they have done in terms of manufacturing of very high-grade ventilators is amazing. now we don't hear about that. i noticed the testing is dying down because we now have the best testing anywhere in the world, and that is a very good thing. i'm happy about it. we had a call yesterday with governors and i will say that as i'm sure many of you were on that call and you know you shouldn't have been, but you heard the governors. now the following day, if you get a democrat on the call, they will say i saw some of them

today and they were thrilled and -- thrilled yesterday on the call. today they were good but they weren't the same as yesterday, because it is the business and they want to try to win on november 3. we are doing a job the likes of which no one has ever done. i am talking about people in the army corps of engineers where we build hospitals, thousands and thousands of beds all over the country. new york, what we did was incredible. 2900 beds in a number of days. what they have done, and the doctors and professionals and the people you see me with all the time, they are great people and have done a great job. now our country is opening up again, and i think it is going to be very, very successful. larry is here. we talked about it, and we talk about it all the time. i think that third quarter it is obviously a transition quarter, but i think it is going to be ok, maybe better than ok.
