[applause] >> i really mean it. you're doing a great job. by the way-- i won't go into that i guess, look, when folks came to office the pandemic was raging and the nevada was hard hit as tourism took a gigantic dive. before i returned to office unemployment was 30% turned around today because of what i was talking about. and nevada created jobs adding another 129,000 jobs things are on the move. unemployment is down dramatically with more nevadans working today than ever before in the history of nevada and cities across america are

seeing this comeback story. now, my american rescue plan which i might add not a single solitary republican voted for provided $350 billion to state and local ger funds for every city county town tribe in this state and the state put that money to good use, to put copsbeat and teachers in the classroom, kept small businesses on their feet and families in their homes and that's not all. you can't have the the world which we do now if you don't have the best infrastructure in the world. my predecessor promised remember my predecessor kept talking about infrastructure weak for four years and didn't build a damn thing, think i'm kidding, i'm not. i proposed and signed the most significant infrastructure in generations and now we're going to have the infrastructure in 47,000 new projects modernizing america's roads, bridges, ports, airports public transit and so much more creating jobs now and jobs for the future as

well. 3.4 billion dollars in projects right here in 3.4 billion dollars. [applause] [applause] >> i was writing this and talking about was harry reid connecting the to affordable high speed internet and saving 276,000 nevada families as much as $75 a month on internet bills. and i know our friend harry is looking down and damn proud, and the airport is getting an upgrade as well. can't do one without the other. and so proud of building america's high speed railline from las vegas to los angeles in two hours instead of four.

35,000 good paying jobs. takeles off the road and reduce pollution significantly. so also taking the -- [applause] >> by the way, going to cut the time in half. i don't know why anybody would want to get to l.a. in half the time, but i know why they all want to come here it really is incredible. it's a gigantic project. by the way, it's encouraged california central california to build a high speed rail as well. the idea that we haven't had one single high built in america up until now is ridiculous. and so you know chinese have rail system that goes 1 miles an hour. anyway 230 miles an hour i should say. but look we're taking the most significant action to fight climate change ever. policies have attracted 650 billion dollars in private sector investments from companies that are moving clean energy factories and jobs back

here to america where they belong. for example in reno redwood material is going invest 3.5 billion dollars, 3.5 billion dollars on the manufacturing plant creating thousands of jobs here. thousands of jobs. tomorrow -- [applause] [applause] >> tomorrow in arizona be talking about america semiconductor chips, tiny chips the size of the tip of your little fingers which powers everything from automobiles to smart phones to-- we invented those chips and we lost the market and let's send them overseas where it's cheaper and ship it home. we don't do that anymore, we make it here we've brought chips manufacturing back home.

240 billion dollars in private chip factories in america ran by the way creating tens of thousands of jobs over manufacturing and average salary in what they call one of those fab, the factories, $100,000 a year and you don't need a college degree to get that job. across the country oolks he ew business applications since they took office fastest growth of latino-owned businesses in more than a decade. more black small businesses starting at the highest rate in 30 years. in nevada since i came to office we've seen 195,000 small business applications and every one of those applications is an act of hope. it's critical because small businesses and the reason i keep talking about small businesses small businesma the gdp. half the economy of america, half of all, all the economy in america g businesses. but here is the deal. as more folks move into nevada for good paying jobs we need housing that's affordable the

depth of the pandemic and in the depth of the pandemic the american rescue plans delivered funds to keep eightillion families in their home nationwide by preventing foreclosures and evictions. in nevada used the funds to00 people's rent to be paid. [applause] >> first time home buyers able to make a down payment. building and renovating affordable homes than more than any part of the country, any state in thecountry. here in clark county new are under construction as a result. 8,000 homes totalfamilies seniors and veterans and across the country more people own homes now than before the pandemic. we're seeing fewer foreclosures thanñ ytime in decades, but we have a lot more to do. for too many people the dream of having a good home still feels out of reach, i get . look here is my plan. you know everybody thinks

because i'm president i was wealthy and significant background economically well i had the dubious distinctions the poorest man in congress for years. my wife got a call i was campaigning in new hampshire when that statistic came out in the called i use today call because the kids were little when i was away how is everything going and i got this fine. you know you're in trouble when your wife or husband says fine. she says what's the matter. only elected officials husband or wife would ustnderid did you read today's paper? i said i don't have today's paper, a wilmington paper, delaware up in -- where i was in vermont. she says well let me read it top headline biden, poorest man in congress. is that true? i don't know if that's true turns out that was true. here is the deal.

my new budget works the lower housing costs for owners and renters alike today. i was raised in-- when scranton where i was born in my early years raised when scanton went in terms of the economy, we moved down to a little place called claymont delaware where my dad started off as a kid and we couldn't afford anything we lived in a duplex called brookview apartments which became public housing years later and my dad kept trying to figure out how to get the down payment to get the first home. well we rentedndsaved, he saved and we were able to buy a three bedroom home and new development because of these areas billed 40 50 homes # and a shop, and we had four kids and a grandpop living with

us. and my dad said the way you build equity in your home is the way you build wealth. when you build enough equity in your home then you have enough money to borrow to get something new to move and so on and that's how it everybody in the middle class makes it through equity in their home. well look it works. what we've increase housing supply and keep costs down in the future. first for home owners inflation keeps coming down and it's predicted to d mortgages are coming down as well, but i'm not going to wait. i'm not going to wait. [applause] i want provide an annual tax credit to give americans $400 a month for the next two years as mortgage rates come down to put towards eir mortgage when they buy their first home or trade up for more space if they come from a middle class bedroom come from a family as well 200,000 or less. and we're making more affordable to refans your home

by eliminating title insurance fees for federally-backed mortgages. save as much as $1,500. the federal government can a foy ford-- afford to do that. and the national association of realtors moment owners can negotiate buy orayer home. could save 10,000 on the sale or purchase. calling on realtors to follow through on lowering commissions to protect home owners. end the legacy of discrimination and home valuations it's -- [applause] >> it's exacerbating the wealth gap, it's wrong. builder came along and built 20 homes on one side of the

20 on the other, and p built in a black neighborhood and the other the home. the black home is worth less or hispanic home. >> that's wrong. bring our rents down. working to look at laws. landlords should be competing to give the best deals not conspiring to charge them mo [applause] >> we are also going after what i call unfair rental and junk fees like ones you charged moving in the apartment. surprise convenience fees that can add up to hundreds of dollars. folks are tired of being played for suckers and i'm tired of letting them be played for sucker andxpanding rental assistance to over 100,000 more

low income families since i took office the biggest increase in 20 years. [applause] [applause] >> my new plan would help humps of including foster kids aging out of foster care have to move out and living on their own for the first time and thousands of veterans afford the rent no one should be homeless in america, especially someone who served this country. [applause] >> we know affordable housing has been a challenge for a long time. to solve it we need to increase supply. when supply is down demand is up. bottom line toower housing cost for good is to build, build, build. that's why -- [applause] >> the congressional delegation i've cut red tape so more can get financing for the

new project, 1.7 million new housing under construction right now because of it. today my administration reported that single family housing starts are the highesthey've been in nearly two years and my new plan would create two million affordable homes including tens of thousands right here in nevada. you know -- [applause] [applause] >> we're doing what they the neighborhood home tax credit to build affordable housing and we do it by expanding the bipartisan low income and sorry for the titles that's what these are. low income housing tax credits to build affordabl lenders, builders housing advocates alike. look my plan will also establish anive plan to build housing or convert housing from empty office spousing into hotels into housing and my plan

would provide $8 billion to pro tes no one should have to live in the street. one. experts are calling these measures the most consequence housing plan in more than 50 years. let me be clear, it's not only my plan it's fully paid for, we're also reducing the federal deficit at the same time the republicans talk aboutd democrats. give me a break, come on. i've already cut the federal deficit by one trillion dollars since i took office. the last guy -- [applause] >> the last guy increased the any four years as president. and i signed to cut another trillion in the next decade. because the law i signed big pharma pharmaceuticals companies giving medicare the

power to negotiate prescription drugs they pay for seniors and veterans administration. the va says i need this for veterans, but i'm not going to pay more than this for this amount of money. it's not just seniors, but taxpayers money. one thing in making sure that you're going to be able to have insulin for 35 bucks instead of $400 a month. guess what? that cut the deficit by $160 billion. $160 billi a there's a reason for it not only save seniors a lot of money when i first wrote it included everybody, the republicans knocked out everybody and lefte seniors in they couldn't lose that one, but here is the deal $160 billion in the next decade because big pharma doesn't have to pay out the $400 a month. they're paying out $35 a month to big pharma. my plan would double the number of drugs able$200 billion a

year. this bill has already been passed. here is the deal folks. you know right cut the deficit by more even more by making the very wealthy pay their fair share. here is the deal. if you're going to deal with medicare and you want to make sure that you're going to be able to save money. well guess what? many of you know seniors who have cancer drugs that cost up to $35,000 $15,000 a year, and law passed in 2024-- january of 2025. no matter the total cost of prescription drug costs for what a senior are, they won't have to pay more than$2,000 period. [applause] >> that's going to save another 200,000. anyway i can't really-- we drove out to the airport and put you on air force one and

said you had a prescription needed to be filled and it was an american company that made it say okay let's fly to toronto or to berlin or to london or to rome or any major city in america, i'll get you that same prescription filled in those cities 40 to 60% less than a pharmacy here. i'm a capitalist if you want to make a million bucks, great. just begin to pay your fair taxes. [applause] [applause] >> in 2020 55 of the lst fortune 500 companies made $40 billion in profits. they paid zero in federal taxes. not anymore, thanks to the law i wrote we signed big companies have to pay a minimum of 15%. too little-- would you trade that pay 15% instead of what you're paying now. look it's time to raise the

corporate minimum tax so every corporation begins to pay their fair share. you know before the whole thing wit there were 750 billionaires with a b, in america. today there are a thousand. you know what they pay in the average tax for billionaires in america? 8.2% federal tax. anybody want to trade thembillionaire tax? i'd take 8.2%. that's far less than the vast majority of americans pay. no billionaire should pay a lower tax than a teacher, a sanitation worker a nurse, anybody anybody -- [applause] >> that's why i'm proposing if i'm reelected we'll get it done minimum 25% tax for billionaires that's not the highest tax rate you know how much to would raise in 10 years, $500 billion in 10 years. could do.

we could cut federal deficit more and invest in things make america great care and range of things we'd be better-- child care housing, all of which help grow the economy. of these things i proposed i asked the treasury department to do a study for me because i'm a pro union guy and i've been the most pro union president in history. here is the deal -- [applause] >> people say well that costs a lot of money, it saves money, the study they've done points out that union labor and contract raise everybody's income. everybody's income. and they have the best in the world besides. like i said when i got-- when i got that $350 billion invested in computer chips i was in it was in samsung in south korea convincing them to come here. why would you come here the best workers in the world and

my safest investment is in america. folks, there's so mu could do, but my predecessor has a totally different view when it comes to fair taxes he said and said to miss friends a mar-a-lago quote, it's on the record. i know many of you, this is the quote, you're rich as hell and we're going to get you tax cuts. that's what he says out loud. president enacted a $2 trillion tax cut that overwhelming i benefits the very wealthy and he exploded the deficit, added more to the debt than any president has in one term in wants to do it again. two trillion for wealthy and biggest corporat funds for affordable housing, not building them cutting the funds for them. folks at home does anybody really think the tax code is fair? i don't know. you don't really think the wealthy and big corporations

need another trillion dollar tax cut. doing pretty well. i sure in hell don't. i'm going to keep fighting like the devil to make sure that the wealth any pay their fair share and under my plan -- [applause] >> to make sure on the other end demagoguery. and i kept it. no one earning less than $400,000 a lot where i come from will pay additional tax, not one penny, but everybody else is paying their fair share. let me close with this as i travel the country folks tell me back in 2020 they were down they lost their business they lost faith in the system, but then the laws we passed the work we have done together got them back on their feet. 15 million new jobs in three years more than any other in cycle of pride, pride in

hometown is making comeback pride in america, getting big together. we have a lot more to do. a lot more to do. the reason this election is so important it's not about me it's about the future about the future. he wants to do every single thing we've done if he gets elected and he stated straight up, but there's so much more to keep and to do. i've never been more optimistic about our future you have to remember who in hell we are. we are the united states of america, there's nothing, i mean think about it nothing beyond our capacity when we work together. d that's come out of every crisis stronger than we went in every time. when we work together. and with your help we're going to get people working together in a way they haven't for decades so ladies and gentlemen, god bless you and may god protecttroops.
