hours. >> in maine, the national weather service says more than 5.5 inches fell on portland. one of the ten all time wettest days in that city's history. rain knocking out power and trees and flooding roads. let's go to maryland west of baltimore. knee deep flash flood water rushing through the streets. a local ymca flooded out. three feet of water there. the car in this photo we will show you totalled. here's the owner. >> i really didn't know that flash flood meant quick rain, everything. >> it looked like a freaking river. >> this is a prelude to hurricane joaquin. where will it hit? let's get to meteorologist pedram javaheri. >> good morning. the latest update from the national hurricane center in the last few minutes. the changes in the forecast that we touch on with the category

three. the rainfall potential through the roof in the turks and caicos and bahamas at this hour. it is strengthening in the next several hours. beyond that, the track shifted to the east. this is good news when we see hopefully take place over the several days as we approach sunday into monday. the reason i say that is the models over the past several days have a lot of consistency with the seaboard and mid-atlantic states. gradual shifting to the east with good news. i want to show you the track. this takes it into the carolinas and cape hatteras and kill devil hills. 90-mile-an-hour winds. beyond that, it would approach new jersey some time on tuesday. shortly after midnight to 2:00 a.m. that would put it in new jersey as a strong tropical storm. we hope this track continues to

shift. something we notice, you don't want to buy in with the central track. it can go to west and east. if it takes the easterly tract. again, if you look at the vast majority of the models with the spread, it is still there. we don't have the high concentration in one particular region with one model offshore. again, you notice the particular model we followed with the track that would take to the northeast with the trough that digs in to the northeast. we have a hurricane offshore. notice how they interact. that is a key player in the tropical feature and shove it right to the northeast. that is what we do not want to see play out and the europe model is nudging it back to the west. it will go out of the areas into the open waters. that would be good news.

if this comes in close to land, we are talking about significant rainfall. 10 inches on top of the 6 plus inches over this region. you think about this time of year, the trees with a lot of leaves on the trees and winds will weigh down on the trees. it is something worth following. >> it reminds me of tropical storm irene. that hit when it was full blown. everything was leafed out. a real halloween storm. for us on the east coast, we are storm weary here. >> absolutely. this is a good time to make all those precautions even if the storm system takes a right turn. we have not seen a major impact sits 2005. this will not get to a major hurricane to the u.s., but an area that was hit too hard a couple of years ago. proper precautions.

>> pedram says don't fall in love with the middle tract. thank you, pedram. the u.s. countering russian claims its first air strikes in syria targeted isis. russia's first word about the air strikes came when a russian official appeared at the embassy in baghdad with a note to warn stay out of the syrian air space. barbara starr asked ash carter about the unusual move. >> you are dealing with the russians for years. a russian general shows up at the embassy in baghdad and apparently reads you a note saying air strikes will begin in one hour. what do you make of that? is that as secretary of defense, is that acceptable military to military relations with you and where does this leave you if you sit down and talk with the russian military about a way ahead? is this not a little bizarre? >> you are right. i have been dealing with them for a long time.

this is not the behavior that we should expect professionally from russian military professionally. that's one reason why i think it is a good thing to have an avenue of communication that is less unprofessional than a drop-in. >> the u.s. also accusing russia of misleading about the target of its air strikes. american officials say the war planes were not flying in isis-held regions and the washington post reports that it hit anti-rebel troops in syria. accusing russia of pouring gasoline on the fire of syria's civil war. for the latest, let's bring in matthew chance live in moscow. matthew, russia's priority is not isis, right? >> reporter: i think that actually if you watch closely at the russians and what they have been saying, they never stressed

the emphasis is isis. they are talking about isis a lot. they know well that isis has no friends and if russia emphasizes the target, no one will contradict them. they also said their priority is supporting the government of bashar al assad. vladimir putin a couple days ago at the u.n. called him a valiant fighter against extremism. it was a mistake for the west not to give more support to bashar al assad and his government. that is the priority now. they are striking isis targets, but striking other targets as well. the kremlin doesn't draw distinction between isis and other groups. it puts them all in the same basket as islamic terrorists. it committed itself to fighting all of them. it is particularly focusing, it seems on the groups that pose

flash flood meant boom, quick rain. >> it looked like a freaking river. >> it is not over. the heavy rain is one storm system. then there is hurricane joaquin churning over the bahamas. where will it hit? let's get to meteorologist pedram javaheri. >> good morning, boris and christine. category three sitting across the bahamas and turks and caicos islands. models indicate this could get to a category four. the latest update bring this up to the portion of the northern portion of the carolinas. kill devil hills in the early morning hours of monday. and southern areas of new jersey in the early morning hours of tuesday. important to note, you don't want to fall in love with the central track. this can take a westerly track and easterly track and then offshore. you notice the model discrepancy. you notice yesterday, there was more confidence with one model

held regions. the washington post reports that strikes hit anti-government rebels in syria. some backed by the u.s. and trained by the cia. carter accusing russia of pouring gasoline on the fire of the syrian civil war. i want to bring in matthew chance for us live in moscow. at the very least, this is a dangerous new phase in the four-year civil war in syria. matthew. >> reporter: i think the kremlin would argue that training rebels in syria to fight the government would be pouring gasoline on the flames as well. which is why they say they are taking this action. the western policy has failed. u.s. policy has led to chaos. they are moving in now to back the syrian government, which they believe is the best force or best hope of stopping isis and other fundamentalist groups

in their tracks. there has been some confusion, shall we say, over the targets the russians have been striking on the first day of their air campaign in syria. publicly, they are pretty much emphasizing the defense ministry it was the islamic state they are targeting. saying we hit eight isis positions. fuel dumps and ammunition depots and commander and control centers. things like that. the video emerged from the ground of the province which is not controlled by isis indicates otherwise and also u.s. reports that other rebel groups have been struck. since then, u.s. officials -- sorry, russian officials have been slightly nuancing their message saying their were invited by the syrian government to combat isis and other terrorist groups as well. this has been reiterated by the russian foreign minister after a meeting with secretary of state

john kerry and a few moments ago by the spokesman by the kremlin as well. there are other groups opposed to the syrian government as well. >> matthew, who takes the lead here? if you have russian jets bombing i innside syria and the bombing raids on isis positions, who is in charge here? is this all about making sure that the russians and americans now at this point, don't hit each other? there is no accident with the militaries? >> reporter: this is a conflict of interest with the united states and russia. they are both flying mission, but who have different objectives. they may overlap in targeting of isis. the russians are still targeting isis, but there are other groups backed by the west and united

breaking overnight. afghan special forces have reta retaken the city of kunduz. the operation launching late wednesday still ongoing. the cnn international editor nic robertson joins us now. what is keeping the afghans confident they will hold on? >> reporter: boris, the more information we get in today, the more we are learning about the situation on the ground. it still seems to be fluid. they believe that they can hold on at the moment because they come back into the city and they have reinforcements. they outnumber the taliban. the taliban has support in the town. that's why they were able to get in so quickly because people in the city are disgruntled if you will with the government.

that is one of the reasons why the army fell back. what has turned the situation around is not just the reinforcements. we know there have been six u.s. air strikes helping the afghan forces advance into the city. what the interior ministry tells us is they control the major points in the city. they say the taliban are rihidi out in houses and they come across taliban fighters holed up in the houses in the city, they put up fierce resistance. rather than the picture we had from the afghan government a few hours ago which stated they were in control of the city, it seems they are still fight for control of parts of the city that this is not a done deal yet. they have the force of arms now. they have u.s. military backing. they have their reinforcements there. it is not going to be an easy battle. boris. >> nic, thank you. tough news to stomach.

good thursday morning. i'm christine romans. let's get an early start on your money. u.s. stock futures are higher. suggesting a strong start to the fourth quarter if all of this holds. stocks climbed yesterday. dow rose 235 points. not enough to save the worst quarter in four years. a lot of uncertainty dragging sentiment from the federal reserve and china slowdown and political gridlock. a lot to get through. it looks like a bounce for today. this is a big day for your credit card. today is a milestone to the shift to the more secure chip enabled cards. banks used to cover the transactions for fake transactions. now today is the shift to less

protection. if a chip enabled card is used in a store that has not upgraded the system, the retailer is on the hook for the fake swipes. the cards are more secure, but it will take longer to swipe at the checkout. that could cause confusion for you. be prepared. it could take another minute or two to get through with your screaming kids at the checkout lane. >> i just got mine in the mail. >> it is supposed to be more secure. hurricane joaquin gaining strength overnight. >> they are different than yesterday. which is not exciting. we want them to all agree all the time. that is the way we know they are correct. 120-mile-an-hour storm. hurricane hunters have been flying through the storm all night long. it will hang out in the bahamas for almost 48 hours. then it will make a run to the north. it is the hanging out part that has the models confused. they don't know if it will shoot to the north or shoot to the east and away. we still have this differential of models. one to the left of the united states and one not. everyone is asking if it will hit new york city and long island? look how far the line goes to west virginia? or all the way out to bermuda when we get that far out. models were focused on north carolina. not so much today. many models missing north carolina. we showed you these models yesterday. one is gfs. the american model right there.
