7:30 pm
with more air strikes hitting khan younis, apologies there were clear that the wrong pictures there. next, the fbi said suggests it is investigating a explosion as a bridge, live pictures there, it connects the us and canada at niagara falls. more details on what is happening live in niagara falls, the border area between canada and the us, and number of bridges connecting the two countries in that part of the world, or one of them called rainbow bridge, and in the last hour or so we got details of an explosion, a vehicle exploded. on that bridge, since then we have had social media statements from the fbi and authorities in canada and the us
7:31 pm
saying they are investigated, it's a fluid situation. in the last few minutes we have a few more details coming to us from our partner cbs news, media organisations around the world have partnerships to work together, the bbc works with cbs news in the us, they are reporting that two people are dead following the suspected vehicle explosion on the suspected vehicle explosion on the rainbow bridge. in the last few minutes, we heard from the first time for an eyewitness sent to us by our partners cbs news to stop it is a pretty clear description of what this man claims to have seen the stop this lesson. my this man claims to have seen the stop this lesson.— stop this lesson. my wife and i were walkin: on stop this lesson. my wife and i were walking on main _ stop this lesson. my wife and i were walking on main street _ stop this lesson. my wife and i were walking on main street and - stop this lesson. my wife and i were walking on main street and the - stop this lesson. my wife and i were walking on main street and the car. walking on main street and the car was coming to flying back here, like over 100 mph, we could hardly see him he was that quick, there was a car in front of them, he swerved around it, and it looked like he hit the fence and the fire started, and then all of a sudden he went up in the air and then all of a sudden he went up in the airand then
7:32 pm
then all of a sudden he went up in the air and then it was a ball of fire like 30 or a0 or 50 feet high, ever seen anything like it. it was really incredible. this ever seen anything like it. it was really incredible.— really incredible. this cross to washington. _ really incredible. this cross to washington, dc— really incredible. this cross to washington, dc with - really incredible. this cross to washington, dc with gary - really incredible. this cross to - washington, dc with gary o'donoghue, what do we know? it washington, dc with gary o'donoghue, what do we know?— what do we know? it seems to happen, robabl what do we know? it seems to happen, probably like — what do we know? it seems to happen, probably like three _ what do we know? it seems to happen, probably like three hours _ what do we know? it seems to happen, probably like three hours ago _ what do we know? it seems to happen, probably like three hours ago no, - probably like three hours ago no, and this car, according to eyewitnesses and some of the statements we hide was coming from the canadian side of the border across the rainbow bridge, at significant speed, it seems to have hit something on the bridge and then veered through one lane into another and then exploded into what seems to be quite a dramatic explosion. our partners, cbs, iseen be quite a dramatic explosion. our partners, cbs, i seen there were two people in the vehicle who died as a result of that explosion. we haven't had that officially confirmed by the police there, but we know it is not just local police investigating, the
7:33 pm
fbi are involved, thejoint terrorism task force is also involved, and they have now closed all those crossings, those international crossings, and there are four of them, four of those bridges between that part of new york, at the northwestern part of the state of new york, and canada, why they are investigating. also looking at vehicles and certain people around buffalo airport, we understand. the canadian public safety ministry says it's to receive soon to say whether it was any kind of deliberate acts or attack, but they are clearly taking it very seriously, and in the context of a holiday, the day before thanksgiving here in america, which is to be honest, probably the biggest public holiday in the us, there are always us safety concerns, so all these factors are making these people wonder and think about what this factor could be. so no confirmation
7:34 pm
from the fbi or anyone else that there is a terrorist incident at any point. there is a terrorist incident at any oint. . ~' ,, there is a terrorist incident at any oint. . ~ , ., point. thank you, gary, i want to cive point. thank you, gary, i want to give peeple _ point. thank you, gary, i want to give people watching _ point. thank you, gary, i want to give people watching and - point. thank you, gary, i want to l give people watching and listening a quick heads up because they are two major stories happening right now. we are continuing our live and break in coverage of this incident in the us and canada border, but in israel we are separately expecting to hear from the israeli prime minister benjamin netanyahu, that person for a press conference we were due to hear, but it has been delayed. we just want to let people know that press conference we are expected to hear from press conference we are expected to hearfrom him, but there has been a delay, no firm time at all on that, but we wanted to let you know that. as we look at these live pictures of niagara falls, if you arejust tuning in, just remind you of the headlines that we know right now,
7:35 pm
that the first we heard there was an incident involving a car, a vehicle, on that bridge, the rainbow bridge, connecting the us and canada. then we heard a report of an explosion in the car, and from an eyewitness describing the car driving at speed, hitting something and then the ball of explosion. as gary was outlining there, it any details about why the vehicle was travelling in the way it was, we do not know at this stage. the fbi described on social media the situation is very fluid, and they couldn't provide any further details at this point. we are keeping across those life pictures there of niagara falls, many people know niagara falls for the famous tourist attraction up there but is
7:36 pm
also a border between the us and canada, and you can understand why any incident like this, let alone and exploding vehicle on the bridge, orany and exploding vehicle on the bridge, or any incident similar to this is sensitive because of the location. any border crossing between any two countries clearly has heightened security interest, significant police presence among local and federal officials and fbi investigating. as we get any more details, we will return to area o'donoghue, and those life pictures when we get them. let's get more on our other top story this hour. the deal reached between israel and hamas, expected to see the return of 50 hostages held in gaza and the return of palestinian women and children. and a pause fighting to allow humanitarian aid in gaza. a
7:37 pm
high court in israel has rejected a legal challenge to deal brought by israeli citizens killed in previous palestinian attacks. earlier i spoke to scott walker — a hostage negotiator, former adviser to the un in the middle east, and author of the book *order out of chaos* — he told me what he makes of the details that have emerged so far. it's a welcome step. but at this stage you must stress caution. i've lost count how many hostage negotiations i've seen, where it's stumbled at the last minute. and just because we have an agreement, that is not the same as a safe and timely release and recovery of the hostages. we're almost there. but until those hostages come back and are picked up by the the red cross and back over the border into israel, there are lots of things that could still go wrong. what are those kind of things? because we have the deal in principle. both sides have agreed to the numbers, the time scale, the pause in the fighting.
7:38 pm
is this now down to just practicalities, logistics on the ground, things potentially going wrong there? absolutely. this is the most dangerous, fragile moment of any kidnap or hostage negotiation is, you've got the agreement, but it's the practicalities, as you say. it's the logistics, it's the sequencing. it's what happens when, by whom, in what order, is key, because all we need is a small, minor accident or incident by somebody or some small group, and both sides have actively said that they're keeping their finger on the trigger. and so what we can't afford is anything to go wrong in this release phase. and are you expecting the process of the release to mirror what we've seen previously? we have had a very small number of hostages released. they were put into the hands of an intermediary, independent body to be transported out of gaza. are you expecting
7:39 pm
a similar kind of pattern? yes. what will happen is hamas will more than likely take the first group of hostages to a separate location, where they are likely to be handed over to the red cross, who will then take responsibility for them to get them over to the border with israel. and if we can demonstrate, or if they can demonstrate that this works, it will be replicated over the coming days. and in your experience, if — and i accept what you're saying, massive caution — it's a big if at the moment. but if it does sequence out in the way that we are expecting, what does that do? does that build, in your experience, enough trust for potential future negotiations on wider issues? or is this very much a narrow issue about getting the hostages out? i think there are two separate issues. however, the thing that links both of them is trust. i mean, in a kidnapping
7:40 pm
or hostage—taking, trust is the number one success factor of getting the hostages released. as to the wider challenges and implications across the region, that is a separate issue that will need to be tackled later on. and what about the role of qatar? clearly, this was a significant moment just getting to this deal. is their involvement now effectively paused for the moment whilst we focus on the logistics on the ground, and then go back to qatar for future events? i think it's fair to say that qatar, and to a certain degree egypt, will be playing or continue to play an absolutely vital, key mediation and negotiation role here between all sides involved. they've demonstrated their ability, their capability, over recent years in other incidents around the world, and in particular in this situation, they've demonstrated they've got
7:41 pm
the trust of both sides and they have the means and capability of engaging in these negotiations. and lastly, just before i let you go on, i suppose some of the practicalities, but what in your experience is the level of leadership, the seniority that's involved in both sides, with these kind of deals and with what will happen over the next few days? is it, nothing happens without the express consent of the absolute top leadership on both sides, or will this be delegated now? i think initially, as we've seen play out in the last 2a hours, these decisions are being taken at the very, very highest level as to what is going to happen. and when is it going to happen. and i think as this develops, that may be delegated down. but right now, it's fair to say that the senior leadership on both sides will be the one calling the shots here.
7:42 pm
our thanks to scott walker speaking to me earlier. as i mentioned, we are working with them to hear from his wrist by mr benjamin netanyahu in the next few hours, gnosis pacific time on that. when we do get that, and he appears, will cross to it to get any more details we can on effectivity the details of what has been agreed and how it will be implemented. hamas issued a statement that it will come into this truce, this truth will come into effect at 10am tomorrow, we wait to hear what the israelis say if anything at all, on that. back to that as is when. back to that border area between canada and us, niagara falls, you can see the heavy police presence there because a bridge there, one of there because a bridge there, one of the bridge connected the us and canada, called rainbow bridge if you
7:43 pm
hours there was an explosion, if he could exploded and there has been a response from various different agencies since then, we will stay with the life pictures and bring in our correspondent in washington, dc gary o'donoghue. this up to the latest. ., , gary o'donoghue. this up to the latest. . , , ., latest. the latest is that three hours or so — latest. the latest is that three hours or so ago _ latest. the latest is that three hours or so ago about - latest. the latest is that three hours or so ago about this - latest. the latest is that three hours or so ago about this car| latest. the latest is that three - hours or so ago about this car seem to be travelling at speed from the canadian side of the border into the rainbow bridge, it seems to hit something on the rainbow bridge, and then exploded, and what we are hearing from our partners and lots of other us media sources now, is that two people in the car died in that two people in the car died in that explosion, which is created an investigation by local police and the fbi, as is thejoint terrorism task force. we don't have confirmation about what might be behind this, a senior official here
7:44 pm
in washington has, interestingly, in the last few minutes told our partners cbs that it looks like this is more than a freak attack. at this stage, they don't have the details. it is difficult to know what extent they are speculating or speaking on they are speculating or speaking on the basis of something more informed that we don't know about what to to point toward something they think is more significant. we do know that the local law enforcement and others have closed all the other board border crossings between new york and canada, there were four bridges in total, the rainbow bridge and three others, both directions, traffic has all been prevented from moving there. there are increased security patrols, dogs, sniffer dogs, searches, at the number of airports in new york, places like

buffalo which is not far away, and his is all in the context of the day before thanksgiving here in the united states, a major national holiday, millions of people on the move inside the country, throughout the country, and also a heightened, and always, these big holidays situations, big heightened moments for security as well, so we would await any further clarification from the fbi and others about what was behind this, but certainly they are taking this incident very seriously and do appear, at stage, to be treated a bit more than just a freak car accident. treated a bit more than 'ust a freak car accident.— car accident. thank you much for that it gary- _ car accident. thank you much for that it gary. your— car accident. thank you much for that it gary. your spring - car accident. thank you much for that it gary. your spring one - car accident. thank you much for that it gary. your spring one line j that it gary. your spring one line we're getting from the afp news agency, is very short, it is from the leader of canada justin trudeau, saying the us bridge explosion is" a very serious situation", we don't

of the hostages being released and present to palestinian prisoners going in the other direction. 8pm is the latest guidance we are being given, but i want to put a warning around that because we are expected that sometime earlier but these things are movable as you can appreciate but we are keeping abreast of that in israel and get to it straight to as we get more information on it. straight to the store we've been following for the last hour or so, this is niagara falls, the border area between canada and the us, a series of bridges connecting the two countries there and on one of them, rainbow bridge, a vehicle exploded. we started to get details in the last hour or so, started to get details in the last hour orso, and gary started to get details in the last hour or so, and gary o'donoghue our correspondent is standing by to bring us up—to—date with the very

on. and we do know at this point that they have closed all of the four border crossings between the united states and canada as for bridges, including the rainbow bridge, in both directions, why they investigate is usually complicated and difficult time because of the nature of thanksgiving holiday here, which is tomorrow, millions of people on the move around the us, in between the us and canada, so this is something that is a heightened security moments. we have had one senior administration official here in washington, saying it looks more like than a free accident, but they are no details at a moments, so a fluid situation which is still developing, and we should hear more in the coming hours.— in the coming hours. thank you for that gary- — in the coming hours. thank you for that gary- you _ in the coming hours. thank you for that gary. you are _ in the coming hours. thank you for that gary. you are watching - in the coming hours. thank you for that gary. you are watching bbc i that gary. you are watching bbc

news. we will continue our coverage here on these life pictures, we have been seen vehicles coming and going around the police cordoned, effectively close to this bridge, this rainbow bridge near niagara falls, on the border area between the us and canada. we're going leave niagara falls in just a moment because were addressing the israeli by mr benjamin netanyahu approached the microphones. letter soliciting utilities going to say. translation or families _ utilities going to say. translation or families of _ utilities going to say. translation or families of the _ utilities going to say. translation or families of the hostages, - utilities going to say. translation or families of the hostages, last | or families of the hostages, last night i convened the government to approve the first stage in the return of the hostages, since the beginning of the war, i cannot stop thinking about them, and i cannot stop thinking about you, the members

of the families. i have met with you and heard with few what you are suffering, and i've heard about this ongoing nightmare and the torment, about this uncertainty and anxiety thatis about this uncertainty and anxiety that is really endless. and when i meet with you you show the pictures, the photos, of your dear children on your hearts, you literally stick them on your hearts. and we look, myself and my friends, at each and every one of those photographs and it is an imperative for us to act, and the city, in order to bring them home, all of them. and when i say all of them, i really mean it. all of them, every single one. we define
7:53 pm
exactly what the objectives of this war is to eliminate or, to release the hostages, and then the day after it was no longer be a threat to israel in the gaza strip, and this is what we're doing. we created that, what paved the way for this was the blending of these this effort we have been exerting, and we would like to salute the idf for everything they've done, the effort they are exerting, and the other one is the way we have been active around the world, negotiation in order to bring the hostages home. and we tried to prove it the whole time, ijust spoke to president biden and i thanked him for having worked so hard with all the
7:54 pm
mediators in order to find it kind of improvement of whatever the outline was the stub so, these two combined really enabled us to not only enable hostages at this stage but the one in the next stages. the release of the detainees and our prisoners from our prisons will not include murderers, and the transfer of medication, and the visit of the international red cross within visit everyone, and they have denied they knew about that, they will, yes, it has been agreed and i expect the red cross to do its job, has been agreed and i expect the red cross to do itsjob, and to has been agreed and i expect the red cross to do its job, and to visit them all and bring them the medication they need. the citizens of israel, and very often, i have to make very difficult decisions and
7:55 pm
sometimes the choices are extremely tough. this is what i have now suffered with the hostages, we have been exerting an effort the entire time. at this time we can achieve the release of mothers and young, and some young woman with the children. it's an incumbent on us, a secret duty, and imperative for us our decree over the years we have only done things, whatever we had to do we did is in other scenarios, and there are various things that we had to do, and with the aaron releasing of hostages, we took risks. it wasn't always possible it with a military campaign, and therefore this time, we are taking advantage of every possible chance in order to
7:56 pm
bring them home. it is a sacred duty upon our shoulders, it is a decree. yesterday, it was clarified at the meeting that the security and safety of our soldiers will be insured during this truce, this temporary truce, and then the idf will continue after that in its war, and his campaign. we approved that decision, the entire governments, and we believe, and i believe, that this is the right decision. i think you all, my ministers, all of you, the chief of general staff and ahead of the gss and the head of the mossad, and major general, all of them who worked tirelessly, burning them who worked tirelessly, burning the midnight oil to bring them home.
7:57 pm
citizens of israel, i want to be clear. the war is ongoing, it is gun continuing, we will continue it until we achieve all our objectives. we will eliminate hamas, and we would ensure that the day after hamas, there will be no factor who will continue educating their children to hate and to eradicate israel. so, we will continue in anonymity and hamas in the north, by the way and in the south amount we will continue that effort until we have an absolute victory. and we are doing so it thanks of the heroism and the courage of our children. they are truly the heroes of israel, and i always remember, because this victory has a very heavy price that we have to pay. there are those who lose their lives, who have given
7:58 pm
their lives, sacrificed their lives for us, for our safety and security. i spoke to the family of the young paratrooper who died this week, and the father told me that you wrote to his son and said that when you go and fight hamas, remember that behind you there are 1a00 citizens of the state of israel who were cruelly slaughtered by a very evil full. and that is what all of the bereaved families did when i spoke to them. please, they said to me, continue until that total victory, absolute victory. the citizens of israel, i am standing here tonight and saying things very clearly, that is exactly what we're going to do to stop together with you and the help of god, together we will win.

any kind of conclusion to this campaign must include in it to very clear aspects. one of them is the dismantling of hamas as a military framework, and the second, the return of the hostages to the state of israel. i am obligated to it, the entire security system and defence system is, and we will do it. it's nearly a whole month that the idf has been working very hard in the gaza strip, in a very precise manner, in a lethal manner, and it has been done so with the collaboration of the ground forces, air forces, collaboration of the ground forces, airforces, and collaboration of the ground forces, air forces, and those from the sea, all with very accurate gss and other entities, and they are all doing it with very precise intel. and they are doing so side by side in full
